Okay, before I get too carried away here having fun, uh, once again, I thank everybody for being here today and we got quite a bit of business to take care of and, uh, we will get cranked up on the county's business, a regular county commission meeting day. We have commission meetings on the second Tuesday in Asheville, fourth Tuesdays in Pel City, and generally we'll have a work session on the Thursday prior to those meetings. And so we're moving right on into this fourth Tuesday meeting here. Before we call the leading door, though, if you'll bow with me for a word of prayer. Dear God, we come before you again, dear Lord, just thank you once again for being our God and and for giving us your grace, dear Lord. We know we don't deserve your grace, dear Lord. But we know it's always there for us that you died for our sins and and our responsibility now is to respond to your sacrifice, Lord, with the best life that we can possibly live. So God, we lift that up to you. We ask you for the wisdom to take your word, apply it to our lives, do the things that also. Dear Lord, we thank you for your protection over us. We got family and friends that have sicknesses of different kinds. Dear Lord, we know that you're the source of all healing. Uh we've uh got a couple of things on our agenda we'll get to here in a little bit, but we may may make just you know when we get a crowd we we like to postpone their business till right at the end of the meeting. Next item on our agenda is something that we we love doing and u we've got we've got such a an active uh group of employees that work for Slair County and and we just we just are are lifted up with the services that that our our people our our family our county family as I call it provide the citizens of this county. And u um I I love to see it when the morale is high and and They're they're jumping out there working hard and uh uh did Tina turn us off? Is that what that I didn't? Okay. I hope I didn't.

But we are we are we are happy to recognize those specific individuals and we have that today. The next item on our agenda is to present a commendation to telecommunicator Hannah Garrison. And uh Hannah's been communicator for us for a while now, which is also our dispatchers in this county. Uh telecommunicators are that generally the u uh the term you use for anybody that works in a dispatch center. Uh in a 911 center, a lot of times they're called call takers. Uh in this county, we're one of few counties where call takers and dispatchers all do the same thing. our our 911 contracts. Hey, Judge. Our 911 contract um uh contracts with the county sheriff's department to do all the call taking uh for 911. And that means that our telecommunicators have to know about the 911 uh rules. There's a lot of requirements to be a call taker or 911 just like there is any other telecommunicator. and our call takers and and dispatchers are all trained in crisis intervention and all kinds of different things that might come across their radio and they never know what's going to come in on that next call. So, this is one of those instance here. And if you'll if you'll uh allow me to, I'm going to uh read this uh uh commendation here is from Sheriff Billy Murray and County Commission. Said, "Today we would like to honor telecommunicator Hannah Garrison for the outstanding performance during the critical emergency call received on March the 30th, 2026 at approximately 0014 hours. Those have been in the That's 14 minutes after midnight. So you working the night shift.

All right. During this call, you were faced with a critical and high pressure situation involving a 39year-old female actively in labor. You rose to the occasion and provided calm, clear, and effective assistance that helped guide the caller through the successful delivery of a baby without complication. The calm professionalism that you demonstrated not only ensured a positive outcome in a life-threatening situation but also brought great credit upon yourself and St. Clair County Sheriff's Office. Acts such as this exemplify the highest standards of our agency and highlight the vital role that our dispatchers play in emergency response. Your actions are commendable and greatly appreciated. She does a good job. sheriff couldn't be here today, but he will send his gratefulness to you and the job you do, and he will thank you later on. He just he's got everything figured out. Okay. Now, public hearing FY275311 transportation budget. And she doesn't have to come all the way front. She doesn't want to. Thank you. Right there. The uh the 5311 is the actual federal money that we get to operate our transportation uh department of the public transportation. Most of you have seen the the public transportation buses and vans that travel around the county. And uh this is this year's uh public hearing for the grant. We have to have a a public hearing every year to get this grant. And that's what this is about, right? And my boss gave me the thing to pay. So,

Uh, well, it's only I want anyway. It says the Slair County Public Transportation together with the Slair County Commission is applying for the FY20275311 administrative operations and capital grant to the Alabama Department of Transportation. This annual grant will combine federal funding with local match funds to provide public transportation and open door contract service to all the residents of Slair County. The administration budget ratio is 8020 with 80% federal dollars and 20% county local match. The operation budget ratio is 5050 and the vehicle capital budget ratio is 8020. And then just this is just some of our description of how we run. Hours of operation are 6 to 6 Monday through Friday. Passengers are incur encouraged to schedule rides at least 24 hours in advance. Bears are based on mileage and paid with cash only. The current fair is $2 per five miles and $1 for each additional stop. All 21 21 vehicles are handicap accessible and equipped with wheelchair stations. Caregivers ride free and children under age five free. A copy of the detailed service description and project budgets are available upon request. St. Clair County Public Transportation does not discriminate against any individual based on age, race, gender, or national origin. And this concludes our public hearing.

