Stop. Stop.
I can't tell if it was Richard or John. They're both giggling. And looking after us.
I called him.
All right.
Are we live? All right. It is 7.05. I'm going to call the meeting to order tonight. Appreciate everyone from the public attending. We have all board members present. Alyssa and Adina both from the treasurer's office.
He has an interest in being a reserve here, so he wanted to come this evening to introduce you guys. So you guys can meet him, and if you have any questions or anything like that.
Hello.
If you stick around, for me, there's a few things that I think you guys can take a peek at real quick. I'll let you suck at that. Those are some. Approach me about.
An average of 207 South Jackson.
About that particular residence, there's some neighbors that said that. When they drive to the alley and scratches their vehicle, they try to. and she becomes very irate um and it's great to get off the property so I actually have someone stopping today the office and asking about that okay if it's the same person or not next one is
My viewpoint based
Yep, and I just go ahead and wipe. Yes.
We might as well talk about them all at once.
There is anonymously. The pictures, there's the ordinance that it comes. Yeah, I agree. I think everything falls against our ordinance.
our place, but if someone from the community brings forth a complaint, we'll review and respond accordingly. I think, are we all in agreement that these are?
Yeah.
How's the plan? Send us letters. I'd say we would ask for the Secretary's office to send out letters.
Do you guys want us to come to you with every complaint, or would you rather me just use my judgment in my office, like between me and Dinah, and then send out letters, or do we need to come to you for every complaint of your family?
of the state in condition which violates this ordinance, a written image to evade the violation. So it doesn't require the council to review and approve. It does require the town board to file a complaint if they don't resolve it with the Decatur-Sheldon County Court. So as the ordinance read, the clerk is able to issue the notice. I don't have one.
is this one you and iraq or you and iraq they were they were addressing the same thing and they handled it the same way sent letters previously and then when you have meetings i think they should always come to the meeting even after the letters have been sent just so we know that you know what's going on and that we can follow up with whatever steps are next but yeah
in the future if someone breaks a point to us we react to it versus us just going out looking and we all agree with that yeah that's also i think how they were doing
2240, public safety, both police and fire, 61746. Sorry, can you say that again?
61746, that's public safety, both police and fire.
There's a- So do we split that then?
Is that how that works? Yeah. Sorry, go ahead.
There is this line on the metro car. There's a 32. We didn't discuss it last month.
There's two books for those. There's four books for outfitting.
Traditionally, the Public Safety Fund pays for the outfitting.
We have a Taurus, a Charger, and a truck. The Taurus would be traded. Julie loves that Charger. It's a good car. The Taurus, not so much. We never should have bought it. The Taurus would be a trade from April. That is on their, they have a handwriting.
for the john jones one is for their outfitting that's the bigger number and then the smaller number is just for the vehicle the one maker actually has more options than the one from john jones okay so this is for quote for the truck or for the vehicle this is the truck quote the vehicle yeah and then there's
there's actually four so john johns has two numbers on there yeah this is the digital pricing and that's the total okay yeah and the difference is this is for next year right though josh you said to put the put the money for the budget for next year right
you wanted this year didn't we discuss last meeting that you said it was okay if we because we didn't a lot of money for it this year we're going to have to appropriate money if that's if it's for this year but we did plan for next year and so it's if it can wait we did put it in the budget for next year which is just like three months if that's a possibility but we saw new vehicles
except for the charger the charger we bought and we would keep
This is not unfitted, this is just a car.
One in Richmond. We've never done business before. They were the cheapest, but I've talked to them on the phone several times. He seems like he knows what he's doing. I've never been to the shop. I don't know anything about him. Move Over Outfitter, which is now Mafia Day. They're the ones that did our truck. They did a phenomenal job. The other one is a local one. They do the Sheriff's Department one, but they have some trouble out there. Okay. Yeah.
yes so we haven't we didn't put it in the budget for this year so it's in the budget for next year if we have it in the budget right yeah you guys have any maybe we'll make this review it yeah yeah uh the final thing uh did you guys discuss opportunity
Well, I'm ignorant to what benefits you receive currently. From here? Yeah. No benefits from town. I didn't know if you had health care or anything. Salary. Yeah. What's your request? How much time are you?
Two weeks. I've been here almost generally 18 years, and every single month I've gotten a lot of hours. I've even had an amputated finger. I've still got one hour. I've had blood clot in my leg. I've still got one hour.
So you're asking for like two weeks of time to pay whenever the baby comes.
Mm-hmm. Do we have a truly deductible?
Well, I have it on the agenda tonight to appoint someone to do a travel policy and a voyage policy, because we don't really have anything. So that was on the agenda tonight to discuss, to see if someone wanted to gather all that information, maybe send it to Alex, have something written up, what you guys want. But that's on the agenda.
I'm very much in favor of something. So I'm very much in favor of that. I don't know that.
I probably should have told you brought it back up.
So I know you brought it up last month. We probably officially should adopt some sort of employee handbook or policy that covers this.
So we're not addressing this law.
So it's just addressed on a full basis.
When is the basis?
October.
Before the next meeting? October 6th. Whatever. That's out of my control. The original due date.
You don't know the original due date?
Yeah, October 14th. Oh, yeah, we got it. We'll kind of go close.
I just want to argue if I'm not here two weeks out. Does anyone here oppose the two weeks?
Yeah, I just don't know. Yeah, that's my only concern is not having it down for, you know, what you do for one, you do for all. So, you know, we don't get to address it on a one-off.
If we were to adopt a formal policy for covering all, would we be comfortable giving two weeks leave?
I think that's probably standard. Pretty standard.
would be at minimum two weeks create that grant that permission and then formally adopt that into policy going forward you know that has been started thoughts i guess then we just have to discuss like what are you know what would the town be i don't sound like i don't want to give an attorney time i do
but I'm also a part-time employee in places that I also don't get benefits. So it's, you know, it's a question of where and how you draw the line and how many people, what's our budget for it? You know, it's a group. So it's not that I don't want to just say yes, because obviously Josh does a great job and he has for so long. I just don't know what the, how you address when you're, you know,
what if we send this to alex and we have not like if baby comes early i i would think all of us would be agreement if josh chooses to take that time off we're not going to then say you didn't show up for two weeks outdoor are we can we agree on that oh yeah absolutely so i think you don't worry about that baby comes early we're good in the meantime let's send this to indicate individually to alex our thoughts he can capture our thoughts present it back to us in an employee handbook and then we can choose to adopt that next month's meeting which would be the first of that same i think we're all going to have to be very good at responding directly to alex yeah and possibly could we have another we end up meeting before or whatever is that something we can do to um We may have a special meeting. We likely will have a special meeting before next month. So we can try and get that on the agenda as well. Good?
Yeah, just to make sure. I mean, we probably need to think about more than just this one circumstance. You know what I mean?
