NEW SPEAKER THANK YOU AND THANK YOU CHAIRMAN MARSH AND FELLOW COMMISSIONERS. ITEM NUMBER TWO IS PLANNING CASE NUMBER PLAN 25-00012. As noted by the chairman, this item includes an amendment to the Civic Center sustainability specific plan, along with a mitigated negative declaration to allow government facilities as a conditional use within the civic mixed land use district. The request also includes a site plan and conditional use permit for the development of a new government facility, which will include a police station and civic park located at the northwest corner of Seneca Road and Civic Drive. As Mr. Howdigy stated, at the close of staff's presentation, the city's consultant LPA will also be prepared to have a presentation for the planning commission's consideration. Over the past three years, city staff have worked to develop the plan for a new police station and civic park to address the city's growing public safety needs and to provide a new venue for community events and recreation. At the direction of the city council staff and the project consultant developed the proposal before you, which includes a new approximately 54,900 square foot police station and a 3.3 acre civic park on an approximately nine acre site within the civic center. The proposed project would replace the existing police station on Amargosa Road. That facility was constructed in 2001 to serve a population of approximately 68,000 residents and was staffed by 57 officers. TODAY THE CITY HAS APPROXIMATELY 141,000 RESIDENTS AND 103 SWORN OFFICERS. THE EXISTING FACILITY NO LONGER PROVIDES ADEQUATE SPACE TO SUPPORT CURRENT STAFFING AND OPERATIONAL NEEDS The proposed police station would provide a modern, appropriately sized facility with space for current operations and future public safety needs. It would include administrative and law enforcement functions, evidence and equipment storage, employee wellness facilities, meeting spaces, and other operational support areas. The proposed 3.3 acre civic park would be located immediately south of the police station and would provide recreational, cultural, and community amenities. THESE WOULD INCLUDE A COMMUNITY GREEN, PUBLIC PLAZA, COVERED STAGE, PICKLE BALL COURTS, A PLAYGROUND, SPLASH PAD, HERITAGE ARTS AND CULTURE WALK AND ADDITIONAL GATHERING AREAS. STAFF HAS EVALUATED THE PROPOSED SPECIFIC PLAN AMENDMENT AND CONDITIONAL USE PERMIT AND DETERMINED THAT THE PROJECT IS CONSISTENT WITH THE CITY'S LONG-TERM PUBLIC FACILITY NEEDS AND MAINTAINS THE OVERALL INTENT OF THE CIVIC CENTER SPECIFIC PLAN. Additionally, the project would also comply with the title 16 municipal code and the specific plan design guidelines and applicable site design requirements. The police station and civic park would provide an important civic use within the civic Center complimenting surrounding public facilities provide a recreational amenity for future residential development and support the continued development of the area as a Community focal point. With regard to the environmental review, an initial study and mitigated negative declaration have been prepared in accordance with the California Environmental Quality Act. Mitigation measures addressing biological resources, cultural and tribal resources, and geology and soils have been incorporated into the proposed conditions of approval. With these measures, potential environmental impacts would be less than significant. Staff would also like to briefly address a late comment letter received this evening regarding orientation of the park and concerns related to public surveillance, homelessness, loitering, and the park's proximity to future residential development. Residential development remains a required component of the Civic Mixed Land Use District. Properties immediately west of the project site as well as others within the specific plan area would be required to incorporate residential uses as those properties are developed. regarding concerns about surveillance and potential loitering or homeless activity the police station would provide 24-hour officer presence adjacent to the park the park would also include substantial pedestrian and park lighting while activity from surrounding development and the public roadways would provide additional passive surveillance together these elements are anticipated to support an active visible and well-monitored park environment In conclusion, staff finds the proposed specific plan amendment, site plan, and conditional use permit are consistent with the city's planning objectives, development standards, and long-term public safety needs. Therefore, staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project, and take the following actions. Recommend that the city council adopt the attached mitigated negative declaration with the mitigation monitoring and reporting program for the subject specific plan amendment, site plan and conditional use permit. ADOPT RESOLUTION NUMBER P-26-017 RECOMMENDING CITY COUNCIL APPROVAL OF THE SPECIFIC PLAN AMENDMENT PORTION OF CASE NUMBER PLAN 25-00012 TO ALLOW FOR GOVERNMENT FACILITIES AS A CONDITIONAL USE WITHIN THE CIVIC MIXED LAND USE DISTRICT OF THE CIVIC CENTER COMMUNITY SUSTAINABILITY SPECIFIC PLAN. Good evening. Just to check my audio. Can you hear me? Yes. Great. Well, thank