And I wanted to pull this item and the next one off because, as all of us know, we have a really wonderful Youth On Boards program in the city of St. Paul, where we place young people on boards and commissions throughout the city. This is something that I think is an amazing opportunity for young people. It's something that I wish I'd known about or had available to me as a young person.
I probably wouldn't have qualified. But we have so many amazing young people who do this work and who are putting in the time and effort and bringing that perspective to so many boards and commissions. So we happen to have two of our youth on boards appointees today in the audience, and and they are here for these two specific items. And Juha Lohr is the first who is with the Human Rights and Equal Economic Opportunity Commission. So I wanted to invite Juha up to introduce herself and tell us what her favorite thing is about the city of St. Paul and also what she's looking forward to about serving on the commission. So come on up right in in between the two golden columns so that all five live cameras can be on you at once.
Hello. Hi. My name is Jewel Lohr. I'm going to be appointed on the hero commissions. And one thing I love about Saint Paul is the diversity, the people in the community. I love the fact that when I look around, I can see my culture being represented and just see familiar faces, and most importantly, our mayor who also kinda looks like me. So yeah.
Awesome. And actually, tell us if you're in school, where you go to school, or if where you what you do when you're not on the board.
So I'm a senior. I go to Johnson Senior High School. And I got accepted to the U of M Twin Cities. So I will be attending there this fall.

Hi. My name is Ollie Grotzky. I go to Como Park Senior High School. I'm a junior, and I'm being appointed to the labor standards and advisory committee. And my favorite one of my favorite things about the city of Saint Paul, I think, is the public transit system because I think it's really cool seeing a way for people to get around and to explore and to do all these things without being restricted by, like, a car or a bike or whatever. That's just something that I think is really neat.

Thanks, Vice President. And this brings us to the public hearing section of our agenda. For all of our millions of viewers at home and everyone who's here, whenever we adopt ordinances in the city of St. Paul, we always have three readings. The first reading is just the first time the ordinance is introduced to us. There's usually a staff report that accompanies it so we know what we're considering. The next week we have a public hearing on the item. So some of the public hearings here are ordinances having their second reading public hearing. And then the next week or a subsequent week if we have amendments, we would take a final vote on the item. So today, there are some things that are in front of us.
You'll see two ordinances for a public hearing. Those have already had a first reading, and those will be considered for adoption next week. And then there are some other items that we just have public hearings on because we're required to, often because they have financial implications. For any public hearing, if you're here to speak on that item, when your item is called, we'll ask you to come on up, stand in between the two microphones and in between the two golden columns so you're on all five live cameras. We ask you to start with your name and where you're coming from, and then you'll have two minutes to testify. And when you're done, please sign in on either of the two sign in sheets. Is item number 31, ordinance 26 dash 25, amending chapter 66 of the legislative code to correct a scrivener's error related to allowing additional lot coverage for providing functional green roof space. This is a public hearing.

Hey. Well, good afternoon. I am here for both this resolution and the following one. So council president Nacre, city council members, I'm Youngins, the city treasurer in the office of financial services. This morning, we had two competitive bond sales, one for the city's 2026 b, GOCID bonds, as well as our 2026 GO Street reconstruction bonds.
For our GO sale, the 26Bs, we received seven bids with Cabrera Capital Markets receiving the winning bid with a true interest rate cost of 2.89% for the ten year term. Last year, we had 11 bids of a slightly higher interest rate at 3.26. And for our Geo Street reconstruction bonds, we had we had six bidders with the winning bid being Stonex Financial, receiving the winning bid with a true interest rate cost of $3.92 for the twenty year term. And last year, we had similar or actually, we had a slightly more bidders, so 13 bids and true interest rate cost of $3.93. Back about a month ago, the city was assigned a AAA stable outlook by S and P and Fitch.
They highlighted the city's robust financial management and forward looking strategies, which have been instrumental in preserving fiscal stability. There is a lot more information in those your packets in front of you, so those rating reports from S and P and Fitch, that information is in there. And I wanna thank our partners at Baker Tilly and Ballard's bar I guess, Barnes and Thornburg now, as well as OFS leadership for completing all this work for the transaction. So I can stand for any questions.

Yes. I believe by one basis point. Since I think it looks like last year we had a 3.93% interest rate and this year was 3.92%.

Well, I want to really commend you and your team for the strong financial management that saves taxpayers many, many thousands of dollars on financing costs, maybe even more than thousands of dollars because of our AAA credit rating, which I know we're all really proud of and we work really hard to maintain. So it's not something that is shiny and that gets it's not often talked about, but I think it's really important for people to know that you're doing all that hard work to save us lots of money and get these good rates. Hello. I'm Chris Hong, City Planner in Planning and Economic Development, here to discuss this IEP application. Okay. And this is the location of the application just right at the location of Pilgrim Baptist Church in Summit U. The zoning application requests an interim use permit to allow temporary cellular antennas on a 76 foot monopole tower 732 Central Avenue, right where that yellow dot is.
And the proposed IEP would expire on 04/27/2027, about this time next year, at which point the antenna and the tower would all need to be removed. And this request is precipitated by a T Mobile tower being decommissioned in early April of this year, which was less than a quarter mile away from this proposed location. And So the proposed tower is to provide coverage until a permanent tower can be constructed and that is expected to be incorporated into forthcoming development on the site. On the same parcel is what I mean. So staff does recommend approval of this IEP and with the condition that it be terminated by April twenty seven, twenty twenty seven.
And when we and when it expires, at that point, it does need to be removed entirely. We heard some questions from the district council, but we did not receive a specific recommendation. And I'm happy to take any questions.

