And anybody y'all know, please remind them we don't have as many as we hoped at this time in the... Right, on to item number three. Discuss proven agreement with Aldot for the Riverside Bridge relocation project. Project number DEMO-A246 and still waiting on the print number.

of course that's the bridge replacement in riverside and we have finally have that agreement and and i'll be bringing an agreement with the engineering firm before you uh by the end of the month we have discussed that that is the bridge replacement replacement project on depot street we also have a plan to address the bypass so the people will have to drive so far around during the construction correct okay once again how long do you expect the construction to last

Probably the better part of this coming year is to do the planning and the right-of-way acquisition, if there is any.

After you stop traffic on it, I guess is what I'm wondering. How long will it be closed off to the regular traffic? Do you have an idea? Take three months to do that?

Probably more like six calendar months of casting place cover at that size. I'd say around six months.

Number four, discuss proven agreement with the Regional Planning Commission of Greater Birmingham for an Apple study. The study is to state Route 23 at the I-59 traffic operations is what they're titling the study. primarily the intersection with the Walmart, the traffic light at Walmart. And so the county's industrial project east of that traffic light can be built. The intersection on that side of the road can be built and improve all the access and through operations through that intersection. From the interstate all the way to 11, it's going to be looked at.

I might mention too anytime that I've had people over the years mentioned it to me about I saw where y'all just about y'all paying for another study well believe it or not it's not just a study our studies so we can just gather more information. Many of these studies are required before we can apply for another project. So they're not just studies that we chose to do. It's required that we have a traffic study done at that interchange to help in the design phase and all that. And so it's a very important study. And the Regional Planning Commission is an entity that does a lot of our plans for us. i have to continually sort of bring that up to folks when especially if they see regional planning commission of greater birmingham that's always been a thorn in our side but that's that's the that's the planning commission that st clare county belongs to by law and that is the entity that does these studies for us that are required especially to keep us in line for federal money federal grants the western 40 percent of the county Yeah, the western 40% of St. Clair County is in that. That's actually in the MPO. Correct. Isn't it? The Regional Planning Commission, I guess, is our entire county as far as other plans for municipalities and all.

They can do rural.

No, they had a rural planning commission at one time.

They can do rural funds for those areas. Yeah. Most of the funds that they deal with is toward the MPO. In the MPO.

Yeah.

And these Apple studies, they're a vehicle to vet projects. And so we'll get an idea of how to proceed in the future due to this study instead of just coming up with our own idea to start hiring people.

The study is pretty important.

It's very important. Very good. Very, very important in a directional manner. And the city of Springville has agreed to split our cost. The cost to the local government agencies is 20% of $74,988.73. That comes up to $14,997.75. Half of that is $7,498.88. And Spring will pay half, if it's agreed to pay half, and we'll pay the other half. Moving on to number five, discuss approving a scope agreement with SANE and Associates for the planning portion of professional services for the SS4A grant project that's already been approved and the agreement with the Federal Highway Administration has already been signed. The fee estimate for this scope agreement is $104,000. and that is actually about what the federal portion of maybe another later on talking about this often on the different portions of the uh safe streets for all uh program here for a while so this is this is one more step in moving forward very important very important what we apply for in the future All right. Item number six, discuss approving St. Croix County's rebuild Alabama county transportation plan for fiscal year 2027. I've put a couple maps up there for you guys to take a look at. I'll give you, Katrina, I'll give you my line, please. So on the map, pretty much everything is clustered in an area. I think it'll be good for the contractors and good for us. Okay. So we're planning on, it's going to be a scrub micro of all these roads. County Road 41, also known as Hardwick Road. County Road 45, also known as Old Coast City Road.

Is that Hardwick Road? Hardwick Road, yes. Old Coast City Road? Where's the Old Coast City Road to citizens, for instance, would be at the red light at the steakhouse all the way to Highway 144? The whole thing? Yes.

All of that is county maintained.

Same thing with Hardwick Road.

It is all still county maintained road.

And at some point we did something that the Hardwick Road as it connects to, it was Golf Course Road as it connected to Hardwick. That's right.

