The next, item on the agenda is a public hearing item, and that is a tentative parcel map 2022 Dash 161 Subdivision 2026 Dash 0002 and specific plan amendment 2025 dash zero zero zero four to subdivide one existing 4.43 acre parcel into two parcels and amend the planning area land use designation between planning areas three and four of the Pacific Center East Pacific Plan to align with the proposed property line created through the subdivision. And tonight oh, I'll go with the request before I turn it over. Okay.
The request to subdivide the existing parcel into two separate parcels and amend the Pacific Center East Pacific land and the planning area land use designation boundary associated with the project site to align with the boundaries of the proposed subdivision. No new development is proposed. As part of this request and the recommendation is that we we adopt the resolution forty five forty one, that recommending that the city council approve tentative parcel map 2022 Dash 161 Subdivision 2026 Dash 002 subject to the conditions of approval and adopt resolution forty five forty two recommending city council adopt ordinance number one five seven seven approving a specific plan amendment twenty twenty five-four, amending the boundary line between planning areas three and four to align with the proposed property line created through the subdivision. And tonight, have a presentation from senior planner Erica Demkowitz. Erica?
Hi, good evening. Thank you, Chair Mason, members of the Planning Commission. The application before you this evening has two parts, as the chairperson just explained. We have a tentative parcel map to subdivide an existing parcel into two separate parcels and a specific plan amendment to realign the affected planning area boundary line that transects the property with the newly created parcel line, and to make some other minor edits to text and graphics within the specific plan. Now the property is located on the Northwest corner of Red Hill Avenue and Edinger Avenue.
It's comprised of approximately 4.43 acres in size, and it has a general plan designation of Planned Community Commercial Business, or PCCB, and a zoning designation of Pacific Center East Specific Plan, or PCESP. As you can see on the graphic to the left, the properties to the south and to the west are also included within the Pacific Center East Specific Plan area. Properties to the north of the subject site are zoned public and institutional, and properties to the west are zoned industrial. The image to the right shows this project site, which overlaps two planning areas within the Pacific Center East Pacific Plan. And they are the Technology Center area, or Planning Area 3, which is shown in green or teal color on the map, and the Commercial Center designation, which is Planning Area 4, which is shown in red.
In November 2024, the Planning Commission approved a resolution for a new project to be constructed at 1481 Edinger on the corner. And it was approved to be an automated self serve car wash. And building permits were issued in December for that project, and that's currently underway. The boundary line between the two planning areas 3 And 4 align with the existing tax assessor boundary lines, which transect the project site. The new parcel line that would be created through the subdivision does not align with the current planning area boundary lines of the Pacific Center East Pacific Plan.
And as a result, this needs to be revised. The process to do this is through a specific plan amendment. This slide highlights the existing and proposed boundaries between the planning areas that would be revised. Minor text and graphic amendments to adequately describe and illustrate the revised attributes and boundaries of each planning area is shown in exhibit one to the ordinance number fifteen seventy seven. The proposed amendment would achieve the objectives, policies, and general land uses and programs specified in the general plan.
The Planning Commission shall make a recommendation on the specific plan amendment to the City Council, And the required findings are incorporated in resolution number 4,542 and draft ordinance number fifteen seventy seven. The proposed amendment is also consistent with Senate Bill three thirty, which prohibits cities from reducing residential land use capacity, compared to what was allowed as of 01/01/2018. The project site, as I've mentioned, is located in the Pacific Center East Pacific Plan, and was not zoned for residential, and currently does not allow for residential uses. As a result, this amendment does not reduce any residential capacity. In compliance with SB18, the city staff contacted the 10 tribal representatives within the area in conjunction with review of the application, and the consultation period concluded January earlier this year, and no requests for tribal consultation were received.
The request is categorically exempt from CEQA and falls under the CEQA guidelines section 150,060 one(three) and section 150,315. And based upon this, staff recommends that the Planning Commission adopt resolution forty five forty two recommending that the City Council adopt ordinance fifteen seventy seven approving specific plan amendment for minor graphics and text changes to the specific plan Pacific Center East specific plan, excuse me, and adopt Resolution four thousand five and forty one, recommending that the council approve the tentative map and subdivision to subdivide the existing parcel into two parcels. And this concludes my presentation. The applicant is also here if there's any questions.

For the chair, I'll make one quick comment. Thanks for the presentation, Erica. But I would encourage staff to process these types of changes or revisions at the zoning administrator or the director level in the future. I think we're probably constrained because it's kind of gnarly with a tentative parcel map and a specific plan amendment. But I'm not sure that the applicant or the community is better served by a public hearing for this type of revision. But I do appreciate you keeping staff involved or the planning commission involved. Yeah, just my thoughts. That's it.
