My name is Brandon Carter. I live in Springdale, Arkansas in the northern part of Washington County. I've also had the pleasure of having an office one floor up from here. and getting to serve as your prosecuting attorney for the last 18 months. If you are not aware, my time as your prosecutor will be ending at the close of business on the 3rd of August, so just a couple of weeks from now. I am only here tonight to express my gratitude for the support that I have received from everybody around the horseshoe and people that are not around the horseshoe for the last year and a half. So for the last, and you've learned I'm sort of a stat nerd, In the last 18 months, we have filed 3,276 felony cases. We have resolved 5,686 felony cases. We've closed over 1,600 misdemeanor cases, and we've had 30 trials. I think that number will be 32 by the end of next week. None of this has been possible without each and every one of you. Thank you for your support in accepting and supporting an individual who was a complete stranger to all of you when I took office a year and a half ago. It's my hope I'm leaving the prosecutor's office in at least as good a shape as where I found it. I think it's really well positioned for the prosecutor-elect to take office on January 1. and I wish her the very best. It's been a true pleasure to serve the people of this county. I'm gonna look back on this as the best job I've ever had. So because of the staff of this office and because of all of you, thank you.

Hello, my name is Dee Dee Peters, and I live in Fayetteville. For 25 years, I've lived down the street from two Washington County-owned parcels at College and North. Several years ago, I raised concerns about some of the issues for the potential development that was happening. One of those was stormwater-related issues. And I just wanted to let you guys know, I was gonna speak as you prepare to spend capital expenditure money on future projects that you should look at and be made aware of projects that are already happening on county-owned property, and that is Patriot Park. One neighbor has already spent close to $100,000 for storm water flooding mitigation problems on their own several owned properties. I'm not sure what liability, who's responsible for this. I have video of the storm water flowing directly off of the Patriot Park, Washington County Patriot Park, but Washington County owned parcels There's 12 inches of water against their building flowing. Additionally, there was a water leak happening for about nine months. The city could not find it. They located it a couple months ago. It was on a fire hydrant that was installed up on the Patriot Park property. And when the city went to repair the street level issues flooding down there, There were several voids underneath the asphalt in two different spots. I have photographs of this as well. I have not been able to get in touch with the developer at all for years on this project. I've only spoken to him out here in the lobby. So I just wanted to make sure that you guys were aware that there are some potential issues on County owned property And I hope you guys will take a look at that I believe the certificate of occupancy is going to happen in August for Patriot Park and that might be delayed if there are issues and I think that people should be aware of these Potential problems. My name is Joy Thomas. I live in Summers, Arkansas. Thank you for the opportunity to speak with you today and for your thoughtful consideration of the Genesis Ranch Cup application. I stand before you not only as the executive director of Genesis Ranch, but as someone who has spent countless hours listening to families whose hearts are breaking as they watch their teens struggle with depression, self-harm, suicidal thoughts, addiction, and trauma. The reality is that the teen mental health crisis is not happening somewhere else. It's happening right here in Washington County. According to the CDC, One in three girls have seriously considered suicide, and recent data has shown teen girls experiencing unprecedented levels of sadness, hopelessness, and mental health challenges. In Arkansas, suicide remains one of the leading causes of death among young people. And behind these statistics is a daughter, a daughter whose parents lie awake at night wondering if she's safe, a sister whose family doesn't know how to help, and a family in crisis looking for answers before that crisis becomes a tragedy. That's why Genesis Ranch is so important and why this project is so timely. Genesis Ranch will operate as a fully licensed and accredited medical facility designed specifically for adolescent girls facing self-harm, suicidal behaviors, addictions and trauma. Through evidence-based clinical treatment, family engagement, and education, we will help these young women heal. We will strengthen families and improve long-term outcomes for the youth that we serve. The benefit to our community is significant. Genesis Ranch will provide a much needed resource for families in crisis. It will help reduce the long-term impact of untreated mental health challenges on schools, healthcare systems, law enforcement, and social services. It will create local jobs, it will attract healthcare professionals to the area, and generate economic activity that benefits Washington County. But perhaps most importantly, it will provide hope. Hope for the family that doesn't know where to turn, and hope for the teenage girl who has begun to believe that her future is already lost. On behalf of the families we serve and the girls who are still waiting for help, I respectfully ask for your support and a yes vote for Genesis Ranch. Next speaker. Justices, thank you for all the hard work that you do and the attention to our community and our citizens of Washington County. I'm Judge Stacey Zimmerman, retired. Yay. But after 36 years in juvenile court, eight years as a deputy prosecutor in Washington County, and 26 years on the juvenile judge bench as the only juvenile judge for like 20 years, I can tell you without a doubt that Genesis Ranch will help our kids. I know all of you are pro-child, you are pro-family. And how many times in our own young lives have we gotten off the path? All of us have. And this Genesis Ranch will serve girls in a holistic way that will meet their mental health, their education, their if they have substance abuse issues. And I cannot say enough about this program and how it will impact families and girls who are oftentimes overlooked because it's not flashy, they're not out committing murders, and they are the overlooked kids, I think, sometimes. And so it's with all my heart that I hope that you will pass this and vote yes. because it's the right thing to do, it's good for our community, and it's what our girls need, so thank you.

