Recommendation: That the Honorable City Council: (1) Approve the 80-percent release of the Water and Sewer Faithful Performance Securities; (2) Approve the full release of the Monumentation Faithful Performance Improvement Security; and (3) Accept the completed water and sewer improvements.

This total includes: - Employee Check Nos. 34820, 34830 through 34834 and 34851 through 34853 in the amount of $32,586.37. - Vendor Check Nos. 34835 through 34839 in the amount of $702.31. - Advice Nos. 341007 through 341587 and 342171 in the amount of $1,567,535.39; and - Vendor Electronic Payments totaling $853,910.19. Policy regarding disruption of telephonic or internet services occurring during meetings of the City Council pursuant to Senate Bill 707

Recommendation: That the City Council adopt City Council Policy CP-26-01 approving the procedures for recessing and reconvening its meetings in the event of a disruption in telephonic or internet services during an open and public meeting.

Consultant/Professional Services Agreement with Besst, Inc. for Hydrogeological Services for Well 109

Recommendation: That the Honorable Victorville Water District Board of Directors (Board): (1) Find that Besst, Inc. is the sole provider for Well Profiling and Modification (Hydrogeological Services) and a sole source is approved in accordance with VMC 2.28.100(b)(2); and (2) Approve the Consultant/Professional Services Agreement with Besst, Inc., Project CFC26-127.

Law Enforcement Contract #94-909-A-56, Memorandum of Understanding with the Victor Elementary School District to Fund School Resource Officers, and Agreement between the City of Victorville and Macerich Victor Valley, LP

Recommendation: That the Honorable City Council: (1) Approve the Fifty-Sixth Amendment to Law Enforcement Contract #94-909-A-56 for the period of July 1, 2026, through June 30, 2027, and authorize the Mayor or her designee to process all documents required for this agreement; (2) Approve the Memorandum of Understanding by and between the City of Victorville and the Victor Elementary School District for the same period to fund School Resource Officers and authorize the City Manager or his designee to process all documents required for this agreement; and (3) Approve the agreement by and between the City of Victorville and Macerich Victor Valley, LP for one Deputy and authorize the City Manager or his designee to process all documents required for this agreement.

Purchase of a Type-1 Pierce Pumper Under Cab Engine

Recommendation: That the Honorable City Council: (1) Approve the purchase of a Type-1 Pierce Engine from South Coast Fire Equipment in the amount not to exceed $1,300,000; and (2) Authorize the City Manager to execute all documents necessary to purchase one (1) Type-1 Fire Apparatus.
