We ask at this time if everyone will please silence your phones or put them on vibrate so they won't disturb the meeting. The Planning Commission is the recommending body to the City Council for applicants who wish to conduct business here in the City of Stonecrest through our zoning process. Applicants will come before the Planning Commission with their presentation. They have a total of 10 minutes to persuade the council on whether or not their application should be approved. Other supporters in support of that application have the right to speak on behalf of the applicant and share 10 minutes time. Opposition does have 10 minutes time to present their case for whether or not the applicant should be permitted the zoning that they are desiring to seek. Opposition does not have time for rebuttal, so we always ask if you have a large group that you probably want to have a spokesperson to go ahead and get your point across in order to not eat up the time. We ask that everybody will be respectful of all the persons coming to the podium. The planning department will begin, they will show their presentation. After they give their presentation and their recommendations, then the applicant will come forth and give his or her presentation. All right, at this time, we're going to do the roll. Okay, good evening. So on tonight's agenda, we have one item, B26-001. The address is 6400 Woodrow Road. The applicant is Mr. Adolphus Armstrong. And the applicant requests an amendment to the approved conditions established under the DeKalb County case number CZ00060 by removing conditions number 1, 2, 3, 4, 5, 11 and 12 from the approved list of conditions. The amendment is sought to allow the property previously approved for the use of an assisted living facility to be developed and operated as a solar farm. On this next slide, I have the conditions from CZ00060. Number one states the applicant will develop no more than 133 dwelling units within no more than two buildings for an assisted living facility under the RM100. zoning district, the maximum lot coverage by buildings shall not exceed 35 percent. Number two reads, each building will be no more than two stories in height. Number three, the front yard setbacks will be no less than 35 feet. The side yard setback will be no less than 20 feet, and the rear yard setback will be no less than 40 feet. Number four reads, if two buildings are developed, the building shall comply with all requirements of Section 27-788E of the DeKalb County zoning ordinance. And number five reads, there shall be a minimum of 67 parking spaces for the facility and the parking lot shall comply with all the requirements of 27-753 of the DeKalb County zoning ordinance. Number 11 reads the property shall only be used for supportive living multi-family dwelling units and number 12, one parking space per two dwelling units shall be allowed. The solar farm would serve as a renewable energy resource, supporting both the church campus and the broader new birth village development, reducing long term operating costs, lowering the carbon footprint of the campus and demonstrating the ministry's commitment to environmental stewardship and sustainable community development. On this next slide is a little background. The City of Stonecrest zoning map has the property zoned and located in the Stonecrest Tier 4 overlay with the underlying zoning of R100, residential medium lot. The land at 6400 Woodrow Road in Stonecrest, Georgia was historically part of a largely rural area in the southeast DeKalb County before major suburban development expanded into the region during the 20th century. The property eventually became the site of the massive campus for the new birth Missionary Baptist Church. Public participation. Property owners within a thousand feet of the subject property were mailed notices of the proposed special land use permit in April. The community planning information meeting was held May 14th, 2026 at 6pm at the city hall. There was 19 residents in attendance. One resident stated that the previous pastor had promised community access to certain facilities at no cost. She also asked whether the soccer field would be relocated. and whether the light in the area would be restored and whether the developer could provide guidance to residents interested in transitioning to solar energy systems. Another resident suggested that the overhead solar panels be placed on the parking lot. He also asked if trees would be replanted onto Woodrow Road. This next slide shows the future land use map, which is institutional. The star represents the subject property. On this slide is our overlay zoning map. It is in the Stonecrest Tier 4 overlay. The star represents the subject property. On this slide is our area map. Again, the star represents the subject property. We've also included the location map. On this slide is a submitted site plan that was sent in to us. On this next slide is a copy of the proposed photos at the bottom, I'm sorry, and the existing photos at the top. Staff recommendations. Staff recommends approval with conditions to amend the approved conditions established in the DeKalb County case number CZ0060 to remove conditions 1, 2, 3, 4, 5, 11, and 12 of the list of approved conditions for the property to be used as an assisted living facility. The condition states the development will be limited to solar panel and related equipment on the approved 11 acre site. Number two, the project must follow all environmental regulations, including erosion, stormwater, and permitting for any but floodplain or wetland impacts. Number three, the screening and buffering must reduce visual impacts and construction must minimize dust, noise, and traffic. And number four, no other intensive uses would be allowed without further zoning approval. And this is my part of the presentation for tonight. Are there any questions for me?

Okay, so the request is, so the subject property has conditions that were placed on the property from DeKalb County when it was originally approved. The area that the applicant is requesting to put the solar panels is the area that was approved for an assisted living facility. Those conditions run with the land, so they still apply. In order for them to move forward with the solar panels, they have to remove those existing conditions. So this process is to get approval to remove those conditions, which required them to do an assisted living facility. With those conditions removed, they'll be requesting to put solar panels in those areas if those conditions are approved to be removed.