you. Members of the Commission, it's a real honor to be here this evening. My name is Charlie Williams. I'm an architect and principal with LPA, the design firm that the city has hired for the efforts that you're seeing today. Also joining me from LPA is my colleague, Larry Chu. Both of us will be offering the presentation this evening and be available to you for technical questions if you have them towards the end. It's been a real pleasure to work with your staff. They've been all knowledgeable of everything that we've gone through in this effort. The staff report that you just received is demonstrating their clear understanding and effort that they've helped guide us through during this project. So it's been a tremendous help and kudos to your staff for the effort that they put in. Will you go to the next slide? This evening will just be a brief update on the design of where we are today since you've seen us last. So we'll go to the next slide just to help us orientate. This is the site that you see here on the corner of Seneca and Civic Drive crossed currently this vacant lot that's there today. If we go to the next slide. This site, same corner, is being developed to what you see here today. Staff gave you a very detailed overview of the different components, but to give you a visual view of this, on the southerly portion of the site is the park, on the northerly half is the police department. The police department has tried to use some historical cues looking specifically at the historic structure that you used to use for the sheriff's station back in the day and took some visual cues from that and developed the gabled roofs with a shed roof on the right hand side that we'll see here in 3D view in a moment. The most grand feature of this is the community center multi-purpose room that's adjacent right off the main entry that still remains available and then we have covered outdoor space for the fitness area and then surrounding the parking lot surrounding the PD is a secure parking lot for all of the staff vehicles. There is entrance off of Civic Center Drive and there is also entrance and exit through the public parking area that divides the park and the PD. On the southerly portion of the site where the park is, we'll start with building number eight. That is the outdoor stage and amenity building that's alongside it. In front of it is the community green where people can gather and watch concerts and make use of the park as they watch the events occurring on the stage. Just north of that at number 11 is the playground and splash pad. And then to the far left is number 10, those are where the pickleball courts are located. And we'll go to the next slide to help kind of turn this into a three-dimensional view for you. You can see in the distance on the right-hand side is the PD with its gabled roof and the signature element of the Victorville signage right in front of the multipurpose room and entry into the PD area. As we look to the park, you'll see the stage with its amenity area, the common green in front of it, the pickleball courts beyond, and then you have the play area under shade dividing the common green and the PD. And then we have the signature element out on the corner of the two intersecting streets and the signage. We could go to the next slide, please. Zooming in on the most prominent part of the PD that'll be visible and accessible to the public. Here we have the Victorville signage that's in a perforated metal screen on the front, as you'd seen before. We have the shed roof that opens up with a set of operable partitions to allow indoor access, indoor outdoor access between the multipurpose room and the outdoor space and the entry to the left where it says a police station. The prominent materials are the perforated metal screen, The metal panels that make up the siding and then sitting on the base is an exposed block that you can see here in the diagrams. if we go to the next slide we'll turn our attention to the park zooming in a little bit further here you can see the stage at four the common greens at five the heritage walk that divides the player area and the common green this will be a historic a walkway that'll identify historical moments uh throughout victorville's history that'll be celebrated there terminating at number 11, which is the historic sheriff's building. We've taken some design inspiration for our own building. Beyond that are the pickleball courts, and then dividing the PD and the park is the parking lot between the two, with 9 and 10 being the egress point into the site. And then since we've met last, we have addressed one of your concerns, which was to increase the height of the enclosure that hides the generator in the northeast portion of the site that's been done. And we've also incorporated some fences that will provide some barriers between the adjacent future residential areas. In this particular example, right where the icon number 10 is running vertically in that white space that you see there, that's where that fence has been placed to accommodate that request. So with that, we can go to our final slide, just a parting shot here, what this might look like in the evening. And myself and Larry are here for any additional questions you may have.

