Thank you, members of the Youth Council, and also I apologize to the group here for 5B. Thank you for accommodating my odd schedule. I spoke with board member, oh yeah, 9148 Froud Avenue. I wanted to follow up with the item that we talked about last month. Ivy Hernandez is now working for the town. She does about five hours a month of gardening, but it makes a huge difference. And you can see already the benefits of her work at the garden on 92nd and Bay Drive. She is open to doing a volunteer gardening event. And I spoke with a board member, Vittori, just to run it by her service club or her ecology club at Mass to see if it worked. Ms. Hernandez is proposing the morning of March 8th, which is a Sunday. And I wanted to see if the Youth Council was interested in supporting this event. I'm curious to hear what the report from MAST was. And if it is, then I'll go back to the manager and I'll put in an order or ask him to put in an order for equipment and stuff for that event.
Okay, the president of the club agreed, the vice president agreed, the sponsor agreed, everybody's on board with it, but there are a few questions regarding the time. The morning, we just need an exact time as we got closer to the date. Approximately how many volunteers are needed, because the club does consist of, if I'm not mistaken, 50 people, and I assume that's a little too much for the garden, so I just need an estimate on about how many are needed. how many hours are going to be given, because that's what the members are fueled by, unfortunately, how long you think the event is going to be, and how the hours from Surfside will be given to the volunteers. I'll send these to you later, so you don't have to memorize them, but that's just an overall.
Yeah, these are good questions. I think I can't answer them for Ms. Hernandez, but I know from the times I've seen her working there, she tends to come in the sort of mid-morning, 10 or 11. So that should be a time that works for high school students who like to sleep in. I can only speculate about the other questions, but I would think it would probably be a maximum of two hours. If we also do the plant giveaway, at that event, then we could also use a little help with that. And I think there would be a kind of educational component to it so that I don't know if all 50 members would really come. I doubt that. What do you think would be a turnout?
Realistically, the ones who are going to be the most involved are most, it's going to be the juniors and the seniors and maybe some of the overeager freshmen. So I'd say an approximate is maybe 20 people at most.
I think we can accommodate that. And I think there will be a kind of educational component, too. And then there are tasks like harvesting seeds and making cuttings that are never essential. But if we have the people power, We can do it. I know that board member Garcia's not here today, but she had mentioned the possibility of bringing it up with the Beach High Ecology Club. And I don't know if there's any members of that group here. But I think we can do multiple events. She comes every month at least once. So hopefully this can be a semi-regular thing. And so it's good to have one group that's on board. And we can do more in the future. We can open it up as needed. But I think it would be a nice thing to get started. I believe I talked about this a little earlier.
So she comes once a month for Approximately, or twice a month, but it's about five hours total. Well, first of all, I fully support this event. It sounds awesome. It sounds great. In the future, I feel like it would be really good to make this a regular thing, especially if you have a base of volunteers. Would it be possible to arrange with her maybe a date once a month that she can come and aid in her cleaning of the garden? It reduces her work and it provides volunteers.
I love that idea, yeah. I'll mention that. Okay.
Yeah. For the inaugural one, you said we're closing the date of March 8th. Is that correct? Yeah. Because we were thinking of also having another event on that date as well. Oh, really? We're in between that date and March 15th. So if you were to have it on that date, we haven't decided on a final date yet. She can't do the 15th.

Okay, so on to item 5B, which is the Mentoring Miracles and Town of Surfside Career Day partnership proposal. So I know we have a lot of you guys in here today. So I can hand it off to you guys if you guys would kind of like to talk about what you're looking to do and how we can help or help to assist you.