And of course, we built lanes for the school out there a few years back. Okay. And the Old Coast City Road crosses over 144 and ties back into 231. So 231 is both terminus points for Old Coast City Road.

The point there is that we assume a lot of the expenses of those roads, planning and everything else, because they're kind of hours, even though part of it's in city limits on some of them. Point that out. Part of that money is spent inside of city limits on roads.

No, you're right. There was some paving done right there. It's been maybe a year and a half ago.

At least, yes, we dug down and it was settling and we were able to come up with some pavement.

I sure do, because that's a good fix. What was the other ones on that?

Hazelwood Drive. Hazelwood Drive. And that's from the old portion? all the way over to 174, and then Rabbit Branch Road down in the southern part of the county, and County Road 70, also known as River Road, down there close to Rabbit Branch Road.

I'd like to point out those are in the county transportation plan under the Rebuild Alabama Act. And not too many years ago, all the roads you just mentioned would be out of our local funds. And these are funds now that are done through the Rebuild Alabama Act. Yes. It gives us an idea of what that's actually worth to us, which is quite a bit. Rebuild has been good to St. Clair County anyway.

The estimated funds for those projects is $2.1 million. And it's going to be right at 20.5 centerline miles. That's a long way toward our goals, annual goals.

Clay, as it stands now, do you have an idea in your mind which one of these will go, which row will be first on the list?

It doesn't really matter to us. The way they're all clustered together, I imagine they'll get them all done within four months. A lot of times, there's two different contractors doing two different products. The scrub seal is done... by one contractor and the microsurface be done with another. But last year they worked hand in hand and they were done in a month and a half. So that could happen again.

Okay. Other things. The other one's a neat one to talk to y'all about is the pecan trees out here. In the last few months, we've had three nice size limbs fall off of this one out here. We had two nice ones fall off of this one. One fell right in the, on the walkway. So somebody would have been walking under it. That got seriously hurt. The one out beside the gazebo, We've not had nothing fall off on it. It just had some little small limbs that just keep breaking off of it. Now, even though the limbs on this one out here, one of them was completely dead. The leaves had done turned brown on it. This one here was still green, but when you see where it broke off up there, you tell it's rotten. So, my question to y'all is... Y'all want me to try to find somebody that can come out and inspect the trees? Or do we want to talk about cutting them down?

I'm not in favor of cutting them down. There's considerable people that still gather pecans out there. I do appreciate. I do know what's going to happen if they fall. I do appreciate staff checking to be sure if they see a dead limb, you know, trying to handle it before it falls. But sometimes it can cause the wind, et cetera. But I hate to cut it down. But if you do cut it down, I'd like some chunks out of it so I can turn some wooden bowls. I just want to lay a plane out there for some chunks out of it.

Well, I do know whenever it gets time to do some trimming on them, We've done some trimming on these two out here last year, and we'll do some more trimming on them this coming fall whenever it's time to cut. And trim them back.

What do you recommend having somebody inspect it or cut it? I can inspect, look at it.

If you won't look at them, I mean, because... When you said they're dead, what would come out? When you look on this one out here where the limb broke off on it, you can tell it looks rotten. Looks rotten, even though every leaf on it was green. But it's like some of mine at the house, too. They look good, and then all of a sudden the limb falls off of them, and they're rotten on the inside. Yeah, I know what you're talking about. Y'all just look at them, and y'all tell me what y'all want to do, because we'll wait until the fall of the year, and we'll take the bucket truck and we'll trim them on up.

I would encourage all of you to get familiar with it. You can Google rotten pecan trees and get you an idea of what they look like. We'll go out. I'm going to look those up. That's right. That's right. Being a little bit facetious, but we hate to cut a tree. We just planted a tree over here, and we're going to put that in for replacement before that over there has a chance to grow. These pecan trees do have pretty good pecans. They're small. In the fall, I walk around out there, pick me up a few, bring them in.

They've been pretty good size.

