3:44Speaker 6

Make a motion to approve the consent agenda.

3:48Speaker 5

I have a motion and a second. Roll call, please.

3:52Speaker 3

Aye. Harrison?

3:54 – 4:41Speaker 5

Cook? Aye. Wood? Aye. Arnold? Aye. Thank you. Item number two, consider approval to hire deputy sheriff with possible action. This would be actually approved once before in the last calendar year. We had a deputy sheriff that retired. There was an attempt to fill the position. None of the None of the candidates were hired, so this is actually a reposting of another job, but since it's in another fiscal or calendar year, we're going to approve it again, or we're gonna vote at least. I'll make a motion to approve the deputy replacement. Second. Motion, second, roll call, please.

4:42Speaker 3

Aye. Erickson? No.

4:44 – 6:02Speaker 5

McCook? Aye. Witt? Aye. Aye. Thank you. Item number three. Consider resolution designating Highway 92 mile marker 107 to mile marker 103 as the George W. Carver Memorial Highway in honor of his contributions to the state of Iowa and the Indianola community with possible action. I don't know, this wouldn't actually be designating this. This would be a resolution in support of designating it. I don't know if I'm splitting hairs on that, but we're not actually the board to be designating that. That would go to the DOT, but yeah. um so we would just approve the resi resolutions in support of designating the resolution yeah oh would you please come forward i didn't i don't know how i missed you with that blue jacket on but if you'd like to speak to that thank you thank you for coming thank you demore's dean um

6:04 – 6:28Speaker 1

President of Phi Beta Sigma Fraternity Incorporated. You had a question on whether it's a support. You are actually a resolution to designate because you are a partner in it. That is why it's a resolution from you, just like I've asked for my organization as well. You can't say, I'm going to support. That's not a resolution to say it's a support.

6:28 – 6:49Speaker 3

Okay, got you. Thank you. Okay, I will... Make a motion to approve the resolution designating Highway 92 mile marker 107 to mile marker 130 as the George W. Carver Memorial Highway. Second.

6:51Speaker 5

Motion and a second. Roll call, please. Aye.

7:01 – 8:09Speaker 5

Thank you. That was... you know that was a really uh... nice thing to recognize him for his you know contributions uh... someone like uh... george w carver that you know obviously he did uh... you know, devote himself to his education, and he was committed to it, and he was committed to the extent that he actually walked from Winterset to Indianola, so that's a real accomplishment, so that's the reason why that particular stretch of road, because that was the same stretch that he would have walked when he would leave Winterset and come to Indianola to Simpson College to study, so that's devotion to your craft and learning, so we really appreciate that. Item number four, consider a memorandum of understanding between Warren County Board of Supervisors and Warren County Conservation Board with possible action.

8:10 – 9:23Speaker 2

Hi, so the MOU in front of you is to certify the agreement between the Warren County Conservation Board. Back in June you all passed a resolution which was kind of broad that said you supported the state recreational trail projects and then also another resolution to enter fund operating transfers. So in speaking with Zach, we thought there needed to be something to set out like the terms. And so this MOU is to memorialize that. In addition, in a review of those two resolutions, there wasn't anything in writing or a separate resolution authorizing the $85,000 as grant matching funds. So that's part of the MOU as well and then the second resolution coming up next. So acknowledging that $85,000 would not be paid back from the upfront costs because those would be the matching funds and then language in the MOU to say that as soon as Zach gets the money back, he's to pay the county back and either in full by the end of this year or as soon as he gets paid by the DOT.

9:27Speaker 2

Here's the original signed by the Warren County Board of Conservation. Chair will need to sign that.

9:35Speaker 7

I'll make a motion to approve the memorandum of understanding between our board and the Warren County Conservation Board.

9:42Speaker 5

Second. Motion, second. Roll call, please.

9:49Speaker 5

Aye. DeWitt? Aye. Arnold? Aye. Thank you.

9:57 – 11:06Speaker 2

In front of you is the resolution for Warren County to provide partial matching funds for the state recreational grant agreement 2026RT002, which sets forth the total project cost of $776,000. That Warren County conservation should be receiving five hundred and forty thousand two hundred dollars to reconstruct two segments of the Great Western Trail from the Iowa Avenue to Martinsdale and 30th Avenue from the DOT That upfront costs for the SRT project will be provided by Warren County Iowa with reimbursements coming from the Warren County Conservation Board as outlined in the MOU just approved Whereas the Board of Supervisors agreed to provide $85,000 to support the Great Western Trail project and that said funds do not have to be repaid, be it resolved that the Warren County Board of Supervisors hereby allocates $85,000 towards the Warren County Conservation Board's SRT grant project number 2026RT002.

11:08Speaker 7

I'll make a motion to adopt the resolution as presented.

11:11Speaker 3

Second. Roll call. Aye. Aye. Aye.

11:19 – 11:33Speaker 5

Aye. Aye. Aye. Thank you. Item number six of the agenda, receive and file reports from A, General Assistance, B, Humane Society, C, Recorder.

11:34Speaker 6

I'll make a motion to receive and file reports from General Assistance, Humane Society, and Recorder. Second. Roll call.

11:42Speaker 3

Mackenzie Harris. Aye.

11:46Speaker 5

Aye. DeWitt? Aye. Arnold?

11:51 – 14:40Speaker 5

Motion passes. Item number seven, consider proclamation open burning prohibited. This is not the county doing a proclamation. The proclamation has actually already been done by the fire marshal due to dry conditions. Let's see here if I got it. On February 13th, 2026, the Office of the State Fire Marshal received a request pursuant to Iowa Code 100.401 from Brian Solum representing each fire department having all or part of their fire district within Warren County that the State Fire Marshal prohibit open burning in Warren County upon investigation the fire marshal finds that conditions in warren county are such that open burning constitutes a danger to life or property so i know the weather's been really good this week and people are itching to get out there and start working and start burning their brush and doing everything but we're um under some very dry conditions so the state fire marshal would ask that you wait until we got some precipitation and maybe some less dry conditions. So I don't think there's any action to be taken on that. That's just to raise awareness to the public that the burning might not be the best idea right now and prohibited. Item number eight, supervisor report. Anyone with a report today on anything? Okay, seeing none, I'll move on to item number nine, public input. Comments will be limited to three minutes per individual. The board will not take any action on the comments due to the requirements of the open meetings law, but may do so in the future. No public input will be allowed for any of today's agenda items. Do I have anyone from the public here to speak, or online? Going once, nope, twice, three times, okay. Item number 10 is next meeting date will be March 3rd, 2026 at 9 a.m. I'll make a motion to adjourn.

14:44Speaker 5

Motion and second. Roll call please.

14:53 – 15:04Speaker 5

Aye. We are adjourned. Well, that was an easy one. I was trying to get through those minutes. We've had a lot of meetings this month, right? It's nice to have a short one for once.
