Council - Regular Meeting

We're going to go ahead and call the meeting to order. We have all council members present, and Alyssa from the Clerk Treasurer's Office. I want to thank everybody from the public for attending today's meeting. We'll get right into it. First item is the reading and approval of the meeting minutes from July. Has everyone had a chance to read those meetings?

All right, next item is town department reports. We'll start with Josh and the town office.

The only thing I need to add, I have four things here real quick. I was approached by the St. Paul Christian Church. If they are allowed to do a road closure this coming Sunday from noon to two, they don't know if it's going to be on Webster or Harrison Street. They're having a separation of life. I may allow that around that area somewhere from noon to two o'clock Sunday. Yeah. To my knowledge, the town does not have a maternity or paternity leave. So.

It applies. That's a great question, of which I do not know the answer. I'm assuming there's an appending date that you'd like me to survive.

I'm going to take some time off around October 1st. October 1st. Okay.

All right, next item is the gym and civic center.

That's really high for July. The good news is that this is not in the report. We have 30, Wow, wow. There's a company that has been waiting for us for like three months now called D1 Athletes Academy. Women's basketball, they teach high school and middle school, middle school girls on basketball. These are not professionals, but they're Division I basketball players. They're doing, they moved some that they had at a church in Shelbyville and stuff. They will be here five days a week, every week in August. And then we also have other rentals. So we have about, that's 25 basically. We have 25 rentals scheduled tonight. So we're gonna have a good month for that. We're also starting, as I mentioned in there, the We got a grant we received from the Peter Cannon Community Foundation. repair at the stage. We've already completed the water lines. Les, with my limited help and John's limited help, was able to get most of the lines, the water lines changed. And so anyway, but it's all done. The H&R help just finished. So anyway, that's where that gym is. The Civic Center. Thanks to John as well. This has been clean. And we found that air filters don't last for 10 years. So they will replace them. And you never guess where they are. So you have to look. Actually, we could probably make some money doing this. But anyway. But anyway, this flame is in much better shape. We've started to get rid of the piano, the organ, and other things. I'd like to add the old TV that's in there and the Wii game and that stuff. We can put it on the town's website one more time and nobody takes it then. We'll put the price on there for everything instead of Zebra. $1, whatever. And I did sell the chair back there. I got the money for the chair. Hey, you got $21. I won't tell you. It's someone who lived around here.

But anyway, $21.

But he hasn't picked it up. But anyway, that's the Civic Center. We have one rental this month. We've got some other things planned for the future through the Columbus Club, and we'll bring those up in the next month's meeting.

Okay. Next item, water sewer, Les.

This is another report for August 4th, 2026. Go to page two under operations report 1.0, wastewater treatment at low quality. During June, the quality was within the limits of the NPDES permit. I guess I'm not going to read through that. June, which is the most recent information we have. As far as the performance at the wastewater treatment facility, for ammonia, it was 98.2%, DOD, 93%, and suspended solids, 50%. We traded 3.647 million gallons. We had a raw switch flow average of 0.135 or 135,000 gallons per day. The maximum raw switch flow was 250 or 250 000 gallons per day the average flow was 0.089 million gallons or 89 000 gallons per day on page three um completed the following activities of course we do weekly checks in the lift stations and they were completed uh again uh on the compliance plan update as of right now uh i know Police in Vanderbilt is working with HP Thompson to have a demonstration of a filter unit sometime later in the year.

So looking forward to that and see how that works out.

Also, and then we'll go to 2.1, water treatment facility operations. The following information is collected. We pumped 6.353 million gallons to the distribution system. The pumping day was June 18th. It was 0.314 million gallons. And that actually was the usual water rate for Franklin Street. Low pumping day was 0. 1.86 million gallons on June 3rd, and the average daily usage was 0.2 and 0.4 million gallons. 2.2, the water distribution system, utility person up to do the hauling activities, and there was one service call . There are 2.3 chlorine residual at the far ends of the system. The chlorine residual is 0.67 milligrams per liter. samples for negative factor that's it as far as the report uh a few things and we are working continue to work on is the sewer on jefferson street water we did get we did have a section of the sewer televised from water street going north behind the houses towards Jefferson Street, and we're route-bound. The routes have caused the piping to be, you know, deteriorated or whatever, as I'm saying, piping, you know. So we've got two investments so far. One of them is $19,000, and one of them is $26,000. But we just want to table that right now to further investigate, maybe another round we can go with it. So that's something, you know, in the future, maybe next month I'll have something put together to remedy the issue there.

Where is that line again?

