Okay, let's jump in there then and we'll just, this is our work session for June the 4th, Thursday work session prior to the next Tuesday's commission meeting.

0:28 – 0:47Speaker 11

We will establish our agenda from this meeting today, hopefully. And the first thing on here today is to let Clay Phillips give us the engineer's report. And he's really the engineer now. Congratulations. I'm down here. I'm down here. Talk to us in engineering.

0:50 – 2:18Speaker 10

You've got to look seven inches down further now. Well, the first item is just to update y'all on the crews. Our paving crews have been down in the Kent-Winnetoska area for a few weeks now, and they finished up there yesterday, and we've moved to the Shoal Creek area, specifically journeyed in. And then we'll be over there for a day or two, and then we're moving to the Old Coast City, Watsville area. and moving up to District 1 shortly. All right. Also, with the base crew, they've been on the War Creek Debris Removal Project whenever it wasn't raining. They're building access paths for the debris removal contractor. And when it has been raining, I've had them up on Killer Creek Road. We have a safety widening project that's in the planning process and moving forward. And we have some non-contract items that we have to do to get ready so the project can be let. It's probably going to be let in September of this year, September 30th letting.

2:19Speaker 11

The widening of Killer Creek Road?

2:20Speaker 10

Yes. That project? Safety widening. Okay.

2:23Speaker 14

That's how it's going to be from Curry Road to 174.

2:26Speaker 11

He's doing shoulders.

2:28 – 3:35Speaker 10

Yes, those will be paved shoulders, two feet wide, and they'll have some rumble strips on them also. It's one of the number one countermeasures to keep people from exiting lane departures on the outside. And also, we've had another crew, our driveway pipe crew, they've been helping on Ketter Creek Road as well. Item number two, update on the riverside bridge replacement. I have a The engineering firm who did the original design so we could come up with a number and a size for the commission that went to speak to someone for funding in Washington, I've got them updating a proposal to move forward so they can look at designing it and doing the environmental work and all the planning and design of that bridge.

3:35 – 3:46Speaker 11

That's at the bridge. Pardon me? That's at the bridge at the bridge. We will have to do any environmental on the bypass road.

3:46 – 5:19Speaker 10

I do not think so. I haven't gotten an update from our personnel yet. I'm still waiting on that. Okay, I'm number three. Proposal from Terracon for technical engineering services on Veterans Parkway. Y'all been noticing the new portion of Veterans Parkway that was finished in 24. We've had a lot of truck traffic on it and it's starting to rut quite a bit. It also stays wet in there. Those trucks were also traveling on the older part of Veterans Parkway from the church pit to their final destination. And that road has held up fine under the same traffic. So we need to investigate what's going on with the road bed. And so I've gotten a proposal. from Terracon, it'd be $20,000. They're gonna core some spots to figure out what the problem is and come up with some solutions. And so I need that to determine what we might need next year for a special project.

5:30 – 8:52Speaker 10

Number four, back in 23 we joined with a group of a multi-jurisdictional group of counties and Lauderdale County was the sponsor county and it was for a BIP bridge grant and it was awarded and But now the planning has been completed and now it's time to submit an application for the construction. We had one bridge in the group of bridges that got planned for the construction. And due to the engineering services that Lauderdale County had gotten for this program, they got AECOM, a fairly large and reputable engineering firm, to do the work. We owe Lauderdale County $3,354 for the work that's already been done. And they're going to submit for the construction grant also. is there a list of bridges that this applies to county bridges uh specific bridges yes i can i can get that if you wish uh commissioners may be interested to see what the list is i can't tell you which bridge uh of ours it's the uh it's the bridge it's the long bridge uh at costa rurus A railroad is probably all I need to say. Well, it's 400 something feet long and we're going to do a bridge deck rehab project. and uh so i think it'll be a efficient use of the money and we want that bridge to the underside is a good bridge so we want the the top side to be able to the bridge should go another 30 years or more but it'll still be the same width the same width yes it'll be the same width what we all do actually when you said that i heard what you said but what does that mean okay so we've already back in 20 21 we did a bridge rehab project for uh the bridge on kelly creek road near brompton and uh uh canyon road 10 bridge in the swag So they'll come in and they'll use a hydroblasting machine and it's gonna basically blow away the top inch to inch and a half, up to two inches of the deck, the top of the concrete. And then they're gonna go back and put some super high, strength, fast, very fast breaking concrete mix. And they'll score it, rough it up, so it'll have good traction. So that's, I don't know, cool.

8:54Speaker 11

Okay, moving on to number five.

9:14 – 9:48Speaker 10

I'd like to discuss a new road department safety coordinator position to be a pay grade 20. It will require a budget amendment. It'll be approximately, if my math is right, I went on calendar days, 88 calendar days. The pay period that I hope it goes into effect would be 88 calendar days divided by 365. It should require $26,000 for the rest of the year. I'll work those figures out.

9:56 – 10:09Speaker 11

Okay, I think this is something you discussed earlier. We're talking about making some changes out there. And this would require a budget amendment. So if we're ready, we'll put that on. Take action Tuesday.

10:10Speaker 13

Everybody caught on what it is?

10:12Speaker 13

Okay. So tell me a little bit about what this person would do.

10:17 – 10:49Speaker 10

Okay. I have a A job description I've developed for it. It's not complete because it needs a job code number. So I'm not sure when we'll be able to post it because the description, I think Jennifer's not here this week, so that might need to be worked out before we post it. But my preference is to post it tomorrow if possible. I don't know if it's possible. Okay.

10:49Speaker 14

We have to prove it at a meeting first.

10:51Speaker 10

I'm sorry. I meant the Wednesday after the meeting Tuesday.

10:57Speaker 3

And once payroll looks at other payroll staff, we might need Kirk to look it over as well. Right. Just kind of find.

11:03Speaker 11

So we're saying try to be ready by posting it by the 10th, the day after commission meeting.

11:09Speaker 10

Yes, sir. If possible. Yes, sir.

11:12Speaker 11

I'll tell you what we can do. Improve getting it ready to post by the 10th pending county attorney review. That way, because that'd be the only thing to

11:26Speaker 3

And in times before, y'all have approved that position, but it might not get posted until a week later. So that's totally up to y'all.

11:36 – 11:48Speaker 11

But that'll cover us pending county attorney review. It's not reviewed by then. It might be the next meeting. Well, it could be done then as soon as it's reviewed. Yes, sir. But what will this person do that's not being done right now?

11:50 – 13:49Speaker 10

Well, what this person will do, and we have a need. Our superintendent is going to start doing a lot more hands on, staying with our main crews, making sure things get done, and also staying ahead of them to measure up the work that needs to be done beforehand. So this position will, safety coordinator, they'll be responsible for safety training, safety monitoring, coordinating safety meetings, Implementing and inspecting the safety practices of the road crews and shop personnel. Also implementing detailed work order practices for the county road and bridge system. Central duties assist engineer assistant engineer superintendent in coordinating implementing and inspecting safety practices of the county road department as well as coordinating inventory of equipment, materials, and detailed work orders. This position should, I expect this position to go along with Gary in the summer, or whoever would be handling the county's inventory. When it comes to the road department, this position will go around with Gary to perform the inventory of checks. lot of training and this person will go to the CRS does seminars two or three times a year this person will be going on those seminars with the engineering personnel as well and it's a position I think it will be needed for many years to come

13:51Speaker 13

You don't have safety meetings, don't you?

13:55Speaker 10

We're required to have four a year and we'll more than likely have more than that.

14:06Speaker 11

We used to have some sponsored by Caterpillar equipment people. They went over safety on specific equipment and alternative. They still do those.

14:15 – 14:28Speaker 10

They do. When we buy a new piece of equipment, we can get them to come out. They have a rather genius of a person that explains all that. Yeah, he does a good job.

14:29Speaker 12

Feeds you breakfast too, doesn't he?

14:33 – 16:16Speaker 10

They used to bring a bag full of biscuits. That helps out. Always does. ready to move on to number six okay all right um i'd like to discuss changing our office manager position to an office administrator position uh it were it would be a pay grade of 20 and then i propose it to be effective october 1st 2026 won't require a budget amendment um The position next year is going to move to involve a lot of, we call it SIMS, county information management system. Well, we want to use it more extensively, and we want to use it detailing what the expenses that the shop, on the equipment and the man hours and everything that the shop personnel cost. in the shop and so we're going to start using it more and more and this person, this office manager will be doing a lot more of that and she'll be able to once we get the prior approved secretary or clerk receptionist position when we hire them in the first of next fiscal year. So I think it's a much needed

16:19 – 16:30Speaker 13

Position I guess we've discussed that more budget time with me then then then it is an exciting time with the Hard position Okay, okay

16:41 – 17:06Speaker 10

okay and i was also uh letting y'all know that we'd like to go ahead and uh post the base crew foreman position have a vacancy in that one now it's already a vacancy it's a it's a current position it's vacant ready to do that okay that's still that's still just three foreman

17:09 – 17:31Speaker 11

We have two right now. Does that just speak three total? At one time, what I'm getting at here is that one time years ago, we had a foreman on the driveway crew. Right. Mr. Ferguson left. Mr. Ferguson. So we had over it one time, I think. But y'all can go back and look and see. I didn't want to add any, but I'm...

17:32 – 17:53Speaker 10

When I was here, when I first came, Ray, and in the basin, I can't speak on before. Just the three. Yes. And this is a coordinator position is a pay grade 20, but I'm not calling it a four.

17:54 – 18:21Speaker 11

Well, one reason I brought that up is the thing that we added Since Ray retired years ago, he was here a long, long time. But the one thing we did add is an asphalt paving crew. We've done chip and seal, hard gravel splice, done it a long time. Is the crew that does the asphalt the same crew foreman that does any of the paving? Yes, sir. Okay.

18:23Speaker 10

That's our biggest crew, honestly.

18:32Speaker 11

Any questions from any of the commissioners?

18:35Speaker 13

I hope that's all we just spent money. Get caught up. We catch it up.

18:46 – 18:59Speaker 12

Thank you. I have a gentleman called me about he's put in an application a couple of times. Y'all don't save applications if there's not a job opening.

19:01 – 19:28Speaker 10

no we we have we tell them if there's not an opening just hang on to it but that's since I've been here that's that's the way we've done it if you would set a time you'll hold that application for a month or something and let them know because they don't know when they need to go back and renew and he's put in

19:29 – 19:46Speaker 12

three or four times. Especially on the lower end grade. Yeah, and that's what it is. Had seven vacancies last year or whatever. You could just keep ongoing application for that, you know, for the temporary. And he wouldn't have to come back, or whoever wouldn't have to come back so many times.

19:46Speaker 10

Right. Okay.