When a, which you probably already know, when a piece of property is rezoned and it has conditions, again, that can follow the land, there is a new proposed use where the current conditions place an assisted living facility. In order for those parcels of land, 11 plus acres, to be considered for the new proposed use, we have to remove, it is required for them to remove the existing conditions because it was to follow the land. Now, based on their letter of intent, we have that information of what the proposed use will be. I think that to clarify, the solar panels is an administrative process does not have to come back before you it's just the knowledge if you had that question of what they are proposing to do in the future after or if the conditions are approved for you know for them to be removed any other commissioners with questions for staff Commissioner Jackson just one more I think one more

My name is Adolphus Armstrong, and I live at 3649 Donovan Court in Decatur, Georgia. And again, I'm here representing New Birth Missionary Baptist Church as the Chief Financial Officer as it relates to this particular request for the Planning Commission. Again, thank you to the Planning Commission and to the Stonecrest stakeholders who are also viewing online. I really appreciate the input. Well, I guess just to keep it moving, because I know I'm on the clock at this point, but just to kind of say, I think I really appreciate what the staff did in terms of providing some context. Back in 1998, when the property was initially set up in terms of going through the zoning process, the property was originally zoned RM100 and then we wanted to build the church they had it rezoned back to R100 and then once it was determined that assisted living facility needed to be then the attempt came back to zone that those 11 acres that we're talking about back to RM100 so the assisted living facility could be constructed. Now, just to provide you all a little context, I think there were some questions, you know, what's going to be happening with the assisted living facility. If you all recall when we presented to you before regarding New Birth Village, it's currently contemplated as a part of phase two of New Birth Village. There will be a senior housing component as a part of that phase two. So as opposed to it taking place on the main new birth campus, it's going to take place on those 33 acres that are to the east of Lathoni Industrial Boulevard. So that's where the senior housing component and we just thought it would make sense based on the mixed use development nature of that project. That would make more sense to have the assisted or the senior living facility take place as a part of that project. Well, I guess I'll kind of continue on again. My name is Adolphus Armstrong. I'm the New Birth Missionary Baptist Church. For the project in and of itself, we have two sponsors. The first sponsor is New Birth Missionary Baptist Church under leadership of Dr. Jamal Harrison Bryant and our real estate committee chair, Dr. Dr. Layton Hull. In addition to that, the project, in terms of the management side of it, it's Elder Maurice Waddell and myself, we provide operational and financial oversight for the property in and of itself. The second sponsor for the project is the New Birth Community Development Corporation, and that is chaired by Dr. Michael V. Roberts. And for the New Birth Village project, the CDC primarily has responsibility in terms of shepherding that through the actual process. And as we're going through this process of actually having the conditions removed and making an attempt to try and delve into renewable energy, there's literally two components to it is that that's what you can do on the New Birth main campus property. And then the secondary component at some point in the future is going to be what we can do for New Birth Village. And so those are literally the two pieces to the long range of what we're looking at for the project. And just to kind of give you guys an idea, the reason why we really decided to go through this, you know, notwithstanding what's happening with the current administration in terms of what's happening with the various tax credits that are available to us, I guess prior to maybe say four years ago, typically for the church, oh it was only in the maybe two months out of the year during the summer that we would have an electricity bill that would exceed a hundred thousand dollars since the new um increases have started to go through at this point the church has really started to see at this point maybe six months out of the year with that electricity bill exceeds a hundred thousand dollars so at this point that annual electricity cost well exceeds 1.1 million dollars and i think you all are well aware that at this point I think they've frozen future increases to post the 2028 election. And so it's not as if the utility costs, the electricity costs are gonna be going down because at this point they still have to factor in the rate increases related to Plant Vogel the new reactors going forward in the future. So we're just trying to be good stewards of what the Lord has entrusted to us in order to try and minimize our actual overall cost so we can hopefully redirect those dollars to more needed areas of the ministry. It was the same presentation that we had last time for the CPIM. No, I use this, yeah, this machine, yeah. And I think really, in terms of my, I mean, what's nice is that the staff's presentation, mine effectively mirrors that. The only thing I think I may have had one more image that they did not have, but just to kind of describe the future state of the project, because I think one of the questions had was like, what were the panels and what's that going to look like? I think during their presentation, you saw an idea of what the panels are going to look like. And if you're familiar with the New Birth Campus, as you come onto the New Birth Campus, the 11 acres that we're discussing right now where the conditions are, that acreage is completely surrounded by the main New Birth Campus. So out of the 11 acres, you have over 175 acres that is basically the New Birth Campus. And so if someone or an adjacent property was making an attempt to try and determine if it would be a nuisance from a visual standpoint, it would not be. The only way it would be a nuisance is literally you would have to drive onto the New Birth campus in terms of just for safety concerns, the panels in and of themselves have to be, you know, fenced in. And in addition to that, we're going to have landscaping so it looks aesthetically pleasing. Because again, with New Birth's campus, we still have a number of people who are visiting the campus and actually in terms of live, work, play, a lot of people walk along the campus. And so in terms of having a visual aspect that would potentially be a negative impact to the community, you literally would have to drive up to the panel and put a drone up unless you have a boom lift so you can literally start to look over. And so I just wanted to at least give you all a little bit of context. And I guess as we're working through in terms of Our project manager, Mr. Andre Douglas, is here with CPAP, and so if there are any specific questions related to the actual solar panel installations, any details around that, Mr. Douglas is here to deal with some of those more technical questions.