Moving along. All right. Informational item. Asheville Courthouse got a coil that's got to be replaced on the first floor. We found our leak, got it. capped off until we get the coal replaced. The new coal will be $6,956.80. But at least we got everything back running now. So everybody's back cool. I have a couple of fan motors that's gonna have to be replaced. One of them in the jury room, 212 in the back hallway. That will cost $2,276.29. This is one of the cassette units. Fan motor units going out in two of them. The other thing is, Pell City Courthouse, Bagby Elevator, their last inspection, when they came out and inspected everything, said that we need to replace the hydraulic flex hose assembly inside the elevator on the inside of the building that is past due there sir i remember we had to a couple of years ago had to do one on the jail before we closed the jail down because it was out of date what prize did you get a prize uh three thousand six hundred seventy dollars I think that one was a little bit cheaper, though, than the gel was. I think the gel was like $5,000.

That's not too bad a maintenance thing, considering that hose has probably lasted several years now. Correct.

They look just like a hydraulic hose on your tractor, except for that's about a day bigger. Wow. uh okay other thing i emailed horton engineering this past monday to get an update on our last walkthrough on june the 26th meeting and i have not had no response from them nor the other people that was on the email so we still have a water leak on ahu2 ERU number four is still not working. They've not been out to fix it. And the VAV1-61, the actuator has not been replaced on it yet.

That's some of their punch list items that they had back.

I think they emailed it to us on July the 7th. I don't think we've given them finally yet.

How much is it? The final payment or the final payment?

All right. So you had a busy summer? A couple things. There's our past events. The Magic City Mustangs did some cars inside, and I was a little worried on how that was going to go, but it went really well. They did a good job protecting the floor, and it was a really good event, and they've already booked for next year. Right.

I bet those shiny cars really shine in there under those lights.

They look good, especially if it was pretty hot that day. So I think everyone was gravitating towards there anyway. Good. It was a nice break. They were in all through the grass and under the cover of the rain as well. They had quite a few cars. We have the Odenville car show too coming up too, but I don't think there are parking cars inside though. They might after they saw how it went pretty well for the Magic City. The, our last movie night went well with Odenville fire, except for we had storms all day. So kind of scared, it doesn't matter what event it is, it scares people off, but it was still good. And then we finished our youth pickleball camp and that was really a good two. Our instructor went on 94.1 and talked more about pickleball. And I believe 94.1 is going to come to the event center and just kind of do a, a video, you know, like one of their features at the event center. Because they talked about how they didn't know how to play pickleball, so I think he's going to show them how to play. Things like that. August is our slow month. We've only had two events on the books, but then once September starts, we'll be every weekend again with that rodeo, kicking it off September 4th and 5th. Um, current projects, we're still working on the RV. Um, the electrical came back higher than we wanted to. So we're talking to Nikki about us buying the pedestals ourselves, which I think we're going to be able to do, and then work to get those costs down a little bit to where we were anticipating. Um, Joyner's going to be running the water, but he's out of town. So hopefully we'll get that knocked out. We want to get it done in August while we've got the least amount of events we have. And then for updates and just some things I wanted to run past you was, so we're a cleaning company. I'd like to try, we had two quotes and I couldn't, I was really close on deciding which one to use. I'd like to try the other one, just kind of compare and see if maybe they'd be a better fit for the facility. They were a little bit cheaper actually. And I said see attached quote, but I never attached it. So I have them if you want to see it. But they're insured, have references. They do other churches and law offices. The company is called SMS Cleaning. For this budget, I only have one more cleaning left. And I'm not sure if it'll be included into next fiscal year for our deep cleaning. But for the last one, I wanted to try them just to kind of compare and contrast to how I wanted to handle future cleanings. If there was any thoughts. If you want to see the quotes, I can hand those back to you. But we don't have a contract with our current one. It's just kind of a month-to-month thing.

I didn't really see a problem with it. We just needed to discuss it.

If you're not locked into some contract, just try. If you're happy with it, sure.

Make sure, you know, with them pedals, you're going to have to have a 30-amp and a 50-amp plug in them.

