Uh, I'd like to call the December 11th December January 8th planning board meeting. January 8th, 2025 planning board meeting to order. Six. Happy new year. Oh, 26. Sorry. Uh, I need a motion to adopt the agenda. So moved. Second. Somebody needs to second it. All in favor? I

10:41 – 11:14Speaker 1

opposed. Uh, I need a motion to adopt the amendments from the last meeting from the nove December 11th. I'll make a motion to approve. Second. All in favor? I opposed. Do we have any public comments? Is there items for consideration.

11:12 – 13:07Speaker 1

Thank you, Mr. Chairman. Members of the board, you have one item tonight uh for review. Agenda item A is recommendation on town of Surf City annexations. It starts on page six of your agenda. These are three properties located in the Holly Ridge uh planning and zoning jurisdiction in Oslo County. and again the town of Holly Ridge. Uh before you on the screen and in your agenda are the locations of these properties. Um uh 13.1 acre tract at 254 Bishop Road. Um a 5 12 acre tract on Ocean Road, East Ocean Road, and then the remaining 229.57 acres 173 Sergeant Martin Road. These properties do not currently fall within the town of Surf City C's comprehensive lane use plan. So if they are annexed and zoned, a future lane use designation would also be applied to them. They're currently owned and primarily used for our wastewater treatment facility. uh the desire by the town to annex is to for the town to have control over them and not have to go through Holly Ridge anytime a project or an improvement or something needs to happen. Um with that said, staff is recommending that the board recommend government one zoning district to be applied to these if they are annexed. And with that, the civic and institutional future lane use designation would then be applied and updated as part of our future lane use map. I'll be happy to answer any questions that the board may have. [clears throat]

13:08 – 13:50Speaker 1

Have we had any trouble with Holly Ridge? No, it's just with our G1 district. If it is zone governmental, it doesn't have to go through the special use process every time. Um, Mr. Price may be able to add to it, but I believe we've talked this over with the Holly Ridge administration and they are aware that we're annexing. Uh, no, Holly Ridge has been very friendly to work with, very good work with. The issue that runs into is uh the wastewater plant is a non-conforming use. Uh so every time we have to do a upgrade or any kind of uh project at all at the way our plant we have to go through the special use um pro process.

13:50 – 14:08Speaker 1

Thank you. Have a motion. Yeah. I make a motion we recommend approval with the G1 as uh designation. I have a first and a second. All in favor? I.

14:05 – 15:15Speaker 1

Any opposed? updates, reports. Um, as requested uh by the board last month, I've included the community development December update, and this would be going forward. We'll provide the same update that we do with our monthly governmental update. So the board as appointed committee by the town, you are often one of the first lines of questioning from the public and you'll be aware of the various states of projects that majority of the time you've reviewed at some point in time and can offer some information. As always, you are encouraged and always refer them to our department to answer any questions the public may have. Um, other than that, we're the town will be doing its 3-day marathon planning session with the town council, and your chairman, Renee Rhodess, has been invited to make a presentation at that time, and I'll be meeting with her next week to go over the board initiatives that were adopted and put out last year. With that, I do not have anything else.

15:17 – 15:41Speaker 1