Maybe for the applicant or the staff. Now, typically, you see solar panel farms in the country. I've not seen one in a city or a county. They're normally in the country. Do we have any more solar panel farms in DeKalb County or in Stonecrest, or will this be the first for Stonecrest?

It will definitely be the first in Stonecrest. I can't say for the county, but definitely be the first in Stonecrest.

okay um and what's the timeline for the solo panels within the next three years you guys will have them up and running or five years looking in 18 months literally as soon as we prayerfully based on the consideration of the planning commission if everything is to prove we are literally in the process of trying to get you know shovels in the ground And working with the staff, Mr. Mack used to work out our tree reference to make sure. And I think one of, now that you mentioned that, one of the questions that came up was the possibility of putting solar canopies in the parking lot. But one of the things that Mr. Mack pointed out, way back when we actually developed the campus, there's a specific requirement. If you have X amount of parking spaces, you're supposed to have X amount of trees. So I think it's maybe every 10 parking spaces is supposed to be one tree. So as a part of this process, we're going to have to go back and correct what was supposed to have been done back then. So literally, we can't have solar canopies in the parking lot because of the fact that we're going to have to be replacing trees. And as those trees grow, they're going to provide, you know, shading that literally won't work with the solar panel. to kind of follow up, I think, with some of the additional concerns that are there as it relates to the solar, just to kind of point out, based on the current zoning of the property, it's zone R100. So as we go through the special land part to get the actual solar panels with the building permits, one of the requirements is that if the property zone are 100 you can put solar panels or solar farm but it is limited to a max of 15 acres and so just to kind of give you guys an idea if there ever anything that comes up anything that zone r100 the project in and of itself assuming that it goes through planning and it gets approved it is absolutely limited to um 15 acres and if the plan is to exceed 15 acres or greater then at that point you have to have the entire property rezoned and that's not anything that we're looking to do. The only thing we're looking to do is to try and defray some of the cost of the church's electricity by utilizing the solar.

So we try to reduce that as much as possible. But it would stay within 15 acres to be able to maximize the use that we have.

The estimation as far as how many panels? 15 acres. So you're looking at probably I would say about. Somewhere in the neighborhood of. I would say 250.

It won't cover the campus, but because of the fact we've already gone through the zoning with New Birth Village, and so we're not making an attempt to try and have the entire property rezoned. We're trying to keep within the current zoning that we have, and that limits us to the 15 acres. So what we anticipate having a solar panel installed. Georgia Power is still going to be our backup, but in terms of what we're looking at, we're anticipating that the solar panels, depending on the time of the year, we're anticipating anywhere from 85 to 95 percent of our electricity use will be generated by the solar.

Yeah, typically in these projects at this point, in order for it to become financially viable, it's the investment tax credits that literally make these types of projects viable in terms of having them installed at the local level for a company or an individual. Because even when you make reference to the solar panels in the rural areas, the specific financing point that literally made these possible was at that base 30% investment tax credit. and depending on the timing i guess before the big beautiful bill uh you it was eligible for a 30 tax credit and there was a 10 added content if you use um a domestic manufacturer for your um solar panels and so the 30 then went to 40 and if you happen to be in a census tract that was adjacent to a financially distressed area there was another 10 percent adder so from a cash flow standpoint, you literally would have been able to get a 50% tax credit based on anything you put in the project. And again, unfortunately, the big beautiful bill clawed that back and rolled that back. But in terms of, you know, what we're looking for, you know, as it relates to new birth, we are absolutely that this is something that we are going to do. And it's just a matter of trying to figure out, you know, even going forward in the future, if another administration comes in, there might be more pliable or open to solar because at this point you know solar wind and battery that's the absolute quickest and cheapest form of energy so that's something that's desperately needed as these additional you know data centers start to come online yeah because the cost is quite a bit yeah it most certainly is but over the course of a 20 30 year period because that's the one i guess thing about a solar panel once you buy it typically the panels are warranted at a minimum i think 20 years and i think for the most part it may not even be 25 years And again, in terms of the annual degradation, the panels at this point that they're producing right now are very, very efficient in terms of maintaining their actual throughput and output. And so it just makes sense if it makes it financially makes sense now to pencil out is something that you want to do, because at this point, the technology regarding the panels and the expectancy is just getting better and better and better. And the nice thing is once you have your system in place, at some point, if better panels come to the fore, there's nothing that precludes you from swapping our old panels for even more new and efficient panels.