Yeah, 50, 30, 20 is what we're looking at. And they just, it's really hard to find locally. And the local vendors who supply the electricians is probably triple the amount if we purchased them ourselves. So that's what we're working on and then working on.

You're saying you can't find them or not worth finding them?

So the companies locally that we've got them priced from, we've looked through getting them through the electricians and then also directly through like Inline or City Electric, things like that. And they're quite a bit more than what we could get if we purchased ourself like from Amazon.

So did you check with the... Midler Lube. Midler Lube. Craig Goodgang. No, the electric company... I just bought a bunch of LED lights from them.

That's what I'm leaning towards, but we've got to see the whole scope of the project, make sure we can complete it all. When we get those revised prices back to the electrician, make sure we can afford the pedestals to run it and the water. So trying to get them all working together so we can make it happen within the grant funds that we have.

Call POE Electric. POE. He's the one that got the ones we done several years back down here at the hunting club. He got them for us. And get a price from him. See how much you can get them for you.

He might get them a little cheaper.

Okay, so the next thing, a request I've had is the ability to offer month-to-month memberships for both the Arena and the Event Center. I wanted to try that out at $30 a month. Right now we do a $10 day pass, $100 per year. Some people only like to use it seasonally, both facilities. So I kind of, I didn't want it to dissuade people from doing the year. I don't want it to be... The same price, too close to the same price as a day pass. I came at $30. Give it a try. Let people know that we have that option now.

And then the last thing I had, I got a call from, it's a homeschool athletic association called East Central. They have some kids from St. Clair County that participate in this athletic program. They want to use our facility for basketball practices and asked if we could extend the same discount that we offer to the St. Clair County Board of Education. It's 25% off a rental, if we would also extend that to them.

Yeah, there you go.

Has any of the commissioners had a chance to talk to her about the calls? I think everybody got a call. They're worried about cannibalizing vendors that the same ones use. If you have events of the same kind out there, and we basically had one vendor that was doing a couple of two or three events, and they call around and get contributions for whatever that event may be and then we plug in another one that's actually now caught the same people it's going to affect the first one and that is a call we have some concern if you had that discussion with anybody yeah I mean I don't know I know which one you're talking about and I feel feel like it's a discussion we've had with pretty much every event that's out there because they're all fighting for the same money the fair the lamb club the rodeos they all you know

I think the local companies get asked quite a bit. So I didn't really see it as a new issue, but it is the first time we've ever had a duplicate of that specific event.

And it might be that we look at the particular one that Calvary is, I think, a local vendor. It might be if it's a local vendor, give them first shot, and if we have somebody coming in with the same item, we already have somebody doing that. And I think the comparison that I use, we ran into this with Block Party years ago at You can't let, it's just common sense, you can't let five people sell ice cream or nobody makes any ice cream money. So you have to restrict it to two people selling ice cream. So we may have to have a plan there to take care of that. Because you're right, they all get hit by the same people. All teams hit people for the same things. And we're going to have the same thing with events out there also.

Yeah, I talked to Tina, yeah, a while ago and say if we keep, let's say like we don't want to have, obviously not, you know, six rodeos in a year, like it's just too much, like at what point do we start saying no to these duplicate events? And the only thing I could think of is if we did a bid on it. That was my only thought process to make it fair and give everyone a fair shot at the facility and being the sole Rodeo provider or barrel race provider or whatever we want to exclusively allow one organization to use. How would we go about that?

We have something in the code that alludes to local vendors having some preference.

That would be factored into the bid, right?

It would be tied into that. Well, if we choose to bid it. uh because that only because it used to be three percent i believe now it's five uh i'm not sure we have to be at this but it might be if it's a if it's a person running an event that is from this county and they will give us satisfaction it's up to us up to a point before we have to beat it then we we just keep using them we tell the others no if they're actually we feel like they're going to be drawing from the same well on their contributions uh And then we'll have to even think about our own things, our fair. But go through some of those same people and ask for things. The fair committee asked for money. So it'll be something to look into. And I know the commissioner brought it up as a concern that we really hadn't thought about. It's probably going to be more and more as more people use it. How many car clubs can you use? And what kind of rules do you have with the truck shows?

