The project site consists of an insulated 12 by 24 portable structure capable of accommodating six to eight dogs. The structure is equipped only with electricity and no new services are proposed. Water is provided by two hydrants connected to a private well. No indoor plumbing or restrooms exist inside the facility, so the owner utilizes the existing residents on the property for restroom access. A 900 square foot grass parking area located near the entrance can accommodate up to two vehicles and a non-illuminated 2x3 sign exists on the front gate. Long Pine Canine is a woman-owned professional dog training and boarding facility dedicated to helping pets and owners build strong relationships through balanced training. The business utilizes individualized methods based on timing, consistency, and motivation for all breeds and ages. The facility provides specialized training options including two, four, and six-week board and train programs alongside overnight boarding services. Long Pine Canine also offers interactive on-site private lessons and in-home training. To date, planning staff has received one comment in opposition to the project, citing too much traffic on a private road. The project is located on the north side of West Cindy Hollow Lane, with access provided by a driveway immediately off the intersection with North Starnes Road. According to the County Road Department, West Cindy Hollow Lane is classified as a private road and is not maintained as part of the county's regular road maintenance program. I have operated my dog training and boarding facility for the past two years. At Long Pine Canine, I have the capacity to board six to eight dogs at the time. My business runs by appointment only, so I do not have regular public traffic or unannounced visitors coming to the property. Clients are scheduled during normal business hours between 9 AM and 5 PM. In 2025, I average 0.5 clients per day, which reflects the small scale of my business. At Long Pine Cannon, I offer boarding, private training lessons, a junior handlers program lessons, and a board and train program. The goal of my business is to be a more personalized alternative to a more traditional boarding facility. Because I work with a limited number of dogs, I am able to give each one individual attention and get to know both my clients and their dogs. I take pride in keeping my property clean, caring for the dogs responsibly, and operating in a way that is considerate to those around me. To date, I have not received any complaints personally regarding the operation of my business. I'm requesting approval of this conditional use permit to bring my existing business into compliance with county zoning requirements. Thank you for your time.

It offers the perfect balance, a quiet rural setting that remains conveniently close to Fayetteville's amenities. Annika, the owner of Long Pine Canine, rents a dedicated portion of our land. Her training and boarding operation is nestled into a quiet grassy nook of our property, naturally screened by trees on three sides. Her kennel building is just 12 by 24. The business is an ideal fit for our land and the surrounding agricultural community. We operate a working farm with cattle, rabbits, chickens, and sheep, and the dogs at Long Pine Canine are securely managed and quietly entertained by washing our livestock. Furthermore, Long Pine Canine is highly compatible with our neighborhood. There are already at least five other small businesses operating within just a one-mile radius of us. Long Pine Canine brings valuable, high-demand service to our area without placing any burden on the infrastructure, traffic, or the land itself. Long Pine Canine is a quaint little facility. There's no plumbing, the water's from a well, and she has customers by appointment only. Annika has built a thriving, completely debt-free business through sheer hard work and professionalism. She's an exceptional tenant for us and a responsible business owner. We have nothing but praise for Long Pine Canine. We have taken advantage of her business opportunity with our two dogs. We are part of that .5 per day that attend out there probably. The dozen times we've been out there, we've been the only ones there at the time. Traffic is not an issue here at all. I can't remember a time we've met another vehicle coming from her place as we're going there or the opposite direction. She is giving a very necessary service to those of us who are dog owners. She is extending her knowledge by encouraging our young people and others who want to to become dog handlers and dog trainers, giving one more means of utilizing one's passion throughout their life. She is a responsible entrepreneur. She is doing everything that we would expect a resident of Fayetteville to do in that regard. Personally speaking, as quite frankly, Sunday school teacher for the last number of years, I have nothing but the highest respect and highest regard for the way Annika runs her business and her personal life. So my name's Dylan Phillips. I'm 18-20. So I'm her neighbor next to the property. She comes out with the dogs. The dogs are well-trained, never felt threatened. She keeps the dogs in a place I've never seen a dog get out. That whole street and community, 99% of it is community. We talk. When she's going through there, I'll stop and talk to her. It's just a nice, quiet, unagitated community. area. And I've been there eight years. Never once has there been any complaints on her side that dogs getting out, dogs barking, keeping people up. I think it's probably one of the best ran businesses by a young lady that I've seen. So I just wanted to give a shout out to her that she definitely doesn't bother us, runs her business very professionally and successfully.

The subject property consists of three parcels totaling approximately 3.27 acres. Operating hours are Monday through Friday, 7 a.m. to 5 p.m., with 10 to 12 employees. The project site is used to store construction equipment and employee work vehicles only, with no commercial storefront or customer traffic. Employees come and go from the property to gather materials and park work vehicles. The project site has to 3200 square foot shop buildings equipped with water septic electric and natural gas gravel parking is available on site and can accommodate approximately 8 to 10 employee vehicles with additional parking provided within the shop buildings the property is fenced and gated for security and privacy and several outdoor security lights are installed throughout the site no signage exists or is proposed. To date, planning staff has received one public comment in opposition to the project, citing too much traffic on the private road. The project is located at the end of North Starnes Road, which is designated by the road department as a residential drive rather than a private road. However, the road is not on a regular maintenance schedule and is only graded upon citizen request. Planning conditions.

