PUBLIC COMMUNICATIONS
In compliance with Government Code Section 54954.3, Public Communications is the portion of Planning Commission meetings set aside for members of the public to address the Planning Commission on matters related to City business that are not on the scheduled agenda. The Planning Commission cannot take action on items not listed on the agenda. Comments must pertain to subjects within the Planning Commission's jurisdiction and are limited to three (3) minutes per speaker. Per City Council Protocols, if there are ten (10) or fewer speakers, each will have three (3) minutes to speak; if there are more than ten (10) speakers, each will have two (2) minutes. Speakers may not transfer or cede their time to another individual.

PROJ-26-1129 Citywide Public Notice Procedures Ordinance Amendments (Citywide)
The purpose of this item is for the Planning Commission to consider and make a recommendation to the City Council regarding amendments to the Local Coastal Program Implementation Plan (IP) and Title 24 of the City of San Buenaventura Municipal Code (SBMC) governing public noticing requirements. The proposed amendments would revise corresponding provisions of the IP and SBMC, including Sections 24.105.300 (Streamlining Procedures) and 24.515.100 (Coastal Permit Procedure: Notice and Hearing), and Chapter 24.560 (Notice and Hearing Requirements), to consolidate, clarify, and streamline public notice procedures; establish consistent noticing requirements across entitlement types; update cross-references throughout the IP and SBMC; and clarify requirements for mailed, published, posted, and electronic notice. Recommendation: To conduct a Public Hearing and adopt a resolution recommending that the City Council approve amendments to the Local Coastal Program Implementation Plan and San Buenaventura Municipal Code, including Sections 24.105.300 (Streamlining Procedures) and 24.515.100 (Coastal Permit Procedure: Notice and Hearing), and Chapter 24.560 (Notice and Hearing Requirements), to consolidate, clarify, and streamline public notice procedures; establish more consistent noticing requirements for matters subject to public review and hearing; update cross-references; and clarify requirements for mailed, published, posted, and electronic notice. PLANNING COMMISSION COMMUNICATIONS
Per Government Code Section 54954.2(a)(3), the Planning Commission Communications section of the agenda provides the Planning Commissioners the opportunity to ask a question for clarification, provide a reference to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any matter, or take action to direct staff to place a matter of business on a future agenda.
