Mary Brown, 200 Boulevard Avenue, St. Louis, 700 St. Louis Street. Before I begin, I would like to explain that I have a speech impairment due to a disease that goes down on me and a sight impairment at times. I once saw a building and a fellow student did now a dance challenge I choose the word sparingly. With that knowledge, I will enunciate the best of my ability, the inevitability that I must submit an advisory to the council, that though written without the help of one official attorney, it is an imperative warning that you should, as a and use it as a counterfeiting. What does this have to do with the approval of minutes? I'll explain that to you now. The previous meetings are currently relevant to this agenda item, meaning not to execute the original intent of the council. Just know that with the advent of artificial intelligence, it is very simple for a mentally challenged individual, such as myself, and we have it prepared for today as a vigil, a service journey. The mass you are viewing tonight, and I'm so excited to be viewing, is the Poet's, Poet's Meeting, here on March 10th, or any of the three special meetings here on August 24th. My encouragement is that you and the staff utilize all your skills available to you and your employees, for that matter, to serve what you're building on by studying each lesson before going so your day is clear and concise.

First item is item 1A, resolution authorizing an investigation into potential violations of public bid law for the recent construction done at 501 Willow Avenue. This is being added since the agenda was already published. At the time this item came up, and this means that you now may vote from the council. Mr. Baden.
I'd just like to say before we take a minute, I take a vote on it. And I specifically requested that the city pursue the legislative audit and attorney general's opinion. along with the independent investigations of these matters to be objectively examined. Despite repeated requests, no independent review was undertaken. I believe that Council should take a formal vote to sign referrals of these matters with documentation to the appropriate state authorities. This request is not about protecting one special authority or another. The same standard must apply to everyone. As a statutory reporting obligation was triggered, the appropriate report should have been made. If an investigation is warranted, it should be conducted under People's Assault and Preserve Transparency, People Treatment, and Accountability. On the Louisiana Revised Statute 24-523, I feel like we all that are in elected office, whether we are considered heads of the department or not, we are under mandatory reporting law. Under Louisiana law, if an agency head, municipal leader, or public official receives reasonable evidence of these violations and intentionally chooses not to report them, they are committing a major statutory breach and may face severe criminal and administrative consequences. The reporting mandate under Louisiana Revised Statute 24523 under Louisiana law, a municipal agency or leader has a non-discriminatory mandatory obligation to act immediately if they are presented with reasonable cause for having us. The state's passage. An agency head of an auditor who has absolute knowledge of reasonable cause to believe that there has been an inappropriate appropriation of the public funds or assets of his agency shall immediately notify, in writing, the legislative order and the district attorney of the parish of Calcasieu, which the agency has found the cause of such misappropriation. The definition of reasonable cause. The statute notes that the reasonable cause includes information obtained from an internal audit finding, a police report, or any other source such as submitted evidence indicating a misuse of agency funds or assets. General Code for Ethics Mandate, Louisiana Revised Statute 42-1161. While the standard Louisiana Code of Government Ethics focuses heavily on the conflicts of interest it places a specific administrative burden on agency heads. Louisiana Revised Statute 42-1161A establishes that agency heads have an absolute responsibility to report possible code of evidence violations directly to the Louisiana Board of Ed. Keeping evidence hidden or ignoring it violates the general standard. Criminal Consequences Mount St. Vincent Office Louisiana Revised Statute 14-134 when a municipal officer or public employee is explicitly given evidence of a violation of public law, such as a dead rating scheme or a misappropriation of FEMA dollars, and refuses to report it. Their intentional omission changes from an ethics breach into a criminal felony. Louisiana Revised Justice 14134 dictates that non-seasons in office occurs with any public officer, public employee, and intentional Refuses or tells to perform any duty lawfully required of him, as such officer or employee, or performs any such duty in an unlawful manner. And the penalty, if a miserable reader covers up good reading or misappropriations, they can be prosecuted criminally. Conviction carries the penalty of five years of hard labor and fines up to $5,000. The public did all civil actions. If a municipality authority refused to act on a document, dirt-ridden state Louisiana laws allow citizens to bypass them entirely and proceed with a civil lawsuit against the municipality. The only thing that I have in the process of us considering the places back on the agenda to pass it is that we look at the seriousness of the violations of mandatory reporting law and that we fix everything above board and that we look at it and try to move forward with this thing and make sure that we don't do any type of ethics violations that could end up all the way around this issue.