Good evening, justices, and thank you all for your service. My name is Lamaris Baxter, and I live in Springdale, Arkansas, and I'm honored to serve on the committee for Genesis Ranch. More importantly, I stand before you tonight as a mother, and as I've cared for tonight, I've spent a lot of time thinking about everyone involved in this decision, not just the young women Genesis Ranch hopes to serve, but also the neighbors who have taken the time to express their concerns. I want to begin by saying that I understand those concerns, and when something new is proposed in the community where you live, it is natural to have questions. Questions about safety, traffic, how it may affect your neighborhood, and what it means for your family. Those concerns deserve to be heard, and I respect the people who have taken the time to voice them. but I also ask that Genesis Ranch be judged for what it truly is, not by assumptions or fears of what people imagine it to be. Genesis Ranch is not a detention center. It is not a correctional facility. It is a residential treatment center for teenage girls who have experienced trauma, family instability, anxiety, depression, abuse, or other incredibly difficult life circumstances. These are young women who need structure, counseling, education, and hope. They deserve the opportunity to heal in a safe, peaceful environment surrounded by trained professionals who are committed to helping them build a better future. As a mother of four, I know every parent wants to believe that their child will never face these kinds of challenges. We all hope our children will always be safe, make good choices, and have every opportunity to succeed. But life doesn't always unfold the way that we hope. Sometimes families experience circumstances they never imagined. Sometimes children need more support than a family can provide on their own. And Genesis Ranch will exist for those moments. I've also heard concerns about whether a facility like this belongs in a rural setting, and I would suggest that the setting is actually one of its greatest strengths. Healing doesn't happen well in the middle of constant noise and distractions. The peaceful surroundings provide these girls with stability, consistency, and the opportunity to focus on their recovery. The environment isn't incidental to the mission. It is part of the mission. I've also thought about what it means to be a good neighbor. Genesis Ranch has every reason to be one. Its success depends on maintaining a beautiful property, operating responsibly, and earning the trust of this community. This isn't a temporary project. It's a long-term commitment to serving young women and becoming a positive part of Washington County. The planning board carefully reviewed this project, heard public comments from both supporters and those with concerns, and ultimately recommended approval. Good afternoon. Kenneth Lovett, Prairie Grove, Arkansas. I'd like to call your attention to the planning commission last week. There was only two people that showed up. The rest of them, for whatever reason, didn't show up and didn't let anybody know because the whole room was full of people ready to take care of business, and they didn't have nobody to take care of it for them. Tonight, I look around. There's four JPs tonight missing. Got the judge and the so-called lawyer. That's not showed up. They're down playing in New Orleans. We have to have a majority vote to take care of proper, not litigation, but y'all know what I mean. And tonight, we didn't get that. We have poor leadership that is going away soon. And we need to make sure our money is spent right, and y'all are the ones to do that. And I don't understand why anybody would vote against it. Thank y'all.

I know that the adolescent mental health and substance abuse problem is well known to everybody in this room, but I'm here to speak up on behalf of Genesis Ranch. A couple years ago, I had an old shipmate from literally 40 years ago reach out to me when he found out I was in this job just to make contact and told me that Teen Challenge up here saved his son's life. And I got to tell you, big government is not going to ride to the rescue. It is community-based things like this with support of the local population that's going to heal these kids. You know, the young lady talked about how being in a nature setting is such a good thing. Well, it is. You know, combat vets with PTSD don't get treated in downtown Manhattan, and there's a reason for that. And so I ask you, please, to support Genesis Ranch. Thank you.

Thank you for that motion. I am Charlene Fite. I served for 12 years as state representative through redistricting process. I still had Morrow in my district, my old district 80 and my new district 24. I retired for a couple of years and now I'm planning to go back into the legislature when I am elected in November. I am here to speak for Genesis Ranch. I have visited Teen Challenge on many occasions. I've walked those halls. I have talked with the students. I have seen absolute miracles occur in the lives of young men. This is not an unknown entity. We have a long history with Teen Challenge, not only here in Arkansas, but throughout the entire United States, and the way that it has changed the lives of young men for future generations. It not only changes them and their family dynamic, but the families that they themselves would create in the future. I urge you to support Genesis Ranch for young women. Teen Challenge has proven to be great neighbors. They keep their facility in pristine condition. The people in the community love the ranch and love the boys from it. They have contributed to community events. I have seen them serving at the fire station. I have seen them singing Christmas carols in Morrow. at the annual Christmas event that's held in downtown. The girls will do the same thing. This will be a top notch, top rated facility. They will be good neighbors and they will change lives from here on out through eternity. To whom it may concern, my name is Roger Remington, Jr., and I'm executor of my father's estate located at 15360 Greasy Valley Road, which borders the south side of the land purchased by Genesis Ranch. Once the probate process is complete, I will be the sole owner of this property. I am writing to express my full support for Genesis Ranch receiving its conditional use permit and building its facility next door. Personally, I believe this organization will be a wonderful asset to our community and will have a lasting positive impact on the lives of troubled teenage girls. My name is Rhonda Balmer, 2358 North Hummingbird Lane. When I was 21, I entered Teen Challenge, and it changed my life. I will be 70 at my next birthday. And that moment of when I went into that program, my entire future, my children's future, everything I've done has been a result of that program changing my life. So I hope you pass it.

And so we have been approached by circuit clerk, Sylvester, who is back there, but what's happened here, we understand that they've been doing a lot of work and they've done work that perhaps they carry a load like few others in our state have to with the amount of volume that they process. in a given month, in a given year, and with all that in consideration, it does prepare time. They have been very responsible with their budget over the years, and they're coming to us to ask us. It looks like it's time for them to to maintain the level of service that they provide for this county, to make sure that things run smoothly, that they ask for one more person. I think it is, wait, wait, well, this is regrading, right, one more. I apologize. But again, it is the volume of work that has been asked for this person to do. We have had our HR go and examine this, and from that, they've determined that likely the best course of action for us is to you know grade that back and Well great it and I believe this is the retroactive portion as well so we're making sure that this person is compensated for the work that they've been doing over the past year and I think it's the right thing to do like like we all discussed in committee This is just the county doing right by a person who's done gone above and beyond what they have been asked to do Or what was their job description and I will be supporting it. So I move that we pass this motion
