All right. So I wrote a little something out for Skylar because he's that special to me. Ten years ago, our department gained an officer. What we didn't know was how much we'd also gain a leader, a partner, and a man of genuine character. Skylar has spent the last decade doing his job the right way, with honesty, tirelessly, and without ever looking for credit. He shows up for the department the same way he shows up for his family, fully and without hesitation. Anyone who knows him outside of these walls knows what kind of father he is. Always out with his kids, whether it's on the water fishing, out on the golf course in 105 degree weather, or in the field hunting. That same steadiness and presence he gives to his family, he brings to the department every single day. He's a dedicated husband, a selfless colleague, and one of the most hardworking people I've ever had the privilege to serve with. I've had the honor of working directly with Skylar and I can say without hesitation that our department and this city are better for having him. 10 years in, he's exactly the kind of officer and person you want representing dispatch. Thank you for your dedicated service and 10 years.

one of my introductions to skyler was i went on as a council person i went on a ride-along and i went with skyler and he was he was working he was treated so well okay now we're on the citizen engagement portion of our meeting this is for the general public they can uh offer any comments that they would like

bill it's a bill will be first we ask you to treat everyone with the dignity that's expected and you get three minutes so we will go ahead and start I'll try to keep it at three minutes I remember Bill Clinton I do I was on active duty in the Marine Corps I worked at mouse 13 air France we had a hydraulic shop tire shop we had 16 man crew work at days and nights We worked at an intermediate maintenance facility that brought the parts, components from the aircraft down to us. We test them, troubleshoot them, tear them down, rebuild them, send them back. We'd go back on the aircraft. We also manufactured hydraulic lines. When Bill Clinton came in, he cut us from 16 men to two. There was two of us, myself, Sergeant Roseman, and Corporal Hall. We were putting out 35 assets a day. When you do maintenance on aircraft, you have the workers that do the work, and then you have somebody supervising them, okay? You got a collateral duty inspector, then you got a supervisor. Now, nobody's allowed to sign off their own work. How do you do that when you've got two men? Training went out the window. Forget about it. We can't do training. Everything went out the window because those birds have to be in the air. They've got to fly. These are multimillion-dollar aircraft we're working on. So we're doing the work together. I'm using Corporal Hall's code, going into the computer, doing his part of the paperwork once we get the work done, and sign out his name, sign in on my name, CDI it and supervise it, And by the time I get done doing the paperwork, he's got all the tags ready. We tag it here, and it goes out in his assholes and elbows every day. Now, if an aircraft goes down, there's a big investigation. The first thing they do is they go pick up all the pieces. They stick it in a hanger, and they put all the pieces where they go in the shape of an aircraft in this hanger. They find a component that failed it went down and they can trace that and they go back And if that plane went down due to negligent maintenance the person that worked on that component who was negligent They're going to live and work it's over and you See the amount of pressure and stress y'all want to work on aircraft Okay, so You look at that For Bill Clinton to cut our numbers down to that is chicken shit. There's no other way to say it, it's chicken shit. And so it's a high stress job, just like law enforcement. We gotta have the numbers. Law enforcement can't just push training off to the side. Training still has to be done. So if everybody's off on training or somebody's off on sick, they're having a hard time covering. now as a citizen out here i expect law enforcement to be available for me we don't have enough law enforcement this i got a little bit of wind of this 20 cut or whatever no you guys need to hire more officers working 12 hour shifts 10 hour shifts the officers should not have to work more than 10 hours It's your responsibility as our leaders to make sure that our police department is man. We have the approval of the minutes of July 21st, 2026, approval of resolution number 2648, financial consulting professional service agreement. And I think we were going to table that. okay so so i would say that the consent agenda would be to table approval of resolution 2648 approval of resolution 2649 the swanson estrada day and does that does that have the amendment Well, and I think whoever decides to make the motion to move this forward would just add that to item 3, okay? And yeah, so those are the three items.

I'll make a motion that we approve the consent agenda tabling resolution 2648 and also modifying 2649.

Next is the strategic business portion. This is where we'll do the discussion of each one of these items. And because they're ordinances, we'll bring them forward. The first one is ordinance 2614, the virtual currency kiosk. This was presented by Chief Cordova. Does anyone on the bench here have any questions for Chief on this or any further discussion?

We will open this portion of the meeting to anyone in the public that would like to come up and make any comments on this ordinance and or engage in any kind of discussion on it. Okay, seeing none, I would entertain a motion. I'll make a motion.