I'm pretty sure somebody's got a question about how to just go, how to just go hand-in-hand with the other one who did the concerns, you know. I know some other people probably got a question out there about that, and I'm just listening to what your answer was on it.
The process of moving forward and engaging in the resolution to do an initiate to authorize this investigation, it allows us to start beginning the right work. But we have already finished our investigative portion of it that we have done here. And we have just a copy of this and a complete document file that leads you all through. We have documented every single thing in here all the way back from the beginning dates with all the people's names in here. It's got a glossary. It's got a document file attachment in it that can go through there with a jump drive that The State Attorney General can attach the jump drive and go to each individual docket number and pull it up as a reading reader. They can watch any City Council meeting minutes. They can get the emails. They can attach anything in there and it's all correlated with each document and file number that they need to associate those documents with. It's kind of user-friendly. I've also given each one of these files to our city council members to where they could actually work through the process and if they have any questions, it would be easily discovered because trust me, as I have started going through public records and looking at it, this is just a scratching of the surface of things that the concern is not and things that need to be looked at.

So this document right here that you have was sent to the Attorney General's office. It was also forwarded to the Louisiana State Legislative Authorities Office, the Louisiana Board of Ethics. It was also forwarded over to the FBI, to the District Attorney's Office.
I guess, what's in my mind right now, and I'm just looking on the head of the floor, why are we already sinking so many people? I know we have to do another investigation. You know, Mr. Billings, we passed, we passed this last month, he's young, and I think, I believe it was his specialty, we passed it to where we would write the letter, we wrote the letter, and we sent it to the Attorney General's office. It wasn't limited to the Attorney General's office, it went to several... It was not sent only to the attorney general's office, but it was sent to FBI and several other states and federal agencies. I don't know if that's what we voted on, but it seems like all the bases have been already hit. And why do we need to take more steps when they're doing an investigation when apparently it's already been done? And that's my only question that I have on this. You know, why we reinvented the wheel when apparently it's all been done in this lab? In a sense, all the necessary agencies are out there, and you just have to look at them. Can you set a little light on that, Mr. Dillon?

It appears to me that, it appears to me that this matter has been completely investigated, unless Mr. Payton thinks that there is something that has not been looked into. And that's, I just don't know. I wasn't involved in the investigation, but do you think this has been completely investigated?
No, I don't think it's been completely investigated, and I'm still digging into other stuff. And in the process of If we bypass it tonight and don't vote on it, it prolongs the process of me being able to get legal counsel to be able to work further into it. And a lot of the stuff that is on Mr. Dan's resolution, I feel... Let's keep it to the point where I'm speaking on my topic. A lot of the stuff in Danny's resolution is correlated in some way, shape, or form with the investigations related to this item. And I think it's very important that we consider that and that we consider moving forward for legal counsel to advise us in the right way to represent the city on our end when we get those findings back from the other agencies.

What we're saying is, I think it ties into what the gentleman spoke a while ago, is that the whole rule of law is not a suggestion. It is the form of government that you're supposed to follow. And we have things in there that say it. that once you introduce an ordinance, it has to be in final form. None of those are in final form. It should have been a week ago when the jury came out, it should have been in final form so that people have a clue what's going on. I doubt right now that all the council members have a clue. I'm asking you to remove it from the event for us, because at some point you've got to start following the charter and the rules that the people set for you guys to follow.