Oh yeah, they need to come to us for a conditional use permit. You need to apply for a conditional use permit first. Conditional use permit require you to present a site plan that is not 100% accurate, but something that shows the use, and that's going to be gone through the first week you submit, the second week go through the technical review, During the technical review, we receive feedback from the in-house departments, like road department, health department, the planning, and also the engineering department, and then all the utilities involved in it, and if it's on a highway, Our DOT will be involved in it. All that feedback goes back to the applicant. They have a week. So the following third week, they will have to resubmit to us what was being asked for them. Based on that, if it moves forward, like, and they fulfill all the requirement, we notify the neighbor. I mean, like, we provide them with the information to notify the neighbor. And after that, the staff prepare the planning board staff report. We email it to you, and then the following week we meet here. And that's the fifth week of that cycle. Sure.

So Mr. Thompson, so the property, we didn't develop the property. All we did was clean it up. That actual property was a dump site. We hauled off and we took all the trash to Boston Mountain. The records are there, but there was probably 20 dump truck loads of anything from trailer houses, tires, Just regular trash. We cleaned that whole place up. The previous owner had allowed the county, actually, to dump waste, asphalt, concrete, all kinds of stuff. And all I did was clean that property up. And then we had a level area. We graveled it, built two shops there. And that's where we've been operating, keeping our equipment. material and stuff. I've been there eight years. For the past eight years, two to three times a year, I maintain Starnes Road. I've graveled it, graded it, compacted it. Anytime it rains a lot or gets potholes, then I take my equipment, my money, my time, and have maintained that road for eight years. I have other property owners here that can contest to that, that that I've maintained the road. We maintain a slow speed because we know that we have individuals living on the road. So I always get on my guys to go no more than 15 miles an hour down there. I personally drive 10 miles an hour just to try to not stir up any dust. We put good gravel base so that the road is nice and smooth and compacted. Like was said in the deal before, my guys show up, they load the trucks up, load over it with material, and then we're gone. Very rarely do they come back throughout the day to get something. It does happen some days more than others, but we don't have customers coming to purchase anything. We don't sell material. We don't sell anything out of the shop. It's basically the store. our equipment and for the guys to meet, they drop off their vehicles, get in the company vehicles and then go to the jobs.

Because we had got a complaint probably from the same individual that those single complaint that we've gotten to this point and we met with them asked if there was anything that we needed to that we did not do that we need to take care of and We said in their office and they told us that we were good. We got the septic permit No, we got our plumbing inspected we from the from the get-go we covered what we thought was all laws and procedures that were at the time being in the county. So we didn't ever try to throw something under the bus or try to do something until just this complaint. We had no idea that there was any issue.

And since they've been working up there, straightening things out up above, when we get a real rainstorm, a gully washer, it all comes down the hill and it has completely destroyed my driveway on the property, mine and the elderly lady next to me. I looked for, I'm not here to be contentious, I looked for some sort of an impact statement or something that would, I guess, stop the rain or at least slow it down from what's happening today.

The runoff from this site will be significantly more than the undisturbed property. Please describe where the stormwater flows. As it leaves the site, are there any residences or public infrastructure downstream? How do you plan to mitigate it? I know that that was addressed toward the applicant.

Yes, and if you keep reading further down, they resubmitted with the resolution was to add a perm to the northwest side of the property to reduce any drainage that goes that way. Mr. James' property is across the street, so I'm not sure if this runoff really crosses two properties and then the street and goes to his property. I'm pretty sure that should be maybe also addressed by the road department, but I don't think drainage from one side would be able to cross two properties and a street and goes to another property. That's just my opinion.

yes yeah since you're the applicant we'll so uh i don't know if y'all know but starnes road used to go it looped around it there used to be a road there and it went from uh double springs to double springs uh right with the sir that just came i can't remember his name but it came and spoke so that road used to come down so the water does run in the path of where that road used to be. That's the lowest point. There's a utility, there's a main water line, electrical, that runs through there. And so we can't, we haven't done anything with that, and we can't do anything with that because... Utility easement. Yeah, there's a main utility there. I did kind of... put a small berm there, minimal, because I was actually afraid of crossing that utility because I am aware that the road down that ditch, it washes out any time it floods. But I was afraid to burn that up too much because where the water runs is right down where that road used to be. I'm more than willing to pile more dirt there and try to slow it down, but I was just afraid of getting in trouble of disturbing that utility. As a matter of fact, the Ozark Electric, they've got a key to my gate because that's utility through there, but I'd be more than willing to build a berm, and it would go halfway onto Mr. Otterberry's property, too.