19:48Speaker 12

Try to make it easier on the public.

19:50Speaker 10

Okay. I guess that would be a policy, some sort of policy change or just can be an internal thing.

19:56Speaker 11

I don't know. Give it some thought and They'll come to me and I'll say, well, there's job openings.

20:03 – 20:18Speaker 3

Well, it is a job opening, but it ain't been posted yet. So they go over and they won't let them fill out an application because they're not a job

20:30Speaker 10

appreciate you okay moving on to roddy wolf property manager of daytona properties and projects you just signed your

20:56 – 21:45Speaker 15

information on making sure the roofs out there it's the same color two projects out from the road department so that's some of that well it wasn't because it hadn't been completed yet but the roof part of it has been there you go first thing i got we're going to be doing an inner department transfer to fill the maintenance position That we opened up and I'll be moving Amy Anthony over to the maintenance position and up on that. I would open. Y'all approved to open. Her job might have in-house.

21:46Speaker 11

On a housekeeping position.

21:47Speaker 15

On a housekeeping job.

21:48Speaker 11

Okay. We'll have to open up a housekeeping position and she used to be ready to do that because in-house you can do the other as a supervisor. Okay. Okay. We're ready to do that then.

21:58 – 22:43Speaker 15

All right. Next item, I met with Spire Gas, Pat with Spire Gas, about the two meters over at the PLC at the Charles Foreman building and the operation building uh there was a drawing before that you're correct he was correct Aslan had it you had it well he after we looked at it and I told him where we were talking about putting the generator uh he said he would do some measuring Because it may be a border where he can put it over next to the fence. The meter. The meter. Instead of it being up next to the building, be over next to the fence.

22:44Speaker 14

I've got a problem with that. Because if you put that meter out there in that parking lot, it won't fit.

22:52Speaker 15

It would be the same to me, nearly the same as it being up next to the building. Because he says it's got to be out away from the building so far. So you're going to be...

23:02 – 23:26Speaker 14

out in the alley and people are driving right by it every time but i mean it's only all the way around you know tearing that other building down and then cleaning them gonna be tearing that block wall down moving that generator and all that stuff out there and you get a meter out in there somewhere so to get hit was he looking at physically looking at it right there at the fence

23:27Speaker 11

Well, it's about middle ways.

23:29Speaker 15

Where it's fenced in? When you go down the side of the fence, it's about middle ways. I put a yellow mark on it. The alley side of the fence?

23:39Speaker 8

No, down the building side.

23:42 – 24:51Speaker 15

Alley goes this way, fence is going this way, it'll be about middle ways. You marked it. I put a yellow mark there and one up against the building. Maybe we have to put some pipe bars, balusters, things there. Just two pipe bars. And we marked the one off at the Charles Foreman building too. And it will be, if you're looking at the door where they go in at and the ramp goes up, there's a window right there. It'll be to the right of that window. now uh he said it would be three to four weeks before he got the drawings back and pricing on it and he's gonna price it two ways because the pricing that you've seen on the first one uh that was them fixing concrete asphalt whatever and i told him i said we'll figure it both ways y'all fixing it and leaving it out and us fixing it letting the road department fix put asphalt back in wherever they tear asphalt out We might want to do that instead of us paying them.

24:53Speaker 13

Lord knows how much more. Yeah, that'll do this. Yeah, you're right.

24:59Speaker 14

It'll cost more money because they're going to save it out. Save us money by us doing it.

25:06 – 25:22Speaker 11

We think that we're the cross the alley for the gas meters at the operations center building in Pell City. They're going to cross the alley with a line, trench a line over to put in a gas meter. You're right.

25:22Speaker 14

They won't have to cross over. Where's it coming up now?

25:27 – 25:40Speaker 15

Well, they still will wind up crossing. I mean, he puts a gas meter over there next to the fence. Well, they still got to run the conduit back to the transfer switch for the electric.

25:41Speaker 13

Yeah, it won't be gas. It's nothing to do with gas, though.

25:44 – 26:13Speaker 11

that that guy for a minute but the gas line because the gas lines are already on that side what we're talking about brad is instead of the gas company finding a contractor to fix the trenching that they do well they'll fill it up a rock i'm sure it'd be done with it there but but to actually repair the alleyway asphalt they'd probably just rustic over and fix it when we get there so it's going to be two ditches basically

26:15 – 26:27Speaker 12

I wonder how much it cost to bore it and just pull whatever you need through. I know the bore used to be out of sight, but it's got a little better.

26:29Speaker 15

The generator's going to sit by that tire. Inside the fence. Inside the fence. And we talked to Freddie on that and Freddie said there was no problem as far as frequency messing with any of that.

26:40Speaker 13

So they should saw cut a foot wide trench across there and put a 4-H conduit in. That should be, we should be able to repair that.

26:51Speaker 10

Just one or?

26:53Speaker 13

There'll be one electrical and then one gas.

26:56Speaker 15

All in the same? Nearly be in the same. It'll be close. Yeah.

27:06Speaker 10

We'll look at it.

27:09 – 27:45Speaker 15

Which, like I said, when are you getting it? In three or four weeks, he'll have us a drawing on it. And also while I was in that process of it, because I happened to run up on Billy with work for Jason Goodgame, and, well, Sheriff's building out at the, road department that we're fixing to put up is going to have to have gas too, so he's going to be looking at all three of them, getting all the drawings on all three of the buildings at one time now.

27:47Speaker 13

Where's the gas located now?

27:49Speaker 9

It's down there by their office. They'll have to come up the road.

27:56Speaker 10

Well, it already comes up through there. Does it?

27:58Speaker 9

Yeah, because they received the mechanics. I thought when they hit it, they capped it right there where y'all hit it when you were.

28:04Speaker 15

Let's see, the mechanic shop has got to get it.

28:06Speaker 9

Okay. They'll just come across the road.

28:09 – 28:24Speaker 10

I called line locating, and they won't locate beyond theirs. The private part they won't locate unless you call them, tell them, inquire about new service.

28:24Speaker 9

Then they'll locate.

28:28Speaker 15

Well, he was going to pull the draw ones up on it and see what size line that showed on it to make sure that they could tap off of it.

28:37Speaker 9

What y'all hit was like a one-inch line, wasn't it?

28:40Speaker 10

I think it was a two-inch line when we found it.

28:50 – 29:49Speaker 15

Anyway, I got all three of them going at the same time, so we'll still head on that one. Let's see. Friday, June the 12th, I'm going to bring this up because this is a... has to do with the road department but also has to do with everybody else in the county which i think you was going to send out an email in the process but i'll go ahead and mention this in the meeting june the 12th uh we'll be changing the meter box out in the old sign shop this is per crs because of the door being missing off of it and we could not find Had two different electricians looking, and we can't find a cover to match up with that box that's on there. So it's going to be changing the box out. What box? The electrical box.

29:50Speaker 12

The 200-ounce box?

29:51 – 30:13Speaker 15

Yes, the 200-ounce box. Circuit box. Please walk in the roll-up door there, the box there on the left. There's not a cover on that box, is there? A cover, but not the door. I got you. Door's gone. And they said get it replaced. And that's the only way we can get it replaced.

30:13Speaker 8

Sounds like a good idea.

30:16 – 31:11Speaker 15

I would recommend it. Just want to let y'all know, that's going to be June the 12th. He said it'll take him about eight hours, so the pumps will be out. So if anybody needs to fill up with fuel, gas, whatever... Need to do it that first thing that morning before you get started. Next item. Dykin will be out here the week of the 15th to change out a air-conditioned consent unit in the circuit clerk's office. That's just information on that. The carpet in the sheriff's office has been installed. It's finished except for I think they are going to come back later. There was some swapping done. They're going to come back later and finish up.

31:11Speaker 9

The bathrooms are done too. Oh, okay. They're done.

31:14 – 32:41Speaker 15

All right. I had to talk to him about that. So that part's done. This is the first of June, so we're getting ready to start our monthly routines. I got all the shrubs and everything cleaned up at the road department in the front and down the side of the building. Looked a little rough now because I did whack them back pretty far because they got way out of whack. And I've been cleaning out Our flower beds here, taking the mulch down so I can add some new mulch because it then got so full, I couldn't put no more mulch in them. And been cleaning, I already started cleaning up some of the shrubs over here. And my last thing, my antenna, I think this is, I don't know if we want to talk about this in here, but the grant money that we were going to get, because I was going to order flags, but that was going to be off of Amazon, and we got shut down before I got them. We got them shut down off Amazon before I got them ordered. So what are we going to get?

32:41 – 32:52Speaker 3

Ashley's going to order some supplies. So you can get Ashley in the next couple of days and see what she's going to order. And then we'll see if you need to order anything. And if so, we're going to do it.

32:52Speaker 6

Okay. I think we don't know where to order flags from. Because the contact I had for flags didn't have the size we wanted. I think Susie has a contact for flags.

33:02Speaker 3

We'll get y'all a contact. Okay. Other than Amazon. And we're just making some changes. There's nothing to do now. Nothing wrong with Amazon. We're just making some changes.

33:11Speaker 15

Well, if y'all get many quicker, we might be able to still get them from Amazon.

33:16Speaker 3

And the benches, have you ordered the benches yet? Yes.

33:24 – 33:39Speaker 15

Which, and I guess... Refresh my memory. Was we going to go ahead and set them out now since they're doing construction, or do we want to set them in the Sallyport until they get done? We're going to set them out just out of the way because they'll be under construction there for six months.

33:39Speaker 3

Because I think that, yeah, and it needs to be decorated before July the 4th. I would think.

33:49Speaker 3

So, yeah, you can just set it up close to the courthouse where it's not. Okay.

33:52Speaker 15

They're coming all the way up to the sidewalk in places. And secure it where it doesn't fall over on anybody.

34:00Speaker 15

Does that mean you're going to, I can borrow one of your fingers and stick it down there?

34:07Speaker 11

I'll stand behind them.

34:10Speaker 15

No, you won't. You wouldn't even come out there and help me shovel yesterday. I'll help you shovel. But now I told you it was left or right. I could look at it and tell you what it was.

34:20Speaker 15

Well, that's all I had.

34:24 – 34:40Speaker 11

Any questions for Roddy? All right. Thank y'all. Thank you, Roddy. Okay. Ashley Hay, Asset Manager, Updates Arena and Events Center. Active out there.