Yeah, yeah, yeah. Okay. Hi, my name is Zlata Kogyasheva, 16699 Collins Avenue. I am vice president of Mentoring Miracles, and who we are as Mentoring Miracles is we are a youth-led nonprofit organization that helps to expand access to real life, real world opportunities for foster youth. Because we believe that a child's circumstances don't define their futures, so we are looking to provide them with exposure and different experiences that their outcomes could possibly change. And we do this through hands-on career days, and so far we have been really successful in our career days that we've already posted so far at the Miami International Airport. and we do have upcoming career days at the Port of Miami and the Miami-Dade County Water and Sewage Department. And at those career days, we connect foster youth to different professionals and workplaces to help them imagine and prepare for their future, and they get exposed to such real-life experiences. Our ability to plan and coordinate these events is made possible through our partnerships with these major institutions like the airport, and it has so far been amazing for these kids. They have been exposed to such amazing career opportunities, and without them, they wouldn't have otherwise explored their options for their future careers. And aside from these career days, we also prepared the foster youth with different internship programs that will help them learn and prepare for their futures once they leave the foster care system because obviously they're not going to have much help once they leave. They're basically left on their own. And with these internship programs, it helps them find jobs for a successful adulthood. And along with these educational learning experiences, we also provide these kids with fun days where we take them out for a day, have them have fun. One time we took them to Desertland Park. They were on trampolines and went go-karting. And we don't only do this to entertain the kids and make sure they have fun. We also do this to improve their social and communication skills because those are very vital for the future. And they're going to need this once they leave the foster care home and once they go and pursue a career. And the reason why we are doing all this for this foster youth is because the statistics are kind of against us right now. 4% of foster kids only earn a college degree. and over 50% of them face homelessness or incarceration after they leave the foster home. 25% of them don't graduate high school and 50% of them develop dependency or addiction to substances. So at Mentoring Miracles, we are working to reduce these statistics heavily and make sure that these kids have a future because again, like we said before, their circumstances do not define who they can become in the future.

And I'm here to talk to you a little bit more about what we're actually trying to do and partner with you guys. So essentially what we're proposing is a NASA career day. So we would take these foster youth and we would essentially do a one day trip fully sponsored by the town of Surfside to NASA where they would be exposed to real world high tech STEM jobs. Most of these kids, they come from places where they've never been really exposed to all the opportunities that they have in the future. And essentially, by bringing them to NASA, we're not only introducing them to new STEM jobs, we're also introducing them to the biggest STEM opportunity that they have here in Florida. So, for example, we would have not only speakers speak to them, they would also get a full tour of NASA. They'd see all the jobs and opportunities that they have, such as in aerospace, engineering, just technician jobs there in general. And we chose NASA specifically because we want them to truly know the scope of what they can achieve. And even if they don't really want to pursue something STEM related, just showing them the expanse of what this world has to offer to them will be greatly beneficial for the future.
OK, so essentially why are we here? Oh, sorry.

Yes, name and address are right here. I'm Crystal Dominguez 9133 Carlisle Avenue. So essentially, why are we here? Why are we talking to you guys? So we do, since this NASA career day will be expensive, we don't have that money. So we are proposing that the town of Surfside sponsors this event. And we do need to bring up this idea to the town's commission. However, we think that they are more likely to say yes to us if we have your support and your advocacy. I mean, why is this a youth-led organization? You guys are the youth council. Also, I mean, what would this benefit towards you guys? What benefits would this have for you? Obviously, this is a huge civic leadership engagement activity as well. Just to make a lasting impression, it would be a good flagship project for you guys. Also, we do have partnerships with Channel 10. They were at our last Career Day event and we have gone in contact with them and they have agreed to go to this NASA Career Day and not only to a story on the community itself, but a story on the youth council. So you guys would gain recognition, media presence, you guys would appear on the news, explain what you guys do, how you help Surfside, what the youth council does in itself. So this would benefit the community, the youth council board itself, and Surfside. Let's go down to channel 10, or here today. So why are we asking Surfside to sponsor this event? Essentially, Surfside is our home. Most of the board on Mentoring Miracles lives, studies, is raised in Surfside. Myself, my sister, Jonah, and Victoria, who couldn't be here today. Yes, that is essentially why we're asking Surfside. Again, it's a homegrown nonprofit, and we know that Surfside wants the resources to help us and to make this a successful event. And you guys will be coming to the NASA Career Day with us. Again, you'll be appearing on media coverage as well, and it would just be a great opportunity for everyone involved.
Hi, my name is Marina Dominguez, 9133 Pinal Avenue. So, what we're asking the Youth Council is to endorse the NASA Career Day Sponsorship to advocate for the proposal to explore the town of Surfside and serve as a youth representative supporting the initiative. What we're asking the town of Surfside to consider is transportation to and from NASA for 60 people, admission or program fees with a special price for Metric Miracles, which is $25 per person, meals and materials for participating youth, and media coverage. Mentoring Miracles will be the ones who will manage the logistics, coordination, and programming. What we will bring is full event and planning coordination, foster youth outreach and logistics, curriculum and activity design, day of facilitation and follow-up impact recap, active social media, and television coverage.