And so, when you do it, in final form, and it's ready for codification, so she's got that in the system. Once the ordinance is passed, then it goes into the code books. And now, I mean, eventually we're going to address the fact that she's got no safe place to put the records because the safe's never been locked, nobody's got the keys, and stuff disappears. That's the second thing. But we insist that you follow the shorter included in final form on all of the agenda items. So when I started reviewing it, I didn't look like the verbiage bill, and I agreed. I don't know what you're saying. Okay, in sub-order. Okay. Me and Gloria share a deal.

I'm like the first guy to read it. So I did like the verbage in the contract. It had too much, not enough of what we wanted, too much control from Austin's part in the exhibit A. And I'm not going to have that go through until they can walk that back in their hard times, which is what I feel happy with. So I wanted to take that. Okay.
In summary, members of the council are Essentially, the scope of work was just far too broad. The rest of the contract seemed to be in order, but that scope of work needs to be refined again.
Since we're talking about it a little bit, let's make sure that when we have a hurricane, where the responsibility lies. That's one of the biggest concerns I have with that. As we're finding there's a lot of, well, you know, if he's going to be plagued by us and we have a hurricane, they're a hurricane group. I'm not sure where his office is. I mean, maybe he's not the choice. Maybe we need to look somewhere else and get those verbiages to be worked out. I'm not sure it's my fault. But I believe he's a great choice. We've got to get there. We have a contract with all of them.

I would probably suggest for you in the past contract agreement too, I think it's salt and due to the misrepresentation that they did in the city and some of the other stuff that I've looked at. For the amount of money that we're paying them, it's a concerning issue for me. Remember, they have a type of a skill called consultant, and we have issues on moving a location that they directed us to consult with them that we never got approved yet.

Just briefly, I want to tell the council that one of the reasons, the main reason for the delay was the mayor's illness last week. He just didn't have a chance to approve it. We had to get his approval before we sent the other one to Mr. Wright. And so that was the reason for the delay.

