Adopt a Resolution Initiating Proceedings for the Annual Levy of Assessments and Approving the Preliminary Engineer’s Report for the Tracy Consolidated Landscape Maintenance District (LMD) for Fiscal Year 2026/2027 and Adopt a Resolution of Intention to Levy and Collect Annual Assessments for the Tracy LMD for Fiscal Year 2026/2027 and Hold a Public Hearing on June 16, 2026, at 7:00 p.m. to Consider the Same in Accordance with the Landscape and Lighting Act of 1972.

Recommendation: Staff recommends that the City Council take the following actions, pursuant to the California Landscape and Lighting Act of 1972 and California Streets & Highway Code § 22623 et seq.: (1) Adopt a Resolution initiating proceedings for the annual levy of assessments and approving the preliminary Engineer’s Report for the Tracy Consolidated Landscape Maintenance District for Fiscal year 2026/2027; and (2) Subject to approval of Item 1, adopt a Resolution of Intention to levy and collect annual assessments for the Tracy Consolidated Landscape Maintenance District for Fiscal Year 2026/2027; and (B) hold a Public Hearing on June 16, 2026, at 7:00 p.m. to consider the same in accordance with the Landscape and Lighting Act of 1972.

Adopt a Resolution Approving the renewal of the City's Geographic Information System (GIS) Software through the Environmental Systems Research Institute (ESRI) and Dispensing with the Procurement Requirement for This Agreement Pursuant to Tracy Municipal Code Section 2.20.140(b).

Recommendation: Staff recommends that the City Council adopt a Resolution (1) approving the renewal of the City's Geographic Information System (GIS) Software through Environmental Systems Research Institute, Inc. (ESRI) for a not to exceed amount of $75,000 annually for a term of 3 years and (2) Dispensing with the procurement requirement for this agreement pursuant to Tracy Municipal Code Section 2.20.140(b).

Adopt a Resolution Accepting Construction Improvements for Capital Improvement Project (CIP) 74107, Wastewater Treatment Plant Expansion Phase 2B.

Recommendation: Staff recommend that the City Council adopt a Resolution: 1. Accepting the construction improvements for the Wastewater Treatment Plant Expansion, Phase 2B, Capital Improvement Project 74107, constructed by GSE Construction Co. Inc., of Livermore, California, as complete, and 2. Authorizing the City Clerk to file the Notice of Completion with the San Joaquin County Recorder's Office, and 3. Authorizing the City Engineer to release the Improvement Security and Retention payment in accordance with the construction contract and Tracy Municipal Code Section 12.36.080, and 4. Authorizing the Finance Department to close the Project and transfer the balance remaining of $3,329,421 from Capital Improvement Project 74107 to Capital Improvement Project 74168 for the Wastewater Treatment Plant Expansion Phase 2C.

Adopt a Resolution Awarding a Construction Contract for Capital Improvement Project (CIP) 74170, Headworks Bar Screen No.1 Replacement Project.

Recommendation: Staff recommends that the City Council adopt a Resolution: Awarding a construction contract to TNT Industrial Contractors, Inc. of Sacramento, California, in the amount of $598,800 for Headworks Bar Screen No.1 Replacement, Capital Improvement Project 74170, and Authorizing the City Manager, or designee, to approve change orders up to the contingency amount of $59,880, if needed, pursuant to Tracy Municipal Code section 2.20.090(b), and Authorizing an overall not-to-exceed project budget of $688,620, and Granting authority to the City Manager to execute permits, agreements, or documents necessary to facilitate the construction of the Project.

Adopt a Resolution Amending the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) Funding Allocations for Fiscal Year 2026-2027 and Authorizing the City Manager to Execute Funding Agreements with Subrecipients Reflecting the Amended Amounts.

Recommendation: Staff recommends that the City Council adopt a Resolution: Amending the fiscal year 2026-2027 estimated allocation amounts approved in Resolution No. 2026-073, as follows: Increase the Community Development Block Grant awards from $520,570 to $521,683 and Decrease the Home Investment Partnership Program awards from $137,920 to $137,417.86 with adjustments to the sub-recipient award of both programs to reflect the final allocations determined by the United States Department of Housing and Urban Development, and Authorizing the City Manager, or their designee to execute funding agreements with sub-recipients for both programs, and Appropriating the Full Allocation to the Community Development Block Grant (CDBG) Fund Budget for Fiscal Year 2026-2027.

Recommendation: The City of Tracy Planning Commission recommends that the City Council hold a Public Hearing, and upon its conclusion, take the following actions: 1. Adopt a Resolution determining that this project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15061(b)(3); and 2. Waive the first reading by substitution of the title and introduce an ordinance adopting a new article, Article 18.5 Mixed Use Zone (MU-1), and revising an existing article, Article 35 Signs, of Chapter 10.08, Zoning Regulations, of Title 10, Planning and Zoning, of the Tracy Municipal Code.

Conduct a Public Hearing and Adopt a Resolution Updating the Citywide Master Fee Schedule For Fiscal Year 2026-2027 and Rescinding Resolution 2025-290, effective July 1, 2026.

Recommendation: The Tracy Finance Committee recommends that the City Council (1) conduct a Public Hearing to receive and consider comments on the proposed Citywide Master Fee Schedule, and upon conclusion, (2) adopt a Resolution that (A) approves and adopts, the proposed Citywide Master Fee Schedule, including the corrected Palmistry Background Investigation Fee, effective immediately; and (B) approves and adopts, the New Bingo License Fee and the Bingo License Renewal fee, effective June 4, 2026; and (C) approves and adopts, a 3% inflationary adjustment to applicable fees, effective July 1, 2026; and (D) rescinds Resolution 2025-290, effective July 1, 2026.

Waive the first reading by substitution of title and introduce and adopt an ordinance repealing and replacing Section 10.08.4240 of the Tracy Municipal Code regarding Temporary Use Permits.