Okay, next is discussion consideration of adopting ordinance 26-15 planning commission term limits. This is presented by the community development department. Do we have any further discussion on this?

I guess I just get one question. So the limits, we're just saying the B limits and then they will adjust them.

how that happens later correct as far as who's currently in there yeah i don't think the ordinance calls out it's just just the terms right we're putting the basis we're just yeah it isn't it doesn't change anybody's position right now it's just setting the precedence that should have been that that wasn't that especially where we haven't been regular on that schedule i think

important that we are i mean you would expect it in in our positions and you expected in planning commission too i think everything's a good thing we just felt the only new thing with brad was the time limit uh two members having to turn to the microphone thank you yeah discussion during the work session um real data uh I suppose a correction to this draft, and I believe it was around no more than two term limits ending in one year. And so we'd be happy to draft that language and work with Cynthia and have the mayor sign it, a new document.

Gotcha, the two term. The two term. Yeah, is that something that you guys...

I quote, the term limits of appointed members of the Planning Commission shall be three years, and I'll put my finger up when it's new language, and shall expire in January the third year following appointment, And until their respective successors shall have been appointed, provided that terms shall be assigned and adjusted as necessary to maintain staggered appointments so that the terms of two members expire each year. Does that satisfy the discussion?

I think it needs to be two or less because there's only five people. And so... Two or less. One year might be three.

we want to keep it at two two and one two two and one yeah no more than two that would make sense so my question no more than two in one year my question that was brought up in the workshop too um we can make that adjustment too but is did you want to establish a term limit like a max amount of limits and that is something that just wasn't clear wasn't clear going away and now with that with that but it's not breaking with limits we can always bring that up later if that's something that you want to do i just wanted to clarify reappointments kind of like it like if we want to go around again yep then we would resubmit that's how it is currently correct yeah i just wanted to clarify which because that was brought up in the workshop but that that is exactly how it's written by council member jackson more than two times

are we going to keep alternates as part of this uh are we going to keep alternates as part of this i think it spells that out the alternates yeah the attorney has one year terms yeah and you have it called out in here what is their term on the alternates one year one year yeah and then they can reapply so there could be more than two yeah

short reads in there so we don't need to adjust it or do we need to adjust if we don't know the only thing i was clarifying to read just is if you wanted an actual term limit like it's been capped like like and i and i'm hearing feedback that we don't have how it's written that's just all i was wanting to clarify so um but it seems like there is just some clarifying language that we should adopt around uh

so that the terms of no more than two members in one year expire you want the two you want to set the two to one that question no more than two commissioners commissioners because there might be an alternates that will go that same year which are making one too but they they can't be added that's fine i would clarify that you know no more than two more than two two more years that is an easy clarification staff report you have a recommended motion and i'm And it sounds like you'd go with the second one, a sample motion for approval with corrections. We can work on that language and see how we bring it to the recording.

So I think we can entertain a motion to accept this with that change, and then they can move forward with the ordinance if that's what you wanted to do.

Okay, discussion and consideration of Ordinance 26-16, amending chapters 1.03.005 and 1.18.040, fencing provisions. Council, do you have any further discussion on this or questions that you may have?

I think they've done a great job. These changes need to be made and it's nice to have people that are able to do it.

Okay, having done, we will open this portion up to anyone in the audience that would like to come up and address this ordinance.

My name is Lane Wilding, and I would like to just speak briefly to this ordinance. I appreciate what the staff has done in the revision relative to what it said that came to the DRC. The version that came to the DRC said that we for whoever was doing report from the easement. I have two waterways that run through my property. I'm not part of the city at this moment. I'm not annexed into the city. And that wording concerned me, and I appreciate, again, the changing of that wording, that I, as a citizen, would be responsible to replace the fence that the city tore down, because I know, like, seriously, we're trying to be good neighbors. And it didn't make good sense to me that if I had a fence built up there that the city wanted to go tear it down and not try to replace it or do something about that. so i appreciate the change and i appreciate that um there are some things here that i am a little concerned about is the legalese of the wording now and i have to think about and digest that i've not had a chance to really seriously think about that Again, I live in the county. Do I have to come to the city and get a permit to build a fence across the city easement water main that goes through my property? I don't know the answer to that. I don't think I do, but I'm not sure. So I have to think about exactly what I'm gonna do there. But again, I appreciate the rewording of that section.

Part of the advantage of this is questions like that can be asked and you can answer them. I believe if it is on city property,

These are city ordinances.