Under the resolution, section one, paragraph beginning, upon adoption of this resolution, the chairman of the city council shall appoint five-person committee made up of two city council persons, which may include the chairman, and the rest is exactly the same. I would like to speak on that and possibly add an additional request for amending it. to give clear descriptions of the issues that we're actually looking to investigate, dates, possible amounts involved, names of departments or entities involved. I mean, just where we can clarify if anything is vague on the support of the resolution. I just think it needs to be more specific. An explanation of why the issue may violate state law or financial of specific questions needed to be answered, that they need to be listed to where we know exactly what we're looking for, because it seems very, very likely.
As the public records request has been available on the question of the employment practices of sugar sulfur, the results made it very clear we needed to take next steps for an investigation. And that's, yes, it's to this point. Today we are asking to begin the investigation to ensure the employment policies of the city of Sulphur, the Home Rule Charter, state and federal, and including civil rights laws have not been violated. The investigative process will begin with authorization and structural resolution authorizing the investigation. Statement of Investigative Purpose Rules of Procedure, Conflict Review and Independent Counsel Resolution, Investigations Committee Structure. We'll then, as part two of evidence collection, document preservation notice. Initial request for production of documents, which has been ongoing. Department information request, personal process, review checklist. Part three, hearings and testimony. We will have witness notice, subpoena procedures, witness rights and responsibilities, hearing procedures, and evidence procedures. And number four, we will have findings and a conclusion. We will set an investigation timeline, evidence index, findings template, final report format, and recommendations template. And all of this will be done on a complete phased tracking form. And as we proceed with the investigation, we will proceed into these individual items. I'm sorry? This is to amend, but it's not to approve. Find what Mr. Carley is saying. All you have to do is read the Home Rule Charter, and it tells you how to do these things. And what you're doing is not being specific, because you're noticing, you say, oh, you know, I'll tell you what you're not doing.
Are you trying to have oversight, or are you trying to have a condemnation?
An investigation asks whether the high political order ordinances an adopted personnel policy. A condemnation assumes the answer before the first dining is introduced. Which vote you're taking tonight, which vote were you going to deny? Would you take that vote? If it's an investigation, the resolution is to say who conducts it, what the timeline is. The city council, the mayor, the city court, and the city marshal. Then there's two lines, one way on the outside of the mayor, and one on the other side by the city council. I just want to provide some additional information. The short version is a council must follow the laws and the rules. A mayor cannot do anything without council approval. What the mayor suggested was the word in mail. I know, I was there when it was put in. The word may means that he has to follow the established policies and procedures, personnel policies and procedures. If he doesn't agree with it, he may request that the council change that. He may request certain other things having to do with his job in the store, but the council does not have to approve it. But the way it stands now, currently, that is in the post-bill policy procedure, it does not provide for such a job for what has been filed. It does not follow the policies and procedures set by the council that is set by the whole movement for it. So, the word may just means, I mean, like, you tell your kids, you've got to do this, you've got to do that. So, just to clarify, I've made multiple contacts to Mr. DePedro, our chair, in regards to the investigation of revolutionaries, to be able to disseminate some of the information being that we're all participating in a council that's supposed to be supporting this resolution. Without showing bias and without showing partiality, Mr. DiPietro has decided to refrain from giving and dispersing any information that he has for the rest of the council unless he has specific ones he's going to list, but I specifically have asked for information involving the issue he has refused to divulge with me. Mr. DeBetter has also made comments that he has sought legal counsel, which a chairperson seeking legal counsel outside of our city attorney and refusing to disclose to the rest of the council members who his legal counsel is, tells me that maybe the rest of the city council needs to be represented by an entirely different legal council because he has his phone beside the voting shelf out there and he's withholding information. This is concerning to me of the type of investigation that he is participating in and that he's trying to engage in at the same time not want to participate across the board. We can't be fair and not be fair.
You know, and the thing here, we are not, I'm going to stop you, I'm going to stop you right here. We are not talking about the amendment. We are not, we are not talking about the amendment. All right, I'm not, you don't have the opportunity.

Her address is 1817 Goswell Road, Charles 7611. Ms. Burns is the court-appointed executrix with regard to this particular property. The reason that I'm here this evening is to respectfully ask for an extension on the condemnation, primarily based on two reasons. One being a due process issue that I want to make sure the Council has remedy. And on the other end of the spectrum is to communicate to the Council that there is a safety issue with regard to proceeding at this point with this particular combination. More specifically, with regard to the due process issues, this particular property is owned by Mr. Carlton James Lysol, Sr. and Ms. Linda Carroll Westbrook, L.A. Both of these individuals are deceased. There are pending successions with regard to both of those individuals. Ms. Burns, who is my client, is the executive only for her mother, Ms. Linda Rachel. There is another executive. It is my understanding her name is Ms. Naomi Rachel. She is the daughter of Mr. Carlton Rachel. I do not know at this point in time whether or not due process has been given to Ms. Maroney. It's my understanding she is not aware that these proceedings are unfolding. So I think that at this point it may be pretty sure to condemn this property since there is another property owner who has an interest herein. That is one reason why I'm asking, or Ms. Burns is asking for an extension. On the other end of this cell phone, there is a very large colony. Actually, I've been told it's two different colonies of bees that are inside this drone. We have engaged in the services of finding the big people, which took us a little bit of time. the beekeeper was absolutely blown out. It was my understanding that the beekeeper's going to have to remove a part of the home because the colonies were so large. It would be a safety issue if anyone were to go out there right now, and so we deal with the removal of those bees. I wouldn't want any of them to come to anyone who's working on a condominium, and so to remove it is a monocle. On the other end of the spectrum, bees in and of themselves can provide a very beneficial environmental Who took to the people of this area? So, we're following Southwest from here. But, I am hired, I do some brush cutting on the side, and I do cut properties in and around Salford. The plant that I cut for asked me to cut down on my rubber cutter to six inches. Usually it's about a foot or foot and a half tall before I go and cut. And maybe there's other properties in the city that's the same way. But if I lower my brush cutter all the way down, adjust the height adjustment on the brush cutter, I might get five inches maybe. I'm just asking maybe a little bit of an adjustment. But again, I appreciate the mayor warning and the council warning to clean it up. But it's almost impossible. And we have blood-studded services.
That means that after one or two days, the message is now, you know, serving. And we've been in violation. And I don't want that to happen for the clients that I serve. Thank you.