Ms. Bui. Thank you so much, counsel president. Thank you so much for providing this brief staff report. I know my office had a chance to get briefed on it as it's in my ward. I'm just curious, and you might have said this in the briefing before, but is this a singular provider or will the would this tower service multiple providers?

Ms. Hong, a follow-up question as well. I know normally we when we consider these I'm not sure why our voice activated camera's going nuts, but that's okay. We when we consider these sorts of applications, we often see conditions that have to be considered in order for approval to be granted. Does the department have similar conditions? Or what are the factors that go into recommending approval or denial of use like this?
Council President, we usually have conditions on cellular antennas. But we and all sorts of uses, obviously. But for IUPs, because they're temporary in nature, we kind of use a discerning eye on deciding which conditions would be important for the temporary use. And it didn't seem like any of the conditions that we have on antennas would be appropriate for this one year period.

Thank you so much again. Another question I have is particularly around where it will be installed. I know sometimes with these towers, they're installed on top of buildings. If this is going to be the same type of installation, and if there's any, I appreciate that question. I didn't even think about it. Because one of the things around the conditions is ensuring that it's the safety, just making sure as we know, we have a challenging issue with copper theft. And just want to make sure that when it is temporary installed that there is not any, you know, access, right? And want to prevent any unauthorized access to that tower.
Well, it would be on a on a monopole tower, just a tower stick in the air, and it's 76 feet tall. We do have the applicant here who can tell us if there's any fencing planned for that. Does that answer your question?
Yeah. I guess I'm just curious around like the safety and, you know, I guess safety and theft prevention just because that is a big thing in terms of getting unauthorized access to, whether it's wireless towers or, in this case, a service tower. I'm just curious.

Hi. My name is Blair Ransom. I'm here with a consulting company called Insight, and we're here representing T Mobile on this project. I'll start by addressing the fencing. We don't have any proposed fencing outside of what's already surrounding the church property.
If that was something, you know, you felt would warrant adding a condition, we'd certainly talk to the church. We have Nate Galloway in attendance so we can talk about putting up a temporary fence around the equipment. And then just in general, we're here, specifically asking for the IUP, because we can't comply with the residential dwelling setback. So the ordinance imposes for even a temporary pole like this, where we're not building a permanent foundation, it's intended to be replaced someday by a permanent structure, to be tower height plus 38 feet away from any residential dwelling. The reason we can't comply with that is because the location that we otherwise would go is too close to where we're gonna be building the permanent foundation, and you have to dig, you know, quite a a large hole, so that would affect the structural integrity of the pole during construction.
So, that's the specific reason we're here. I'm happy to answer any other specific questions you may
have. Great.

You see this is existing as of a couple weeks ago before the tower was decommissioned. This is the current coverage loss you see in the Frogtown area and then south in the Summit University area. There's a significant loss of coverage that affects everything from just regular data usage and calls, and importantly, 11 services.

Sometimes we take a telescope out, and we're looking at the night sky and stuff and just, I think it's you'd never see something like this going up on Summit Avenue. I know that. You know? So it's like, just wanna throw it at us. You know? That's that's my

Ms. Bui. Yeah, I motion to actually adopt the staff recommendation. I had a chance to talk with the staff. And first, I just want to say I do appreciate you, sir, for showing up and participating in the public hearing.
I know those are also concerns I've heard from other constituents in terms of what are the impacts. And I think there's a lot of information and misinformation that needs to be dealt with when we think about connectivity and the purpose and the use and the impacts the environmental impacts, importantly around how our towers are installed. One thing I would say the reason why I am strongly confident in this vote is to ensure that our neighbors, my neighbors have connectivity, that we have service. It actually would be a deficit if we didn't have this tower and we had a complete loss of service. And, I fully, fully believe, you know, having more connectivity is equity centered on priority.
We want to make sure that people have access to the internet, access to their families, and we have just a strong variety of different services. So, that's why I'll be adopting this. If there is any other questions that presidents and award winning have, I definitely encourage us to have conversations with the leadership at Pilgrim Baptist Church. I am happy to hear that the pastor is here. And I look forward to continuing to have engagement on this. But I just think it's important that we keep the connectivity and strengthen that as well.

And I'll support your recommendation and appreciate the offer to also get more information out to constituents and others who might have doubts about this and explain kind of the clarify some of the misunderstandings perhaps about these structures. But yes, so the citywide tenant protections community conversation is tomorrow and I, along with councilmember Coleman and the mayor's office, will be able to join the Department of Safety and Inspections and the Office of Financial Empowerment for a tenant protections conversation. Obviously, on May 14, the ordinance that we passed last year will go into effect. As such, we are having this meeting for really anyone who whether they're renters, property owners, landlords who want to just come in, get a recap of the ordinance that we passed, but also just learn how it applies or may apply to you.
It's an opportunity to ask direct questions. It's free. It's open to the public. It's from six to 07:30 tomorrow at the North End Community Center. I'm super excited about it and look forward to seeing

Along the vein of Mother's Day, it is my first Mother's Day. And so I just wanted to take the time to say Happy Mother's Day to all of the moms of the council and also here in the city and throughout the city of St. Paul. So it's honestly been a pleasure and been an honor to be a mom. So, I'm looking forward to celebrating my first Mother's Day. But I'm sure that as more and more women are joining into these spaces and more and more moms, and especially women who are taking the mother figure and mother hat as well, and caretaker hat, this is the weekend for us. And so live it up. Make your husband buy everything because that's what I'm doing.
