We shall begin the regular city council meeting for Monday, June 1, 2026. At this time, please stand with us for the invocation followed by our Pledge of Allegiance. out with us please dear god in jesus name we thank you for this day thank you for the privilege we have as mayor and council to serve our community in our respective positions we pray for guidance and wisdom as we go through this meeting and the agenda that presented to us and the decisions that are made thank you for the audience we pray for those in our community that are sick that you give them healing we pray for those that are grieved over the passing of loved ones or friends that you give them comfort We thank you for our law enforcement and our military and all of our emergency responders. We pray for their safety and the performance of their duties. And we thank you for the freedom that we continue to enjoy in our 250th year in the United States of America. In Jesus' name we pray. Thank you. You may be seated. All right. This time on our agenda, we have some invited guests to recognize. All right, first of all, we have a celebrity in our midst by the name of Ty Ross. Just stand right there for just a second so I can read about you. Ty Ross is becoming a household name locally and throughout the state in basketball. The GRPA, that stands for Georgia Recreation and Parks Association State Track and Field Meet. Mr. Ross is the reigning state champion in the 50-meter dash, runner-up, placing second in the 100-meter dash, and the long jump. Along with Ty Ross, Aubrey, Alex, and Keys Cash grace the podium. with Aubrey Cash placing fourth, Alex Cash placing eighth in the javelin, and Keys Cash placing fourth in the long jump. Coach Bryant Cash has spearheaded the track program for four years, demonstrating incredible leadership, knowledge, and dedication. This is Bryant's last season with Temple, and we are extremely grateful for all he has done and congratulate him on his future endeavors. And we love the regularity in which we've had these kinds of recognitions. All right, next we have a gentleman of a slightly different age. The City of Temple presents to Mr. Greg Doster. In appreciation of your 12 years of dedicated service to the City of Temple Planning Commission 2014 through 2025, the city says thank you, sir. Would you please come forward?

I've seen no indication of that desire then we move on to the next item on the agenda which is approving the published agenda but we do have amendments as discussed in the committee's meeting dollars annually to make that two thousand five hundred dollars annually and if you approve we request amendment of item seven which authorizes BRAG bicycle ride across Georgia, use of the Powell-Luke Pavilion and the gym restrooms at no cost on June 2nd from 9 a.m. to 3 p.m., add additional item number eight also discussed in this committee's meeting of taking CD interest when the CD time expires and putting it into a money market account temporarily until it's moved into a CD a new CD account and then item nine authorized the use of the rec department gym on July 25th. No fees for a fundraiser for a Temple Middle School student who is recently being diagnosed with cancer. All right, and I think that completes the amendments requested. What's your pleasure?

Yes, I want to talk about the Atlantic Gaslight Project. The trees have been cleared on 78. You'll see flags there and also on Carrollton Street from 78 going south to Budd Street. This is approximately 5.5 miles of new distribution pipeline, primarily along road right-of-ways. This is happening, I believe they're starting this within the next 90 days, laying this pipeline. There will be some lane closures. So just everybody to be aware, this has been on the books for a while from Atlanta Gaslight, and they're just replay upgrading their pipeline.

First, the opportunity for council, if you would like to request any of these items to be moved back into off of the consent agenda. Any requests? All right, then we will... Present the consent agenda. Item 1, authorize the mayor to sign the renewal policies for medical insurance and flexible benefits for the period of July 1, 2026 through June 30, 2027. Item 2, approve the sale of the police interceptor vehicle to the seating account. Employee contributed optional benefit maximum to $2,500 annually. Number four, approve the third school resource officer position within the City of Temple's Police Department with a 50-50 split of salary and benefits between the City of Temple and the Carroll County Board of Education. Five, deny acceptance of parcel number T03-007-0309, 1.17 acres that was quick claimed to the City of Temple without consent and to authorize the city attorney to quick claim the property back to the owner. Item six, approve the police department to pick up management of the two weather sirens in the city of Temple from Carroll County EMS for $1,800 per year plus utilities and maintenance beginning July 1st, 2026. Item seven, authorized BRAG, bicycle ride across Georgia, use of the Powell Luke Pavilion and the gym restrooms at no cost on June 2nd from 9 a.m. to 3 p.m. Item eight, take CD interest at the time of the CD's maturity and put it into a money market account temporarily before it goes into another CD. And number nine, authorize the use of the rec department gym on July 25th with no fees for a fundraiser for a Temple Middle School student diagnosed with cancer.