So if this ordinance is in a final form, all spelled out, ready for codification and documentation, the corporate council would have had the signed document and it would have showed up in the minutes and in the ordinance book. But as it is now, I just don't understand why this can't simply spell out the ordinance, ready to be codified, rather than peace-pelled.

So, I put this ordinance in place after we had the whole safety issue on the corner of Cypress and Huntington denied it was under repair. And there was no storage boxes in the ditches, and the water had been leaking in that area for some large amount of time and created an unstable ground underneath it. So we decided that we had hired some contractors to come in and do the work for us. I want to make sure by providing this ordinance that those guys that are coming in to do work for the city are probably better than insured and that they are tried to make sure that they keep a safety guy that is certified on site to make sure that it relieves the city of liability for some unsafe work conditions. for the employees and for the city employees. And I just think that these guys coming in as vendors need to be probably life-saving, not really safety guys. So I'm just going to be there on site with them at any given time to make sure that they're going to have some work to do.
Can I speak to this? So, we have taken measures ever since that night. I've gotten with some workers working to designate a person to track that follow-up, as well as images from contractors, telehealth companies, and to follow those safety measures. So, we have started that process, just to let you know if somebody employment side on our side, get rid of those things up. I mean, I'm in agreement with your department platform, but just know that the ministry has taken measures to have someone fill that position before. I forgot to tell you something.

And I think that from this point forward, I think we have to do a better job of making sure that the contractors that are coming in to do work for the city properly vetted, that if they're doing FEMA work under FEMA contracts, that they need to have either a DUNS number or a SAMS number, because a lot of those projects require a pervaded wage, and we need to have some ways to monitor that stuff and make sure that the city does fall back on that for some reason.

Again, the public is left out of what's really going on, and a lot of times some of the council members. The ordinance has to be in final form when it comes to duties. You can't change it at the last meeting, at the adoption meeting. Any changes you make, the process starts over. You have to have it in final form, ready for codification. a week early so the people got a chance to look at it, then you have a public hearing. And I also would like to, and I support what we're doing, I'm just, I'm talking about the process and procedures that includes the public and doesn't cut them out. But I would also suggest, because I support what you're doing, if the biggest, one of your biggest problems that this city has right now is when it came to light that when the city did not issue T-Mobile a permit, T-Mobile just went in and did what they wanted to do, and now there's no modern standard, there's no old harmless clause, and what you have is that they didn't have to go to any death special occasions, So what you've got is a web of fiber optics, and every time the city goes and services a water line or sewer line, they go like they will break it. The biggest problem you've got right now is in the public waterways. From the ground up, there's some regulations, but from the ground down, it's a free-for-all. I mean, it's every man for himself. It's a mess. And that was the reason, given to me, why they didn't issue a permit to people, because it's such a mess. So, in your effort, I would suggest that you say that the first four feet underground is for sea utilities and drainage. From four to five feet, they put electrical and natural gas. And six feet more, you put fiber optics and cable. Because right now, it's a mess. You would assume that there would be different debts for different services. And right now, every time a city employee goes to service city services, Because our locking will break those tables. But again, the ordinance needs to be in final form so people can comment on it and make suggestions or suggestions like I just did.
I think Mr. Dilley will comment on that about the final form.

