Recommendation: That the City Council waive reading in full of all ordinances and resolutions on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.
APPROVAL OF MINUTES - THE SPECIAL CLOSED SESSION MEETING AND REGULAR MEETING OF THE CITY COUNCIL HELD ON MAY 19, 2026.
Recommendation: That the City Council approve the Action Minutes of the City Council Special Closed Session Meeting and the Regular Meeting held on May 19, 2026.
RATIFICATION OF PAYROLL AND DEMANDS
The City Council has approved the use of Government Code Section 37208 to expedite the payment of City of Tustin obligations that are in accordance with the approved budget or continued operations authorizations. Recommendation: It is recommended that the City Council approve Payroll in the amount of $1,194,283.98 and Demands in the amount of $4,048,112.03.
AUTHORIZE USE OF THE OMNIA PARTNERS PURCHASING PROGRAM FOR THE COLUMBUS TUSTIN GYM HEATING, VENTILATION, AND AIR CONDITIONING PROJECT
Staff is requesting authorization to utilize the OMNIA Partners Purchasing Program to acquire the components and services necessary to complete the Columbus Tustin Gym Heating, Ventilation, and Air Conditioning Project. Recommendation: Recommended that the City Council: 1. Adopt Resolution No. 26-24 authorizing use of the OMNIA Partners Purchasing Program, utilizing Trane U.S. Inc. Contract R3341 to purchase components and services for the Columbus Tustin Gym Heating, Ventilation, and Air Conditioning Project in an amount not-to-exceed of $1,825,357; and 2. Authorize the City Manager and the City Clerk to execute the contract documents on behalf of the City. RESOLUTION NO. 26-24 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING USE OF THE OMNIA PARTNERS PURCHASING PROGRAM TO PURCHASE THE NECESSARY EQUIPMENT AND INSTALLATION SERVICES FOR THE COLUMBUS TUSTIN GYM HEATING, VENTILATION, AND AIR CONDITIONING PROJECT Fiscal Impact: A total of $2,103,860 has been appropriated in the Fiscal Year 2025-2026 Capital Improvement Program Budget for the Columbus Tustin Gym Heating, Ventilation, and Air Conditioning Project. To date, $115,864 has been expended on pre-construction activities, with $1,987,996 available for the construction phase.
ADOPT RESOLUTION NO. 26-27 TO CALL AND CONSOLIDATE THE NOVEMBER 3, 2026, GENERAL MUNICIPAL ELECTION
Adoption of the proposed resolution will call the election and consolidate election services with the County of Orange. Recommendation: Recommend the City Council adopt Resolution No. 26-27, ordering, calling and giving notice of a General Municipal Election to be held on Tuesday, November 3, 2026, and requesting the Board of Supervisors consolidate the election with the State's General Election. RESOLUTION NO. 26-27 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN CALLING FOR AND GIVING NOTICE OF A GENERAL MUNICIPAL ELECTION TO BE HELD IN THE CITY OF TUSTIN ON NOVEMBER 3, 2026, FOR ELECTION OF CERTAIN OFFICERS AND REQUESTING THE BOARD OF SUPERVISORS OF ORANGE COUNTY TO CONSOLIDATE THE GENERAL MUNICIPAL ELECTION WITH THE STATE'S GENERAL ELECTION Fiscal Impact: The estimated cost to consolidate the general municipal election with the State and County's general election ranges from $108,629 - $131,237. The proposed budget for Fiscal Year 2026-27 has sufficient funds to cover these costs.
GENERAL MUNICIPAL ELECTION CANDIDATE STATEMENT REGULATIONS
Adoption of the proposed resolution will set the Candidate Statement regulations for the November 3, 2026, General Municipal Election. Recommendation: Adopt Resolution 26-28 establishing regulations for Candidate Statements to be submitted to the electorate in the November 2026 General Municipal Election. RESOLUTION NO. 26-28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING REGULATIONS FOR CANDIDATES FOR CITY COUNCIL PERTAINING TO CANDIDATE STATEMENTS SUBMITTED TO THE VOTERS AT AN ELECTION TO BE HELD ON TUESDAY, NOVEMBER 3, 2026 Fiscal Impact: There is no fiscal impact associated with this item.
