I need to prove the agenda.

Prove the minutes of the regular meeting on May 26th.

I will make sure this mic is on. Because I'm the first one, right? So there were a few, I don't know, I've got two in the work session. I'm good, I think. But I was at an ARC conference, which was great during the work session time, and we got a lot of new ideas for new grant programs that they have and things like that. But I hated that I missed the work session. So it can't be every place at the same time. We have three things that I need to kind of bring up with you all, and we need to take a little bit of action on whenever that's appropriate. But ARC, grant management, procurement, Um, we have been working with widow Brian's and a lot of things, but they have not touched the ARC grant because we had regional plan commissioner greater Birmingham, write that with us. So in order to procure it properly, we need a grant administrator and under that, because it's federal funds, we have to get it. Like we have to procure professional services where we in Alabama generally don't do that. So we are just going to send out an email to three different or more different grant administrators and then have them send back their rate sheets. And that should get us what we need to get in order to make sure that we've got somebody administrating it properly so that we don't wind up with any federal dings on our audit.

And I have that on my report for today.

And did y'all have any questions about that at all? Biggest thing is we've got to choose a grant administrator. The second thing is that all of the funding for Coosa Valley, we got a million dollars as a CDS appropriation last year. It takes a long time for them to get in touch with us. They've just gotten in touch with us and said, hey, this is under the EPA grant. We actually have to fill out a grant application and send it in just like you would the differences that we've already received the funds. So you're filling out an application for an award that you know you're going to get. So Coosa Valley is aware of what's going on. Everything will go directly to them. The thing that they're going to need a little bit of help with though is the administrative portion of it because that grant application has got to be written. And I spoke with Byron Woods about it and he reviewed everything and he said this is outside the realm of what we generally do with ADEM grants so we'd love to have some extra help. The question is, is the commission willing to help them with the administration fees, or do we need to figure out a different way to do that?

We know how much you're talking about.

So I will have a, I know that it's going to be a little cheaper than it normally would because they're administrating the same grant for another community, and so they've already delved into a lot of it, so those hours that they would spend On that part, they won't have to. I would imagine it would be between $5,000 and $7,000, but I'll get a better quote and bring that back to you all the next time. Okay.

We'll move that to the next work session once you get the fees. Yeah, that's great.

So it's pressing for them to go ahead and start having conversations, but those we can do under the EDC's contract. That's not a big deal.

sure absolutely okay i mean a million dollars is a big award that is a really big deal it's something we really should celebrate a little more than we have already because they they are really excited about getting it and just making sure that we've got the right project that's pushing that water system out to more people and that's that's the the goal is for it to become a countywide water system and we've got a little bit to go before that happens so um The third thing is we have been working with Smart Growth America, which is, it's called the Complete Streets Leadership Academy with Springville and Moody. And within that, we're talking with Aldot and talking about what some I guess they call it quick fix solutions for demonstration activities are for some of the engineering issues that they have in their communities. And so it helps to have a better communication line between ALDOT and the cities in our county. And it's been great. Regional Planning Commission encouraged us to do it. And so it's been a good program for them. But with it comes a $15,000 award. And they are giving $15,000 to Moody, $15,000 to Springville. And Aniana was there with us, but they had to drop out for some reason. So they have an extra $15,000 that they would like to give to St. Clair County. There's really no strings attached other than Clay has to come to a couple of meetings.

The thing that we're looking at, though, is we've got a $26,000... match for safe streets for all and it's demonstration activity so we could use it toward that match the meetings I'll fill in if I need to oh yeah well we we probably will need you so we'll we'll make sure if we remember that they're actually going to do one in person in moody with aldot and um and all the groups together so if it's good to keep that communication line going so we all have a whole lot of projects that are going on so if y'all are good with receiving their funds, then there's a grant agreement and I've sent it to Kirk and he was going to review it and we'll move on from there. It probably does because I think they'll need the agreement signed fairly soon.

Great, thanks. All right, the first item is just update on what the crews have been doing in a project or two. Of course, the PAVE crew has finished up the Camp Winnetoska area. They've moved over and did a few days worth over on Journey's End and Shoal Creek Valley Road in Sagebrush, fixing up some things with plant mix. And now they're in the Wattsville area. doing the same stuff, paving over a couple of cross drains that were replaced during the winter and working on Wiggins, a few other roads in that area. Base crew, they finished the Wolf Creek Debris Project. What they have to do, the access paths, they finished it Friday with the overtime allowed. and uh so that that crew and uh our uh our drive pipe crew if you want to call them that is uh they're working on kelly creek road and they're also getting up debris and stuff from storms and things like that those access roads are they all off robert mill pond no one of them went there friday i saw all those but where are the others Uh, they're 1 of them comes off of work at road South, just north of our bridge where we pulled the bottom in the bridge. No, North of that.

How far downstream. How far downstream do we go on this cleanup? I'm asking. I'll talk to you. Sure.

It is where Mr. Wentz's lakes are. Okay. Basically just straight behind that from standing on the Wolf Creek Roadside. Who determined that, that stopping point? NRCS. All right.

Okay. Probably because they had a forward in the courier carrier. That's what I figured. I went and looked at it.

Well, it was the, that's where the major damage was from the tornado. And we, Dan had checked into whether it could go further and they would not allow it. Okay. I need that. Okay. All right. Moving on to item number two. Consider a proposal from Terracon for geotechnical engineering services on the new portion of Veterans Parkway to address the rutting problem and potential solutions. That is $20,000 for what the proposal and scope covers. And if we provide the traffic control, it'll be less than that. And we plan on doing, if at all possible, if our other crews scheduling and whatnot, we plan on providing the traffic control for those three days.

Third item is consider paying $3,354 to Lauderdale County for engineering service that was done on our behalf for a bridge investment program, bridge grant program. It was started, we're one of 31 counties. that's in this program. It's a multi-jurisdictional grant application. It was approved, the planning grant was approved, and this is work that was involved in for the planning grant. Moving forward, they're gonna be applying for the construction grant, turning it in by June the 28th. And then we'll have us, if it's approved, we'll get to do another hydroblasting project on one of our bridges on Wolf Creek Road South. It's the one right there at Ruru's basically just a few hundred feet south of Ruru's.

That's the longest breed we have in the county?

It is, I believe it's either that one or the one at the county line on Steele Station Road. It's definitely a long one.

Aye. The fourth is Consider creating a new road department safety coordinator position. It'll be a pay grade 20. And we'll require a budget amendment.

Item 7, consider the request from the Kiwanis Club of St. Clair County. West for a letter of support to accompany the grant application for the Daniel Foundation to fund engineering plans to develop the Agriculture Education Center.

Item six, consider purchasing a new phone system from ICS through TIPS contract under the cooperative program. within it's an exemption from the bid law pending the county attorney and he has already been working with Glenn on that so we are good to go with that and the auditors.

Item seven consider the individual vote for integrating central dispatch into the phone system in the amount of $12,901.87 This is a one-time cost, and it will be a budget amendment.

Since that's for central dispatch, did that need to come out of 9-1-1 funds? Because if it does, I have a line item for that that has all the money that we need in it, and it wouldn't be. 9-1-1 wouldn't need a budget. We talked about this yesterday.

My 588 has, that's for data processing, hardware and software installation.

Okay, I'm 14 consider the request of sheriff Murray to adopt a resolution using opioid funds to purchase inmate medical monitoring systems and bands from. reassurance solutions in the amount of $18,050 for five years pending the review of the expenditure of the opioid funds by the attorney and auditor. I spoke with the attorney and the auditor yesterday, and it looks like we're going to be good to go.
