All right, now that Chad's here, we can go ahead and get started with our city council meeting. So welcome, everybody, to our council meeting. We're going to go ahead and get started correctly. We have here with us Father Joel. I was going to stop at just Father Joel, but I'm going to go ahead and try to pronounce his last name because it's a super cool Italian name, Garavaglia Meironimo. Close enough? He's going to get us started right. He is a chaplain with Intermountain Health, so welcome.

Thank you. A year ago, I moved here, and I'm so glad I did. This is a wonderful city. Of course, I live in Washington, so I'm not really St. George, but I love it, and I come here as often as I can, so I'm grateful.

Oregon. And I had a chance to meet your city manager, and I see why this is a tip-top shitty.

You are exactly right. And so just for the council's benefit, say your name correctly for them so they'll know.

Thank you, God, for the gift of leadership, for the gift of this leadership at St. George, for how they work as a team and how they allow compassion in your spirit to guide them. We ask that you will bless them with discernment, vision, opportunity, and the ability to have the strength and stamina. It's not an easy job, God, so I ask you to be with them. Bless the leaders in this community and bless the people who work for this wonderful city. Continue to provide protection over our city workers. Being a firefighter, I ask for special protection over the fire department. Allow us to know that you are holding us in the midst of your palm. And Lord, be with Chad that he can come on time. And number two is consent calendar. These are administrative items. Staff has reviewed these and recommend approval on each of these items. However, if the council would like to remove any of these for specific consideration, we can accommodate that. Otherwise, staff recommends approval.

Item number three is a public hearing consideration of ordinance number 2026-0051 to vacate approximately 613 feet of platted right away at the south end of Desert Colour Parkway.

Okay, this item, as John had mentioned, it's a roadway vacation. The purpose of it is to realign the roadway. On your screen is the actual, it works as a legal document, but it describes the area that would be vacated, but Right here on your screen, the red portion and I guess the purple portion that gets overlapped, that red and purple area is the area to be removed. It's a hospital, a clinic that's coming in down at Desert Color. They want to realign the road. We already have a preliminary plat in that we will be working on dedicating the roadway in the new alignment. So this one is to vacate this portion of the road and then eventually we'll get it rededicated.

Would it be beneficial to condition this approval based on the dedication of the other right-of-way? That would be great.

I have one question. Are there any owners on either side of this right-of-way other than the clinic?

I did not verify that. I think just the clinic where the red portion is. But aren't we vacating the pink portion as well? Yes, but it comes to a point right there at that point of curvature. And so the new dedication will... encompass right where it gets vacated. And so I want to say for the most part, the only impacted property owner would be a health care. But I have not looked to see on that south end or the south end who that property ownership would be. I think that's just the desert color in their plan development. Does that sound right?

Actually, I think Intermountain Health Services owns both of them.

Do they own both?

I think that's what the county's records say.

I did not verify that.

Yeah, they do. They own everything all the way around it.

4. Consider approval of Ordinance No. 2026-052 amending the Desert Color Plant Development Commercial Zone on approximately 1.28 acres located east of Desert Color Parkway between Southern Parkway and Black Mountain Drive.

Okay, thank you. This is located right next to the Dutch Brothers and the Taco Bell that have recently been approved as well. You can see the Crush Golf right here and then the Taco Bell here and the Dutch Brothers there. Dutch boroughs, I guess, actually. PD is the land use, the general plan. Zoning map is PDC. So, again, this is McDonald's, and they are proposing this site layout. What you see here will be serviced by this road, and I don't have the entire thing, but it basically goes Pass the Dutch Bros, the Taco Bell and then up to the McDonald's. It'll circle back around. In fact, I think if you go out there, they're working on that that roadway right now, the utilities and so forth. So the site is about an acre and a quarter. They're required to have. For this size of building, they're required to have 24 parking stalls. They are proposing 40. So they're well parked. They have two, like a standard McDonald's has, they have the two drive-throughs that merge into one as you go to pick up your food. And so it's very close to the one that was just recently built at River Crossing. Almost identical, actually. If if you're familiar with that one at all This is a close-up of the site again 24 required parking cells they're exceeding that They are also exceeding or they have approximately Let's see. Let me show you the picture of the landscaping. They'll be required to have trees along the Southern Parkway side. They're showing those. I think that Desert Colors asked them to swap out different trees in those palms that they're showing there. But at any rate, they'll have trees along there. We'll make sure that this is all tidied up and meeting code as well. um that's just a close-up and then lighting plans similar situation we'll make sure that everything's cohesive with what's being uh built out there and meets code these are the elevations again very typical for a mcdonald's uh 24 feet to that highest point uh right here uh 22 feet to the to the main uh top of the facade of the uh or pair of it sorry of the building This is the preliminary plat. So you see that the Taco Bell will be built here on lot two and McDonald's on lot one. Nothing out of the ordinary with the signage. Again, they'll just have to meet the sign code and what's been approved with the desert color. materials board, again, stone, Ephus, and kind of a smooth-faced concrete. And then your kind of your typical colors for a more modern McDonald's. And that's just in there for fun. So with that, the Planning Commission recommended approval. If you have any questions, there are two items, site plan needs to be approved and the plot needs to be recorded prior to issuance of a CO. So if you have any questions, happy to answer. And we also have a representative that came down from Salt Lake.

Good evening, Mayor and Council. As John said, this amendment updates various water rates for the outside city, non-qualified and qualified PUD exempt, and the Kayenta connection for the base rates and their tier usage. And then there also is an increase for the golf tournament during Dixie Days from $100 to $125.

I think that should say 2026, not 2027.

I don't know what you're looking at, but fiscal year, yes.

On this agenda, it says 2027.

It's the fiscal year. So we're currently in the fiscal year 27.

Mayor, after reviewing this and looking, this seems to be mostly pass-through, just to line up with the rates that we're charging our residents anyway, other than the Dixie days, and $500 for a foursome is pretty standard. We had a parade.

It was a good parade.

It was a great parade. The city did a great job with that parade and our residents did even better. It was well attended.

We had a fireworks party that was great. And we had low incidents, right? Four, six, something like that? Four? Yeah, we don't count the trash can fires. Those happen all the time.

I did have a lot of comments from multiple people that they loved the fireworks show and they were happy that we allowed the fireworks. So I think that was the right decision.

And so happy Pioneer Day to you all. Celebrate responsibly with your fireworks and be good. And by the way, keep Father Joel on the prayer rotation. That was a heartfelt, sincere prayer that was answered almost immediately as witnessed by this council's wisdom in getting this meeting done so fast. So thank you for that.