But again, depending on how often the service comes to pick up the waste is, uh, we believe it was adequate. We were able to run this layout by your waste management company to make sure that the turning radiuses were accessible and all of that. So there was no, uh,

mention of a need to have any additional or larger amounts of waste bin receptacles okay okay and i guess a follow-up to that question um so we don't end up with you know like our um our shopping centers they've removed all their trash reciprocals as the receptacles or whatever not um the park is going to have the ability for people to throw their trash out you know, minus throwing it on the ground?

Our next item on the agenda is a tentative track map with initial study and mitigated negative declaration to allow for the creation of 138 single-family lots from five undeveloped parcels zoned single-family residential R1. Mr. Hadegye, will you kindly introduce this item?

Thank you, Mr. Chair. members of the Commission. As noted, agenda item number three is a tentative track map that will create 138 single-family lots. This project is located at the northeast and northwest corners of Bellflower Street and Dos Palmos Road. For reference, this is west of the area of, I'm sorry, west of US Highway 395 and just south of Palmdale Road. The proposal is located on five vacant parcels currently that total approximately 40 acres in size. As proposed, the project will provide 3.5 dwelling units per acre and lot sizes of at least 7,200 square feet in size. Access to the site is provided via Bellflower Street, which is a north-south major arterial roadway, as well as Dulles-Palmas Road, which is an east-west collector street as outlined in our circulation element of our general plan. The Planning Commission may recall this project was continued from the June 10th and July 8th Planning Commission meetings to address comments received during the CEQA review process. And staff can report at this time those items have since been resolved as noted in the staff report. As conditioned, the proposed tentative track map meets all development standards of Title 16. It includes minimum lot sizes, usable area, and dwelling unit density in accordance with Title 16 standards. Additionally, the project complies with the single family design guidelines, as it includes dual use basins, entry landscaping, and limited through streets. Staff would note that after the publishing of the staff report, A FEW ITEMS WERE NOTED THAT NEEDED RESOLUTION IN THE PROPOSED CONDITIONS OF APPROVAL WITH REGARDS TO DEVELOPMENT STANDARDS. IN YOUR LATE EDITION MEMO BEFORE YOU THIS EVENING, THERE ARE ADJUSTMENTS TO PLANNING CONDITIONS 5 AND 7 TO CLARIFY ALL LETTERED LOTS WOULD BE ADDRESSED DURING THE MINOR SLIGHT PLAN REVIEW PROCESS. ADDITIONALLY, ENGINEERING CONDITION 85, WHICH WOULD BE RENUMBERED TO 84 AS PROPOSED. was updated to include updating timing mechanism to clarify that that would be required prior to the issuance of grading permits and the late edition memo includes the proposed deletion of engineering condition number 70 as it was deemed to be redundant City Council Chambers, Additionally, staff noted on this proposed track map that conditions sorry lots 13 through 19 as well as lots 21 23 to 125. City Council Chambers, Potentially could have some nonconformance with regards to lot with inside lot lines being radial to the street our code says that lot lines when they lot onto a street should be perpendicular or radial to the street when it's on a cul de sac or a. So in this case, a few lots just seemed close enough that we thought it was important to add a condition of approval so staff does recommend an additional condition. Be added to that which would know pursuant to section 16 dash 4.0 5.0 40 of the victory municipal code. All lots on the turnaround portion of a cul-de-sac or on the exterior curve of the street shall have a minimum of 30 feet of frontage and shall be no less than the minimum required lot width of the zone district at the front yard building setback and all side lot lines shall be substantially perpendicular or radial to street lines. with no more than 20 degrees of variation permitted. Again, it appears that those lots may be closed, so this condition of approval as proposed would ensure that all lots conform with Title 16 standards as they are written in the development code. With regards to the environmental assessment on this project, an initial study and mitigated negative declaration were prepared in accordance with the California Environmental Quality Act. This resulted in mitigation measures relating to biological resources, cultural and tribal cultural resources greenhouse gas emissions hazards and hazardous materials and traffic which were included in the mitigated negative declaration proposed before the planning Commission and are