34:40 – 35:57Speaker 6

Oh, yeah. Yeah, we had our pickleball camp this morning. That was completely full with the wait list and it went really well. And he didn't tell me this, but he gave them all free paddles again. So they got the cost of their camp covered just by the paddles. So he was able to get it sanctioned. So that's why everything was free or ended up being basically free. But at the end of our pickleball camp, they're going to do a little tournament. We're going to have open for spectators. The kids are from 9 to 15. So I'll have more details on that in case you want to come watch it. This Saturday, we've got a barrel race. And then next Tuesday, the distracted driving starts. And then the next Saturday, we have another barrel race. So that's what's going on coming up in the next two weeks. We weren't able to trench from all the rain last week, but we've got those supplies being delivered today to be able to do that. So we should have that done for the next week for the electrical and water for the RV parking. Okay, and then, yeah, like Roddy said, we got the $2,500 grant, got that awarded, and we'll work on ordering everything for it. I'll work with Jason on the veteran side of it. We're going to do an informational display, two different informational displays. One's honoring veterans. I'm going to have him do that part.

35:57Speaker 3

He said he would.

35:59 – 37:28Speaker 6

And then I saw that we were talking about the mowing contract. I wanted to put in my suggestion that... My first preference would be that we start doing mowing in-house. I know there's a lot of costs that occur with that, but with the arena and event center schedule, it is so specific about when to mow, when not to mow, the rain is setting us off, and the grass grows so quickly. It's just hard to have someone on a schedule, him trying to navigate our schedule every time we need it mowed, or when we need it touched up, or when we need the back mowed if we've got a really big event. We're doing our best to communicate with him and him in the rain mixes us up and he can't just jump. Okay, it's going to rain the rest of the week. I need to go mow there now. He doesn't have that flexibility. So our first choice, of course, would be to be able to take that in-house so we could always do it exactly when we needed it to. Second option would be to contract with someone else who may have not a list of 10 other properties to do in a week. That could give us a little bit more like, hey, we need you to come out today. I know we've got you scheduled for Thursday, but can you come on Tuesday? We've got random. So my recommendation or suggestion would be either to if we're renewing his contract to maybe just do it through the fiscal year until I can figure out what would be approved through budget, or I could start looking for a different contractor just to service that property.

37:29 – 37:43Speaker 11

The way we did his contract is also site specific, so we could actually remove the site and do something different if the commission chooses to. Also, we've got ... Do you have a lawnmower out there? I know you've got a bush hog.

37:44Speaker 6

No, no lawnmowers. That's why I said then there would be some costs incurred.

37:46 – 38:00Speaker 11

That's our little lawnmower out in the shop that we took off the trailer and it's sitting out there on the ground now ready to go. Where would we use it at all? Because our contractor takes care of the road department, don't they? Most of it.

38:01Speaker 11

Do we need that mower out there? Is that a mower that we could move? Like, it's got a trailer. Anytime you carry it out there and use it, it's a little steer mower.

38:12 – 38:35Speaker 15

yes zero zero turn we've still been using it at the looney house yeah property and at the new z just building so there but there again it's a it's mobile it's got a trailer you can carry it out there and roll it off and mow when you want to and uh after under a little shed at the road department you just wouldn't take

38:37 – 38:58Speaker 11

30 minutes for him to run out there and carry it back and mow when Daisy needs it. Just make the shed there its central storage place because it's out of the weather. Does that make sense to you? If y'all want to do that in-house, we'll start looking at how we can change that from his contract. You may want his contract and do the touch-up on Daisy.

38:58 – 39:22Speaker 3

And we might have to go that route right now because the bid We've got to bid it out again in 2027. This agreement, the bid is for three years. The agreement is to renew every year if y'all choose to. So that property is in that contract. So if we can remove it, I don't know that we can remove that property.

39:22 – 40:22Speaker 11

Didn't it have to bid certain ones at a particular to put a bid site-specific. That's why I was kind of wondering if we should be able to remove that, because other people bid it, too. In other words, he bid so much to mow the arena property. Number 10, on the line item 10, ask him what he'd be charged, how much it would cost for that item. That'll answer our question. I'm not so sure. It's kind of like our yards at home. If it rains this week, by the weekend, I've got company coming. I've got to get mowed. uh so it may be flexible if you just get him to i think he's going to have something special going on we need somebody either staff do it with our mower big big zero fear mower or a contractor out there to to do a special moment come up with an amount just to do what you need what does he uh he just mows from the back parking lot to the road

40:23 – 41:38Speaker 6

Uh, I'm not exactly sure. I know the map, it does not, the map that he was provided does not really serve fully our needs. And we, we asked him if he'd help and he does help us out. You know, we're like, we know that's not in your contract, but if you could, you know, there's some obvious areas that's like, obviously that can't be left, not mode. But, um, so we, you know, when it's rebid, if we continued the way that we are, we would want to revise that map. But, and I also don't think I'd, I would, I think that's, Stephen would not be happy with me saying we will take on that mowing in-house. We would need help if we took that on in-house. He can't do it too. So that's why I was saying it would have to be like a budget decision if we decided to do it in-house. I'm fine with contracting it. We just have had some issues and it's not, I don't think it's his fault, Lasley's fault. It's just we are picky. We're specific. We've got vendors who are picky. We've got people who are running the facilities that have specific requirements on specific days that it's just not fair for him to uphold him to that when his contract just says get it done. You know, every time we need a different request, it's just, it would be nice to just do it when it works best for us. So that was just my input on it since I saw it was coming up.

41:38Speaker 13

Well, all we need is a lawnmower delivered where you can use it. to do what you're saying.

41:43 – 41:58Speaker 6

Well, I don't think it would be fair to say Stephen could do it because it is a pretty much a whole thing.

41:59Speaker 11

As much trouble as we had having to bid and re-bid the mowing contract for the county, he can renew this annually.

42:10Speaker 3

Yes, sir. Up until next year. Then it's got to be bid out again.

42:13Speaker 11

But since we're talking about it. But when he renewed his contract this year, was it just for one year?

42:20Speaker 11

Okay. I was thinking we could actually. So it's up for renewal again. I thought we could renew for a three-year contract three times.

42:26Speaker 3

And this will be the third time.

42:27 – 42:58Speaker 11

I know, but that was for a one-year contract. I was thinking we could renew up to three years. In other words, you've got to. You got a three-year contract this year. Next year, you can upgrade. You can also take it again for three years. You can do that three times. We did that with a garbage contract. It lasted longer than three years. It lasted several years because you do it. But it's a three-year contract, renewable every year. That's right.

42:58Speaker 13

And you can do that 3 times 11th day of June 2024 when this took place.

43:03Speaker 3

So that's why this will be the 3rd time that it will be free.

43:09 – 43:37Speaker 11

Let's look at it. That means it's going out the 24th the way I'm talking. It wouldn't go out the 24th. It would be. I mean, you're 24 to 27 is 3 years. If in 25 we need it for a three-year thing, it'd be 26 or 27, 28. Anyhow, it goes out three years each time you do that three times. Three-year contract, we need it three times. I don't think you have to do a one-year renewal.

43:37Speaker 3

That's just the way it was in this bed. Right. This was a little different.

43:41 – 44:00Speaker 11

And there's so much trouble going through that again. So next year, we could look at three years. I'll be gone, and y'all can wrestle with it, but I'm telling you, it was a nightmare. And if you can get somebody that's doing the job, and you can renew it every year, he does renews his contract, and I think he can do it for the three.

44:01Speaker 14

I got a question. Okay. Because we did garbage. I'm looking at it. So he's asking for an additional 51,000 for this next year?

44:12Speaker 4

No, that's just, that's his yearly amount.

44:14Speaker 13

That's his yearly amount. I think he's not gone up on that price in three years.

44:21 – 45:54Speaker 11

That's why he's got the option. He can renew it. We bid it 24, 25. 24, he's got three years. 24, 25, 26, 27. 25, 26, 27. All right. 25, he could have 26, 27, 28. If he chose to, at any time he thinks he can't do it for that amount of money, he just doesn't redo it next time. I think he can do that up to three times. That keeps us from having to bid it every three years. We can bid it about every six. But that's a, check on that and see. But I'm pretty sure you can redo the bids for up to three years. We did garbage that way. That's exactly what happened to waste management. They refused to renew. It wasn't just to renew for a year. It was to renew their three years. So look at that and see. It'll save you from having to redid these things you have going on all the time anyway. As long as they'll do it for the same price they did, leave it alone. If it's working. If either side at bedtime can cut it off. If we needed to change, then that would. There you go. Is both sides an opportunity every year to make something different? There you go. We'll look at that and see what we can make happen. But in the meantime, in your situation, if you could just find out somebody that would do it on call. I think give us give us a price of what what's what's the bid for number 10 for the arena? We don't know.

45:54Speaker 3

The total amount is the 51,000. Okay.

45:57Speaker 11

It's on it's on the bid list though that Susie has.

46:01Speaker 11

There's 12 line items and there's none of them broke down. Okay. Look at number 10 on her list and just say what he had to be in for that job. And that'll give you an idea of what it costs.

46:11Speaker 3

That's what I want to know. Yeah. So we know where we're at.

46:14Speaker 11

Yeah. Might not be, but $300 or whatever.

46:20Speaker 6

And then did you want me to, any input on the Kiwanis?

46:28 – 47:10Speaker 6

It was, we talked about, I don't know, maybe a year ago, she presented the idea of doing like an educational ag building that could They would work on the programming side and we would, it'd be basically a building that would be on our property, our property, and then we would maintain it, keep up with it. My only thoughts about that is we obviously, I don't know, you know, they're just wanting to do the engineering for it. And if they'll have to take into account, you know, our septic or our sewer and how that impacts their design. And then my only other thought about that would be, I think it would have to go on the area where our parking is behind. the arena, but I'm sure their engineering plans would figure that out because of the wetlands area.

47:11Speaker 3

So, the reason actually bringing this up is because it's on the agenda for a letter of support from of St. Claire West, the chairman to sign a letter of support for the grant.

47:21 – 47:37Speaker 11

Actually, that would just be a grant to cover the engineering right now. They can get significant money from the same entities, maybe to do a whole building. But at that time, we'll have a design. Location, I think, and all that covered. Yeah.

47:37Speaker 3

So that's what they're asking for us to do Tuesday and Corey put a packet in your folder of what is presented last year. Okay. The design.

47:47Speaker 11

That's their preliminary idea.

47:49Speaker 3

Yeah, their idea for you.

47:51Speaker 11

Yes, sir. So, anyway, what we'll be asking to do used is just to approve. We will be supporting them.

48:00Speaker 13

We want to build that building. Actually own that building. How does that work? We own the property. It's built on our property.

48:10 – 48:32Speaker 11

All we got to do is furnish the property. Okay. And then we get a building out of that grant. And then you can also apply for the same thing you did in North Alabama where you can apply for ag type facility if it's ag related. There's still that money there, but you got to have that process going on. If you want to. But like I say, if it's going to be, you have to, there's not room for it out there.

48:33Speaker 6

I think they just, they might have to do a plan. Well, they can't put it out there on our current septic tank. So it'd have to be with sewer. And I'd be like that.