TUSTIN LEGACY OUTREACH REPORT AND NEXT STEPS
Recap of Tustin Legacy Outreach and Engagement 2025 and 2026 campaign efforts and consideration of potential next steps related to advancing efforts within the Tustin Legacy. Recommendation: That the City Council, and the City Council acting in its capacity as the Local Reuse Authority: 1. Receive and file the Tustin Legacy Outreach and Engagement report. 2. Direct staff to initiate: a) A competitive offering process for the South Hangar to solicit prospective users and investment interest, and direct staff to develop contingency options, including potential discussions with the Navy regarding deconstruction and funding alternatives should no viable reuse proposal be identified. b) Discussions with the Navy regarding Parcel 18 and the framework planning components presented during the April 2026 community workshops. Fiscal Impact: There is no direct fiscal impact associated with consideration of these recommendations. Implementation of certain steps will require future City Council actions. Items that may have a fiscal impact will be addressed at those times.
ADOPTION OF FISCAL YEAR 2026-2027 BUDGET AND GANN APPROPRIATION LIMIT
As directed by the City Council at the May 5, 2026 budget workshop, the proposed Fiscal Year 2026-2027 Operating and Capital Improvement Program budget represents a comprehensive spending plan to continue delivery of high-quality public services to Tustin residents, businesses, and visitors in accordance with the guidelines set forth in the City's 10-year Fiscal Sustainability Strategy. The General Fund proposed Fiscal Year 2026-2027 budget includes $123 Million total revenues (including use of Transfers/Reserves), $123 Million in total expenses and retains a 21% General Fund Reserve Level of $22 Million. Recommendation: Staff recommend that the City Council: 1. Adopt Resolution No. 26-29, Adopting the Second Year Update to the 2025-2027 Biennial Budget and Related Documents for Fiscal Year 2026-2027; 2. Select the price factor for adjusting the Fiscal Year 2026-2027 GANN Appropriation Limit; 3. Adopt Resolution No. 26-25 setting the appropriation limit for the Fiscal Year 2026-2027 at $137,618,940; 4. Adopt Tustin Housing Authority Resolution No. 26-01, Adopting the Housing Authority Budget for Fiscal Year 2026-2027; and 5. Adopt Resolution No. 26-26, Updating the Citywide Salary Schedule and the Position Control Schedule consistent with the Proposed Budget for Fiscal Year 2026-2027. RESOLUTION NO. 26-29 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING THE SECOND YEAR UPDATE TO THE 2025-2027 BIENNIAL BUDGET AND RELATED DOCUMENTS FOR FISCAL YEAR 2026-2027 RESOLUTION NO. 26-25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, DETERMINING AND ADOPTING AN APPROPRIATION LIMIT FOR THE FISCAL YEAR 2026-2027 IN ACCORDANCE WITH ARTICLE XIII B OF THE CONSTITUTION OF THE STATE OF CALIFORNIA, AND SECTION 7910 OF THE GOVERNMENT CODE TUSTIN HOUSING AUTHORITY RESOLUTION NO. 26-01 A RESOLUTION OF THE TUSTIN HOUSING AUTHORITY OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING THE HOUSING AUTHORITY BUDGET FOR THE FISCAL YEAR 2026-2027 RESOLUTION NO. 26-26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, UPDATING THE CITYWIDESALARY SCHEDULE AND THE POSITION CONTROL SCHEDULE Fiscal Impact: The proposed budget for Fiscal Year 2026-2027 allocates resources to support delivery of citywide public services and maintains a General Fund Reserve level above 20% for Fiscal Year 2026-2027.