Yeah, I think a complete and
And then that timing may give us time to review at that meeting.
And then we'll probably have our next month's meeting shortly thereafter. That gives us time to discuss, make any last minute edits, and then we can try to adopt.
So if there's anything else that, you know, like you see as a, you know, being that you're not offered employee benefits, like, I mean, any other employee of the town as well, right? This would be the time to bring it up. If you think of something, let us know and we'll send to...
alex and just make sure that we're across the board saying for everybody so anything else 200 for a whole page hey i'm down suddenly i just paid five thousand dollars if i get everything now when you're off do you like maybe notify the county and let them know that we don't for my notes who is taking leave on that so i can make sure they're doing it you know alex probably should just acknowledge that we can't all communicate together legally just ask him to send it individually back to each one of us we can provide our feedback individually back prior to it coming back to us. Build up the legality of how we . I saw all of them. Has Alyssa seen the quotes on the card?
Also, where would that money, would it just be like?
I'm assuming, like if it's paid.
he's asking for paid time off it's just going to come out of what we already alleged so maybe is what what we are asking are we asking for pto time so that people can i'm just trying to figure out how do we you know instead of saying we're looking for a specific cause do we give pto time available for all of the town's employees you know so many like we're not able to offer benefits but we do offer Such and such amount of PTO at your discretion.
Alex probably has some great feedback on what other towns have done. I'm not trying to reinvent the wheel. Somebody else has spent a lot more time thinking about it than we have, I'm sure.
You understand what I'm saying? If one county gets two weeks of paid time off for a circumstance, then all of them should be available to do the same thing.
if you've worked for the town for zero two years for every hour you work you earn point something something hours of pto after two years you start earning that much more then it becomes how do you track in this so that's the other challenge so and would we retroact that
Alex would have to try and make sure I know how to open the conversation. Yeah. Okay.
You would, if we retroacted when we make a retroactive two, I think we could honor years of service. Is that what you're asking? Yes. Yes. To honor years of service.
Like you're saying he's been here 18 years. Yeah.
Yeah. Yeah. Yeah.
that we adopt yeah i suddenly have 860 hours yeah i'm just thinking like city employees you know if your first five years you know it's certainly from five to ten it's another number and then you know that kind of thing like you would have that many days days i would think honor years of service for sure okay so i'll find you all on the original email that way if inviting happens and you can add to it but i'll ask him to put some spots together to send that separately back okay or he can send it all back to us once we just ask him how do we just how do we respond
Next item is fire department. August of 2026, there's 12 runs, eight medical, two fire, two motor vehicle crashes, 56 man hours of training, 18 members. We received a grant from Decatur County for three sets of gear. I was ordering six sets for a total of 24,000.
I like them a week before. Yeah, because it just helps. I'm actually about to get pretty strict about getting on the agenda the same day as the board meeting because it's getting worse and worse. So I'm about to put some slack down on this.
Yeah. If we get them up there, you don't have to go line by line. We just look at it. If there's anything you need to highlight, it makes it easier for everyone.
Who's on the board? Who's on the board? Yeah. So it's one member from the community, one fire department officer, the secretary for fire department, and one firefighter. So the member from the community is Mike Miller. Janet Matthews is the firefighter. She's currently the board president.
because i am doing this for a little bit i'm no longer on before i was the officer so that spot is open the secretary did my own thing um i'm not advocating for myself whatsoever got money would the fire department entertain having given the town supports financially the fire department having someone from the council or from the town that's part of the work
I'm just trying to get things back in order to keep running. But I think there's going to be a lot of those questions come in with trying to bring in paid part-time people. What's the town one involvement with this?
being able to see what else is going on.
Yeah, I think it'd be great if you guys know that there is stuff going on that you just don't see anything. I think it's a great idea to involve one of you on the board so you can come back and say, hey, I got this going on.
That being said, I'm not having any for myself. I'm not saying it has to be, but it would be interesting to talk about.
I think it's something that's coming. thanks thanks to the division one actually athletic academy uh
because they account for about four or five of those a week. Anyway, and then we have two rentals here in the city. I also need to talk about the grant that we received from the Decatur County Community Foundation. We need to move forward on it. In our grant, we had their maximum grant was $20,000. We received the entire $20,000. um two priorities were ahead one fix the stage and two repair the furnace well a number of people have suggested that the stage we've got to get on the previous bid from 2020 was 6700 and uh those did for the same thing in 2026 is 11 200 so not not it was not unexpected when at 35 and i say i recommend that you accept that from the company at one point one point property solutions their intent is to they're going to hold the existing wood that's in the storage building on the stage off of that in the place of the plywood put that out end so that they can sand it so they can get back to the original wood that's on there. They're also going to go under and repair about 50 to 60% underneath, support that, pitch the steps and everything so it can be used. And that way we can move all food items and everything. When people come in to rent that back on the stage, keep it off of that floor where all the food goes into those little cracks that are on there. And you have to wash it. So I recommend that you take that kind of bid. It's reasonable from everything that I've heard. When we had a competition, the other thing that was identified as priority, number 1B, I guess, 1A and 1B, is to replace the broken secondary furnace. and using both of them when it's 10 degrees or below, you can get it to 70 degrees, which is not too bad. Right now with this past weather with 400,000 BTU, some days we got it to 60 and it was a good day. So you need that secondary. We had an initial bid, Anyway, so that's for the 200,000. It's just as it is, replacing what's in it. It's a gas, it's a gas, the 200,000 BTU gas for open air, and it just loads out into the gym. And there was a question about, and from the board and others, about what if we could move to air conditioning at some point in the future? So both companies were asked to provide that information. this is where we have we have one that is at a hundred and twenty thousand BTUs and I'm sorry 125,000 BTUs and that is $5,900 and what that will do is it's a whole All the stuff that you need to get things done. And that was $5,900. And we have two from another company. One that's a lower end one, a budget friendly one, that is $4,800. Okay, that's for an American standard. gas furnace. The first one is $59,000. This is for a pain gas furnace. And it's $135,000 BTUs for $4,800. Pain is actually owned by Carrier. Their pain found this out by, thanks to AI, found this out. Pain is actually used the same internal components. But on the outside, They use thinner metal. So the sheeting and stuff that goes around it is thinner metal. So the way some people throw basketballs in there, it could dent that and dent it. They're owned by Carrier. And there's a bid from Carrier, a Carrier product. But it's 155,000 feet. And it's at 65,000. So we have a 4,800 for a budget friendly loan. We have 5,900 for an American standard. And then we have a 6,500 for a charity. Each of those go up. The American standard is the lowest for ETE. So I started looking at that and then I started doing some more research and I found out that Carrier's products, the internal parts of the pain are exactly the same as I said, but it's the external, the sheeting and everything, all the covers, that's where they go lower on the pain product. So, 155,000 is as close as the 200,000. All three of those are capable of going to, eventually to air conditioning. I do think that looking at it, and I looked at the products, what's the difference between painting carrier and American state? Basically, painting is exactly what it is. It is a budget. They cut the prices down. It also, the manufacturing rating on it was A-, and it was B on American Standard, and it was, as strange and unpaid, which was an A- for the internal parts. Who received the quote from, on the carrier? The carrier is from Spears.