48:42Speaker 6

Just say, you know, pretend like we've got sewer.

48:45Speaker 13

That's what I was going to ask. Has there been any? No. He hadn't reached back. That's not a... But we've got a...

48:55Speaker 6

They could build it way in that back corner if they want. That's the only other place that burns.

49:04Speaker 11

All this, I think, does is move it another step. It's still on everybody's plate. That's all I have.

49:12 – 49:56Speaker 15

More questions for Ashley? I got one thing I would like to add. Since we was talking about grass cutting, I know we mentioned it one time before. that we want to even consider even bringing it back in house and then you could actually adjust to it a lot easier because they'd just be cutting what property we wanted them to cut and as far as in the winter months i mean there's enough other stuff to do as far as helping out at the arena uh keeping pages cut You know, just the general maintenance.

49:57Speaker 11

Well, that'd be a new question right now, because it's got 1 more year. He can bring it in house. In what respect you made the total package. Yeah, I know everything with the.

50:08Speaker 15

Like, mowers and accrued, like, they used to do it before I came here.

50:11Speaker 13

I think that we originally to discuss that the cost of the new employees 63,000 dollars a year.

50:35Speaker 15

No, that may be something we'll see where the bids come out at the next go around.

50:43Speaker 13

Right now he's charged $360 per site per month. So we'll have a hard time doing that in house at that cost.

50:52 – 51:14Speaker 15

I just want to throw that out there again. Retired people, I'm not dead. You wouldn't help me with a shuttle boy yesterday.

51:14 – 51:34Speaker 11

I'm always going fishing. I don't want to go fishing. I got a 40-year-old Dixon line. Zero spears. Glenn Morgan, IT. Glenn Morgan and John Morgan. Oops. Sorry.

51:35Speaker 4

That's my bad.

51:43Speaker 2

We came, I can't remember when it was, to talk about the issues we were having with the phone system and we had been working with ICS to talk about moving to a hosted phone system.

52:13 – 54:10Speaker 1

provided by the MR of current systems. How old? 16. 11 years old, almost. 10 years old. We're having issues with our phone system with providers. And so we've got this proposed solution, a hosted phone system with monthly fees. They would provide a phone for however many employees i think we have 400 on there they would provide support maintenance and all that for the said phone system there is and that monthly fee would cover the phone service and all the features um back funds all that would be in one vendor um and uh the monthly subtotal we've got and the quote is $8,133.75 and uh currently if my math is correct we're paying $9,654.84. There's an upfront cost for them getting everything set up on the back end, training, reporting the numbers from the different providers over, and then the biggest cost is the on-site implementation of then providing people to come out and unplug the old phone, plug the new phone in, make sure everything works, and go from there.

54:11 – 54:22Speaker 3

So I think the one-time cost is $31,785. Monthly cost is $129,309.

54:24 – 54:40Speaker 3

That's the year. For the year, for the year. That's the yearly cost. what we're paying now um right now for um phone lines for the yearly maintenance um it breaks down to 9 634.84 a month

55:17 – 56:28Speaker 1

Yeah, the admin lines at 911, which there is an additional cost from Indigital to integrate the admin lines, the non-emergency numbers. into this new system it's $12,901.97 that's just so because if you've been in dispatch then when they answer the phones it's on a computer they just click the button and answer the phones or they've got a keypad where they can dial the number and call out or hit a button and Transfer call whatever instead of having to deal with an actual phone so to integrate the two Encourage that cost When you make a change If If y'all want to do it, a pleasure to meet you now. I mean, the sooner the better because we're trying to fix phone issues.

56:28 – 57:05Speaker 2

Yeah, this is really driven by it's in your house ballpark now. We wanted to make sure we did the due diligence that the system that we recommend, one, goes off the tip system so that we didn't have to bid. Two, it integrates flawlessly with our existing systems, including our recording systems. We've got all that. And this does check all the boxes that everybody's been mentioning. As far as the timetable one, we need to push it. Y'all have heard the complaints, especially from the elected officials. So it's really on your timetable now. So whenever you want to pull the trigger, we're ready. We've got everything ready.

57:08Speaker 3

We've had several meetings with ICS.

57:11Speaker 11

I don't see any benefit in not going ahead and moving forward with it.

57:17Speaker 13

the new system?

57:19 – 58:05Speaker 1

I don't know for sure. We will have a, if everything's approved, we'll have a kickoff meeting and kind of plan everything out. I know we want to try to get 9-1-1 finalized, make sure that we don't have any issues, and then we could do it, Hill City one day, Asheville the next, or I don't think it would be, I think whatever phase, if it's all of Pell City, one night or one day, you would do it all at one time, however you break it down. But I would imagine more than, say, a week, if we just had to spread it out a couple days.

58:21 – 58:41Speaker 11

Then really, all we really need to do is to use the some simple language motion to authorize the. Section to move forward with it. I guess you've already priced it. So move forward with implementation of the phone system.

58:49 – 59:16Speaker 1

to see if this quote was like an agreement yeah the ics quote has a signature page for the individual quote it doesn't have a sign off as far as an agreement or anything but we could get all that and you would say it's even working with an auditor so we've got that part covered yeah our last our last nod was from that gentleman right there we had to make sure

59:19Speaker 14

Have you nodded your head yet? I have. Okay.

59:21Speaker 3

I feel like I'm working today.

59:27Speaker 13

All right. Wish you good Tuesday. Thank you. Thank you. Appreciate y'all.

59:48Speaker 11

We'll have that on there ready to take action on Tuesday. Our administrator has two little items here. Job security. Job security.

59:58 – 1:00:35Speaker 9

There you go. Thank you, Phil. So I'll start out with an update on the sheriff's building of the training center. They were out there setting some corners this week. Next week, they're going to start foundation work. I think they have a little bit of grading they need done.

1:00:36 – 1:00:49Speaker 10

Did he contact you on that? No. I was telling him we're in full bore our summer work schedule.

1:00:50 – 1:01:54Speaker 9

But they'll get that done, and then they'll get the foundation done. Also, I was asked to check on the change in the color of the roof from gavel loom to green. The roof's really not going to be seen the way that building's going to be built. It's not going to have a high roof line. But if you do want to change it, it's $11,150 to change the color. Okay. I actually already did. That's exactly what I was doing. For me, the galvalume's fine. That's rim that's on the building already. But that's up to y'all. I got you a quote if you want it. And so we should be getting, the 16th they'll start actually doing some digging out there getting the building started. And then the building itself is set to be delivered on July the 14th. Currently, if we don't change the color, if we change the color, that's going to back that up too.

1:01:55Speaker 11

We might have a C-Rock city thing.

1:01:59 – 1:02:26Speaker 9

Well, you have three, four other buildings out there that are already galvanized. That's right. This kind of is what it is. The next thing, our maintenance budget at the jail, we are currently out of money in our maintenance. Of course, some of that is because we did that agreement with Trane and Jason Goodgame for as far as replacing that air conditioning unit. We paid for the electrical and some other stuff out of that.

1:02:26Speaker 4

I need to get with you on that then because when I called today, I couldn't find where we had done anything extra because I was thinking I forgot to do an amendment to something.

1:02:36Speaker 9

Oh, we got the quote for, it was P&M, Acro Electric, and a couple other things that I got quotes for.

1:02:41Speaker 4

Let me look at that again.

1:02:42 – 1:03:11Speaker 9

I can help you with that. Yeah. The last thing on that, as far as getting that done, and kind of getting trained to the point to see if it's going to run for a cycle, is doing the test and balance. I have a quote. I'll have the quote there on that as well. It's $11,300. That will require a budget amendment or removing some money from that other money that we that was left over out of the build itself.

1:03:16 – 1:03:35Speaker 11

And that is the quote there 11 3. For that company LLC. Yeah. Yeah. Are we finished with whatever Jason was trying to protect us on our warranty stuff?

1:03:35 – 1:04:22Speaker 9

So this kind of, in essence, is the last thing we have to do. Once we do this, then we see if the system's going to work. They changed out a couple units. We entered into the agreement with them for the... The person that's going to help that's currently contacting Nathan and every day they're kind of talking about different things and they've been trying different things, but we have to do the pre-test and balance thing and balance some air to different locations that they say will fix the issues that we're having. We've already changed the unit out. So from there, once the test and balance is done, they'll kind of be able to go, all right, this fixed it or this didn't. We still have issues. Kind of where we're at on that.

1:04:23Speaker 11

Yeah. I just see a little overlap here on what Justin says, trying to protect our warranty situation.

1:04:31 – 1:04:45Speaker 9

And it is. I mean, we still haven't accepted those units from when the jail opened because they haven't ran a full cycle yet, which is a changeover from hot to cold.

1:04:45Speaker 13

When we do accept and we satisfy this, that's when our warranty starts.

1:04:49Speaker 9

That's the way I understand it.

1:04:52Speaker 11

Who handles it during the warranty thing? Is that a Johnson Control? It's a train. A train itself. That's right. They have their own balance.

1:05:01 – 1:05:21Speaker 9

Okay. So trains currently, I mean, we're getting bills and stuff from them, but that's currently in the limbo of the whole thing. Yeah. So we're just kind of testing balance to try to see if it's going to fix the adjustments they make is going to fix what the problem was.

1:05:24Speaker 11

Well, so what's your biggest issue out there? Of course, it's getting into hot weather, so it's just not keeping everything consistent.

1:05:33 – 1:06:31Speaker 9

Well, in medical where we changed the unit out itself, it was humidity. And we were having rust and some other things because that unit wasn't able to do what it needed to do as far as getting the humidity out of that area. So they changed that unit out to a different unit with some different specs. It seems to be working now. once if in the other areas the engineers looked at it and there's some airflow so you have a total airflow from the unit that goes out through your duct so taking some air from like inside of cell blocks or putting more air in the actual cell itself and taking some out of the open dorm because the dorm gets colder and the cells are hot same in the winter the cells are cold the open dorm area is hot So the test and balance will redo that, rebalance that, put some more air in the cells so it should make them better.

1:06:32 – 1:06:50Speaker 11

And that 102 outlets has to do with those going in and out. It's not collectible outlets. No, it's duct outlets. It's DAC duct outlets, okay? Okay. I think we need to move on with that and see if it stabilizes you and gets what you want. We won't know until we get somebody that knows how to do the balance on it.

1:06:50Speaker 13

So our cost was out of pocket was to do these change-outs.

1:06:55Speaker 9

We had, yes, we had a cost.

1:06:57Speaker 13

We had Ackers.

1:06:58 – 1:07:18Speaker 9

I think our cost was going to be a total of around $30,000. As to where their cost was, they put the new units in and all that. They paid for the new units and swapped them out. We just had to pay for the hookups and then the test and balances and some other things like fixing some sheetrock and repainting some block.