I'm not sure what law you're looking at, but the Home Rule of the Charter is not governed by a state legislature. The Home Rule of the Charter can only be changed by a vote of approval. It's only been changed one time for the red light cameras. The Home Rule of the Charter only answers to the state consequences, not for the Louisiana government, not for the state legislature.

So I think right now it's very paramount that we look at this climate, as of this year it's four years old, with very little changes of change.

I'm going to make a comment on that. Even your instructions in the last council meeting, if you thought that we were picking on too much at the time, we were able to return the general's opinion. Reviewing all of those harder right now is an extremely large undertaking, and I think we need to move forward to a later date. Responsibilities for publication rest with the governing body effective. If a parish or municipality are involved, Publication shall be by the parish or its official journal, and members of the commission shall reside as a registered voter of the city of Sulphur. The commission shall consist of not less than seven or more than 11 members. The members of the commission shall take office immediately after appointment. The proposed charter shall not be altered or changed in any way by the governing authorities of the municipality. It gives us seven spots to put people in between now and the next possible vote. Section two, be it ordained by the city of Sulphur, by the city council of the city of Sulphur, Louisiana, that they do hereby create a home no-shark commission for the city of Sulphur in accordance with provisions of section one. It's really quite confusing why you would want to form a travel commission. We tied this down over 45 years ago. And the present homeroom charter is brand new. It's never really been used or fully followed. And we would have to assume to the point Now, past city government saw it as that it gave too much power to the people because the entire original home rule charter style, all the paper copies and everything, everything to do with the charter was gone. It's missing. And that tells us right there that it's too strong in favor of the people. I also would suggest that when this charter was written, that we were able to put things in the charter that we currently have that the legislature can't change. but it could be that if we write a new charter, things that the state legislature did might affect and reduce the powers of city government and the city itself, or maybe the powers of the people. I would just suggest that you give the current home rule charter an opportunity to work. This is, I mean, this is nuts to try to not follow what is already there. Once you follow like you're supposed to, then you can identify something that you do not like, and then you can put it on the ballot for people to change. The only way the charter itself can be changed is by voting people. That's only happened once. And that was with the red light cameras. Even though when you look on the city website, it lists tables and lists numerous changes to the charter. The charter has never been changed. Everything you see on the website, the city website relative to charter changes, is incorrect. So, I mean, obviously, We believe that you should give the current forum the opportunity to work, to try this one out. And then, if you don't like it, they must have this discussion. But you have it right off of the bat. I mean, everybody's struggling trying to get on the same page who likes the Senate. But we tell this crowd. And we know that what we talk, Yes, if you follow. All right. So, I actually somewhat agree with everybody who's spoken. You know, just to prove the point on why this needs to be deferred tonight is mostly because I really don't want to have to vote no because I obviously agree that there are lots of things that need to be changed. It comes down to all the payoffs that the city has been experiencing in these last couple of months. And it's such indeed that the council chair just actually read for the public that they say that there's no less than seven, no more than 11, and that it's an employment role. I'd be curious to know if he doesn't even have two people off the top of your head to appoint at this time, or is this going to be chair appointed only? I really don't care about an answer because I don't think that any of that would change my mind, but just that alone should be a reason to defer, just to decide how to come up with this as a committee to make sure it's fair across the board, and to make sure we get out of it what we're looking to get out of it. Just with the city administration, we have so many new positions right now that I don't know who we would even consider a content expert except for... our true original content creator that actually was responsible for being involved in this. But right now, we have a new mayor, a new entire council, a new city attorney that's going to be appointed at a later date, along with all kinds of other new appointments. We're going to have a new CFO, a new IT director, who is going to be the content expert to give us recommendations on how to do this correctly. we can actually get the people to vote for it. Because not once in this conversation have I heard anybody say they asked for public input on how the public feels about moving forward with the charter committee. And if I remember correctly, in the past, the mayor has actually been somewhat against changing the charter. And I think, correct me if I'm wrong, Ms. Sula, but I think she actually started a petition way back in 2022 do actually get things like time limit change and other things that have been discussed by the public. So my recommendation I'm not against maybe creating a committee to learn the rules, learn the charter, because how can we change something that we're not currently following? That's one of my biggest concerns is it's an all-new council that is not familiar with this charter. In my opinion, the way that it's being interpreted means that we're not familiar enough to make changes. We have to know our job before we change our job. If there's huge legal issues, then hey, I'm all about it. But ultimately, this is going to have to go to the vote of the people. And if you do not involve them and get them on your side, it doesn't matter how much work you put into this. And so, don't think wasted work, just like it was for the last two votes, because I genuinely feel like they just weren't presented appropriately.