We would love for you to see it, please, because it's very important for us for you to see what we have done for these children that they are growing up with us, and they have this unique opportunity. We have taken them to the biggest entities in Miami. as I said, International Airport with all the CEOs. Port of Miami is our next one. Water and Sewer of Miami-Dade. And for sure, of course, if you support us, we are going to take them to NASA. So please, if you have a chance, we would love, of course, that you participate with us. Go with us. Enjoy with us. So one specific thing we would be asking for you guys if you do agree to supporting us and being our advocates, when we do go, say this idea to the commission. We would like a representative or somebody to be there planning with us, speaking to the town with us as well. Of course, this is if you guys agree to participate and to be our advocates and basically kind of our sponsors because this time of suicide is more likely to say yes if it comes from the Youth Council itself. So that's all I wanted to close with.

Yeah, it'd be the same thing. Yeah, so we'd start early in the morning, probably get back a little later. But yeah, it'd be one day, like a one-day extension.
And, um... Are you asking for funding from Surfside or the media?
From Surfside. And then for when we do ask funding for Surfside, we ask that you guys come and help present us and ask a spot.
I have two questions. My first question is, what do you guys mean by the town of Surfside sponsoring media coverage?
Oh, we know that they have an Instagram, and it's obviously, since we just started, ours is kind of on the smaller side, so we would just like it for them to publish videos. I know you guys have posted on the Instagram as well, so it would be a huge help for you guys as well, so that's why we do coverage, mostly social media.
I have three questions. Okay. Another question. Do you have an estimation of the cost? I know the whole 25 to 60 people, but for transportation and the meals and materials themselves,
For transportation, we know that the town of Surfside has a bus already that takes kids to move here, but also that wouldn't have any additional cost. So that's what we were thinking of using if the town of Surfside agrees. The meals, we are trying to talk with NASA to see if they can provide meals. We just put it in there for now in case, like, that doesn't go our way. For the meals, we don't have any cost to get them to say we could have NASA provide it for us. But yeah, I know the admission tickets would be $25 per person. Usually it's $85, but since we're a nonprofit, they agree to reduce it to $25.
And my final question. As youth council, this is an amazing idea. I would really like it and I would really like to support it, but you're asking the town of Surfside, correct? So do you guys know what would be in it for the town? Because I see the benefits for the youth council, but if you're trying to pitch this to the town itself, what benefits are for the town or the commission and so on and so forth?
Yes. Again, this is like a homegrown nonprofit, so it may be exposing certain side to just leadership opportunities and exposure, especially. Chandleton, again, would be doing a story on the youth council, but it would also be mentioning the town of Surfside itself. So it would just be a town that shows advocacy, that shows engagement, community impact.
They're going to every event that we have, they're coming with us to cover the news. So it's amazing for the community, and we're part of the community. I mean, we want to make a team with you.
Just a little, not necessarily a pitch to the pitch, but if you're going to try to base it off of coverage for Surfside, I know we have a sister cities thing going on where we have a little cities in South America and Israel, if I'm not mistaken, and so on and so forth. You guys could try to come at it from an approach like, oh, we have our sister cities, but do we have big brothers in town? Or something where it shows that suicide itself is mentoring these kids, and it's an ongoing thing, and it's not just a one-time thing. Something like that. Thank you. That's all. Any more questions?
So for this kind of proposal example, the budget you guys have is strictly for you guys. If you want to manage it, it's up to your discretion. If they make a proposal, it would obviously be a recommendation. If you guys agree or disagree, I would have to run it by the town manager. But there are other details that need to be put in place. Are you guys trying to transport kids from the town of Surfside as well to this NASA?
It depends on how many kids can we ride in the bus of Surfside because we don't know certainly. So if we are planning to go around 60 people between the kids, between the takers, and us right more or less i mean 60 there are more but so how many are in your group uh our group is like 25 we are trying to get no yeah you're trying to get more positive than us because we are prioritizing them because they need the most so we are going to be like maybe 40 but We want to get all together the foster kids in just one bus, is the reason why we are asking for the sponsorship of the bus, because us, like parents, we can take the kids in our own cars.
So with that, all those children would need either the parent or guardian to sign a waiver through the town as well. We would need all of them to do the same. Obviously, we can't send our youth council by themselves, so we would have to obviously send a supervisor for them. So at this point right now, it's not in the budget. I don't know how you guys want to explore that option, but it's not in the budget. It's not feasible. I can make a recommendation if you guys... do want to explore this, obviously it's up to your discretion.
Actually, we were told that they are going to, we are going to expose them to this deal and they are going to recommend us with the board so they can give us the sponsorship or the money for... No, I understand, but once, since it's going through the Youth Council and once the recommendation does come through, it's probably going to get pulled from their budget.
So it's obviously up to them. BECAUSE WE MET A FEW MONTHS AGO WHEN THEY DIDN'T HAVE A BUDGET. WE WENT BACK, WE FUNDED SOME STUFF, WE SPOKE WITH THE ACCOUNTANT, AND THEN WE CAME BACK LAST MONTH AND WE SHOWED THEM THAT THEY'RE COVERED NOW FOR JANUARY, FEBRUARY, MARCH. I KNOW THEY HAD A FEW IDEAS THAT THEY WANTED TO DO. THEY HAVE THEIR OWN ACTIVITIES THEY WANTED TO DO. THAT'S WHY WE SUPPORTED THEM AND WE HELPED THEM BECAUSE IT WAS SOMETHING THAT HAPPENED IN THE SUMMER, BUT THAT'S NOT HERE OR THERE, BUT NOW THEY HAVE IT. Obviously, being this NASA trip, obviously it would first be a recommendation to see what the manager says.
So I just want to make sure I understand correctly. So if we were to recommend it, the cost for the trip would have to come out of our budget. But let's say that, like, we didn't directly recommend it and then they went now to the commission instead, could it then, like, independently, could it then come out of the, would it then come out of the commission's budget if the commission thinks it's a viable idea? That would be something that the agenda... You can recommend it.
As a council, you can recommend it to...
the commission so we can recommend this to the commission so you can recommend it for the manager to consider this to be put for the commission because feasibly we can't take it out of our budget that's just not possible but i we do really love the idea and we would possibly we would like to make a recommendation just hopefully
We can work together to get the budget. I mean, being honest, we can get a lot of sponsors for money. We want to work with you, with our town, with SORTSA, and with your council. I mean, we can work together for the budget. This is not a main reason for us to be here.
The best thing you can do is do the recommendation and I can speak to the manager on your behalf. Okay.
But I mean I think overall we think it's a really interesting idea and we definitely want to help. I think we all think it's a good initiative.
I think it definitely is part of what the Youth Council is. It's a group of youth creating a difference in the world in the county. So I do think this is part of our ideals in a sort of way. We make a motion for recommendation.

