Start free trialAn appeal to the Planning Commission for the revocation of a Business License for an existing sports bar on property zoned High Density Mixed Use (MU-2) located at 14513 Seventh Street.
Recommendation: Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take one of the following actions: Option A (Deny Appeal and Uphold Revocation of Business License BSLC-000035-2023) 1. Environmental Assessment - Find the project categorically exempt pursuant to CEQA Guidelines Section 15321, which provides an exemption for enforcement actions by regulatory agencies, including the revocation of permits or licenses; and 2. Business License Revocation - Adopt Resolution No. P-25-037, upholding the determination to revoke business license case BSLC-000035-2023 based upon Option B noted above would reinstate Business License BSLC-000035-2023 to allow DB's Sports Bar to continue operating from the location, subject to the conditions of approval of existing Minor Conditional Use Permit, ADM12-00012. City staff does not support this option based on the operator's history of noncompliance with Minor Conditional Use Permit ADM12-00012 as discussed herein.
An Amendment to Title 16 of the Victorville Municipal Code with an Environmental Exemption introducing residential development requirements on Mixed-Use zoned parcels identified in the City's Housing Element as Regional Housing Needs Allocation (RHNA) shortfall sites and to correct typographical errors, including mislabeling of Mixed-Use zone districts.
Recommendation: Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed amendments and take the following actions: 1. Environmental Assessment - Find the project categorically exempt per CEQA Guidelines Section 15061(b)(3); and 2. Code Amendment - Adopt Resolution No. P-25-036, recommending City Council approval of Municipal Code Amendment Case No. PLAN2500021.
Second Continuance Request for Case No. PLAN23-00023 - A Site Plan with a proposed Mitigated Negative Declaration to allow for the development of two industrial warehouse buildings totaling approximately 174,000 square feet on two vacant M-1 Light Industrial zoned parcels totaling approximately 8.5 acres.
Recommendation: Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and continue the public hearing to the Planning Commission's February 11, 2026, hearing.