1:07:21Speaker 11

Okay, we're ready. Ready to approve that one. Ready to go. Okay.

1:07:26 – 1:08:03Speaker 9

The next thing you see there is a gourd rake. Y'all remember about two months ago, we had a Elderly gentleman come through the gate, hit the gate. He actually broke the gate itself at the base. So the whole unit has to be changed. So this is the quote to do that. We just need to, once we approve the quote and get the work done, then we should be able to charge that back to his insurance because we have the report with all his insurance information. That will just be something for whoever handles that.

1:08:04 – 1:08:39Speaker 3

Okay. Thank you. she just uh we just have to get a quote let me get a po to be able to get the work done so she can go back and charge it back that's the way i understand it yes jennifer has the information yes she sends it to crs and crs will contact his insurance company so it's in the process So once we receive a check from his insurance company, we could put it back into the... For reimbursement. Yes, sir.

1:08:39Speaker 11

So we're ready to go with this, though, so we can take the check.

1:08:42Speaker 3

Have it on the agenda for Tuesday.

1:08:44Speaker 9

Okay. But now, we don't have any money in our budget currently to do this.

1:08:50Speaker 4

Well, no, I will amend... That and then the check has come in.

1:08:55Speaker 9

Yeah, because we're going to be way short just getting through the year currently.

1:09:00Speaker 4

Did Michelle talk to you? No. Okay, so we've got you some money there. Okay.

1:09:08Speaker 9

For some of the other stuff.

1:09:10 – 1:09:28Speaker 4

To get you until you need more. But when I get with you on this, it may be that I had an amendment to do I hadn't done yet. So that will help. But I need to check with you because I can't find where... I did that for that.

1:09:28Speaker 9

We may not have yet.

1:09:29Speaker 4

Maybe I was waiting on the exact numbers and that's why I haven't done it.

1:09:33Speaker 9

This was the last thing to get the exact number.

1:09:34Speaker 4

So that could be why.

1:09:37 – 1:12:45Speaker 9

We had the boiler go down. The recirculation pump went down in the last month. We had a lightening strike that took out four fans and some lightening grid. I mean, we've had a lot in the last two months that was just unforeseen. But, you know, so that's just ate our budget up. but the lightning grid did its job we lost a couple of fans didn't lose anything major so we took i think we took two lightning strikes back to back knots and that's that's it with our budget as far as the uh maintenance budget at the jail the next thing you have in front of you is reassurance solutions So the reassurance solution, we currently have a contract with them for radars that are in our cells in booking and medical that tell our heart rate, respirations, things like that. And we've actually had a couple of times that we had inmates come in and they've been in the holding cell and booking and have a real high heart rate, sent them to the hospital and they ingested something. So they've done their job. The thing is, we used opioid money to pay for this, and we would like to do that again to add on to it. They now have a wearable, so if we have somebody that's ambulatory and can go to a block, but they have a medical issue that they need to be kind of monitored, to free up that space, we could free that space up by putting a bracelet on them, send them to the block, and if any of their vitals start going out of whack, it sets off an alarm, and we know where they're at. It also frees up some space in our medical ward for people that actually can't be in a block for some reason or another. So this is, it's $18,000. Once again, it's for a five-year service plan, just like we did with the monitors themselves. It's $18,050, and there could be some electrical costs having to put some data blocks in above the dorms that we're going to put these people in because we have three dorms identified that we would let them be in so that would be possibly up to a thousand dollars so we'd just like to look at that if y'all were so willing it seems to be it's a great well it's a great tool it's saved us a few times already where we're just not spending the places we could anchor so that's why we accumulate hopefully we're getting into a little bit we should start getting our data on that as well in the next in the coming months so we should be able to start building our data on the idea of the percentage flow into the jail that are opioid related in any way yeah

1:12:47Speaker 11

Now, is this an $18,000 teacher per year? No, it's for five years. For five years.

1:12:52 – 1:13:10Speaker 9

For five years. For five years. Gotcha. We can do a five-year contract for a technology. I like to do the five years because in five years, technology is obsolete anyway. So at that time, you're looking at having to replace it anyway. So you can get it up front. You don't have to worry about a yearly maintenance.

1:13:17Speaker 11

All right, we can get that approved usually.

1:13:21 – 1:13:33Speaker 4

Do you have the packet y'all put together for this when we did it last year? I know we were with the opioids. We were trying to just have backup with things for the audience.

1:13:33Speaker 9

Yeah, I do have the packet, and I can redo that packet, update it, and add some stuff into it from there that we've already seen from these things.

1:13:41Speaker 3

We adopt the resolution every time. Yeah, we can do that.

1:13:47 – 1:14:53Speaker 9

The next thing y'all have in front of you is good for a good game. So moving out of the jail now to the bank. over here in Asheville. The demo is done. Everything that needs to be removed has been removed, which probably saved us about 30 grand. So that's been removed already. Before we move forward on that, we need to have the complete HVA system in the roof. We need to have an inspection done to know Before we put money into the building, we need to know if the roof needs repaired or the HVAC is going to need repaired because right now it's open. It'll be easier to repair it or do it now than it would be after we put walls back in, ceilings back in, things like that. So I've reached out to two or three places. Jason is the only one that gave me a quote, a good game, and their quote to do the inspection and give us a detailed report is $2,250.

1:14:56Speaker 11

Ready to move forward on that because we can't even engage the architect.

1:14:59Speaker 13

We get them. I'm okay with that. Get your report. That's a good press.

1:15:07Speaker 11

All right, we'll have that on there Tuesday.

1:15:12 – 1:15:58Speaker 9

The last stack of papers that y'all have. This is things pertaining to what we can do as far as the expansion of the facility before the facility is actually bid. These are things that need to be done in the current facility that we have the space, but we didn't buy the hardware. Like for the kitchen, for the laundry, we still have space in there that we could... use the money that we have left over from the previous facility to purchase some items that we'll have to purchase anyway with the expansion. And if we could purchase them now, we're probably going to save 20% on the total price.

1:16:06Speaker 13

That's 115,000.

1:16:08 – 1:18:24Speaker 9

So on the mobile fixtures, that's the kitchen stuff. I think it did come out to 115,000. That'll have to be bid. The kitchen stuff will have to be bid. The other thing that you have in front of you, the star distribution, that's the washer and dryer. That's under the 30,000. so we could just go with the same washer dryer speak when they start distribution we have had no issues out of that one in three years those those machines have worked it's phenomenal and then the last thing you have is from the tenant company that's a poor machine if you go over there and walk through that jail now we've been there three years in july And it looks just like it did the day it opened. And part of that is because we have a machine like this that we can clean the floors with and get it done in about a third of the time that it would take to mop it and let it dry. This thing mops it, dries it, cleans it. We rinse it out. It has been a time saver for us. And it's one of the reasons that the building does look the way it does when you go over there. far as equipment that we could do before the jail opens that's all there the last thing you have in front of you is the drawing that we did for the facility itself the addition i would prefer to stay with cmh architects because they designed the actual building and designed This, they already have most of this done for the drawing side of this. If this building was 34 years old, yeah, I would say go with a different architect. It's not a big deal, but we're three years into this, and this building was designed to be this whole building anyway, and they drew those original plans.

1:18:24 – 1:18:50Speaker 11

That's what I understand. that the colored area the colored in area is the additional wing for the wall that shows the ground floor and that's the name okay uh yeah i think i think what we're going to have to have So from there, from the architect's standpoint, is they'll have to give us an estimated budget.

1:18:50Speaker 9

Yes, I would love to be able to get them to enter into a contract to get this drawn out so we can even get it bid.

1:18:57 – 1:19:12Speaker 11

Because I think they're closer to having things already done without having to go in there with somebody different and have them draw it up. But they should be able to give us a budget because we've got $2,900,000 in there left over, but it's maybe a $5 million project.

1:19:12 – 1:19:29Speaker 9

yeah so we we need to know what we have to enter into a contract with them to get them to draw it out and price it out yeah to be able to have a even have a budget yep and i would like to do that get ready to move on that absolutely put it on there for two enter into a contract with cmh yeah

1:19:32 – 1:19:54Speaker 11

We've got CMH on one already and we've got another one that we've got under contract looking at another one project. So we've got a couple of architects looking at things, trying to get these things squared away where we've got an idea of what it's going to cost. Trying to move them forward. So I'm going to move that one forward over there. Like I say, they've probably got a lot of this in a box.

1:19:55 – 1:20:25Speaker 9

Yeah. with, you know, Billy Morass and he's, they additionally, they originally drew it and then we, when they took out that four blocks, we also left the kitchen the same size so it would be ready for addition. So that's why, it'll save us some money because the kitchen area is designed for the whole 500 bed facility as to where, and the laundry was too. All we need is appliances in there.

1:20:25Speaker 11

Is that what this will add, SBA 200?

1:20:29Speaker 9

It'll add 120. So it should take us to 450. Okay. About 450. About 450. 120, yeah.

1:20:38Speaker 13

So if we buy these appliances, we've got a place to put them today.

1:20:41Speaker 9

Yes. They're ready to go in the building, and that would help us out. And it would save us money in the long run. Because we know things are not getting cheaper every year.

1:20:55Speaker 14

Can we go ahead and use some of that money we got sitting there to go ahead and buy this?

1:21:03Speaker 8

I don't know that we can use it. I mean, I understand what you're asking. I need to check on that.

1:21:09Speaker 4

I just read through that letter that we got from our bond council, and they need to review the expenditures to say whether or not we can use it for that.

1:21:19Speaker 8

I would imagine for the construction, that would certainly, but I don't know about.

1:21:22 – 1:21:33Speaker 4

Because I don't remember. There were some things that we did buy through the bond, and then some things the county bought out of general fund. And I would have to look to see which ones those were.

1:21:33Speaker 11

We bought like $10 million out of the co-bid money. So there's a whole pool of money we can buy things out of that wasn't in the bond issue.

1:21:43Speaker 11

That we don't have now.

1:21:44Speaker 9

If we can do it, then it would be, it would be a good thing to do.

1:21:48 – 1:22:01Speaker 14

If we can use it. Do it if we can. How that money, but if we can't do that, we don't have to hold it.

1:22:02 – 1:22:32Speaker 11

I don't 2.9. It sounds like a lot, but that won't do. We're talking about adding another 2 or 3Million probably. I mean, make it more than that. Yeah. Total cost was 30 something million and and we're adding, uh, 25%. So, just with that, with that alone, we're talking about 7, 8, 8. Does anybody heard any estimates from Billy or any of them about what they think it would cost to add that? I asked Wayne.