If it comes to our funding, we won't go through with it, but morally, it seems like a good idea.

I'm just saying there are details that fall behind that they don't see, the larger picture. We can't just put you guys on the bus with them and just let you guys be. There's waivers that need to be in place. There's... tactical stuff. You can do this, yes, but there's steps that you have to follow. Do they even share a date on when they will try to target?
It's just because it's all minors. It becomes a little complicated. So I feel time to go to the town manager and look at the logistics and what can be done regarding budgeting and regarding waiver. He has to talk to the town attorney since we're making a waiver that's legal.
And then I'll try to propose it to him in a way that the youth council doesn't want to use their funds. They have their own planning.

I know what those buses cost because we trip our seniors and there are no prices. The coach buses.

Unfortunately, they don't have enough funding. It's an amazing idea, honestly, but they need to come up with a plan that targets more Surfside. Maybe if they try to do a fundraising event within Surfside to get the funds to go to NASA, that would be able to carry you through.
I mean, one thing I was thinking is that, like, maybe if we, like, we wanted to, if there were things that got exposed in foster children and careers, we would maybe have this college preparation series career festival coming up, and State Street Park, I mean, we could combine them with that.
And then fundraising could happen.
and they wouldn't have to come out of Surfside's money, which I know they want to come out of. Can we fundraise through a Surfside event?