So $6,500 for the heater, $155,000 BTU. change $11,000.
And the grant was $20,000. And the DCCF specifically said, and they said in some of the responses, our priority is getting those two things done regardless of the cost.
So those two items don't equal up to $20,000. Are we then refunding? No.
That was the next thing I looked at, Josh. Those were the two primary and then repairing the place that I brought you front of the gym. And so that needs to be repaired and replaced. And the, don't have a, I don't have a quote on that one yet. Also window repair because water got, then got down in the windows and they need to be replaced. Have a quote on that, an estimate of five to $6,000 for that. Also the town, the total cost for our original and the uh repairing of the restrooms those are 98 percent done we're waiting for h r to put in the last uh between less primarily less and then we'll get a job and we'll be made uh fairly good the lines were put in most of the lines were put in hr things that the towns paid for that so i think we're pretty close to where the town's fifteen hundred dollars but also you can replace work on the windows.
I think I would be in favor of that.
Richard's done much more research than we have. And so I would be comfortable accepting your recommendation on the carrier unit and replacing of the stage. And we approved that tonight. We can get finalized estimates on the other work. We can talk about that at next month's meeting.
And go get it. When I read from Cater County Community Foundation. In what report says,
the funds that come in for the gen civic center i see a civic center and the budget they both go into center now they have one has there's a gem fund and a civic center fund yeah they're right around 5500
bills coming through so you may have to just switch it back over to general because it's consider this whatever that let me run it donations we're supposed to have our own time for it but we're just not ready yet enough and we need to do some remodel in here or something
okay to start on page two it actually uh just highlight the fact that uh we were within the end pds permit limits during the month of july page three we need the under which water collection system we always check the lift stations twice a week mondays and fridays uh we ordered a new center The Cerro and Water Street was televised. Appliance plan 1.3, and it was updated in July. 2.1, which were a few operations. We pumped 4.492 big gallons. Peak pumping day was July the 20th, 0.199. Low pumping day was July 6th, 0.118. And the average usage was 0.154. 2.2, water distribution system. There were no shutoffs for non-payment that I could recall. There were three calls to check for leaks. Page four, chlorine residual. The average chlorine residual at the part of the system was .66 milligrams per liter. We had two routine bacteria samples analyzed through the month of July, and they were both negative. And under 2.0, usually preventative and scheduled maintenance, the meter, Gale and West question will be moved within the next week. And the broken valve at Franklin and Webster will be replaced as well next week. Other things, speaking of the televising, of course last month we talked about the roots in the silver on the water main, or excuse me, that goes north behind the houses needs to be replaced. We did get two clothes, one for $18,000 and one for $26,000. So I would recommend that we take the Lopietta from Langstrom's excavated for $18,000 and have that line replaced. But right now, the receiving manhole in the back of the houses, the sanitary sewer is at the bottom of the manhole. It doesn't really need to be down there. And that's probably why when you get all the flow from Jefferson Street, it's pushing back to Water Street. So the way it's gonna do is take this is the same one we discussed water street yeah halfway down the middle yeah in front of my clark's house yeah exactly yeah 150 feet uh 150 feet again based on the televising it was uh there's been several there's roots in it uh separated joints because it's currently clay tile and it's in the middle of the street You would go, it's in the middle of the street, but you have very little asphalt to excavate, I guess, because most of it's grass. Once you get out of the road, about 20 feet, it's all grass.
And so you're wanting to run it from Water Street to Jefferson Street?
would you mind coming up here and just pointing out that so we're on the same page Okay. And I'm assuming . estimate is it eighteen thousand eighteen thousand yeah yeah we have two estimates eighteen thousand twenty six okay who's that uh lancer excavating was eighteen thousand uh lng enterprise out of arlington indiana was twenty six thousand okay and i'm assuming this is going to require digging yeah it's not ordered no it's all digging i know there's The only concern is the pole. I don't know who that is. Duke, maybe Duke. The poles would have to be secure because it's so close to the excavating site. That would be the only issue. Budget wise? I mean, the ultimate goal was to alleviate
you know the lid blowing up when we get heavy rains so for me how obviously we know that that's a continued issue yeah throughout town yeah um i'm going to bring it up here in a moment i can probably go ahead and bring it up we'll talk this and then hold it so lori uh emailed me She expects that we would have a preliminary review to us by September 15th. They are asking, and I think I said something. They are asking, she also spoke with Mary McCarty from SERPC regards And so due to the funding schedule and us likely gonna have to do some sort of grant funding provide their feedback. And then us, we would require a special meeting to complete before the end of the month. They're saying September 28th or 29th for us to host that special meeting. give you anything different than that? I didn't realize that they would act that fast, but she literally emailed me at 3.51 p.m. and then I talked to her 45 minutes before the meeting. Yeah, I agree.
Yeah, I think she mentioned we would have to have our...
final application due sometime in October, by the end of October maybe. And then, or maybe that was the end of December. I think it was our initial application and then maybe final was the end of December. It was by the end of the year when that process ended.
It wouldn't do anything other than that, so. Okay.
So I think maybe we just press pause on that.
Let's see if we get some relatively free money from the state.
Sounds good. Anything else?
I handed out an assessment for a property on Main East School Street. Okay. Are we under any bans right now? No, and Lori verified that too. We're just an early warning. We're not under a ban. Would you recommend against or recommend okay? I mean, based on what I put in there, I would recommend that we allow bans.
Additional questions or concerns?
Then for me.
The water in the sanitary is right there in front of the property. There won't be any issue with providing the service. Okay. I have no issues with it.
No issues. Okay, anything else?
Tim, we did contact someone about raisers for the storm drains. He totally forgot about it. So he's supposed to come tomorrow. Because he tends to like to do that as a sell because he knows more about it than what we do. So we're looking at raising some of the catch pigs and raise them up some. We keep getting a low suction alarm today.
Do you know what that's all about?
No, I mean, I was at the water plant, but I didn't find it. We've had it like six times since we've been in here. Really? It keeps recovering, but it keeps going low suction. I looked at the SCADA system, and I didn't see anything that would. HSB low suction.
I see. I see. It was fun. So, just, it's been doing that since we've been in here.
I'm assuming he'll make a trip around town and look at it it's going to cost eight thousand dollars whatever it is if you just go each and every one okay anything else yeah all right um next up melissa our character's office yes i have um the payroll allowance documents for the month of things up here that you guys probably don't get to see what we're signing off. So she's provided a copy of these and we can start bringing them up on the screen. So this is the payable vouchers. Is that accurate, Elizabeth?