1:22:33 – 1:22:56Speaker 14

I had Jason call me about something else and I asked him what he thought. He said he had probably about 12 million. 12 million. So that's 12 more million, not just 12 million. 12 million. So you got the 2 million something there, you still going to have to pay. You're going to end up owing 9 or 10 million. I had to use that money.

1:22:56Speaker 9

We would have done it in the beginning. We would have saved about three of that.

1:23:05Speaker 11

Yep. Well, at least the land is there.

1:23:07Speaker 9

The land is there.

1:23:09Speaker 14

It's all stubbed up for everything.

1:23:12 – 1:24:32Speaker 11

And we might mention over here, as we're looking over here, while we're looking at money, we might as well look at all these projects in case the majority of the commission decides to add on to the bond issue, to do another bond issue, what we're going to end up doing to pay for all this with. I don't think we're talking about a big project over here. Talk about the bank, the bank. Yeah, I'm just going to throw a figure 1 and a half maybe, but something came up today. We can get some money for. A safe shelter, and we're looking for property that the county owns that would service some people as a safe shelter. and i told patrice to at least look into uh if we own the land inside a city keep the city out of it but put a safe shelter on that property at the back where the bank building is yes that would be possible that would take care of everybody at the sheriff's office and the citizens of ashville right there in downtown so it looks like we can probably there's a chance of us getting some money for that somewhere where we've got land we don't need it out the road department no yeah We don't have anywhere really in Pell City without putting it in the way. So that was just, I told her, think about Asheville and that. What do y'all think? Do y'all feel like that? That's a good location. Yeah.

1:24:33 – 1:24:45Speaker 3

So her deadline to apply for the grant is July, sometime in July. Yeah, that's why we had to sort of move. That's why she just wanted the chairman to see if we had property we could put it on and award him.

1:24:46Speaker 9

It would be good use for that.

1:24:51Speaker 11

All right. That's all I've got. Thank you, sir. Thank you.

1:24:57 – 1:25:21Speaker 10

Chairman. Yes, sir. Can I add one more thing to my report? We've had good weather here in the last couple days. We'll have it another four or five days. Our crew has finished the access paths down in Wolf Creek for the debris removal project. We need to let that crew work tomorrow. It'll be overtime.

1:25:21Speaker 11

To me, that's one of the benefits of going to four-day weeks. If you've got other things coming up, you can plug them in.

1:25:27Speaker 10

And maybe even the next Friday, possibly covering over the rest of the 60-foot extra pipe in front of the SWAT building.

1:25:38Speaker 12

Friday and Saturday. Yeah, whatever it takes.

1:25:40Speaker 10

Okay. We'll see what the crew is up on.

1:25:47 – 1:26:25Speaker 11

That's the cheapest way for us to get work done, really, is to plug them in on overtime and turn them in. They're ready. They'd like to make the money. Thank y'all. Okay. Tina, I apologize for not getting to you any quicker, but it's okay. We'll get to you when we can. All right, 10 Morgan update.

1:26:26 – 1:27:07Speaker 3

OK, so first item is just. And then Candace will be attending. Can you will be attending the Commission meeting Tuesday to give us one day you have a copy of in your folder of what she's going to update. One of them is on the art grant. We need a grant manager to complete that grant. So our staff will send out an RFQ if y'all approve after Tuesday for a grant manager, to look for a grant manager. So we will prepare them RFQs and send them out if approved.

1:27:07Speaker 11

Ready to put that on there? Okay.

1:27:09 – 1:27:34Speaker 3

And the Coosa Valley Water has received communication from EPA regarding the 1 million community project funding awards through Congressman Mount Roger's office. EPA has advised that the funding will be administered as a federal grant award and will require permission of a formal grant application along with compliance and applicable federal grant requirements. And if they can, we'll speak on that also Tuesday.

1:27:35 – 1:28:30Speaker 11

She's going to point out to y'all also that make sure we don't leave out some things that those federal grants require. One of them is procurement. Our bidding and our getting contractors is totally different under federal grant than it is under those. So all that goes in there. I'm not sure yet what project. That's where Byron would come in is to identify the project. and that's the name you need byron wood did you get it uh yes i did yeah yeah for getting your information that you need to get the data for acoustic water coverage areas mapping i guess when she's finished can y'all give me three like three minutes just to yeah you can go ahead i can cut off on my free

1:28:33 – 1:31:13Speaker 5

I wanted to, it's just a reminder, there was, if you'll remember, several months ago I came and asked about two particular, two projects. One was about the section corners and stuff, and then you guys had instructed me that, no, we're not in favor of doing that. The other one at the same day was this project called Flow Forward, which was the association of the data for the water systems. And this is just a reminder that you agreed on this. So what's gonna end up happening now, since that discussion, we have our intern in place, and he has started with, we already had Odenville Water Utilities, gave us their data, so he's been working with it. Pell City gave us their data, and so now, As I, in order to keep Tucker busy, I've got to get a system, get it in front of him so he can get it put into the system. Yes. And so what's going to end up happening is you're going to end up having some of the water systems in your districts are going to say, hey, are you aware of this? And so your answer is yes, we agree to this. And so... some of your talking points back to them is the purposes of this data is for it to be so that the county commission has a common operating picture of the water lines valves meters in there and for the county this information is not for public use this is in be stored in a private area and is only for county use or at y'all's direction. So for your decision-making capabilities, economic development, EMAs to go into their plan, and I'm gonna send you an email with a little bit more information, but But those are the overall reasons. But it's not a willy-nilly go get data and we're going to let everybody see this. No, it'll be protected. It'll be for the use of official use. It'll be in a private area, will not be shared. And one water district's information will not be shared with another one unless.

1:31:16 – 1:31:53Speaker 11

water systems, one of the things we've run into is we've actually cautioned the water system managers to be aware of this. They have different engineering companies that can engineer their water systems. But they'll come in and engineer a map of the water lines about, and then wherever they're going to have an expansion, and then charge that water system for that data when we've probably already got the data. In fact, where did they get it from? So the engineering firms, if we're not careful, double charge. They get it from us, but to charge the water system for it. That's a little bit tricky.

1:31:53 – 1:33:16Speaker 5

I did a little bit of research on the fact that the county is not entitled. There's no statutory rule that says you are entitled to that information. It's a relationship thing. We set your boards up. When you come and ask for matching monies for grants and stuff, we help you. So therefore... we're asking you to help and share your data back with us so that we, and we only, have an operational picture. When Don Smith comes up and somebody comes in and says, I want to build, I'm looking at this area between Wolf Creek and Pell City. Well, now he has to go out and get information from Pell City and he's got to get information. Well, if you already have this, in this, then you can answer questions quicker and you can say, well, they have a, they got a 16-inch line right here and coming up to War Creek, there's a 16-inch line, you know, so you can answer those types of questions. And so, but I want the fear on the water systems to not be that, oh, well, because see, Pell City said, I'm going to give you my mains, but I'm not going to give you the sizes or the rate of flow.

1:33:16 – 1:33:50Speaker 11

Okay, I'll take what you give me, but at the same time... That's an engineer claiming proprietary interest in that data. There's three things that we could get that's really important to those water systems, the municipal ones and the ones that we appoint boards. One, of course, is the mapping of the lines, the size, the flow, all that stuff. The other one is where is it located? Is it on a right-of-way? Is it off a right-of-way? What kind of right-of-way does it have in case you want to upgrade it? It's like we run into on the state over there.

1:33:51Speaker 5

When I first came in, y'all were having a discussion about a gas line. Well, if we had that mapped, That 15-minute discussion could have been...

1:34:01 – 1:34:38Speaker 11

Here's something really important, is demographic data for low to moderate income. Almost all of those grants that we can help them apply for, well, there was a water system that came before us here last year, and they ended up telling some people they're going on a water line down their road. Well, they probably could have run a water line down some other roads, with low to moderate income and saved enough money to run it down the road they didn't get to run it down. So that's the kind of data that if we've got to share with them, in the long run, they'll finally start trusting. We're not trying to take your data. It came from here anyway, more than likely.

1:34:38Speaker 5

And you have your district. I mean, you've got your service area.

1:34:41Speaker 14

Have you talked to Leeds, Birmingham, and Frosville?

1:34:45Speaker 5

I haven't talked to Leeds.

1:34:47Speaker 14

I'm conscious. Leeds is in St. Clair. Birmingham's in Moody. Frosville's in Argo.

1:34:56 – 1:35:37Speaker 13

it's going to be a trick over there so that's what i'm saying again i can't tell you trust like i'm going to give you that birmingham definitely ain't going to give you nothing and i doubt ladies gives you anything yeah the reason we're having this discussion new london water board meeting i was there and they threw that letter in front of me why don't we give them permission right and i said well i don't know exactly out. They were hesitant to give out all their valve placements, the pumping stations, all the meter settings. They just didn't know if they needed to do that. So he's coming to our meeting July 1st, Monday and explained And I'll do that for any of the other ones.

1:35:37 – 1:35:50Speaker 5

But I'm doing this for, I'm not doing this as revenue. I'm doing this as GIS. This information is for you primarily. They're probably still going to be hesitant because their engineers don't want to do it.

1:35:51Speaker 11

His engineer was in that meeting. That's what I'm saying. He didn't say anything. The engineer's going to get paid for upgrading that data.

1:35:57Speaker 13

that he ends up getting a big portion of it from our GIS. You're coming. We'll solve that, but I can't answer it legally.

1:36:05 – 1:36:17Speaker 5

And then the watchful. So each one of them, I'm trying to get the ones that I can do that some of the people I may know and stuff like that, and then I will move to the harder ones.

1:36:17Speaker 11

Somewhere out there.

1:36:23Speaker 5

If you can get my back, then I would appreciate it.

1:36:25 – 1:36:50Speaker 11

Somewhere out there, we're going to have to condense the New London and all these others that we have nothing in this. It won't make us any money to have that data. In the long run, it might save you something. We're not taking your data. We're not taking your engineer's data. But we are fixed at where the engineer can't charge for something he might be charging them for anyway. That's going to be an engineer battle.

1:36:50Speaker 12

Thank you. And bottom line, it's on our right of way. That's what I was thinking.

1:36:54 – 1:37:14Speaker 13

And so you do have all of these reasons. Their concern was this. In the world we live in today, that went out. All our switches, locations, and all that. Those people in the world, if they had that information, Absolutely.

