Yeah. So, um basically they found themselves that they were in violation. Um they were kind of at that deadline. So, they're just requesting a six-month extension for phase 14 of the subdivision. Um, as you can see from the map attached, it's um just north of the old mill pond subdivision number two. Um, and so we already approved the extension for subdivision 15. Um, the applicant was just a little behind in getting us um materials of progress. um which is included in your packet. So, we're just trying to catch up with this um with this extension to go ahead and move forward.

So, it is again an extension of uh Wild Horse Ranch phase 16. The last one was 14. This one is 16 for Richmond America Homes. Yes. So, um this is just catching up with the other two. Um this is the um Wild Horse Ranch face 16. And so, they're just requesting the extension for pavement completion. Um and so as you can see it's just the parcel that is immediately east of the um parcels for phase 15 and partials for phase 14. And so again they were having a hard time getting us the proof of com of um uh proof of progress. So, we were a little behind on that, but it the proof of progress was shown in the packets that you guys received um along with this picture here. Next slide. Um and so, um planning staff is just recommending that you make a motion to um grant the extension, um which is 6 months under the conditions imposed.

An additional six months on the end of the previous extension or is this so this is their first six-month extension and after this one they can apply for a second but that's just total of two. So we just approved one for section 14. Yeah. each each phase gets um up to put this a year out.

I I do have a question on this. So, according to the recommendation, it has to be uh completed and approved by July 7th of this year and according to their own timeline, they're anticipating it won't be completed until September of this year. So, um, the only reason I bring it up because I I thought they might be here to maybe give an explanation, but Are you here? Oh, you're here now. Okay. Yeah. No, I mean, we do fully anticipate that on phase 16, we will need that second six-month extension. Okay.

So, on phase 14, we don't anticipate that. That should be starting here in the next couple of weeks. It's kind of a infill piece. So, we've got the bulk of the the major uh uh infrastructure, you know, kind of coming from both sides. And so, it's kind of just filling in these two chunks. So, um, as far as that goes, uh, yeah, I mean, it should be quick development work, so we should be fine on on 14 and then 16. Uh, we do anticipate we'll we'll request that second six-month extension to take us into the fall for for pavement on that one. Gotcha. Thank you. I didn't want to interrupt while you were talking. The question I have, you just described the fact you don't expect any problems with the timing, but if we were to get a lot of snow, would that be a potential delay? Uh, not necess I mean I guess if we had a very early onset winter for next year that could potentially affect paving for phase 16. Uh, but as far as the pipe work goes getting started on phase 14. Uh, I mean easier digging through snow than it is through the through the through the ground. So I usually snow doesn't affect three feet.

Yeah. Yeah. Usually snow doesn't affect the early stages of the project. It's mostly just the later stages. So, like I say, if we had a an early onset winter and we just, you know, couldn't pave 16, uh, if we record on road base and then just pave first thing in the spring, I think that's worst case scenario, but again, based on the winters that we've seen lately, uh, I mean, I was paving a project this year on December 22nd. Just a comment. The only real discussion here is they did not request within the period of time. So like asking for the first 16 as long as that's current time. Yeah. So they they went and requested on the day where it was actually is the day that they expired. Yes. So, um the applicant is here today with um other staff. So, if you guys have any questions for them, they are here to answer them. Um, so basically, um, this is a subdivision that is north of I80 and just sits east of on the east side of Raleigh Road. Um, and it's there. It's for a subdivision that is going to be for uh, soil land farming modified. And um so the proposed subdivision um is in an area according to the uh Tilla County general plan update 2022 where it is allowed. Um so surrounding areas are of that same nature where it's heavy industry um and like uses and uh planning staff has found no current concerns or issues with the proposed um request to move to a final plat approval. So this is a preliminary and um so after they go through this preliminary um application they will move towards final and then a conditional use permit um as it is uh called for in the land use code as C which means they would have to pursue a conditional use permit towards the end of this application. Um so we uh planning staff um recommends you make a motion to approve the preliminary plat.

Upon completion of the civil design for the project, the county roads department shall review and approve all roadway improvements. The county health department has issued a conditional approval letter requiring that following installation of the water treatment system and additional water sample be collected and reviewed by the health department.

Okay that'll bring us to the next order of business that is going to be I got to scroll 100 pages here. Okay, that is going to be uh 2025-181. It is a major subdivision preliminary plat approval for Outlaw PAR at Ochre Hills. We'll hear from staff.

Yes. So, um this subdivision uh is right along the edge of the Tula um city uh municipality boundary line. And so it is of similar density to um the property that's immediately west of it. Um and then this is just what the subdivision looks like. It's just it just sits south of Smelter Road and we so it's um compatible staff found that it's compatible with the Tula County General Plan update of 2022. Um although the subject area is not explicitly addressed in the general plan um as I've mentioned the surrounding zoning districts and the municipal zoning immediately to the west are consistent and support the vision um for this subdivision. Um and so staff found no concerns at this point and um the applicant provided all required documentation um for this application to be deemed complete. Um it did go through a initial agency review. Um and uh there was only one comment that was one agency that did not get a chance to comment at the first agency review. So part of the condition is that once they go through to the final plat they address whatever comments um the agency that wasn't able to review the first round gets reviewed at the final plat.