The allowance documents.
This one's allowance documents. A payable.
There's sometimes a lot of papers. So I'll just bring
we've all already seen them interview them that's why we generally sign off pretty quickly are you going to take care of those action items from lori's email later on
And then the next one is the allowance of accounts payable vouchers.
Sorry, say that one more time.
Accounts payable vouchers. And then two billing adjustments.
Thank you. Thank you.
Actually, I do have a few things. Our office, we put in, I think, $20,000 this year for a remodel. It looks pretty poor. Our friendly police officer here said that he would be happy to remodel it for us if he could do it on police hours, get his hours in. So you could save labor fees and pay a salary, and we could get our option off. Or we could get quotes. That was something I had. And actually, that's really it. We'll have some additional appropriations in October rather than that. Something to think about. He did. He's very good at it.
I love the work.
I don't have time to do it after hours. That was my situation. Trust me.
I mean, his car will be out front. He needs to hop in the car. His thing is still right there where you can hear what's going on. If you need to jump in the car, you can jump in the car.
Or you can get hoods.
We can also get quotes at the same time. I'm just thinking with you.
well we did re-request the money for next year too so if it's something we don't get done this year and then you slow it down or time whatever next year if we put it in for lunch again in case we didn't get it done this year yeah so we can get close to
The time is 5.04 p.m. I'm going to open public hearing. Sorry, it's not 5.04 p.m. That computer is off.
It's 8.04 p.m.
I'm going to officially open it up to the public hearing portion of the budget. I will read through the budget and then if the Um, 3,379, cumulative capital improvements, 3,000. 2411, economic development income tax credit, 85,000. 9,500, public safety, 35,500. 9,501, gym, 20,000.
9,502, LEC, local law enforcement. Okay.
Gracie Hill Gaming, $75,000. 9504, Marsha McGill-Paul Car, $30,000. 9505, Fire Department and Equipment Fund, $20,000. 9506, Civic Center Fund, $5,000. 9507, Landscaping Donation Fund, $350. 9508, Volunteer Fire Department Building Fund, $10,000. 9509, Sure Funding, for a total of $798,396. in motor vehicle highway we have 100 000 that's a match because we're anticipating going after um sort of the streets that were missed out on the last okay i think that's in particular regarding the budget that we should, that you want to point out?
We just put in a few extra, a few extra places for some raises. So we had talked to John Jones about maybe taking over as like the town supervisor, because he basically oversees all the projects. He's overseeing the CCMD grant right now. Just giving him a few extra dollars on the outward. by taking over that role about your guys's thoughts on that and then a dyno um i don't know exactly the dollar amount we've put in but we didn't really we just saw a lot of for a little bit i'm assuming next month you'll bring a salary ordinance it's actually not due until um december but i think we're going to go ahead and try to get one together for next for next month i think it will this is just putting money in the budget yes that's in there so that was a change um the marshall patrol car was a change
we did a bunch of different things like for the fire department we have nothing budgeted for it so if they ever had an emergency or something it'd be difficult to get up some funding so i put some money into that for their building i put some money into their like a new equipment fund i appropriated some of that money just to kind of the stuff that we normally do mid-year doing additionals on Instead of doing that, we just put it in budget rather than having to go back in mid-year and do additionals.
For the public's knowledge, public's knowledge, if we don't have appropriate funds, we can't spend it without then going through a process of requesting additional funds. And so basically we're putting money in the budgets. We're not committing to spending it.
We can choose to spend it, but we're putting it in the budget so we have the option of spending it. Right.
And if we don't use it, we don't lose it. Right.
Any other questions from the council?
because he wanted to come get some right now then it would look like say he took thirty thousand dollars out per car then you know it might get into the fire department vice versa you know if there was two different line items on there fire department police department and it got split as soon as it came in
even know what he is it still does split it when i it just didn't say fun they are split they are split if i printed a report it would show your guys's alert is how much would be i just don't have that report printed but i mean i do split it half and half i i know it just yeah sometimes we went through this with townships with fire departments and then one of them takes all the money it's not there we was required to
It was in two buttons. Yeah. We were required to put it back in the one button.
Yeah.
street lights and utilities, there's money there. Mowing, repair, and work with them. Any other questions?
Okay.
It's not budget related. We'll open it up.
And I brought it up to them if I wanted to voluntarily annex my property in. And they told me, the county told me that I had to talk to the county.
So if I could get honest answer is something you guys can do or talk to an attorney so I can get better understanding?
I think I can give you a pretty clear response. Okay. And I would really appreciate it. Yeah, so I know you've come in times past and requested. We've done a lot of research into annexation.
Another thing, I can... I can assure you guys, I don't need city water. I don't need city sewer.
It's just the fact that something that I'm trying to do with the property has to be annexed in. That's all. And I can write it, my attorney can write it, your attorney can write it, I can sign it, whatever.
So I think not even with or without. So we've done everything we can do to explore options for annexation. Some way, somehow, someone convinces them to change their mind.
loves is on our water and sewer we would love to annex them so we can generate tax revenue from them we we can't do it they've also wanted they've also been willing to be annexed and i know you approached me about the gas station interest for the other gas station yes they also can't stop them and they also wanted to come there it's just the fact of my business that i'm trying to do and unfortunately yes i can think something else there because i
move forward with other ideas that I have.
Yeah, we've explored even trying to annex the road and they stopped that in 2018. You used to be able to do that, can't do that now. I can do everything else besides that one business that's off the road. Yeah, I know. I understand. I know the situation here. We wish we could, but we can't, unfortunately. We have tried for you, Jess.
That's okay, I'll just move forward with what I've got now.
reimbursement for travel, right? Mileage.
Mileage. Okay. Yeah. And also to, I'm not sure that the handbook or the onboarding handbook would cover everything, but we have all parts of the place. So I'm sure eventually maybe we can get up full time. Anything else on that?
My name is Jeff Steele. I work for the city of Greensburg. I've been the GIS coordinator for 23 years. I can't remember, I had, I think Emily. Somebody told me you guys wanted to put all your stuff on GIS. I've been doing it for a long period of time. I have family that live here. I have family that work here, unfortunately. So I've done stuff for the fire departments and everything. So I figured I'd just put a proposal together to help you guys out since I'm close by. I'm 20 minutes away. And like I said, I can help you out any way I can. If you've got any questions for me, because I've listened to you guys talk about utility stuff, and I was racking things off that I currently do for the city that you guys can easily implement. Because I'm getting ready to do the MS4 for these. and GPS, mark all the outfalls, and checking for any kind of illicit discharge and everything. So we're just doing MS4 back to the state. I've done all, I've walked the entire streets of Greensburg and mapped every manhole and everything. So I've pretty much been doing it for a long time. So this is just second nature to me.