1:37:14 – 1:38:52Speaker 5

And to that exact point, is Patrice Patrice said back to me for their there's a plan that they have to have. If aliens land, they're supposed to have a plan. If the water... And there was an incident or something in Odenville where there was... Maybe somebody could help me with that. But there was either a potential or something with the water system that was tampered with and stuff. EMA came in, got the other people involved. And so... water mains, pumps, stations, treatment plants, storage tanks, hydrants, service area considerations, critical infrastructure. They can identify vulnerabilities and potential impacts from the natural disasters, equipment failure, cyber attacks, contamination events, and water outages where EMA is needing to make sure that they have generators at these pump stations and stuff like that. So if you, I'm just a reflection of you, if you don't have that information and I'm trying to get this information put together for you and for EDC and for EMA, those are the only ones that I'm concerned with. But EMA needs that information to be into their master plan thing. And it is private. It ain't going outside. It ain't us you got commands with water paper.

1:38:53 – 1:39:05Speaker 12

You said that the first time. We probably damage it as much as anybody. Damage water or anything on the right. Ricky, you said that the first time. You're like, well, that's going to be your... You're right.

1:39:05Speaker 14

It's going to be the ones you got commands. I don't...

1:39:10 – 1:40:47Speaker 5

Okay, now let me ask you a question. I'm asking Ladd Environmental, who did a lot of these drawings, and I'm asking them for their CAD data. I think it is reasonable and polite to make sure that the water departments know that I'm asking for this information, but I also have these two sources also, which is Ladd and Municipal Consultants. So, somebody slapped my hand. If I'm going to LAD and saying, hey, do you have these here? Can you give them to me? My intention is, professionally, to let these departments, water systems, know what's going on also, but... You see where I'm going with that? If I contact these two bigger engineering companies that have been around forever and say, hey, do you have their drawings? Can I have them so I can start ingesting them? Am I out of line? Or... As long as I am being So you March 20th work session of last year I'll for that to the commissioners just as Wow What an impressive presentation. March 20th of last year?

1:40:48Speaker 5

You're right. I will tell you. You said, when we were talking, he's like, I've got to be here. I'm like, no, it wasn't a year ago. Wow.

1:40:57Speaker 13

But it doesn't matter. We'll get to it. Thank you for that update.

1:41:02 – 1:41:17Speaker 5

We'll get to it. But in the interim, we got Tucker on board, our intern, and he is... putting these things together, that and some other projects. Yes, the Coosa Valley. I want to get that all up in there too. Thank you. Didn't mean to deliver.

1:41:17 – 1:41:28Speaker 11

Thank you. Keep plugging away, Ed. We're not here to take anything away from anybody, but there's a lot of people we can help that we just don't get an opportunity to. Got you. Yeah. It's hard to explain.

1:41:28Speaker 14

Do you have anything else?

1:41:30 – 1:41:47Speaker 3

I just know Candace will also update you Tuesday about the Smart Growth America grant. And then also City of Argo's, the Mayor's Association breakfast is with City of Argo at 730 Wednesday, June the 10th. And that's all I have unless y'all have any questions for me.

1:41:52Speaker 11

Any questions for Candace? No, I've got three.

1:41:54Speaker 14

Okay. And y'all...

1:41:57 – 1:42:13Speaker 11

I will not leave here teased. I'll be at that disaster conference, which is part of the same thing. All right, so y'all think you're going to leave here teased?

1:42:13Speaker 5

Y'all on the roll. We got a call.

1:42:27 – 1:42:39Speaker 11

No more questions for Tina? Yes, sir. From Tina or to Tina. Moving on to Kurt Walker, county attorney extraordinaire.

1:42:44 – 1:44:05Speaker 8

Well, I am happy to answer questions if y'all have some. You got anything to give us yet? I got something to bring, yeah. Okay, um, I can have, um, I can have that draft for you. Oh, are you going to do it next Tuesday? If they wrote right. Well, I'm happy to circulate those, you know, that word in there, what they wanted and what we wanted. I'll take my takeaway from the last time that we were here talking about it was that we were going to, we wanted the 15,000 square foot minimum lot size and I don't know if y'all's preference is as far as the savings clause goes, as far as grandfather and any developments, and if that is going to be a fixed list of developments that we're going to name, or if that's going to be some criteria that anybody that has an active project, you know, something that's been approved.

1:44:05Speaker 14

We only had four or five and there was no grandfather.

1:44:08Speaker 10

We have a list of around eight, but I...

1:44:11 – 1:44:59Speaker 14

so y'all i need to let y'all see that it was only for for a long time right i had a list of eight i think eight that have submitted uh flats within the last couple years submitted plants but they haven't had any other investment in the project if ain't got no investment in the project they don't care that's what we're talking about they just there's only two that i know of got investments in property for a billion well that will reduce the list greatly as long as they're right now two for housing size one for curb and gutter one was something else dan said there was one more that's about five dollars don't count as far as being i think the curb and gutter one you're talking about they're just drawings

1:45:01 – 1:45:30Speaker 10

And these are only in unincorporated area. I keep having to explain that. This has nothing to do with city limits of these towns doing whatever they want to do. particular jobs.

1:45:30 – 1:46:00Speaker 14

His house anyway. He had certainly was curved gutter. He didn't. He didn't do it in his lot side. So one of these already built, wouldn't figure it in. But he's already done. Dan told me he looked at his. He's got everything in drainage. Only thing he just didn't figure put the curve in the middle of it. He had drainage and all that done after he paved it. width and right away and all that stuff we get.

1:46:00Speaker 10

So I'm okay with it beyond the savings group if you are.

1:46:10 – 1:47:01Speaker 11

Did you see the Shelby County article yesterday about their subdivision regulations? Of course they've got zoning and planning. Their board had to meet to approve or disapprove in the unincorporated area a mobile home park I did not see that. And they have something like, there's a large number of mobile homes have been approved on a relatively small number of acres. That's going to be an example. One, if it doesn't address their septic systems, that's the one that kept grabbing me. But that's my position. I think we're going to get in trouble down the road, people putting in substandard septic systems. And they're going to be right here.

1:47:02 – 1:47:46Speaker 10

And that's a concern. I will say that I have a copy of some subdivision regs from a county that includes RV parks and things of that nature. And stuff like that. Obviously, Kirk would want to review it. But if you wanted to put that in some type of language or look at it, they say their attorneys have vetted it. So if y'all want Kurt to look at that before the subdivision or H gets voted on, we can or we can do it at a later time. We can vote now and amend it later.

1:47:48Speaker 14

To address that. Men in tiny homes, men that were tiny homes, and trailer parks later. Safety systems.

1:47:56Speaker 11

Camper. People living in campers in development. It's just an issue.

1:48:02Speaker 10

I'll email you that copy. Okay.

1:48:05 – 1:48:18Speaker 8

So... Is that a subdivision of land? I mean, are we carving out parcels? I mean, if you do in a... That's what I'm saying. It may not be. That's what I'm saying.

1:48:18Speaker 14

That's something we need to look at later on.

1:48:24 – 1:48:39Speaker 8

It sounds like the main criteria for being grandfathered in is a significant investment. So what constitutes, what is that? That's, that would be.

1:48:39Speaker 14

If you already built houses on it, one of them's already built houses, he's already got phase one done. The other one's already put his septic system in, put his roads in out there. That's on Mall Rock and Mill Pond.

1:48:50 – 1:49:23Speaker 14

He's already got his septic system in. He's already put his septic system in. He ain't built a house yet, but he's already, he's got an investment in it. He's got a bunch of money in front of him. And from what I understand, his lot sizes are not going to be that small of 6,000 from what I understand. Some of his may be seven and eight, nine, or whatever. But there's nothing we can do about it because he doesn't spend the money out there to get rid of it. That's the only two I know of that will grandfather in on their lot size. That's the ones that I know of. That's the only two I know of.

1:49:23Speaker 13

But as far as this other, you're talking about what Stan's talking about, we do need to address that. Maybe not right now, but we need to address it quickly.

1:49:32 – 1:50:07Speaker 14

Like I said, I know of one where we used to talk about grandfather in the end because of curve and gutter because he's already started his subdivision and already sold several houses in there. His lots are 15 and bigger. He's built a bigger house in there. But there's one more that Dan told me about for something else. I forget what it was. But there's only like three or four of me and Dan that talked about grandfather in the end on stuff. You may look at that list, we look at that list, but there's only like, you know, maybe four or five at the top.

1:50:08 – 1:50:24Speaker 14

The only two that I know of that me and Dan looked at, went and looked at them, is them two lot, them two subdivisions. On lot size. The rest of them have to be 15 or bigger. All right. Here we go.

1:50:24Speaker 11

Thank you. Thank you. Sounds like job security for the attorney. Thank you.

1:50:36Speaker 14

He's changing. That's the only thing else you need to change.

1:50:40Speaker 12

So if we get a yes and a no, we're going to have a tiebreaker.

1:50:44Speaker 13

We're going to have a tiebreaker just in case. I'll go on the 15,000. What? I love it.

1:50:48Speaker 1

I love it. I'm thinking.

1:51:06Speaker 13

As far as I'm concerned, if he is a man, though, if he's not, then that's over. Right.

1:51:12 – 1:51:35Speaker 14

Anyway, I'm going to make a call. You need to look at that, Clay. You need to know that. What y'all called the big grandpa then for. Like I said, I think they only bought two of them for lots of things. Yeah, okay. They ain't done no work. They don't get grandpa. He spent no money.

1:51:39Speaker 8

All right. I'll just get with you. You have to let us. All right. Proverbs. Proverbs. There you go.

1:51:45 – 1:51:59Speaker 13

All right. Bam. Here we go. Next page. All right. I've got to get out of here. I've got to go and watch my great-great-grandchildren. All right. Okay. Just kidding. Just kidding. I'll hold that.

1:52:00 – 1:52:33Speaker 11

Here we go. I've got two tournaments this weekend. Great-great-grandchildren. Discuss approval of FY27 Blue Cross Blue Shield Health and Dental Insurance Plan. No increase in rates for FY27. So we're ready to approve that as of Tuesday. Oh, yes. I think y'all need to do that myself. I'm in favor of doing that, by the way. Get that done rapidly. Okay, item two, discuss ratifying Chairman Baker's signature on the FY25 federal audit contract.

1:52:34Speaker 3

That's just routine every time we're in the middle of an audit. We're starting an audit.

1:52:39 – 1:53:00Speaker 11

Discuss renewing Lashley's lawn service contract for one year in the amount of $51,450. Look into that. We'll look into that, Ruth. I'm pretty sure you can do a three-year contract. By law, we can do a three-year contract. We could give them a three-year instead of one.

1:53:01Speaker 3

Yeah, and I don't know. Or we can let them renew.

1:53:07 – 1:53:27Speaker 11

a three-year contract three times. That's what we did. It was a long time since we bid the garbage card at you. We only had one more time left. And they run off. Okay. All right, we'll look into that and see. But anyway, ready to renew that contract the way we've got it written up now anyway.

1:53:27Speaker 3

I think we'll have to. I don't think we can remove or add anything to that current contract.