At this point, this is just for the church. Okay, just for the church. That's one of the things that, again, we're trying to be creative with it in the terms of not to disparage Georgia Power, but they pretty much got legislation where you literally can't compete with Georgia Power. So if you're doing electricity, it has to be for you. And it's a property that you own. So potentially New Birth Village might be able, we might be able to attach something to it. But in terms of what the current, you know, plan is right now is the power that would be generated will be strictly for the church. Because again, for the church, it's only going to knock out 85 to 95% of our power at any given time. So we're just hoping as New Birth, and we might not be able to nail anything down for a phase one, but Based on the timing, when another administration comes in, we're definitely anticipating that once phase two really gets up and going, and we're hoping and praying, depending on what may or may not be coming through by way of future legislation, we're hoping to see how we can start to posture ourselves, hopefully to take advantage of that more so in the phase two, because at that point, you're really gonna have those live work play and they have the flat roofs. And so at that point, you really can put more solar panels on those flat roofs.

I want to announce to everyone, June 6th, this Friday, begins early voting in the state of Georgia. So please get out and vote. The election for runoff from the primary is going to be June 16th, Tuesday, June 16th. You have to vote. If you if you voted in the primary, then you can come back and vote in the runoff in the primary election that you voted for. You voted for the Republican primary. You vote for the Republican Democrat Democratic primary. If you did not vote, you can vote. in the runoff. So we want you to come out and vote. This is a big election for the state of Georgia. I can't tell you who to vote for, but I'm sure you can look around and see things and read, do your research and find out what you need to be voting for. That's one thing. Second, I want to congratulate our new city manager, Ms. Catherine Turner. She was sworn in. earlier this week she's the new city manager for the city of stonecrest congratulations to you madam city manager also i want to uh let the people out there in social media know who's online and for those that are here today there is a vacancy for district two city council member terry fires no longer on the council and so there's probably gonna be a special election so if you know anybody who would like to offer the services for district two uh please get out and um go ahead and run for that seat when the special election is announced. I do not know when it will be. I'm sure once the municipality gets with the state, then they will have something set up. I don't think it's going to be June 16th, but It may be in August, it may be in November. I think that you should go ahead and do it because a voteless people is a hopeless people. So I think that we are moving forward in Stonecrest and across the nation, but we need everyone to get out and vote. Your vote does matter. And I will say when I was down at the state, I have to give a shout out to the City of Stonecrest Planning Department, which they got some praise from down at the Gold Dome. So I just want you all to know that. So people are looking at Stonecrest. They're looking at the direction the city is going. They're looking at things they're doing with developers coming in, developers not coming in, but the people make the difference. So people, let's make a difference and let's move forward. And Juneteenth is June 19th. It's going to be one of our national holidays to celebrate the emancipation of the end of slavery and the freedom of the former slaves. And it was Juneteenth when the last group of slaves got the word, hey, we have been set free. Let's go ahead and work in the nation. It has not been an easy task, but I think we've come a long way. And I know for just me speaking, if our forefathers can go through slavery and get to a point, we can go through whatever we're going through now and get to the point we need to be you know i'm a spiritual guy so my faith comes from up high not just from what you see on tv so too much social media may be bad for you but uh that's just eric hubbard talking just want to say that but there's going to be a lot of celebrations going on on june 13th dekalb county is giving a free concert at the port of sanford amphitheater It's gonna be Mars Day in the time and climax, and they got a special guest. You guys wanna get out there for that. I'm just gonna say it's gonna be a special guest that you all probably know, a Stonecrest resident. So it's a free concert. Please get out there. On June 19th, the city of Stone Mountain is doing a concert. I know that Atlanta is doing a concert June 20th. Also, there are going to be a lot of seminars and conferences for people to come out and speak, talk about where do we go from here, what's the plan, what's the strategy. So please get out, and you're going to have a lot of People running for state office on both sides of the aisle, Republicans and Democrats are gonna be out talking to you, wanna get your support, your vote, and things that they're gonna do to make sure that Georgia is doing what it needs to do.