I guess what we would like to see is obviously we've got some maps and those maps are not even all the way accurate and the other stuff like the sewer and stuff we don't have maps for we don't know where they're at so one of our big things is being able to identify where all that's at and update that right then we would want to obviously have a continuous when we find those things. But we would like, we'd also like to see where we would be able to put work order tickets in or some things like, hey, Les, we've got this, this, and this. He can go up there and all that. He can click on there where we can identify if these things have been repaired.
app where we the city utility workers contractor calls in and says i got a dig they come out market well as soon as they do the ticket the ticket gets mailed to the city i've got it set up so when the ticket comes in the app reads the email and then automatically puts the location of where it is on the map so if you've already got utilities on the map it'll put the square around where the You can automatically look and see where your utilities are. If you're going to have an issue there, you can say, yep, we're good. You can go ahead and dig. We have nothing there.
I mean, I think that's our biggest thing is our utilities, water and sewer. So which one is your biggest?
Sewer, water? Ours was... Well, yeah. When we started... Honestly, both of us. Well, when we started 27 years ago, ours was that got the depths the pipe sizes the flow so all that's on our maps and then basically what you're going to build is a database that's constantly growing and then after you get that it's I don't know what you can do I mean it just it depends on how you want to do it you want to make that you want to do world orders to where if you want to do something it'll constantly keep updating hey we It's only as good as you want.
Yeah, and so, I mean, that's, in a nutshell, that's what we're looking for. Right, and you can do it all. You can pretty much do it all in one house.
And RTI is on the line, so everybody will be on the cloud. You don't have tech. Nothing more than your computers, a couple iPads, and you have people go out and do stuff.
We just had a big project where Xfinity is coming through, and I couldn't tell you how many things that they've busted up just because they didn't have real workable data to work with.
Right. We're getting ready to put in a water line in Greensburg from 4th Street all the way over past Wendy's. And I'll be out there every day. As they're digging, put stuff in, GPS can put it in so we know exactly the depths, what's connected, what's there. And like I said, that's why we all do it.
You say you're out of.
Okay. We've talked about I think every month for the past 6 months, but now we've got 3. Yeah, we've got 3, 3 solid. Okay. And I, there's another estimate on the agenda here. Are we prepared to make a decision tonight, or do we want to say next month we're making a decision? I would like this at a deadline of paper.
I'd say next month. I haven't had an opportunity.
Yeah. There should be two more on there, right?
I see WTH.
Do you guys have any other questions?
No, I mean, I think. pretty much the same platform it's just a matter of you know what what convenience we have obviously one being locality yeah that's nice oh yeah i think that we need to review this stuff
One of the biggest issues is collecting the points, making sure that somebody has a GPS device that we can use or bridge
You can get an iPad for next to nothing. And then you can go out and GPS all those.
Do you collect points and it automatically goes to your map?
Yeah, it's going to be real time. because they think they're tracking what they're doing and so that's not what it's doing. But yeah, change from.
Les, do you have a copy of all the proposals? I do, yeah. Okay. Maybe not his. Which one do you think goes to you? Everybody can give me presentations and talk about it. It still doesn't apply because I don't do everything. Tim's probably done some demos and all that, so probably has a little more understanding. But if we can maybe just, you can kind of give us your thoughts. We just target next month. Let's try and make a decision.
Yeah.
GOING TO SHARE SOME INFORMATION ON COMMUNITY CROSSING MATCHING GRANTS.
THESE THREE STREETS THAT I'M GOING TO TALK ABOUT, THOSE ARE THREE STREETS THAT WE APPLIED FOR LAST YEAR AND DID NOT RECEIVE MONEY FOR IT. WITH THE CCMG FUNDS. this this just kind of gives a summary um with the 2027 ccmg application town would qualify for 80 20 match which would mean that the the endot would pay for 80 percent of the construction cost the design services would be 100 percent of the responsibility of the town You can receive it for a maximum of a million dollars, which equates to $1,250,000 in construction costs. You don't have to apply for that much. What I try to show in this spreadsheet is the top, which is in light blue or purple. John and I went and visited, drove the first street project and tried to come up with some potential solutions for that street. So there's three options there. We also looked at Harrison, two different segments for Harrison. So what I did is I went through and I came up with the estimated construction costs and the far right column would be the town's match depending on which option you chose. so for harrison and franklin street we are planning on milling an inch and a half and putting that an inch and a half of surface the question would be depending on how much the town wants to spend on ccmg projects would be what is your preference for first street so the fir the top the top row if you will first street hot mix asphalt overlay That would include some storm inlets and a storm sewer that would pick up some areas where we got a lot of rain this summer. It was pretty obvious where there were some areas there that needed some attention. I don't think there's any inlets on First Street except for the very east end at the county road. So with all three of these options, with the storm sewer. We're gonna add three sets of inlets, each set of it. So we'd have an inlet on the north side of the road, inlet on the south side of the road, manhole in the middle of either the north or south travel lane. Then we have a storm sewer that would carry that water that gets picked up, carry it to the east and connect to those existing inlets along the county road. So all three of those, all three of these options do the exact same thing with the storm sewer. The difference is the top option, which is first street hot mix asphalt overlay, we would patch the areas that are bad out there right now with asphalt, and then we would overlay an inch and a half of what's out there now. And that would result in about a $300,000 costs, construction costs, which would equate to 20% of that would be the 60,000, would be the town's match for construction costs. The second option would be if we were to remove, when I say remove, we wouldn't remove the cul-de-sac. The cul-de-sac here is in pretty decent shape. So this would be removing the existing concrete from curb to curb. from the cul-de-sac to the county road and when we replace it with full depth hot mix asphalt so we would have an aggregate we have a hot mix asphalt base another layer of what and that would refer to as intermediate and then we have a surface layer on top of that and then we have and still have those same storm sewer improvements that i mentioned earlier The third option would be to do something very similar to what I just described as far as removing the existing concrete from curb to curb, but this would be putting in eight inches of concrete for the street. But obviously as you go down that list, you can see the difference in costs. The overlay would be roughly $300,000. the full depth pavement replacement with asphalt we're estimating at approximately 635 000 and then if you were to go with the concrete option that would be about 920 000 construction costs and as you go down that that also increases the longevity of not having to go back and that was my first question yeah all of these would be improved does any other does any other concrete streets
yeah and the issue with that is if you have a watering break that's a lot harder to you know yeah patch yeah um a lot harder question even the first option on first street are we is that still adding storm sewer
What we would do is, just like you explained, we'd go through and we'd saw cut, the contractor would saw cut the concrete. Then we'd go in there and patch it. We could just patch it with hot mix asphalt. And basically what we'd do is they would replace it and match what the elevation of the existing pavement, and then they just come across with the overlay. It helps, it makes it look like it was all done one time and you hopefully don't see the cracks of where the patching was underneath it. It can happen, but you try to avoid that.