Water Street. It comes down Water Street, about three-quarters of the way before it gets to River Bend. It turns and goes north. And you have a 12-inch main coming from down Jefferson Street that comes south and they meet into a manhole. Then they go to the lift station.

What is the manhole that we're popping the lid on? Which I think is at the bottom of Water Street. It's at the bottom of Water Street. And is the main turned before then? Is that what you're saying?

Yeah, it does. At that point, where the manhole is, it turns and goes north.

Okay. It goes through the lark, yeah, the yards?

Yeah, it goes through the yards. And all them pine trees along there, the roots from them pine trees are getting into the sanitary. So that's the biggest issue there is the roots. Yeah. And they've got inside the piping in between the joints, you know, it's play tile. Yeah. So it's getting into the joints and then just, you know...

So the quotes you got, what does that entail of? The quotes, the 19K and the 26?

Water Street, we're at 92, the manhole behind the house is where it is.

Do you know approximately how many feet that is?

150.

So that's not replacing it all the way to Jefferson Street? Is there, there's another manhole somewhere back in those yards?

There is, and that's where they meet. Jefferson Street, like I said, it turns into, it turns there and comes into the yard there where Jefferson meets with the line coming from Water Street. And there's a manhole there that goes from there to the great south of the station. Okay. Or no, the east, east of the station. Yeah. So the 12X line going to the lift station, we didn't have that cameraed, so we don't know really the condition of it. But the maps that we found, John put together, it does state that there is plugging issues there with the roots.

So that has not been cameraed from that manhole? through the yards. It has not been had a camera through it.

Not recently. We have a map that shows the line from Jefferson to the backyard and also the line from water to the backyard and then from the backyard to riverbeds all being grouped now from a study they've done four or five years ago and they put the new list station in.

Okay. So basically, it's all running down Water Street, getting in the manhole, and then it can't get through the pipe fast enough until it's popping the lid.

That idea can't go anywhere, and it just blows that manhole off.

Yeah. There's that. You can probably see it. There's the manhole.

If you possibly have a new line from Water Street over to the manhole in the backyard, it might alleviate that.

But I think we need to investigate the condition of the pipe going south or east of the lift station to see.

Down Jefferson Street. Yeah. So he's saying we need to investigate this line too.

Well, the one in the backyard. The one in the backyard. Oh, okay. Going to the lift station. Okay. Back behind Mike Clark's house.

Yeah. I'm assuming it runs alongside Mike Clark's and then alongside Tony George's barn?

Yeah, it goes back to Tony George's barn almost to a manhole where that utility pole is. then it turns and heads for the main lift station.

Okay. And like I said, there's trees all along that ground.

Yeah. I'm assuming nobody's talked to the homeowners?

Well, there's an easement there, so. Yeah. I did talk to the one homeowner that is right there just off of Water Street. Mike? He's all for, I don't know.

Well, I guess if you want to do some more looking into it, and then maybe we can talk more next week or next month.

I want to give the police in Vandenberg, too, to see what their opinion was. I've got kind of an idea of maybe reroutement, and I would like somebody else to take over. Yeah. Yeah.

rerouting it like through this street yeah it seems to make straight down water street and connect into the line there on river bend yeah yeah it's just only an eight inch line coming down water yeah yeah i guess talk with them and that's what we can come up with basically put that out there that we're working on is a uh way to fix it so that didn't come up in the streets okay i did not see saturday when we had that rain event rain and electrical storm uh i did not i was not in town so i didn't get to see what went on down there yeah a few other items uh uh we

Just about completed the hybrid plushy. We've got 15 more to go.

So far, it's been pretty clean, actually. Not any issues at all.

Of course, when you first open it, you get a burst of dirty water because it sits in that branch line between the main and the hybrid. But other than that, we haven't experienced anything like it was a couple years ago.

We seem to have gotten that resolved. Unknown to us, there was already a system in place that was a set point in there yesterday, but we've had to adjust them already. Okay. Based on another issue.

Yeah, the backup battery went out, so we were dead again. Never had the power.

So we went up there and temporarily put it into a receptacle. Got away with the battery backup right now. So we'll use the pressure as the backup.

I mean, some of the issues that happens Saturday night, Sunday, was a breaker. And John will probably tell you a little more about that. But one of the breakers went up.

I think we had a lightning strike. Okay. They came down and knocked both the breakers into neutral. Okay. Shorted down one of the wires. It also did some damage back in the water plant. Okay.

All right. What kind of damage at the water plant?

Water plant was infected. Some of the controllers put radiance so they had to move them around and reconnect. I didn't realize we had that much of an electrical store here. I was at Shelbyville and I swear I've never seen it rain that hard in my life.

