Recognizing and Congratulating the 2025-2026 Toledo Area Class of United States Department of State High School Foreign Exchange Students and Designating Them as Honorary City of Toledo Citizens

Recognizing the winners of the 58th annual Cotillion 2026

Repealing Ordinance No. 483-19, passed on October 1, 2019; authorizing the Mayor to enter into a grant agreement with the Toledo Warehouse District Association to support the purchase and installation of street furnishings in the Warehouse District Neighborhood; authorizing the expenditure of $25,000 from the Capital Improvement Fund District Improvement Program for site furnishings in District 4; and declaring an emergency.

Authorizing the Mayor to accept bids and award a contract for a period of up to two (2) years with the option to renew for one year for the removal, hauling and beneficial reuse of spent lime produced by the Division of Water Treatment; authorizing the expenditure of an amount not to exceed $5,500,000 annually over the term of the contract from the Water Operating Fund; and declaring an emergency.

Authorizing the Mayor to enter into a Toledo Police Impound Lot management services agreement for an initial term of 5-years with an option to renew for an additional 5-years; authorizing the annual expenditure of an amount not to exceed $2,471,617.35 from the Municipal Tow Lot Fund; waiving the competitive bidding provisions of TMC Chapter 187; and declaring an emergency.

Declaring the intent to vacate a portion of Bismark Street lying north of Swan Creek, located in the City of Toledo, Lucas County, Ohio; and declaring an emergency.

Amending Ord. 469-25 which authorized the expenditure of $80,000 from the Capital Improvement Fund District Improvement Program to change the Account Code to renovate the existing basketball court at Friendship Park; authorizing the Mayor to execute the necessary contracts; and declaring an emergency.

Amending Ord. 470-25 which authorized the expenditure of $175,000 from the Capital Improvement Fund District Improvement Program to change the Account Code for the installation of pickleball courts at Fort Meigs Sertoma Park; authorizing the Mayor to execute the necessary contracts; and declaring an emergency.

Amending Ord. 178-26 which authorized the expenditure of $77,440 from the Capital Improvement Fund District Improvement Program to change the Account Code for the purchase and installation of speed feedback signage in District 1; authorizing the Mayor to execute the necessary contract; and declaring an emergency.

Declaring a Moratorium until November 30, 2026, on the issuance of any zoning permits, building permits, certificates of occupancy, or other licenses or permits for gasoline and fuel sales, in the City of Toledo; requesting a Plan Commission study; and declaring an emergency.

Authorizing the expenditure of an amount not to exceed $26,000 from the General Fund for the collection, hauling, and processing of materials collected at the 2026 Clean Toledo Recycling events and Clean Toledo Center; authorizing the Mayor to accept bids and enter into contracts for recycling and disposal services; and declaring an emergency.

Authorizing the expenditure of $75,000 from the General Fund to Keep Toledo Lucas County Beautiful (KTLCB) for neighborhood clean-ups, Litter League, and recycling programs; authorizing the Mayor to enter into an agreement for said purpose; and declaring an emergency.

Authorizing the Mayor to enter into a contract for repairs to maintenance hole (MH) #31234 located near Sherwood and South Detroit; authorizing the expenditure not to exceed $99,000 from the Sanitary Sewer Replacement Fund to pay costs associated with the repairs; and declaring an emergency.

Authorizing the annual expenditure of an amount not to exceed $20,000 from the Sewer Operating Fund and $20,000 from the Water Operating Fund to provide payment for annual membership fees to Ohio Utilities Protection Service (OUPS); and declaring an emergency.

Approving the use of the Water Infrastructure Development Fund (2% Water Fund) to pay the cost of installing water infrastructure for community garden locations inside the City of Toledo upon the recommendation of the Director of Public Utilities; appropriating and expending $50,000 from the unappropriated balance of the Water Infrastructure Development Fund; and declaring an emergency.

Authorizing the reappropriation of $183,806 in the Water Bond Fund for real estate acquisition and associated costs for the Raw Water Main Project; authorizing the expenditure of same; authorizing the Mayor to accept bids for services and execute agreements as necessary and appropriate for real estate acquisition and associated cost for the Raw Water Main Project; and declaring an emergency.

Authorizing the appropriation and expenditure of $873,605 from the Water Replacement Fund for real estate acquisition and associated cost related thereto, including but not limited to the purchase of real property interests, easements and easement updates, crop damages, property restoration costs, surveys, testing, title work, appraisals, closing costs, environmental assessments, and other incidental fees and expenses for the Raw Water Main Project; authorizing the Mayor to accept bids for services and execute agreements as necessary and appropriate for real estate acquisition and associated cost for the Raw Water Main Project; and declaring an emergency.

Authorizing the Mayor to enter into necessary agreements with the Ohio Environmental Protection Agency for a Source Water Protective Strategies Grant; authorizing the acceptance, deposit, appropriation and expenditure of additional grant proceeds in the amount of $4,841 in the Water Replacement Fund for the purposes of the Source Water Protective Strategies Grant; authorizing the Mayor to enter into an agreement with The Ohio State University for outreach and education; waiving the competitive bidding requirements of TMC Chapter 187; and declaring an emergency.

Authorizing the Mayor to enter into cooperative grant agreements with and accept financial assistance from the Ohio Rail Development Commission (ORDC) for the Point Place Railroad Grade Separation project; authorizing the acceptance, deposit, appropriation and expenditure of grant proceeds into the Capital Improvement Fund in an amount not to exceed $5,500,000; authorizing the Mayor to accept bids and award contracts related to the design and engineering; and declaring an emergency.

Supporting City of Toledo applications to the Lake Erie West Regional Council (formerly TMACOG) Transportation Improvement Program (TIP) for the purpose of obtaining financial assistance for transportation infrastructure projects; and declaring an emergency.

Authorizing the appropriation and expenditure of $145,899 from the unappropriated balance General Fund to provide funding support for the remaining balance of acquisition and transition costs of a merger between Beach House, Inc. dba Leading Families Home (LFH) and Family House; authorizing the Mayor to enter into an agreement with Leading Families Home; and declaring an emergency.

Authorizing the appropriation of $100,000 from the Water, Sewer and Storm Water Replacement Funds and the operating transfer of same to the Water, Sewer and Storm Water Operating Funds; authorizing the appropriation and expenditure of $100,000 from the Water, Sewer and Storm Water Operating Funds for the customer assistance grant program; and declaring an emergency.