Right now, water coming from First Street, all of it's just washing down the street to the inlet? So all that water existing is going in the inlets of the town?
There may be some spots out there where I guess I don't know exactly what happens with the stormwater. Even when I go through there this afternoon, I kind of look to see what it looked like. It looks like there's maybe a spot down by the cul-de-sac that might sit a little bit lower than some of the roadway as you move east. So I don't know exactly what happens with some of those low areas if there aren't.
if there aren't uh existing inlets that eventually it absorbs into the soil or what exactly happens i guess my thought process is obviously we have issues in our storm and so if we added let's just add a bunch of water additional how big of an impact is that um
One of the, something that's really detrimental to the longevity of pavement is water and moisture. Sitting in the pavement, sitting in the soil next to the pavement. If you are concerned about how much water is getting to, so you're saying this is possible just to your wastewater treatment plant?
Is that so much of an issue? We're getting water into our sanitary, but it's not necessarily coming from our storm?
That's possible, but we don't know.
with sewage and high water?
One thing that we could do if you're concerned about this rush of storm water into your system is we could put some type of like a restrictor on that pipe so it almost you have what they call like inline detention so that storm sewer on first street water is going to get into your storm sewer It's still going to get there eventually. It just should help to prevent situations where you have all of this peak discharge in your system that may push those.
And I'm just going to put a restrictor we go in a manhole. That way, if we resolve our issues, we can remove the restrictor. Correct.
Correct. Yeah, I think we can do something with a manhole where it restricts the flow. But if at a later date, it may just be bolts that you get down in there and then remove those bolts or remove a plate.
So I watch it every time it rains. That whole street goes through that one drain down there. So after it stops raining, we've got about an hour and a half to two hours of still river water just running down the street. So there's a lot of water that goes into that, restricting that may make things worse. I called you one day and wanted to talk to you. There's a blocked drain down there where the farmers blocked it all. And the drain, I believe, is Towns. Well, I would think it's Towns. But the farmer, he farms over it and blocks it all up. So Mildred was the one talking about it. She said she's lived there since she built the house there. So she's lived there the whole time. And she swears up and down. That's why our street's destroyed is because of that one drain. Could be. Yeah, possibility.
everything goes to that one drain there we have a river for two hours after right i think that goes across the road this i know it's i know it's right behind nolan's house like right behind our fence there's a drain right there in like an east there's Is there any issue, significant issue, obviously concrete lasting much longer, if we were to overlay the existing concrete?
I'm assuming where it's broken up and came in, it's an issue with the sub-base, right?
And that will be removed and patched appropriately so we're not continuing to deal with that?
It'll help.
It'll help to address those areas. Usually when concrete starts to fail, it's either because there's a lot of moisture getting in there, or a lot of times it's the aggregate that's underneath the concrete or whatever soil was not compacted properly. That usually is why concrete may not start to fail.
Got it. All right. If we were to move forward,
open today and then the deadline is the end of september september 30th okay to submit your applications would you recommend against a mass fall over lights on first street i wouldn't recommend against it i mean it's
I don't remember off the top of my head. We put like 250 in, but we only spent one or something. Is that accurate? Well, we have $500.
between one and two, you know, you say it lasts longer. How much longer? Double the price longer?
You're talking about an inch and a half on asphalt. I want to say in three years we'll be patching it.
We can do additional next year.
We have the money and only spend it on road and streets.
So the second option versus that first option, like what kind of time difference are we talking about?
Well, with either option, you're still, that first layer, that surface layer is a wearing surface. So whether you go with the overlay, whether you go with the full depth, hot mix asphalt pavements, there's still going to be some maintenance on that street eventually with that surface. You may have to still come in five years and mill that surface and put it back down like you're doing with some of your other streets. But you shouldn't have the condition like you have out there right now with First Street as far as seeing these areas where the pavement's falling apart. It's going to be some cracking, some falling that might need to be If you went with the second option. I don't think we should go for concrete.
That's my opinion.
We have asphalt streets.
Let's have asphalt streets. It's a lot random. And like Wes says, it makes it harder for you guys to work over there too.
The second street, Harrison Fire Station to Main is Oh, Harrison runs into the back of the fire station.
Yeah, that's a short little stretch. It's a terrible shape. It's a great two.
That's basically about a block.
So it's basically two half of the street. I know Franklin Street.
You know, some of these other streets, such as Franklin, we can also shorten up. We can adjust those limits as well if you're
if the grant money's there and we have the funds i would say we can move forward like i said i wouldn't go back to concrete i would love to just pull the whole first street concrete up and fix the base and then we'll start fresh i would say harrison street we can piece them up as well but again we have the bonds and then franklin is another one that actually has to happen i haven't paid attention to harrison street much further down but john said it was a pretty rough shot it's possible that in frankie's sister's house what's causing it i don't know john john's thinks it's relevant on Franklin Street. There's a stretch there where every couple of feet there's very noticeable bumps.
You're thinking it's from railroad ties?
John thinks that there was an old railroad spur and so there may be some
do you anticipate uh having to do sanitary work in new areas or that's something we need to coordinate actually that's a great question yeah if there were things like improvements
do them as part of this project. It's just the NDOT would not cover those costs. Sanitary costs.
Sanitary or water. What is the, if we were awarded this grant, what is the timeframe to?
Well, the deadline is the end of September. It will take NDOT some time to make a decision on how they're going to distribute their funds. spring of 2027.
If we said, can we start it in fall of 2027, would that not say, no, you have to use the funds before that?
They, last year, and I have to read the requirements again to see if they've changed, but they want to have these projects shovel ready. They want you to, now they do say that they want to have a contract, they want you to have a contractor selected and under contract within a relatively short period of time. now that doesn't mean that we couldn't tell the contractor you can't start this work until fall of 27 or whatever whatever we'll use i see a note on the on your document says max 24 months from contract closeout project yeah that's once you receive your funds and that wants you to have your project closed out within 24 months within two years if you don't do that um they don't allow you to apply apply for more more ccg money until that gets resolved So you would probably have the flexibility to push that construction for these potential projects to later in 2027. I don't think you're gonna have an issue with that. You have a contractor under contract, you have selected them, but when you put your bid documents out, you're gonna have a schedule that says, hey, you're not gonna get your notice to proceed until August of 27 or September, whatever it is that we determine. Now we want to be careful that we don't push it too far back in the year because then there's some stipulations on your temperature when you put asphalt down. So if our expectation of the contractor is, hey, we want you to do this in 27, at the end of 27, you don't want to push them too far back Another issue with putting a contractor in that type of a window is there's some contractors that may not bid on it because we've got all this other work and we're probably going to do that other work at this time too. If we don't have the flexibility to kind of do that project when it fits our schedule, that might impact some contractors' pay or how they price it. But it can be done.
my thought is i want every street to be unfixed there's no issue there's no we're not is it this does storm there's no sanitary issues on the first street right so we know what's now and this adds storm so first street is a no brand to include yeah is there anything
more clarity for the other streets yeah you can you can absolutely apply next year and i've said that they're planning to be the same they used to have two different application periods years ago now they just have one and they've said that they're going to have it in the fall so we could move forward tonight and say let's move forward
because i would guess franklin to shore that's down by
And once we apply for these funds, if we determine before we send these out to the contractors that maybe we want to shorten up a lock or something like that on Franklin, or these, we say that it's going to go from Jackson to short. If there are some locks in there that we don't want to include, we can take those out.
