County Commission - Regular Meeting

Before we get started this morning, thank you for everybody to come out today. This is a regular scheduled county commission meeting. First one in the month is held on the second Tuesday. Second one in the month is held on the fourth Tuesday. Second, first one, second, fourth. There you go. Yeah, that's the way. Second Tuesday and fourth Tuesday. The first one is held on the second Tuesday in Asheville. Should we put that on the, on the radio for the county engineer just to be sure? I think he might have gone to Bell City. Of course, he did a close one to his house. So he might have just did the close one there. We'll congratulate him for finding his way over here. Before I go on and get myself and other people in trouble to bow with me, I'll ask God to protect us today and to lead and guide us. Dear God, we come before you again, lifting you up, dear Lord, as our God, our Lord and Savior. Lord, we thank you for the grace that you give us, dear Lord, and the guidance that you give us.

Goose River Keepers have been involved in, and it's a good organization. We thank you for putting that forward, and I think we've got a little item on our, a little thing up here to tell us about the fishing clinic. I was somewhere yesterday where they brought that up, and they announced that there was a free, oh, I think it was announced at the Economic Development Council about the fishing clinic coming up, part of our tourism effort, too. See a little logo on the, I saw that little logo on there. Look at that St. Clair. That's the Economic Development Council logo. Great. So we appreciate that organization. And did the heading organization start doing something different? I'm sorry? Did the executive director of Coos River Keepers, did she go to something different? She's working with Conservation Alabama part-time.

That's what it was. She also stayed on as the River Keeper. Okay, great. Great. We have someone that moved up from operations director to executive director.

Good. Well, I know she's a good one, too, and she has a heart for protecting our waterways and our water across the board. I'm involved in the, or at least involved in the way I try to keep up with what's going on in the different riverkeeper groups, and That that idea really has caught on and it does concentrate on the different river systems we have, including down to the mobile bank keepers. And there's a lot of interest down there with things that are going on in mobile bay. That's that's that's important. place down there, right down sort of bumping heads with the cleaning out the ship channel and not destroying the bay at the same time. So we appreciate the organizations you work for. And David, we thank you for being with us today, fourth branch of government. So we have until the end of September to do that. So that still gives us a month. So we're a little bit ahead of last year so far if we get all that done by then. In all likelihood, we try to We're not afraid of the deadline of October 1. We can do that pretty easily. But what we are afraid of is doing it too quick and having it approved and have some days left over we could have made some changes. So we may end up having another meeting or two then in September.

Okay, item two, consider rescinding the generator bed for the coroner's office. That was approved June the 23rd of 2016. The property will not trigger the bid law. That's the reason we're rescinding.

In the way of discussion, we would just point out that even though it doesn't trigger the bid law, anytime this comes up in the future if we want to, We can still bid. But it has come up a few times where, okay, it's less than the bid law, but we're better off bidding it. But that's kind of up to us. Any other discussion?

The next item is just an informational item that really recorded in the minutes. The town of raglan requested reimbursement in the amount of 8,741 dollars and 44 cents. That's 5% of what they paid for it. 25 radios and that's pursuant to resolution 2024 dash 18. that's just information.

That's just informational item that, uh. That town's asking, surely we're getting down to kind of the last ones where we did the reimbursement on the county assisting, especially the fire departments on the purchase of the radios. Okay.

The next item is just a reminder that the mandatory pre-bid conference and site visit for the operations center generator bid is scheduled for 730 on Wednesday, September the 2nd. The bid opening is scheduled for 9 a.m. on Thursday, September the 17th.

I'll be at that 730 meeting.

Okay. That's that large generator that's going to run. And it will be a natural gas generator. That's correct. We're going to try to get a gas line run over there. I just wonder if you got that done yet. I saw a yellow pipe sticking out of the ground there at the driveway.

And item three is just a reminder as well. President Keith Brown of Jefferson State Community College stands his invitation to a breakfast in recognition of the 20th anniversary of the Pell City campus. It will be August the 24th at 8 a.m. Hardly, they've been open for 20 years.

Where did that come from? And they had me over there and had Ms. Bree Manning over there talking about that celebration coming up. And not honestly, kind of hard to believe. If you go by there on any given day, you'll see that there may be not a lot of cars in the parking lot. But the actual enrollment there, of course, is a whole lot. It grows every year. But the advent of online education, We have thousands of students in online education in the Jeff Steck program, and that's been great. Of course, a lot of the curriculums require you to be on campus part of those. Some of your labs, for instance, have to be done physically at the campus. So there'll always be a need for that part of it, for some hands-on, but otherwise the enrollment for online students and dual enrollment, Those those things added together is a pretty large enrollment that just Dr. Merritt was the RSVP That's right Dr. Merritt Judy was a good lady. Yes she was Excellent Okay, so Keith be happy for all of us that could show up. I'm sure we'll be excited That'll be the Monday afternoon.

I have started working on the procurement card policy. I started working on that some. I'm going to meet with some of the staff here at administration to see if I can get a list of features and the functionality that they want to see in that provider that we ultimately have. and we'll get our paperwork together to put that out for a request for proposal or quotes.

And I think we'll probably hear more about procurement cards next week at the conference. I'm sure a lot of people are moving on into that since there's a lot of changes made with actual credit cards. So I think we'll probably hear just nothing else. We'll hear it in the hallway.

Of course, the base crews finished their work on Kelly Creek Road project, so it's ready to be let in September. And they're over on Walgett Road today trying to fix some shoulder issues. And item number two, I'd like to consider a recommendation for Chris Henderson to be recommended for the base crew of the crew leader of the base crew position.