I'm asking today if y'all consider relocating the repeater that is on Waterstown Hill. to the jail. Right now, the repeater's only function is the jail. We had a power outage, and we found out that the generator is shot. I know, Commissioner Myers, that's your favorite topic right now is generators.

Okay. No, I'm serious. What does it run off of? That generator is not working. Diesel. Diesel. Yes. up there. And we got a tank up there that feeds it. Just pour it in the little thing.

But preliminary estimates is $8,000 to $9,000. For the generator. But just for the generator. We would like to move it to the jail because right now after our justification letter, if you'll look, All the spots in yellow are dead zones in the jail, which is about six. That's where your mobile units? Yes, they will not pick up in the jail. That's a major safety risk for our corrections officers, our inmates, our medical staff. If we have a medical emergency, an evacuation, a disturbance, they cannot communicate with anybody. Because the way the layout is on Water Tank Hill, It transmits wide, but with it being a corrections facility, reinforced concrete, steel, it just cannot penetrate. So Captain Bernard and I met with an engineer from Motorola. He come out, looked at it, and said, we can mount an antenna directly to the gel, move the repeater, and we'll never have to worry about generators again, and then we will not have any dead areas. It will greatly reduce the risk.

Would that leave us anything up there? No, the only thing up there now is the gel. That's what I'm saying. Yeah, then we'll be done. So we move that generator up to the shop.

Yeah, the generator's shot. Yeah, it's done. As soon as you hook the battery to it, it gets hot as a firecracker and starts smoking. So the technician commands it. It's pretty useless. Yes. I mean, you can take it to the scrapyard.

That's what I was saying, carry it up there where that pile, they pile it up, get the scrap, haul it off, just put it, put it around.

Okay, item five. This is just an informational item to be recorded in the minutes. Tuesday, Town of Raglan will be reimbursed $8,741.44. This is for the fee for the radios. What are they, fee four or? Between 25, 25 and this pursuant of our resolution that was adopted back and this has got to be getting close to being all of the reimbursement.

I'm telling you about 4 of those out. But anyway.

All right, so I've met with... some of the staff earlier about the procurement cards about putting policies and procedures together for that and they provided some documentation that they were able to get from other counties that have already implemented a program and so we'll be drawing from those as part of that as part of getting that together the will be replacing probably the, it'll have some impact on the credit card policy so, or pave over there. There is a credit card, as I understand it. We've got one and Miss Tina holds that one. I've got four you want to borrow? But there's policy in place. This will amend some of that. We'll need to also address the travel policy as part of the process as well. And I hope to have maybe a draft for you all to review pretty quickly. It's October 1st is when the change takes effect.

We're going to try to have it ready, but we might not because it's a lot to fit together.

It's a lot. So there's some moving parts that...

It's going to have to be fit out, RFQ.

As far as getting the bank involved or whoever's going to handle the processing for us. The procurement cards will require that... each holder has executed a statement of economic interest. And so that's going to be right. And so this, this will extend to, you know, department heads that are not elected officials. You know, so I guess That's a factor. Not a factor, it would be a requirement. The statute requires that.

So y'all, once we get this implemented, y'all might get a lot of phone calls or questions about why they have to fill out that form. Because normally it's just certain ones like you said elected officials or certain ones that make a certain amount of money exactly but this anybody that's holding the pay card and using the pay card will have to fill out one so that'd be up to the supervisor that who they want to assign that card once y'all decide how many cards we are going to have assigned i know y'all want each elected official from each department to have one but you know our credit card policy we had several credit cards out there with all departments So that's just something we'll have to talk about as a group.