Okay.
Well, there's some flexibility there. We just want to be careful that when we do send this out to the contractors for bids, And that's going to be sensitive to us changing the scope of those projects after we've been. When would we send it to contractors under this timeline? Oh, it could be late 26, early 27. They do expect us once you get your notice of reward from NDOT, they would like, like I said, they're not going to be sure. you do get your notice of award they expect you to have it in a relatively I don't know if it's 30 days okay max 30 months from award notice to get contractor under contract that was some of the requirements they had last year okay I would assume they'll be similar this year so we got kind of two things at the same time good news the program
we can withdraw. We can approve these and say we will, based upon the preliminary engineering report on the sanitary, if something needs to be withdrawn, we'll give you the authorization to withdraw.
Yeah, I can discuss that with Lori if there's any areas that we need to be careful of.
I guess it sounds like we're, all of us have said no concrete. But I would say if we're ready to do it, just do a full length all at once so we're not milling half the road and then come back maybe two years later and all of that stuff.
Harrison Street, the three blocks between Lane and Taylor have been done fairly recently compared to the others. They rate the five and the six, those three blocks, that weren't in the street main to taylor you said it is in good shape according to mass grade it is a fair shape okay from taylor to short street it's in four shape according to the pace for ratings kind of an idea of those segments. The ones in pink were the ones that, see the two? There was a little rain where you had a little better rain there. The rain just went back down, same thing here on Frank.
So you're saying not like this list up here? I would do the whole thing.
This here?
Yeah.
This option and that option.
So for Harrison, are you willing to go to the fire station too short?
I don't understand what you're saying.
I'm just reading. That's a segment of the road. That's not the whole road, it's just a segment. And that's just the dead end right there by the fire station.
It's aware of me. I thought, sorry, I thought this was two options. Kind of how this was. No, sorry, I didn't explain that right away. No, what's in pink is.
Two different spots. Yeah, not two different options, just two different segments. So that's 30. so from maine to taylor that existing roadways are in better shape than the ones that we are uh proposing to the other three buildings for six grand right it's in four shapes
two that we said yeah from they're at the top of that hill where the road used to end from their main races
so are we in agreement the 127 act i'm just talking about our
and I'll comment on that at the end of the budget.
So the agreement for you that would cover assisting the town with submitting the application, design process, utility coordination, topographic survey of first streets, bidding assistance, and then project closeout as well. And we anticipate construction assistance being similar to what review pay applications, and then if there are questions that come up that the town may need some assistance on, we can provide that assistance. But we are planning on being here on a regular basis observing the pattern. But these services are very similar to what we provided for your current project.
Yeah, you were right, the project
preliminary engineering, building assistance, construction, and closeout assistance. I'll second.
All in favor? Aye.
sorry that took a little longer than oh it's all right i thought there'd be some questions i tried to that's why i put the spreadsheet together it's like well we throw a lot of information at them i'll put something together that helps out a little bit but yeah i understand what's going on listen this needs you want to test this and then you need the wet copier
We do not need a wet copy, but I brought another one along.
So if you want to sign both of them, then you guys can have one.
we have another gis proposal from wth i don't think we have any gis questions um i you probably heard us speaking about earlier i think we're going to have less for you and provide some feedback to us and what we're going to do next month us making a decision on which one
She's not it
Oh, that's the resolution.
Yeah. OK. Melissa, on the agenda, the writing off debt, second read. Yes. It's opening up.
All right, so
All right. Ordinance 2026-26, an ordinance for collecting and running off debt owed to the Town of St. Paul, Indiana Municipal Utilities. Open up to public comment. All right, I'll close with a comment. I'll begin reading Ordinance 2026-26, an ordinance reflecting writing off debt owed to the town of St. Paul and the inner-municipal utilities, whereas upon the review of the policies and ordinances regulating collections- Okay. with regards to the preliminary engineering review and the ultra grant, they would like to us to select a date of September 14th or 15th for the public engagement meeting. They're proposing noon and 5.30 PM. I am unable to attend those two days. I'll be out of town. Does Richard have his calendar for here? 14th and the 15th of September. We don't have to be present. She would like a board member present at each meeting if possible. I can make the public hearing. I can do a 15th and 530.
So it would be the times on the same day, right? Yes. So Tuesday the 15th at noon for me.
Yeah.
Unknown. An hour. Based on the public engagement we've had for other things, not very long. But I would say they would probably want to be here for at least an hour. but I'm hoping to provide feedback. It says CERCSE and police may never facilitate these. I asked if the board would be sitting present. She said no. The other item is the public hearing. We need to select either September 28th or 29th. So we have 12 and 530, right? On Tuesday the 15th? Correct. 12 and 530.
12 and 530. 12 and 530. The 28th and 29th? 29th. What time are we looking at for that?
Same kind of deal?
That's our discretion. Okay.
Tuesday, the 29th.
Yeah, that will look for me. At what time did you say? 7 a.m. Okay.
it'll just be a special meeting for the public hearing for okra and srf and i'll need to be present for that right correct and we could also discuss our feedback yeah that gives us if we discuss that that night week before meeting the next Tuesday.
29th is a Tuesday at 7 p.m. How's it look on there? Do we have to advertise that meeting?
Yeah, this will have to advertise it.
there was a law passed regarding property taxes that's left counties and communities and therefore there's some political side to it of which i've not delved into but basically the state's now handing it to county councils They've been mandated to create must council or advisory councils, which is the county council and basically the treasures from each of the municipalities, cities, towns, municipalities. county were unable to make it and it's it was more of a fact finding and meeting um a aim accelerate indiana municipalities is uh Leaving that meeting, it sounds like the county has not yet set their must meeting. I believe there's a deadline by the end of the month of when that's supposed to have been set. And so we left that meeting, basically, we are going to send a letter. AIM is going to draft a letter for us and say, hey, we're officially requesting the county set this meeting. I believe, Kenny, who is the county council member assigned to do this? So there will be a meeting at some point they open up to other members. It basically affects our long-term tax revenue. More just of an FYI.
I've actually reached out to Shelby County and they have a meeting scheduled this month.