I had a couple of things. Are we done with the fire hydrant replacements? I think I saw. Yeah. Okay.

Well, we have to raise the one down on Franklin Street.

We were going to do it today, but we didn't get the right support.

Well, we made an attempt last Friday to raise it up, but they sent the wrong advisor. We didn't realize that until we worked on it for two or three hours. Yeah.

No, you're fine. On an empty lot that has a water hookup, they tore a house down, obviously we don't bill them for water. Is it a state law that we have to bill them for sewer? okay yeah i believe that is the case we do this came up i thought we did for everybody but obviously one just came up that somebody's getting fired somebody's not paying a lot they have but i thought we had everybody is there a water meter on that lot not sure you know if it's just an empty piece of ground with no water meter i don't think we have i don't think we can't charge them but if there's a water if we have a service to the lot i think we have to Like if there's a sewer lateral and a water meter serving a lot, we have to .

Unfortunately, his friend's gonna start paying sewer. Don't tell him that it was his friend.

I'm assuming all the other board members had a chance to read through it. I don't have any issues with it. I'm assuming because this is an ordinance, we have to have two readings. It's not urgent that we need to pass it on one reading, correct?

Down from water lines. Also the concrete on First Street. When there are concrete crews in town, I'm going to have them go ahead and pave that and have it done right.

The patch over here. I'm not going to get anything elaborate, but I want to get a good patch on that. Get it dowelled in. Also, I don't know if you've noticed, there's an orange coat on the county line.

I've not been down county lines, so I don't know where the orange coat is.

Well, when the concrete crew is here, Les is gonna give us a manhole riser that thing's in bad shape. And we're gonna put a new manhole riser to constantly bring around it. And then I'm gonna have the asphalt group finish that up. Oh, six or seven repairs they have done, which would be out of the town's pocket. That won't be any of the end up. Also, do you wanna do any extra paving out of the town's pocket. Just for fun, I priced Webster Street, where we have the events at, and they want about $12,000 to do that. I talked to the office today. I guess we've got quite a bit of money to do stuff like that. I didn't know if you had any other streets in mind.

I would love to pave more streets. I think the best bang for our duck is duck. Best bang for our buck is matching money. is there maybe the other board members have a different opinion i would love to see let's close this paving grain out and then see if we can go again identify a few a few of those streets that we believe need repaved and see if we get the matching money if we can't get the matching money then i think we can make that decision that hey do we want to pay for that out of the town's pocket but i would rather our next round is uh we have to have it in and by the end of september okay

It looks like first street, I went out with the engineer. And I think that was one of your priorities.

Yeah, 100%.

First street. And we're looking at that. He took pictures, everything else. We can get that in. Just climb on this next round. Also, Franklin and Harrison were kicked out of this last round for some reason. Les said he's going to be doing some sewer work. on either one of those two roads. So I don't know if we want to pursue on getting those hit on the next round. We've got another meeting if we can talk about that.

I guess let's, you said there's some sewer work that's going to be going on there? The question is, when are we doing that? Because once we get the comp plan, then we can start going, trying to find additional funding. I know Lori and her team are working on the study of what would a plant cost and then further.

Yeah, and they have been in town a couple times last week. And then they're going to be in town Thursday to look at the lift stations.

Maybe we leave it off. If someone has other opinions, maybe we leave it off for this year. And then because there is a couple of spots on those roads, I just noticed getting rough. The others for next year. Do you guys agree or disagree? I'm open to.

Yeah, that's a good, good idea. I talked with Josh Lansford when he was in town doing the sewer work on Wall Street. We looked at a smoke test. at 303 Washington by my house. And the guy had a smoke coming up in his backyard. And we were looking to see what the lateral was that was broken. And from what we found with the camera work, it wasn't a lateral. There's two abandoned laterals there that don't service anything anymore. And the mains are pretty bad shape. The light was leaking all that water into the system. i didn't know if you wanted to address that and have that fixed because that would be as far as it would be on us i would if it's part of the main i would say yes and i think that also helps us obviously we need some sort of cost to do that but i think it gives a cost of eight thousand dollars to do about a hundred a hundred a hundred foot Okay.

If we can maybe get a firm estimate, like a written estimate on, I think he did. I would say we should get at least two estimates for the same scope of work. So we should get two estimates for the same scope of work.

And then that way we have a comparable, but I think. Obviously, the smoke testing has come up with our issues with IDEM. And I think it helps us in our quarterly updates that we have to give to IDEM if we can say that, hey, we are, the town itself is addressing some of these as we find out what the source is.