First reading on the proposed ordinance amending the city of Temple's charter. An ordinance amending the charter of the City of Temple by revising various sections, providing for deletions, clarifications, and conformity with state law, providing for severability, and providing an effective date. Whereas the City Council of the City of Temple is authorized to amend its charter pursuant to the home rule provisions of the Constitution and laws of the State of Georgia. including OCGA paragraph 36-35-3, and whereas this ordinance is adopted pursuant to the authority granted to municipalities to amend their charters by local ordinance, and whereas the City Council finds that the amendments set forth herein are reasonable, necessary, and in the best interest of the public health, safety, and welfare, and whereas the notice of intent to introduce this charter amendment has been advertised in accordance with the requirements of OCGA paragraph 36-35-3 section B, including publication in the official organ of the county as required by law. Now, therefore, be it ordained by the City Council of the City of Temple, and it is hereby ordained as follows. section one section two dash one one rules of procedure committees the charter of the city of temple is hereby amended as to section two dash one one thereof by striking subsection b thereof in its entirety and replacing the same with sub new subsection b as follows the council shall have such committees as are provided for from time to time by ordinance section two Section 3-2G, board terms. The charter of the city of Temple is hereby amended as to subsection 3-2G thereof by striking the same in its entirety. section 3 section 4-2d judges contracts the charter of the city temple is hereby amended as to subsection 4-2d thereof by striking the same in its entirety and replacing it with a new subsection 4-2d as follows Quote, municipal judges shall be appointed and compensated in accordance with applicable state law as now in effect or as hereafter amended, and any contract for the municipal judge's service shall comply with state law. Section 4, Section 4-3, Municipal Court Sessions. The Charter of the City of Temple is hereby amended as to Section 4-3, thereof by striking the same in its entirety and replacing it with a new Section 4-3 as follows, quote, the Municipal Court shall convene at such times as may be set by the Municipal Judge, end quote. Section 5, section 4-4C, municipal court sentencing. The charter of the city of Temple is hereby amended as to subsection 4-4C, thereof by striking the same in its entirety and refixed punishment for offenses within its jurisdiction not exceeding a fine of $1,000 or imprisonment for 180 days or both such fine and imprisonment or may fix punishment by fine, imprisonment, or alternative sentence. In excess of such fine or imprisonment time, the municipal court is authorized to issue sentences to the full extent allowable under state law as now in effect or hereafter amended." End quote. Section 6, by striking the same in its entirety and inserting in lieu thereof a new Section 6-22 as follows, quote, no contract with the city shall be binding upon the city unless the same is in writing and is made or authorized by the 7, Section 7-1, bonds. The charter of the city of Temple shall be amended as to Section 7-1 thereof by adding the following sentence to the end of such section. Quote, the city shall pay the cost of any bonds required of city officers or employees if such bonds are required by law. End quote. Section 8, all laws and parts of law in conflict herewith are specifically repealed. section nine it is hereby declared to be the intention of the mayor and council that the sections paragraphs sentences clauses and phrases of this enactment are severable and if any phrase clause sentence paragraph or section hereof shall be declared unconstitutional by the valid judgment or decree of any court of competent jurisdiction such unconstitutionality shall not affect any of the remaining phrases clauses sentences, paragraphs, and sections of this enactment, since the same would have been enacted by the City Council without the incorporation herein of any such unconstitutional phrase, clause, sentence, paragraph, or section. And that concludes the reading. The adoption and approval will be voted on at the regular meeting in July, and then it will go into effect. Item two. Hold a public hearing and then consider taking action on the application for final plat approval for Briar Leaf Place slash Ridgeland Trail as requested by Ridge Cole of Southern Ridge Home, T040070213 and T040070192, land lots 148 and 149, District 6, as recommended for approval by the public hearing. is there anyone representing the applicant present you will please come forward any comments you'd like to make good evening mayor just here representing ridge cole as his engineer
of record. We're just turning in a revised final plat, like you said, for 16 lots. They were already platted lots of just a revised final plat. So just here to answer any questions if there are any.

Yes, sir. I'm going to have a couple of comments. I need to get an update from the water authority. They had a meeting. They put together a committee meeting in May, and they talked about temple water capacity. And with what we had presented to them, our engineer, Greg, had presented to them, proposed to try to get 1.2 million gallons a month up to that amount that is pretty much out of the question right now as they are working on a new reservoir indian creek reservoir which they've been working on for years they're waiting for an answer on some funding for that at this point they're kind of they've got two million gallons of raw water available each day every day but they won't keep a tight rein on that until they find out more about the funding for their new reservoir and i met with matt windham today and we talked about that and any any water that they can add to what we get now would be minimal right now until they get more information and hopefully waiting for federal funding So Matt's recommendation was to just keep working with doing what you're doing, working with Harold County and trying to do something else. And when they get to the point where they can help.