Just a little bit of background. About six months before the 2022 Charter Commission was put in place, I spent six months studying Robert's local border, the Home Rule Charter, and the Constitution in regards to the Home Rule Charter, and the state Constitution is what says that you can hold an election or you can appoint. In 2022, I strongly felt there should be an election because I didn't trust people at that time. So, you know, I did put together a petition and took it around, talked to 900 people, 95% of people wanted an election. But at this time, I really don't feel like that that's necessary. Am I reverberating? I do feel like an appointment would be more timely when we do get this started. And I would like, necessary, if you're going to go through with this, that you explain in the resolution how those people are going to be appointed, because we didn't know until the appointment came up that the mayor was choosing to, and each person got to choose one, which is very fair, but it does seem like that should be told ahead of time. And I know that in 2022, they got a blank slate, and we didn't know until the meeting came out, but they wouldn't tell us when we asked who was being appointed. I don't feel like that's really very transparent, and I don't think it's asking too much of y'all to make a decision before this is voted on as to who you would put in. And that takes time. So I respectfully disagree with the chair, people who, excuse me, with the council members who want to put this forward. It's like the chair said, this is an incredibly important document. But you have to stop and think, what's happening now? you people are not getting along. I mean, I'm, you know, let's not be, let's not be critical of the disturbance of what's happening. And I think you all will get along. Once the time has gone on and you've started to work together, I think all five of you have real possibilities of working together. But when you've got one investigation going on that's going to include How many different agencies, the FBI, the AG, the Ethics Board, it's going to include so many different agencies. I assume it's going to be tied up. How many departments do you have to talk to? And the whole of partner committee meetings, were very different in 2023 than I hope they're going to be today because they didn't have to research a lot because Mayor Dana Hay rewrote the charter and emailed it to them. I have those emails. And they voted on those things that you put in there.
Only two families were discussed that weren't in there that the mayor had given to them. I think I need more time.
I need more time. Can you vote on that please? Thank you. So there are things here not aligned, to say not aligned with the Constitution is not really correct on most of the items. I do have a spreadsheet on our group concerns. This is a silver Facebook group with spreadsheets that list all five changes that were proposed. And some of those changes were just a little off of what the difference, it's just different than what the Constitution has, and it's okay to be different. They're not misaligned, they're just different, on most of it. I think the most important thing is the time element that's involved in this, that will be involved in this one. Because for a committee to do the job correctly, they need to talk to the HR department when they go over that section. We have ran the HR department, so we don't like, like I said before, We don't have people with history in that department to advise people of public works. All of those are in that charter, and all of those you need to consult with. We do have a public works director. We've got a brand new mayor. We've got brand new people. Mr. Mayor, I have a question for you, Mr. Chair. May I ask you my question, or would you like for me to turn it, because I did turn it out?