No. they had their clean out redone by peterman and i've got pictures of it you know what i'm talking about maybe yeah straight down the left turn turn right on yellow house anyhow but they had their clean out already done people read it that's part of the smoke test okay so i think they set that in for the paperwork okay

I think that's something we need to make sure we're keeping track of as people do replace theirs because that helps us give the right message to IDEM that we are doing something.

We had a house at 301 North Main at Harrison Street. It had a hole in the yard and no matter what he put in it, it disappeared. yep and we had that dug up and josh put a camera down through it and it looked like it was an old storm line our new storm sewer was built above that and they never never did anything with the old one so it's washing and uh i noticed after saturday and garrett come by and all that some concrete chunks, I'm afraid we're gonna have to pull it out and put some furniture fittings and just leave that pipe there.

That wasn't on a smoke test, was it?

No, that was just a hole in the yard. His yard was caving in and we're trying to figure out what's going on. I haven't got an estimate on what it is to pick that back up yet. Also, you asked me about a temporary basement for a year.

to fix that and if if you look at it and you're just like yeah that could be fixed if you don't mind getting somebody to you know get a cost on that so those are ancient a little bit of history on that some of the causes over time the town has just paved over and paved over and paved over getting short if you guys want to put something in it or make a request for it

This is Brookville or Batesville. I'm sorry. The way you'll typically use it is you're going to type in an address the first thing. So one-on-one, it gives you choices of any of them that have one-on-one in it.

Zooms to it.

Now I can zoom in to that location and the other information pops up. So the water line in front of there is a six inch CI. Over here is the data that they've chosen to collect on that water main. But you can collect any piece of data you want. You can attach videos to it, you can take pictures, attach those to it, websites, anything like that. Also out here is the sewer lines. And you also have like your valves, manholes. It's as simple as clicking on it and pointing out the information. It can calculate the length of all your system in seconds. Another example here is Molenberg. We just completed this one recently and it's the one probably closest to you guys that is similar in size i really can't give you a price until we find out more information about your system what you guys are looking for and how many miles of pipe you guys have that's usually the two things that i need is how many licenses are you looking for and and the length of the sewer and water are those the only two things you guys are looking at is your water i've been mapped right now yeah you can't continuously map other stuff once you have the product you can map your street signs or sidewalks or anything probably sewer water maybe storm yeah yeah what town did you say this was oldenburg can you tell me roughly what that cost oldenburg it was about eleven thousand dollars for the software that by viewers of the .com. This is the desktop version of the map. It does a lot. There's also this version of the map, which is open for also, and this is a web-based version to be used at your cell phones, iPads, your PC, anything really. It works off of a registration and password. So if you're on your laptop there, leave here, go outside, want to get it on your phone. You just put the same password and username in there. It kicks that one out and now you see it on your phone. So those .com license, what we call this version of the map, those can be on as many different devices you want. It's not perfectly on there. It's just going to a website.

So you said the software was about 11?

11,000 for the software and drawing in the sewer lines and water.

So software and labor to draw everything in?

We also did a project for them because they wanted high accuracy in their points and that was around $2,500 to go out and collect all the points in the town. That could end up being 700 points, something like that.

Yearly license?

Yearly was about $1,800.

That's for the user for all six. Okay. What about support? As in like we need to add more things and stuff is all that.

What we typically try to do is we train you guys. So you can add a new command hole, you can add sidewalk, all those kind of things. We'll help you if we're there. One of the things we've always been good at Typically, we are competition for yours. One is we're usually cheaper. Two, it's user-friendly. A lot of GIS is not very user-friendly. And then third, we have great customer service. We try to, that's what we're known for. We want to make it work.

If you're not helping us, that's half. But I've been involved with them for, years because we had it at Rushville, and then Horser. I know Shelby County has the WTHGIS, too. The county uses it. So that would be another thing that the county uses it. And we do have this in their dispatch.

I've been dealing more with that situation. What company was that?

Our website is wthgis.com. Yeah, they're really happy with it.

They're just now, like you said, they collected 700 points. They paid an extra fee to get down to, I don't know, inches. Inches on their bow boxes, their curb stops, and all that.

like that on a pipe i don't ever have you take the pipe out you just mark it as a band and leave it in there so you know when somebody hits the next time that's a band yeah okay you start connecting the dots yep yes that's basically what it is okay like i said we do their dispatch you know they have our maps in the dispatch we used to do us build some but Most of them are going through a new system where they have basically a phone on the front of the car and they analyze the road as they drive. That's what a lot of the county highways are doing.