1:53:31 – 1:54:26Speaker 11

I don't think we've done the current one like we might have. We'll see if we can do it again next year. Discussion request from Qantas Club St. Clair. That's the one we just discussed about getting some money from Daniel Foundation to actually develop a plan. So that's just for engineering plan development for Ag Education Center. years ago we said we'd furnish the land if uh if we would furnish the land this entity would be involved in significant funding so all this does is first plan so you know what they're talking about out of five discussing revising county policy number 16 guidelines for inventory and disposal of county assets increase asset dollar amount currently at 250 dollars a more signed inventory number uh What y'all want to go through from 16? I thought it wasn't how we raised it, though.

1:54:26Speaker 4

You have, it's what we call our 490 assets. It's anything that costs $250 to $4,999.

1:54:33Speaker 11

I thought we had something. We raised a lot more than that.

1:54:37Speaker 4

And then you have your 500, which is the ones that actually go on the books, and we have to depreciate, which is over $5,000.

1:54:45Speaker 11

We talked about one time doing a minimum of like $5,000.

1:54:54 – 1:55:07Speaker 4

So we've been inventorying anything that costs $250 to that under $490 and we're looking to up that from $250 to a number.

1:55:07 – 1:55:34Speaker 11

Have y'all reviewed what other people are doing in other counties see if any of them have loosened that up a little bit they have we talked with the auditor when we had her so they're still around 250 500. no they've been some of them are a lot more yes okay we're just not ready to do that here well no i mean we're we want to we're just trying to figure out the a good number because like we want to make sure we're capturing things

1:55:36Speaker 4

like iPads and stuff like that. Those need to be inventory. We don't want to go too low.

1:55:40 – 1:55:59Speaker 11

There's categories that might be cheaper. The state did this several years ago. What about a walkie-talkie? It's a little different, but it might cost $8,000. You know, that definitely, but you also might get one bid. That's a walkie-talkie also for the road department that only costs $600. So,

1:56:01 – 1:56:18Speaker 3

So Michelle and I talked about this right before the meeting. It'd be best for us just to discuss what amount we want to go to and make it effective October the 1st. So we can even... So we're not really ready to do this? We can put this on another agenda. We just want y'all to know that that's going to need to be amended.

1:56:19 – 1:56:40Speaker 4

And it would be good to try to get an idea because while we're doing budget, I need to make sure I'm putting items... in the right line item. I don't need to put a $250 printer in our $490 if we're fixing to change that amount. It just needs to go to office supplies. So, like, knowing an idea that it is going to change, we just haven't set that amount yet.

1:56:42Speaker 3

We kind of discussed $750, $500, but then, like, iPads and stuff, even if it don't reach that amount, you still want that inventory.

1:56:49Speaker 11

It's a sensitive item. It's got data in it.

1:56:53Speaker 3

Right, right.

1:56:55 – 1:57:06Speaker 11

Okay, discuss purchasing phone system through tech. We discussed that and we're ready to move on that. Item seven, discuss in digital. We discussed that one already, central dispatch phone system, right?

1:57:08 – 1:57:36Speaker 11

Yes. Item eight, discuss request of IT manager to dispose of the following items. You've got those listed, two printers. Item nine, discuss request of Sheriff Murray to reimburse his inmate welfare fund amount of $1,242 for the QuickBooks subscription that he paid. Out of 10, it's supposed to be called work sessions, 27 budget reviews. So y'all decide whenever you want to start having budget reviews, get those started up.

1:57:36Speaker 4

I'm sending budget packets out tomorrow.

1:57:40 – 1:58:10Speaker 4

So, just so y'all know, if you start getting. I'm sending those out tomorrow asking that they be turned back in by July 8th. Um, and I'm currently working on. estimating revenues, updating personnel numbers for now that we know Blue Cross is staying the same and all that. I would have those, I think, pretty much ready if y'all wanted to meet within the next couple of weeks just to look at that.

1:58:12 – 1:59:01Speaker 11

Also, y'all moved a block of money into a higher paying interest thing for one year but we can get into it it's kind of covered like bad check account if you need the money and you have to write a check the bank covers you sort of that kind of deal you get you can get to it if you need to but it's a it's it's on the money anyway two cds together so that renew we're doing it for a year it was 6.6 million Well, that's all in the bank. So if you want to look at that as money, you've got to work your 25% requirement or whatever. It's your money. I just don't want us to lose sight that it's still ours, just like the money that we loaned to Moody that time. It's still our money. We just don't want to write checks on it. We try not to.

1:59:01 – 1:59:21Speaker 4

Try not to, but cash has gone down because we're spending more than we're bringing in. And my concern was getting through the end of the year and the beginning of FY27, because typically cash goes down a good bit during that time while we're waiting for Agilmore. But they've assured us we'll be able to access it if we need it.

1:59:21 – 1:59:36Speaker 14

Okay, so our next work session will be June 18th. So you want to try to have something ready for that, Dave? Or you want to wait until the next work session?

1:59:39Speaker 3

Or after a commission meeting.

1:59:41Speaker 14

Or after a commission meeting on the 23rd.

1:59:44 – 1:59:55Speaker 13

That would be a good day. Maybe. That would be in Pell City.

1:59:56Speaker 4

I would think I would have all that ready by the 18th if you wanted to have something.

2:00:01 – 2:00:26Speaker 14

quickly or before or even if i have it you don't have a meeting i can at least give you a print out of it and then we can meet the 23rd if that works yeah they're playing that then just give us stuff on on a work session day and then we'll meet after the meeting on the 23rd okay that's fine so set a budget meeting for the 23rd after the regular meeting in fell city yeah

2:00:33Speaker 13

So if you could provide that information as well, then we'd have the 23rd to look at it together after we've studied it.

2:00:41Speaker 13

Make sure I got that right in my bag.

2:00:45 – 2:01:22Speaker 11

Got you. I'm going to put it on the 18th and the 23rd. There you go. Covered on all of it. okay we discussed uh some of these regs i have 12 discuss travel requests got a copy of the travel request in your files uh out of 13 discuss board appointments we have any board appointments anybody's got ready to go high mountain yeah they've got a call it's not good i'm getting called butch i eat dinner with one of the members

2:01:28Speaker 12

They determined he wasn't eligible to have the job. I don't know. I don't know. No. Whatever. I ain't got it in my phone.

2:01:37Speaker 3

So then can the board send us a letter so we can, y'all can appoint someone else? Or do y'all need to appoint someone else?

2:01:47 – 2:02:10Speaker 13

We'll have to. That's what I thought. I've got someone. You know Lester Hallman, by chance? Mm-hmm. cattle farmer. He's got a recommendation. He's come to me. So, I'll get all that together for you.

2:02:10Speaker 14

So, that's all we got.

2:02:13Speaker 3

Well, we do have one more. Sorry, it's not on the agenda, but it was my mistake. It should be on there.

2:02:21Speaker 11

I won't write it in.

2:02:22 – 2:02:44Speaker 3

Okay, National Utility... agreement i brought mickey in because she's been working with the gentleman oh yeah that we contract with for a utility audit and so nikki i'm gonna turn it over to you and let you explain everything because you and susie have been working with him okay um don't anything up there

2:02:49 – 2:04:16Speaker 7

Yay. So we had a webinar to discuss the findings Chairman and I discussed last week for the National Utilities Audit. They audited our Verizon Wireless account. They looked into that. They said that they have a company that they could come in and give us a cost savings of $13,980. But also, they have a cost savings that they have proposed with Verizon that they could save us $5,376. That does require some changes to our plan. The company that has the most cost savings is a company called MetTel. I have never heard of MetTel. Glenn has never heard of MetTel. I don't. It would be my recommendation. We've got a very strong relationship with our Verizon rep. Anytime we need anything, they're great. Our first responders, our road department, they have first priority on the network. Verizon did confirm that this company runs off of their towers, but they don't get first priority. I mean, I think it would be best option to stay with Verizon. Like I said, we've already got that strong relationship with them. We get first priority service. They are giving us some cost savings, and we can reevaluate this within the next few years as well.

2:04:16Speaker 3

So we'd still be getting a savings of $5,000?

2:04:23 – 2:04:46Speaker 7

$5,376, yes. And Ryan, our Verizon rep, he did advise us that we could reevaluate and possibly save more in the future as well. That's my whole spiel. They do need a decision. We do have to sign a proposal with Verizon for them to change it.

2:04:47Speaker 11

We're going to take action Tuesday and get this done.

2:04:49Speaker 7

Correct. Yes.

2:04:51Speaker 11

Also, this water we shaved was right.

2:04:55 – 2:05:12Speaker 7

They're just giving us a credit on a cheaper rate on our lines, and they're giving us a credit for so many months' worth of credits on our bills. It's kind of like they just want us to stay their customer, so they're utilizing it. They're matching the record. They are, yeah.

2:05:12Speaker 3

The plan itself, nothing to be changed. None of the services changed. None of the services will be any different than what it is.

2:05:19Speaker 7

They just negotiated a lower rate. Okay.

2:05:24Speaker 11

Will this complete our investigation by the audit person?

2:05:28 – 2:05:52Speaker 7

From what I understand, yes. Yes, that's all that we have. Oh, they did recommend some of our dumpster services. It was going to be like $1,200 a year, but it was going to put it into a third party to where we would have to contact the third party if we needed to move dumpsters or questions about service, and then they would have to contact the...

2:05:53Speaker 14

Well, we do have some waste minutes still charging us if the lead's raised up, it's still charging us more because that red lead was raised up.

2:06:02 – 2:06:34Speaker 7

They charge us $200 overage fees, so that's why if we have- How much overage fees? I would say we haven't went over probably three this year. The jail, I think, has done twice, and then the Sheriff's Department, they just haven't won. So it's not a whole lot because we try to say, hey, listen, we've got more dumpsters in that area. We can find somewhere else to throw some trash if we need to. And if it becomes an issue, it almost would be cheaper just to get another dumpster or to add an extra pickup.

2:06:35Speaker 14

change dumpsters to another dump.

2:06:38 – 2:07:06Speaker 7

Now that's a possibility too, but some of those, especially inside the Pell City city limits, we cannot change. So from what they were advising us was the contract, I guess, that the city has with the waste management?

2:07:06Speaker 14

The city has, the city of Pell City has Meridian also for their commercial pickups still with waste management. That's kind of like I was in it.

2:07:23Speaker 7

So we can choose who we want to. Okay. I mean, that is another option. And I can talk to Roddy about that if we want to look into that.

2:07:30Speaker 11

We're done yet. I am going to press end, not start.

2:07:37Speaker 14

Thank you, Nikki.

2:07:38Speaker 3

You're welcome. We're going to end this as we speak.