So then if you have a fence upon city property, then you would need to follow the ordinance.

Right, but I live in the county.

Then you would need to follow the ordinance.

That's how I get annexed into the city. Then you would need to follow the ordinance. But I have to come to the city to get a permit to build a fence across their easement.

If you're part of the city. You're going to build a fence across somebody's water line to have the chance of having your fence for them.

well i agree right i agree but you know it's my property and i would like to have if you're coming to turn my fence up i'd like at least like to see you do something about fixing or taking it back i know most utilities when they tear up somebody's property they're pretty rigorous about trying to restore as good as they can not actually exactly it was but as good as they can and i think that's kind of what this ordinance is addressing because it wasn't addressing it too well

but now the citizens come in they can talk and we can make sure that we plan it out together that's all i ask yeah so thank you correct okay and that's what i like about this part is we can ask and answer questions of each other it's awesome any other public have any questions on this fencing ordinance okay seeing none and um i will go ahead and open this up for a motion i think emotionally that florida is 2616. okay we have a motion by council person lewis and a second by council person westergaard yes yes Cedar City Leadership Report.

So I was going to report that I did get an offer on the ambulance that's out there, $10,000 from Willard City, and they're ready to buy it like yesterday. So Jara was hoping that we could get a thumbs up from the council that you are okay with disposing of said property to Willard City.

We already talked about disposing it previously, and now we have someone who disposes it too. And then I did get an email back from Vita Marble today on their rooftops. So I'm going to bill her. Bill Elwoodtown, I mean. So previous years too, or just... I'm going to bill her for both. I'm going to bill Elwoodtown for both, and then see what happens. But I haven't reached out for... like four months now. So I was happy to see an email from her with the data I needed. So I'll be able to go for a while. Great, thank you.

Do we have any other department heads that needed some time? Okay. We have city council, I don't know how to do this, this is the first time, so I'm gonna do it now. I had someone send me, they want the city to sponsor a donation to, what was the name of that group? I didn't bring the picture in. She's grabbing the forest, but.

i gave it to jamie and she said ask the council so that's what we're doing we have a line in your budget that's called community relations that we've sponsored like we're sponsoring the junior livestock show we've had the last several years um so yeah that's something you want to read i think we've got the money to start there potentially sorry what are they asking for

we know, I also want to say something before, so there's no bias toward whoever it is. Right? And I just think it's a weird position to be in to take taxpayer dollars and then decide to do it toward charitable because then where's the line?

At what point does that stop?

You know, so just principally I struggle a little bit with the concept of that community. I don't know that

have a budget item for that first place so now you can say who it is and if you guys you guys all feel the same way and we just do not use taxpayer dollars to almost don't want to know who it is yeah well I wouldn't share that but we could almost take the stance that any of these that come in for

we're not going to sponsor this is this is something boys and girls closed by a table at first dinner i think we used to do the whisper of a valid pageant i think we would give money to them yes we did you know crisis center i would like to hear again it's like we talked about in the work session i would like to hear what the citizens want us to do with their money if they're good with us having this bracket and it's you know we have a thousand dollars in the budget or $10,000 a year, and they're good with that, then we say, okay, you know, we'll dish it out until that budget's gone. And then once it's gone, sorry, that's it. If the public doesn't want that, wants it reallocated somewhere else, then I think this is another one of those areas where we don't self-govern on this and we leave it up to, yeah maybe maybe it's something for our next town hall you know we get some direct input and action on on if they're okay because the the organizations are all i mean they're great organizations and they need they need support it's just are we the ones that that should be supporting it and so i the way they both question i i agree with but it's also one that I think that the citizens need to be the ones to tell us. Well, let's tee that up for our next town hall then.

And the thing I love is we live in a community where when there's need and it's no, people get taken care of.

That church that burned down and the support that was given there, it gives me chills.

All right, so we'll do that. That brings up the next question. When are we going to do our next town hall? I would like to do it during fair week.

When is Labor Day, the 5th and the 7th?

How about the 10th of September? The 3rd is a problem because I don't have Lindsay or Cynthia here. Oh, yeah. Are we all a part of Town Hall? Am I correct? It's all of us. If only two council people show up, it doesn't need to be, but I really feel strongly that we, you all need to be here and listen. I just, I think we get so much more accomplished that way. And so I would, I would really like to, to make it a public hearing and we get together and do it in here and we'll have the meeting. And I say, let's do it September 10th. Let's go.