I've never seen it. But why would we need to, oh, fundraise for the crib.
The Community Relations Board had done it through Pardotopia last year. They did the clothing swap during one of the events. Yeah, your mom. They did the clothing swap, and then they used that money, and they donated it to... I forgot for what organizations donated it, but they used it to donate. It was a non-profit. I don't remember the logistics. I will have to talk it over. I remember we had to talk to the town attorney at that time. But I don't know, I think they are non-profit, if I'm not mistaken. So I believe it could be possible, but we'll have to circle back and do some research.
And the meeting is, I think, March 15th. Yeah, March 15th. At this point, so that's kind of early. Time schedule.

I mean, I didn't want to, I was thinking about proposing it right then and there, but I didn't want to do it, like, right then and there, because they came with such a large proposal, so I thought it would be kind of unnecessary. But who brought this agenda item? Like, whose agenda item was the Mentoring Miracles? This was Frank from Tourism. Okay. Yeah, because I was going to say, I mean, because, Jonah, if you know them, maybe you could contact them. I do. I am technically on the board.
So, I don't know. I think it's a good idea, just like full size, I don't know if we can do it, just logistically. To have them come to the... No, no, no, that I think is definitely... No, that's what I'm talking about. Yeah, that would be a good idea. That would be a great idea.

We'll move on to this agenda item in a second, but the possible date for that would be coming up kind of soon. So if this is something that they would be interested in partnering with us, then I think we would probably have to contact them decently soon so they could also kind of get themselves organized for that. Do you know if they started their own separate fundraiser, but they happened to be at the event? Would that have to go through the town if they happened to have a separate GoFundMe, but they were not exactly... Okay, here.

They're better off doing it separately. That's my point.
If they happen to be at the event, not partnered with us, not in relation to the town of Surfside, but they have their own little fundraising thing going on. Would that have to be like...
I think that's technically solicit. Yeah, possibly. It's definitely not going to be another. That's why I said they're separately working on that fundraising. It would be their best choice of avenue.
Also, I think probably, especially if that event is geared towards youth, they're probably not going to get donations anyway, I would say. So I don't know if it would be a viable opportunity. But the way I would think about it is, like Sophia, if you were to pitch it to her, is it's more of an opportunity, because she was talking about how they want to get even more service ideas involved with the organization. to kind of let, if the youth from Surfside had already come to this event, to kind of let them know that this organization exists, they'd want to be a part of it, kind of what they do.
Maybe we could set up like a table for different daily clubs. I don't know if they would have gotten fundraising on that, but I don't know how we would.
Well, no, this is more, I think we would like separate this from...
This is more of a collaboration in their like ideals of careers.
Yeah, this specific idea would be separated from this proposal, like... You know, that proposal is, we have a recommendation to the commission. This separate pitch to kind of collaborate on this event would be like, we liked your presentation about your organization. We also thought this might be an interesting idea for you guys to pursue as well, if you want to work with us on something else.
So, like, the idea of being, like, they come and sit at the table and, like, share about their organization without the kids and everything.
Yeah. Okay. Or if they would want to do it, that could be one option. Or if they would want to have the kids come and interact with the different people and clubs who are there too, that could also be an option. So whatever is better for them. Okay, so moving on to, I guess, I don't know if it would be 5C now, which you kind of already started talking about, but the college preparation series, the Find Your Field Fair. So I believe Vice Chair Garcia was kind of organizing this. But essentially, which we kind of discussed already a little bit, but the idea for this is to kind of have like an outdoor expo to help middle and high school students explore different careers through having different clubs from local high schools like Miami Beach High School and like Jonah I-PREP. So different schools to come and kind of exhibit what their club is and what the possible career could be. And then if the students are interested in that, kind of different opportunities or things that they could pursue. And we were thinking about having this at the 96th Street Park green space in the evening, around like 3.30, 5.30 in the afternoon. And the two dates that we were thinking for this would be March 8th or March 15th. And as we've already kind of talked about with Commissioner Bozegui, March 8th probably won't be an option. And then it kind of evolved a little bit to include not just pickleball but possibly other sports like soccer to kind of have a series of tournaments or just times that people can come in and play these sports. So where do we stand on this? we want to pursue one of those sports in the next couple months like maybe aiming for something like late march or like maybe april or may