And if we do that, I'd like for us to look, I don't know whether the semantics will help from a legal standpoint or not, but we're talking about P-Card procurement card. Yes, sir. I just got a couple of letters in the last year, last two years, about federal procurement processes. And the word there from your semantics is procurement. The state of Alabama, do you know this lady? The state of Alabama actually has an official and uh so when these people are asking questions it probably would be a help for those questions to be answered by somebody we designate as a cpo and i think right now the person that handles for instance our digital stuff is maybe susie so somewhere in there you may want to designate i'm not going to be here but i think from a standpoint of calling the same person the same thing that everybody else is doing is the procurement officer and i would recommend that we choose as a commission choose susie or or somebody to be the county procurement officer you could be it if you want to be it too but but it does i mean the term procurement really takes on some real heavy legal things when you come to federal money being spent How it's spent to procure things has got a long list of rules. And on the federal level, it's handled by a procurement department. On the state level, we have a procurement officer. We now have procurement cards that we may or may not have questions to ask. I'd like somebody to know all those answers. So just something to thought about. We have a procurement officer. So somebody calls up and says, how do we go about buying this generator? It's just over the bid law, but can we call it an emergency item for such and such reason? No. Can we call it, does it fall under the category of law enforcement security? I don't know. We need one person to answer those. Does that make sense? You may want to step it up a notch. Yes. Okay.

There will be some input that y'all will need to make decisions about, like the thresholds, the dollar amounts, those sorts of things. And so I'll try to get a draft together and get that to y'all to review and invite y'all's input.

There's one other... when we go when we tried to give money to a particular uh program or we kind of bogged down for this when we first started the fair till we learned what what can we can we not spend county money on uh the easiest answer is no you can't you can't use it for that when we found out later on well sometimes you can uh I had a request this week for us. We've got some folks that are retiring that have been in the county courthouse for many years, for instance, in different positions. And to give them a retirement party, I don't know where I'm going with this now, to give them a retirement party or to give them a retirement going away celebration that the or so and we jumped a lot of hoops so we asked for money we get it from lawyers and businesses they give us donations but then you get to get this other part of it and what can the county buy the cake or the plaque we can't under our rules the way we've got it right now but we could if we adopted that state legislature allowed us to adopt that says we can't and it doesn't say you got to allow everything on that list it just says you can actually say we will allow the county county commission passes a resolution based on such and such law that allows the county commission to pay for a plaque for a person retiring or you know the cost it cost to mount the plaque on the wall that's just like spending the money do that, but there is a way for us to legally do it just by adopting that. What's that thing called?

Amendment 997 or something.

We have had examiners want to be real technical with it. We can't have it here. and use county money to furnish the air conditioning and heating and the tables and the staff to set up the tables to have a party for somebody that's retired technically. We're using our resources. We need to open some doors there if it's legal and continue to do that. It's just a way of doing business that other people are not even aware we can't, some of them. But until we adopt those, it's not technically legal. And Dan, we had his party at the arena. Did we pay the $400 rent for the arena? don't think we did so we gave him 400 rental but not if we had something adopted in this thing here that said it was okay to do that because i don't think there's a citizen in the county to have a fit about us having a good way party for an engineer that's been here 30 years probably surprised that they had yeah that's right yeah so there is a way for us to do this legally and i'm just saying let's see if we can address that close that door yes And we've had how many cool and away parties that we had at the courthouse in Pell City and the big court room?

And I told them we can't do that if we choose not to, but yes, we can if we choose to. so we can contribute and we just got through discussion in there how much well i don't know we had i know one particular entity that gave thousand dollars so you know they're expecting the county commission to come up with a matching fund of a thousand dollars we pay ourselves we want to that's 200 bucks a piece and we just got through paying five and I mean, the county commission probably is not unusual to spend $5,000 a year out of our pocket to pay for these things just to cover ourselves on what can be and doesn't. We know about the process, and it's a very complicated process, even if you call your congressman. you'll find out that getting a zip code changed or a post office address in your city's name is almost the decision of the union that runs the postal delivery people. That size of the zip code delivery is split up within their union, and that's pretty much where it goes. So... change just because we want to change it it goes to the union if they decide well then the first thing they decide was does it cut down on the number of delivery people we are that belong to our union delivering let's just say out of trustful to our our goal wants their own now because it had a person i don't know depends on where that person i guess It wasn't as simple as a congressman calling up and saying, y'all had to use zip code down there.