Mayor Stinks, do you believe the city can handle these investigations currently underway and the additional demands of a whole rural charter committee without taking significant staff time and resources away from running the city and serving its citizens?
I would recommend wholeheartedly to listen to the mayor. This city is under strain. We do not need to add strain. One more thing. We need to see you all working and getting along. We want to see that. We believe in you, and we believe you can do that. But you need a record of doing that before you get here, before you get to the Home Rule Charter. There's a section in there on your case. Do you really think we're going to be able to have a good conversation with the public about that? They need to see you all working together. This is not part of our department. That's not going to work. That's not going to work. In my mind, it needs to be two years. But at least closer to a year is certainly more than six months, because most investigations that I've written in the first take three to six months, municipal investigations, three to six months. So you've got two investigations going concurrently, three to six months, all these agencies following the city and working with the city that's going to cause havoc. Thank you for your time.

I just want some, often some clarification. The whole new court lays out the framework of the powers and responsibilities, say, of the council. The Home Rule card does not dictate anything to do with public works or personnel or none of that. It simply gives you the authority to establish processes and procedures that the city administration has to follow. So once you have the power and you enact human resources, policies, and procedures, then that has nothing to do with the thought. The thought gave you the power to do it. You can change that at any time. The same way the public works. You can change that at any time. And like I suggested, when you look at the Home Rule 4, on the website, it claims, and I think Ms. Roussard says that Mary Dana A. had made some changes. Mary Dana A. cannot make changes to the Home Rule 4. It's only done by those of people. All those things that's listed on the city website that say the Home Rule 4 claims they are not. You still have the powers. What this claims was the policies and procedures. And if the council did not approve those processes and procedures, then it's not in effect. So I'm just, I'll post that, so I'll follow that, and then I'll just help you understand that it's like the Constitution of the Comfort. It spells out power. to do, you guys have the authority to do these things. So there's a misconception that everything you do is somehow related directly to the children you've got to tell you. You've got all the powers and the authorities which you need to do to run city government. So I'm just asking that you, I know this thing is It's got to have been just a mind-boggling challenge to the newly elected council members and the mayor to get everybody here. But I'm just asking that everybody sit down together and go through the floor and try to understand it. I mean, there's one thing with the letter of the law and then the intent of the law. So my question is, I was in here at the very beginning to share what happened as to why you guys have removed the two appointments for number 27 and 28 to the disability service board. The reason I'm making a comment is on this report. So my question is, because when Lacey, the prison secretary over here, she's been working on getting all the information to make her team. The men sent three lists. The last list that they sent was only 31st. I think that it was awesome to see actual contracts attached to the resolutions tonight so that we can see them prior to So I do want to make sure I acknowledge that I feel heard a little bit. So I do feel like tonight there was an opportunity for the public to freely speak to a certain extent. And so I would ask you to allow that to continue as well as be consistent with following rules and regulations on who can and cannot speak and when they can do those things. Just for quick update, I was hoping there's two city projects that I've been watching for a very long time now. And so I hate to put Austin on the spot, but if it's okay, I would love to get an update on the Burdon plant project. because that is, we're coming to a point where FEMA funding could definitely be affected if we don't finish this project in time and manner. It was supposed to be done September 2026. There's also the, I think there's another project going on for the generator that still is pending and that's been supposed to be complete for a very long time now. Hi, y'all. Y'all know I'm not a twin brother, and he couldn't make it here tonight. He had a prior engagement at his first. He was going to speak on this when he came here, but he wouldn't be here. So he posted it on Facebook. Thanks for in the community and talk for future. When we talk about building a stronger city, we also talk about roads, businesses, schools, public safety, and growth. But behind all those things are the people who truly make a city what it is. I believe three things are at the heart of a strong city. Faith, family, and community. Faith gives us a foundation. It teaches us to serve one another, to have compassion, and to be what is right. It reminds us that every person has value and that we are stronger when we care about more than just ourselves. Family gives us strength. It is where we learn values, responsibility, respect, and love. Strong families help create strong neighborhoods, and strong neighborhoods help create a stronger city. And then there is community. A city becomes truly great when people stop asking, what can software do for me, and begin asking, what can I do to help make software better? That could mean supporting our neighbors, volunteering, serving our churches and organizations, supporting local businesses, taking pride in the place we call home.