Item number three, we finally got the agreement from ALDOT for the Riverside Bridge Replacement Project. That's the project number that they have assigned to it. And consider approving the agreement with ALDOT for the Riverside Bridge Replacement Project.

Discussion? that uh that demo looks like demo what that demonstration project is that what this is i am not sure they have not acquired that information yet it may have something to do with demolitioning that old bridge it could be

It could be something to do with the source of the funds.

Is that old bridge an old CCC structure? How far back did it get? I believe it is. It appears to be. That may be what this is. It may have some historical. I believe it was built, in the information we took with us to D.C., I believe it was built in the 30s.

i i was thinking along the lines of what was talking about the bypass and the sugar farm road tied to this project uh or we may be looking at a plan similar to like pinedale ended up being anyway there's actually a spillway at pinedale that's at the water level that when the water gets a certain way, it runs over the road bed, but it never gets any higher in the lake because it runs out through there, instead of just worrying about just the piping, put the pipes, and then also a possible spillway. Is that what some of your thinking is?

We've come up with two different alternatives. One of them is the spillway, and one is the different place in the pipes. We'd already put a number on that spillway.

Three years ago. One time. $30,000.

Number four is considered agreement with the Regional Planning Commission of Greater Birmingham for an advanced planning program in logistical engineering, logical engineering. also known as the apple grant to study slash plan uh state route 23 at i-59 traffic operations study which would include the traffic signal intersection for springfield station road and opposite of that intersection opposite across 23 and it also it'll it'll go up to they'll be studying up to US Highway 11 also okay heard the recommendation engineer on that agreement with our RPC GB and have a motion so measure property moved and

at 11 and 23 is that what you're looking at yes sir has there been any discussion about the taking down of the hill to the left at one one point in time there's uh well more than one time there's been a lot of discussion over there about that that rise in 11 as you're coming from where the new school is and if you're coming from 23 going towards spring on it you go over a rise not too far before you get to the turn in to the church on that church and school on the left and school on the right of course it's a state highway and uh it would have been a it would be a really difficult project but i would hate for the state to just not have it on their list uh right because whatever really improvements are made there that that probably gonna have to be cut down because of sight distance

I don't know that that's in the scope of this study. However, we can definitely check on that through our local transportation. Good. Y'all know what I'm talking about.

I think we need to be sure to keep that on their plate out there because we got it in a, that's kind of one of those projects that even though the state hadn't approved it because it's going to be pretty problematic. That'd be one of those, if you go to Washington, D.C., and it's a safety thing, there may be some appropriations out there in the future for something like that. They definitely won't be able to consider it if we hadn't had it on somebody's plate. Absolutely. All right. Any other discussions? At least a provisional plate. That's right.

And we might add that if it does comply with all of the requirements from FEMA on their cleanup, if we use equipment like that that complies with fema's rules we can apply for reimbursement on those so that's that would be great that's something to keep in mind if we have a storm and you have to use that as long as it as long as it has the equipment approved in fema's required list like like i mentioned before the barn doors on the back of dump trucks barn door gates they send out they update that list and promulgate it out about

Okay, moving on to the report section. The chairman reports first. The commission, I'm sure, is proud. Yesterday, we had the actual official check presentation to... UAB St. Vincent St. Clair Hospital for $750,000. And that money was provided through an act of legislature, a recent act in the last few years that allows private businesses to get a tax break for putting money, entities like that. It's a great idea. The tax is going to be given and spent somewhere anyway. This just directs it specifically for things like hospital development. And that's what this first time that we've done actually had been into play very long. But it provided $750,000 to our local hospital for some very important things and it'll probably be another pop-up over the next year or so asking for the same thing but i think as long as this commission can literally take five percent of whatever is collected and convert that into 95 percent more money that we'd be interested in participating in that and i believe it's capped at 750 000 at this time so i went to that presentation yesterday uh i was able to stand proud with y'all's approval of that for our hospital. They're very excited. The chief executive from UAB was there for that presentation, so just to let you know, the people in the healthcare industry are very excited about our hospital. It's a great asset in St. Clair County. And that's my report. Commissioner Brown, I'm going to report District 1.

I guess it rained a little bit the day before. That's why it's a different name whenever we bid the next income.

Okay, moving on to Commissioner Stevens, District 3 report. Nothing really to report today, Chairman. All right, sir. Thank you. Commissioner Ford's report. Mr. Mize. Clay, when are they going to start on Caddy Creek now? Put the service. Do we know? Now that y'all.

The bid will be let in September 30th or end of September. Okay. Last Friday of September is one of this fiscal year we're in right now. It'll be let to bid. And then it's generally, on average, two months after it's let to bid before the notice to proceed letter will go out. And then there's usually another two weeks after that.

So it'll be mid-December when it actually could happen. Yes. Okay. be in the spring.

I don't know if there's any seasonal pay items involved in that project. It may take place starting December or January 1.

Okay, now moving on to old business. We don't have any old business to take care of today, so moving on to new business. Consider ratifying Chairman Bacon's signature on the City of Argo's letter of support for establishing a zip code and post office. We've got a letter of request to do that, of which I thank you. And speaking of that, there's been some rumors out there that the potential location of our future, sometime in the future, juvenile detention facility is being considered to go to Pell City. That is absolutely false. There's never been a discussion on this commission about that being located down there. It's always been an Asheville project and it will continue to be an Asheville project. And I just want to clear that up. Thank you, Commissioner.

And if you're just going to do three months in the summer or three months in the winter, it'd cost you $90, that sort of thing. So have a motion to approve that fee.