included as conditions of approval number 24 through 45 in the proposed resolution. Additionally, the late comments received from Caltrans that caused the delay of this item previously have been addressed, and those are included as conditions of approval, I'm sorry, number 86 through 88 in the resolution presented to the Planning Commission. And with that, staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project, and take the following actions. Adopt the attached mitigated negative declaration with a mitigation monitoring and reporting program for the project, and adopt resolution number P-26-020, approving tentative track map case number PLAN 25-00005, subject to the attached conditions of approval, as well as the added, revised, and deleted conditions of approval as read by staff in the presentation and those included in the late edition memo provided to the Planning Commission. And staff is available for any questions you may have.

The Planning Commission may recall that the City was awarded technical assistance from the San Bernardino County Transportation Authority as part of the Regional Early Action Planning Grants 2.0 program. The City was awarded this technical assistance to provide an update to the City's zoning ordinance to create multifamily design standards that will implement objectives A and B of the housing element of the General Plan Which note that the city should update its zoning code to facilitate the development of diverse housing options, as well as to streamline the housing development process. Objective design standards are those standards that do not include any. Subjective implementation or review by the person plan checking items, so it would lead to potentially housing. That would. not be subject to the multifamily design guidelines. but would be subject to a set of objective standards that are readable and essentially check in a box to ensure compliance with those standards that may be there. As part of the city's efforts to create these standards, we went through a public outreach campaign that includes social media posting, surveys, we've conducted focus groups, and now we're onto the stage of a public workshop with the Planning Commission. Ultimately, our intent is to culminate this process with a draft of objective design standards for Planning Commission consideration, as well as hopefully city council adoption in the future, in accordance with our housing element of our general plan. Staff did prior to this item being presented poll i'm sorry poll the planning Commission, in accordance with our PC rules and regulations, should the recommendation of staff. be acted upon and adopted by the planning Commission appears, we would have quorum for a meeting. as proposed by staff. So with that, staff recommends that the Planning Commission schedule a meeting to discuss objective multifamily design standards for Wednesday, September 23, 2026, at 5 p.m. within Conference Room D of Victorville City Hall. It's really just informational to review. the objective design standard process, what those are, and obtain input in a public setting to allow commissioners and the public to comment on those. As part of this process, also during public events throughout the year, the city has had different displays going over what objective design standards are. So at our spring festival and other concerts in the park, we've provided these and taken interest lists for the community for people that are interested in this project that we're working on. So I think right now we have about 10 community members that have shown interest. So they will also all be notified directly of the upcoming workshop and their ability to come and comment and provide their input.

On a personal note i'm really jazzed about you know the the police station, you know that I mean that's something that's going to really boost this city, you know the the perception and the appearance. i'm hoping that in the future that there might be some more discussion as far as substations, you know, because. The city is large. It's spread out. I don't know, what, 70, 70, well, it encompasses a large area. And I know that this police station, in addition to the park and everything, is centrally located within the city. But I'm hoping that for quicker response times and maybe easier response times and stuff like that, that there might be some consideration as far as substations throughout the city. but other than that i mean great job to the city staff to everybody that's participated in the planning and um development of of this uh police station you know i look forward to it i think it's a really good thing uh so that's that's really that's all i have uh so next uh what uh is the city staff uh mr hadagi uh any updates nothing to report mr chairman Okay, and so the time is now 538 p.m., and this meeting is adjourned.
