my name is Tanner Preston. I'm an agent for Elite Craft Homes. So, the reason we're doing this amendment, um, it's been a long time coming, this project. We're really excited to get it off the ground. However, the bank has required us to make this amendment in order so that we have the option to sell off the six commercial units on the main floor. Um, without that, we won't be able to start this and you'll have an empty lot sitting there. So that's just kind of why we've we've uh come before you today. Okay. Anyone else regarding this item? Okay. Seeing no movement, we'll um close public hearing and now have opportunity for commissioners to talk about this or let's I guess turn over to you for a moment presentation. Yeah, I'd be happy to just explain it quickly. Yeah, so this is uh let's see, I'm going to go down to the plot itself. So, all this is is uh changing this current lot here, which is the building footprint for a mixeduse office and residential building that we saw a few months ago. They're changing that uh into what we call a condominium plat, which essentially makes each unit its own uh lot essentially. I mean, they're they're units lots. They can all be bought, sold individually. Uh that makes it so that each residential unit could be owned by the person who lives there or potentially an investor. And then also, uh for the commercial spaces on the bottom floor, um they also have some common areas like the hallways. There's some utility closets here and and the stairwells and so on, but uh shared walls would also be common. And then the uh the units themselves could be could be owned individually. And this would be the first uh condominium plat like this that we have in the city. So be interesting to see

Uh the six the six units on the main floor were meant for commercial use. Um, we originally going to have them and have them as rentals, but in order to secure financing, we needed the option to be able to sell them, which is why we're doing the amendment. But the two floors above, there's 24 units that are that are residential, but the the six on the bottom are would be like tenant finishes for for commercial space.

So, for phase three, uh, this will just continue the north south road that went through phase one. So, north is or sorry, it's going to be heading heading west, east, west. My apologies. Um, but basically just a mixture. We've got a couple of town home uh uh properties here and then there's going to be single family with uh similar to uh the phase to the west. They've got a shared driveway here that's going to serve these lots. So, pretty pretty straightforward. We've got some open space like we've had in the previous phases. Um, these apparently have been selling pretty well, so they've been moving quickly through the subdivision. Um, but yeah, this one is a relatively small phase in comparison to the ones we've had so far. But, uh, everything that has been submitted meets all the requirements of the city code and all of the staff comments have been addressed. So, we would recommend approval. Uh Royce, where for this uh set of four that's in the upper right hand corner, where's the parking? Is there designated parking for that or is there they have garages?

That is a good question. So, uh they have a limited common area driveways here and so they've got garages that they uh they approach and then there's the the doorway entrances there. But the same with the rest of these, all of these uh where it's surrounded by common space, the driveways are going to be a limited common area there that they could park in potentially uh or not. So the the parking that's required for for these homes uh is going to be the two parking units, which they have a twocar garage in each one of these units. So it meets the parking requirement. Um but yeah, I mean if if the planning commission is concerned about that, I suppose that's something we could address here. But these are these driveways are not the full uh 20 foot depth because they've got this private drive which is uh making up for that lack of depth is that and that curb that driveway is there's not curb and gutter there that's just all the same level right so that be poking out too. Again, another final plat requested by Brock Johnston, and this is for approval of the final plat for the Greens at Glenn Eagle subdivision. All right, so this one, uh, let's see here. This was the infill development. We did a reszone there, uh, several months ago now. and uh they completed a a preliminary plat, but because it was over the 10 lots, our code requires anything 10 or more uh to go through both the preliminary and final plat process um with a a limitation on 30 lots per phase. So, they were allowed to do all of this in in one phase. So, essentially takes care of the whole subdivision. Um uh for I believe Commissioner Shay had asked when we were doing the preliminary plat whether the uh the new low volume or the new local cross-section will be utilized here and our our uh city engineer determined that would not be the case uh based on the context. So what's shown here uh matches our old uh ride ofway standard. But um these lots is kind of a hybrid zoning. There's R2 density, R3 lot standards. So, the lots are narrower than and a little bit uh well, I guess mostly just narrower really. Um we got a couple that are that are smaller, but also some significantly larger lots. Um but the density is is an R2 density, which is like what's surrounding. So, um, but yes, what was what was, uh, put together here, this meets all the requirements of the code and all the city staff comments have been addressed as well. So, we'd recommend approval.

Do you know off the top of your head what the frontage is required on culde-sac? Yeah. So, these are going to be an 80 foot lot width. And the lot width in our code is going to be measured at 25 ft back. So, like for example, lot five here, roughly there. And you're going to follow the the curve of the front property line. Oh, amending our Syracuse M municipal code pertaining to accessory dwelling units which you all um discussed and we did uh amend that per your recommendations including some of that uh parking language that you guys added. There's subdivision few properties in here is this one. We were also or we re received an application for a property here. We did a arc for that. There's a concept plan for a reasonzone that we just did uh up here for single family residential. Uh we also received phase three down here off of 2700 uh for the Park West pro or that's right, Park West uh project. And that would just be for where the old RC Willie parking lot used to be. They they have a plan as part of the preliminary plat to fill that in with some homes. Um we also received the first phase of the Salt Rock project, which is this parcel here. Um so that would just be phase one. And then we also back up to this subdivision received an application for an oil change uh place here just west of where that chevron was approved.
