Public Works - Regular Meeting

I call the Public Works Committee meeting to order Tuesday, June 30th, 2026 at 10 a.m. Okay, to speed things up, we'll jump down to Public Works. And Dean and Mike are here. We have requests for undertaking for And for Matt to put signage on state dollars. I guess all we need, and you were saying in Granville?

This is a resolution authorizing the chairman, I believe, the chairman of the treasurer's office.

Before we get knee-deep in everything, I just wanted to throw a motion to accept the minutes. Motion to accept the minutes.

Correct. So if we were to take the littering out, we would have to litter the yard, hire a crane to unload them, then hire a crane to reload them for a good price. It just simplifies that.

May I ask a question? would it be prudent so long as Fort Miller has the success? They won the bid this year, right? Rather than having the department have to come back, this might be a standard course of business throughout this construction season. Would the committee be willing to entertain a blanket over the next 12 months Rather than having the department come back every time there's a project and getting permission to go around our audit process, would the committee entertain during the 2026 construction season that the department be allowed to prepay the culvert? I mean, rather than making them come back every time, you could kind of give them a blanket for the season. It would only last for this season, and then you'd be readdressing it for 2027. So you're not insuring that kind of thing?

Can I ask, is there a way you guys can just do it per project? Like prepaid per project. Don't go ahead and prepay all of your culverts for the year. Right. But I mean, when we do this blanket, I want you.

Well, I didn't want to say, you know, we did all of them and then it turns out the last bridge didn't get done this season. That's what the report I was going to ask for this class.

Okay, there's one other item here for the snow and ice agreement. And I think we should have or that you want to figure it out. It's farm management, I might put it. It's like the adjustments, 379. We've got another. Ben Brantwich came in and talked to us about the PFOA stuff in the hearing and that sort of thing. Worked for me. I had a lot of trouble with him because he was always destroying himself either in a kayak or on a mountain bike. And this time he destroyed himself on a mountain bike. He was supposed to be on the agenda today. So I told him, Ben writes things in 50 or 60 pages, as you notice. I told him one page. Here's one page update on the cleaner stuff down there. I think just hand him around. I don't know about every number, but that was it. There's a little of them being here today.

Okay. CHP, which is a power line, corridor management plan acceptance. This is in a sense the wrap-up document by the CHPE project that runs transversely Washington County on its way from Canada to New York City. I believe most of the local municipalities are dealing with this as well. This has been reviewed by Matt Fuller and sent to Dan Martindale as well. I am asking for a resolution authorizing the chairman or executive director to sign the quarter management plan. This has been approved by the commissioners. And then I guess we'll stick to that first. And second, we have an EPG grant application resolution. I did review the corridor management plan. I didn't see any issues with it. So do we want a motion to accept the corridor management plan? Yes. Bill made a motion, seconded by Cassie. All in favor signify by saying aye.

Anybody not? So passed. And the townships are dealing with it. I don't know. Sometime in the near future. Not near, but we'll see what happens in the future. Okay, now we go to the EPG grant application resolution. I'm applying for an engineer planning grant to study the equalization feasibility within the district. It is a way to find out valuable information about our systems, hydraulics, and capacity at minimum cost in the district. We'll be looking for $50,000 grant will have to contribute $10,000. A resolution is not needed for the grant application, but can help show support for the project. This has been approved by the commissioners also. Cassie.

Did he say where he's getting their share, their 10,000 from?

I'm assuming it'd be from the district.

I guess they'll tap their capital reserve, but I don't know that for a fact.

Does the resolution support or permission to apply at this point? Because the permission to supply comes from committee, the resolution support will be formal.

Okay, so we give them permission to apply. And then we'll have a resolution.

Because if he wants a formal resolution of support, that's a board action.
