Is there like a big punch list or something? No. All right, everybody. It's 6:30. I'm going to go ahead and call this meeting of the March Planning Commission uh for the city of Ward to order. Uh if I could, I'd like to ask uh Don Wayak if he would uh offer a prayer. I do. I do. Roll call first. Uh well, prayer pledge allegiance and then roll call. Got it, sir. All right, if you would.

Um, the minutes have been sent out and um, I'm open for a motion to have them accepted as read. Do Do I have such a motion?

You just simply have to step up if I'm uh tend to be absent either for one of these meetings or to u uh report to the city council. And so anything you want to add, mayor, on well involved what is involved with such a
such a dubious such a dubious title. Yeah. Yeah. Uh no, that's about it. But uh no decision needs to be made tonight. You could actually just table to next week and give people a chance to opportunity to think about what they if they want to do that and then volunteer next week. Right. Okay. How how does that sound? Does everybody just want to kind of dwell on that for a little bit and think about that and then our at our next meeting we can bring that up again. You can have opportunity to volunteer. All oppose. No. Eyes have it. Uh, moving on to our second point in new business, we have the Windsor Park Edition phase 2 final plat bond engineering. We have uh someone that would like to speak to that.
Aaron, I'm Aaron Robinson with Bond Engineering. Um, this is phase two or phase three, however you want to look at it, of Windsor Park. Um the I mean I kind of give we we met with staff um the the biggest outstanding issues are really um the street isn't in yet. Um and we've been working on the asbuilts. So, what we're doing, I talked to Bruce at the staff meeting and we're doing water, sewer, and storm drainage, and we're trying to get everything so he can upload it into his GIS system. So, instead of just like a a normal paper copy of here it is, and then he gets his guys to put it all in, we're trying to do that extra step for him and give him those files. Um, so it's taking a little bit longer to do the asbuilts than normal just because there's a little bit little bit more to it. Um, the curb machine is supposed to be here tomorrow. They're supposed to start laying curb tomorrow. Um, should have curb and gutter down by the end of this week. Uh, then we'll start putting the gravel in. Uh, that'll take a couple of days and then we'll lay the asphalt. So, you're looking at maybe three more weeks and hopefully we'll have asphalt down. Weather, you know, it's March, getting close to April, so weather permitting, but that's kind of where we're at. And I've I've talked to the mayor today. Um, and so, you know, got any questions, I'll I'll entertain them. The owner of the property is here as well.
Okay. So, you're saying we're at least three weeks out. That's my guess. Okay. To have an asphalt down. Okay. Gary, do you want have you been to the site? You want to speak to that?
Yes, sir. I I've been to the site, looked around and everything he says is exactly accurate. Um, mayor and I met today and I think he's talked to Bruce and can we go ahead and so the staff is at a position that we would be fine if uh if y'all were available for a special meeting. We hate to see it go beyond. We don't want them to not be able to meet the next city council meeting and we certainly want to try to avoid that. Um, but rather than tag a bunch of contingencies on that that different department heads might have to keep up with now and in the future, uh, we recommend that it be tabled to a special planning commission meeting prior to the next city council meeting so that it does not delay them any.
Okay. And the next city council meeting is scheduled for April 21. Um, okay. If we couldn't come up with a time that we would have a quorum of view, then we would be open to doing whatever we got to do to so they can meet the next city council meeting. But we really don't want to tag a bunch of contingencies on to this or future projects. Okay. So, that's your recommendation. That's staff recommendation. Yes, sir. Okay.
And and and we don't have a problem with that at all. I mean, we've we I've talked with the mayor and I talked to Gary and we don't have a problem with having a special meeting before the city council meeting. I mean, we don't want y'all to I mean, we're the same. We don't want y'all to approve it with a bunch of contingencies and then the city council meetings show up and we still don't have asphalt down because of whatever unforeseen reason and then we have to table it a month anyway at city council. So, we're receptive to this.
Okay. Okay. Um, so I'm open for a motion to table the approval for the final plat until u a special meeting to be called once the issues are resolved. Does that does that sound properly worded? Uh Gary, could I entrust you or Bruce to uh let me know when they are filled to your satisfaction and then I can move forward with a special meeting?
Yes, sir. Um I'll be happy to do that. Um I was just kind of thinking ahead a little bit to where um if you could maybe check your calendars and let Chairman Boles know if if April 20th would be that's a Monday night. We used to meet on Monday nights. That's the Monday night before the Tuesday night city council meeting. That would give them as much time as possible prior to the city council meeting. And then if they didn't have it, we just would know not to meet. I mean, we would send word out obviously and we can we can put that on the city council agenda and if it doesn't happen, we can just table no action or whatever.
That would give that would if we could set that as a tenative date. Is there anybody that couldn't knows now they couldn't meet that night? So, we'd at least have a quorum. Would you be able to meet? Yes, sir. You would? Yes, I can meet. That would give them as much time as possible prior to the city council meeting meeting on Tuesday and then if it's not ready, then we wouldn't meet Monday and they wouldn't need to take action Tuesday. But that, you know, that would be beyond their control and beyond our control as well. Well, and I like it. that gives them maximum amount of time before. Yeah. So that would be my suggestion. So okay. Um there's a motion on the table. Who made a motion? Okay.

March 24th, we have early voting starting 8:00 a.m. to 4:00 p.m. March 31st is election day. April 4th, Easter Extravaganza 1:30 or 100 p.m. to 3. Uh, April 20, April 20th is the special planning commission meeting. April 21st, city council meeting, 6:30 and then 27th will be our April planning commission meeting.