So I assume you're familiar with this system.

The thing about St. Paul is that you guys have AC pipe, which is asbestos cement. You can't locate that.

it's seen that pipe so if you could get dial down your valve boxes and you could draw a line between the valve figure out where they're at exactly do you think they do you think they put them in straight yeah basically do the best you can on some of those and then as you find them you put those points in when you dig it up and prepare to leave you know at that point you know exactly where that is So you don't know where it is everywhere, but you know where it is at that point. Just try to be consistent.

If you can get the information you need from Les and get his proposal, I think we can. We have a few other proposals already in front of us tonight, but I think we can probably table them for one more month.

So I assume you can you can put in like a work ticket, like a work ticket sitting there and keep it open.

On the .com, we have what's called field pins, where you can stick it on there, write a description of it, take a picture, attach it right to that location, those type of things. Page 92, we did soften some language around the TIP districts before it was working. It said work to work with to establish a TIP district.

And we revised it to say work with to explore the use. So that language has been adjusted.

On page 99,

again that similar statement um has been resolved on that one and we updated on page 99 okay and then on 125 um there was a strategy about court leading decatur county on um aligning policies regarding the dais and that has been um those were the changes that were made

What was that under? I think some of the page numbers may have changed with the updates.

I didn't have any intention to come speak tonight. I was just gonna come observe. So we've been trying to work with the county commissioners in Cater County. We live in Shelby County, but we just live right across the fields and we're like a quarter mile from Cater County. They, we've been asking them if they would consider putting in a moratorium or adopting a moratorium against data centers. Or I should, let me rephrase this. I always get it wrong. We've asked them to adopt a moratorium to create a restrictive coordinates against data centers, how to restrict them completely, but to keep the citizens safe. So their thought was since the data centers tend to come to the towns because they need land to be annexed, they need city, municipal, like water and sewer to connect to, it would be up to the cities to adopt the moratoriums. So I am here tonight to ask if you would, let me phrase this correctly, adopt a one-year moratorium while you, along with at least one or two citizens, create a restrictive ordinance for data centers that will protect this area. And like I said, I'm not proposing that we don't allow them to come in, but that we have a restrictive ordinance that will protect the citizens. So Shelby County is, I follow, you know, because I live in Shelby County, they are almost done, they have put in the moratorium, they are almost done with the ordinance. And they, I have it on good authority that they would be willing for us to, or for you guys to have your attorney look at it and just make some changes, make it for you, like make some tweaks and changes that would reflect St. Paul. And you could, so you wouldn't have to necessarily go through the whole process of drafting an ordinance, but you could use there somewhat and to it and make it yours. I realize it's a lot to ask for tonight, but I've done, I know that probably from where you're sitting, it seems like silly to even think that we'd have one coming in here, because your town, the size of the town, like it couldn't support, you guys have mentioned that the sewer But what we've seen is when towns are vulnerable like this, they tend to come in and offer to upgrade said systems. And I've also, I have the map here I can show you. You guys are probably familiar with the GIS maps and everything, but there's a landowner south of here with enough land that is contiguous and contiguous to St. Paul land, that it would not be difficult at all should the data center approach said landowner to ask them for an annexation. So I'm asking if you would vote on, I have a couple of, I have a copy here from like a resolution That is Shelby County's. That's just a suggestion for a moratorium. If you want, I can leave it here. But yeah, I'm just asking if you could consider voting on putting in a moratorium tonight, a doctor moratorium.

And even if someone were to come to the town and say, hey, we have money, the process of doing that would be very extensive. think we've shown we've been very open um i know you you brought up the contiguity i'm assuming you're talking if you're talking south of town um are you talking out by the sewer pond lagoons yes so the town owns that land but it is not in the town limits so i can this is i pulled up the gis maps okay so the red is the town limits okay so like even uh what's the road along the river that goes through the road. Is that the one that's down by the stone quarry? Yeah, OK, that that road, even that's not even in the town as of this at this time. So the town owns the property on the sewer lagoons, but it is not currently part of the town, so they would have a hard time meeting continuity if that is the property you're talking about.

It is and I realize that it's where your water treatment plants are, right?

it's just our lagoon yeah yeah i think there's a little structure out there yeah yeah so i i think they would even if the town does not choose to adopt a moratorium We know the property to the north. We discussed that at length last month. There's no interest there. And if you're concerned, property to the south, that doesn't even meet the contiguity requirements. I don't even know if the town could annex the property, our own property. I don't even know if it meets the contiguity requirements.

But we would like, if you don't mind, we'll take that and look that over.