They indicated that most counties have a number of meetings in regards to this topic. like Crankspur can go their own way, but they would rather not go their own way. It's more beneficial for the county to adopt something like that. So there's a lot of politics that are going back and forth on it. Obviously, our duty is to look out for the town of St. Paul and see if we can make sure we're not going black and white. All right. Last item on the agenda is public comment. I know you, sorry, you raised your hand earlier.
You guys were talking about the house a little earlier. Uh-huh. What's involved. The 207 text about South Texas. we'll take a look we'll come back if there's any other issues we'll let you know all right appreciate you following up on it thank you
All right, any other public comment?
as far as like what what what are you looking i mean we read through it i read through it actually i was it i mean it was interesting information and i don't know i just know in the positions that we're in here that it doesn't really reflect our town it doesn't reflect to be in a small town. I just didn't feel like it applied to us.
So if not a moratorium, like would you be open to, like if I presented you with an ordinance that another county has already
implemented like instead of putting a moratorium in would you be open to like reviewing that ordinance and maybe implementing that so that would it would be less less of a it would shorten the process yeah it's not a just show stop working yeah that's what we want to let down on when we were all having the conversation when the technology that's scaring us out there now in the future may be shrunken. And if that gets shrunken and it becomes a little more safe, we get ourselves locked in something where we're just saying that this is never going to happen. Now we've got ourselves in a situation. Right.
Well, that's why I did bring an ordinance along for the Shelby counties, and they're not banning. They're not banning them. It's just a restrictive ordinance that would protect the citizens around that area of where, if that makes sense.
I personally, I'll entertain looking at it.
I don't want to waste your time. I know you guys, like, you have been very You have a general concern and we don't want to
be you know submissive to that or just but so i mean i definitely will entertain reading through what you have i just can't and you know i obviously can't make a decision on my own and i can't speak for the other two so yes i i'll entertain it if you have that i'm happy to read through it i do think some
So I think it would be very challenging for
okay i believe our emails are listed on the website yeah thank you yeah thank you anybody else before i get to john uh yeah before i forget um it's pretty early uh halloween falls on the 31st on a saturday um i'm requesting the hours to be applied to aid for church i know we're always really i want to say um
Is there, does Kiwanis make an official announcement or how is that?
Everybody in the whole town, if you want everybody in the whole town to figure out something wrong, then put it somewhere else.
I just don't know if we can put it anywhere else. Okay. All right.
John, you're up.
Okay.
I had a question for Josh too on our science And I'm talking to Joey. Joey said he thought it might be more appropriate to have dusk instead of 10 o'clock at night. Do we have an ordinance? I was just going to lie about the other side.
Selfishly, I can say, I know my kids at any issues that's going on the park after hours? I just didn't know if there was something. something like that just leave it as it is i would do this i mean if there's if there's an issue that would start showing up from that can be so hard maybe that's unfortunate um
It is my understanding that the park down there was owned by the parts firm.
It was administered all the maintenance to this court, so all the hard work was done by the court. We take care of the trash and just general maintenance.
Are we able to contract that for them? No.
They just do it on their own?
possibly christmas in here oh a month or so ago wasn't that maybe the last month and yeah
I'm thinking maybe a 10 car lot down there. Just have to find somebody to come up with a drawing or something.
Ask Tim if he can hold the ropes.
See if maybe they can come up and put the ropes on. My main thing is painting starts Thursday. We're going to come in with a concrete rule. and start doing the ramps. I think the building will probably be in a few days. fixed first street that big since you decided that we're going to go to there's no reason to do a full concrete patch on that yeah there's no there's going to be in the middle of you know all that down and all that but at this point but they still they still throw some hot patches we don't need to go full meal deal concrete that's destroying the street there just on the east side of the Brunner Center and it's destroying the sidewalk and street in conjunction. Juan and I looked at it, we're probably going to have to do the sidewalk and the street at the same time otherwise you're not going to get them to go together. Before that we're going to have to cut off paid into the traffic pattern they said they will uh mill that down four foot two foot and get that straightened back up the whole street fell out fell over yeah it's just it's where that stops for sale yeah yeah yeah yeah yeah that needs to be but it didn't just know that that's all on number item three yeah that's all item three also an item three is uh i believe it's a previous water repair right mr brook's house yeah i'm not sure if there's a water repair service repair but there's a pretty good patch on harrison street hey also the latest franklin street that's going to need to be repaved and those are the seven places that they're going to pave
Water tell item number two. Only says concrete sidewalk on East Washington.
It's where everybody comes out of that parking lot. It's a river center. And what's happening is the trucks are coming out of the alley and going south and they cut over into his parking lot. Then they drop off that sidewalk into the street that wasn't built. I think if you do a straight view on Google Maps, there's two best way trucks. There's two best way trucks sitting there.
Where is this? It's the sidewalk right there.
Right there. That's where it's at right there.
Yeah, that's it right there from the alley back to the sitters. That's what it was for. I think it's about a 10-foot wide strip, maybe 8-foot wide strip from the sidewalk out into the street. But I could get with Ron again. Probably 160 feet of sidewalk. 190 square feet of sidewalk.
I would say maybe get one other estimate on the concrete. That's just the thing that comes to my mind. That seems expensive for that. Maybe it's not. just for it you know obviously there's an excavation that's got to go in there are you saying that you would you would fix it and then restrict it for heavy traffic six inches it would handle heavy so well you wouldn't want every truck traffic on it just same time you cross the sidewalk
cross yeah six inches and since that is just a driveway the whole thing is yeah yeah driveway basically if you want to pay me on police part two pay the stumps there don't you do that
The asphalt portion. Did we put that sidewalk in or did the Brunner Center put that sidewalk in or did we not?
That sidewalk was not new. It was existing.
It wasn't changed when the Brunner Center
the concrete patches on first street obviously it's no longer yeah it's not needed so or what if we tonight approve asphalt and then approve up to eighty three hundred and fifty dollars to be Just go ahead and tell them to do it.
It's two separate crews?
Yeah, they have a crew that does concrete, and they have crews that do as well. Actually, I have another crew that does milling. I mean, it's quite a few different processes. So item number one on first street is off the boards. It's where to do a full mill replacement.
Will they be willing to... patch it up for now? Not that, I'm saying just throw some in it.
Well, we could have them knock that down and just put some asphalt in it.
The gravel part? I mean, that kind of sinks down. That chuck hole that I saw you spray paint around the other day, that'll take some tire out.
I'll have him change that from just put a few inches of asphalt in there and get this through until next spring. He'll understand. Okay.
I can contact at least one person. Okay. So would the council like to approve item three on the Native American quote for $17,300
At least one other person. So you want me to get with him and do the asphalt patching on first street? Yeah. And then... In your seven areas. Seven areas. Seven areas and then we're going to look at someone