There's one cut in half there for you just you want to. Okay. Moving on from the public hearing to the report section of our agenda. First thing on our agenda is Dan Doy, our county engineer. So Dan, you have the floor next.

Okay. U first thing just some updates. Uh stop talking work session. We have had some paving contractors in. Uh we we've got well actually several roads. Uh I don't think I mentioned this one in the uh work session, but we did have wire grass coming to Village Springs Road section of that that's uh starting to give away. And uh we had left out a section of County Road 9 some years back where we put the retaining wall in. So we had them go up there and repave that the curve there. Also turned out pretty good. U our other contractors that do the uh the scrub on the microsurface. They've come in and completed what we have ready for now. We got Caner Road 33, Pope Chapel, Logan Martin Dam, Wolf Creek Road South, and Tunnel Mountain Road. So, it's a little over 20 miles right there that got knocked out. Actually finished up yesterday.

Yeah, it does. Uh any comment on any of those roads while we're in that? I went over and looked Wolf Creek and the damn road. They look good and Thank goodness they moved it. Got the striping back right on the down road was off too. So I went over looked back and looked at it way. So they got them all back centered up. I think now they should be should be right at it now.

Uh while we're on that though, Tunnel Mountain Road, we've had a request over the years. You know where I'm going with this, don't you? Uh the little uh caution light. If you're approaching one side of that tunnel over there, light will go on on the other side or something to that effect. We had never been able to do that. I'm sure it's a little more complicated than just going over there and planting them. Are there solar operated ones or what what's what's your thoughts on that project?

The issue the solar ones would would be great. Uh they won't work there because of too much canopy of trees and stuff right there. So we we have got to get uh the company that does them mostly what they do is solar powered. Uh I think they can do an electric though but then we got to get val power also and get some drops for you know both sides basically to to make that work.

Is the power in there connected past across the railroad track or does it just go to the railroad track from either side? I know there's a big pumping station there uh right next to that accommodates the sewer treatment plant for the nursing home. There's power on both sides. I can't remember exactly where. It doesn't cross right there, I don't believe by the tunnel, but it crosses I think it's on up towards Cook Springs Water. So, we'd have to get some probably another pole or two set at least to to make that. I I know it wasn't as easy as just okay, we'll go out there and put a couple of flashing lights that somebody pulls up. The technology is there, but our infrastructure is not there to set the technology up. Is that fair?

That that's pretty fair statement there. We have the same issue on on them signs that we've got up with solar panels on for our stop signs and stuff. I know we got so we can't keep them running because they got too much shade that won't keep the battery

I think people don't don't see that side of it sometimes. It's great until it's till you're so used to it and that's what you depend on. I've noticed I read an article here a while back about how so many people now are having accidents backing their vehicles up because they depend 100%. and uh they're just distorted. They're just not as effective as turning around looking. But the older I get, the less I can turn my neck around to look all the way behind the car. So that's part of it, too. And but we run into that, too. Uh I know that there's a couple of p places where we could go in for instance and upgrade a bridge. But the minute we upgrade the bridge, we also have now subjected that road to not have a weight restricted width restricted traffic on it. It's all of a sudden you've got tractor trailer rigs and everything coming down a road that now is prepared for it. And the citizens are saying, "What happened? We don't want all those trucks." Well, you wanted a new bridge. You had a new It has to be built to accommodate that. So, there's a lot of factors in this other than yes, we'll get you a new bridge, we'll put you some lights out, and but we are looking into this and we'll keep keep looking at that till we figure where there's some way to make make that available that that we feel safe about.

U the power company might have better luck but dealing with trails in it took us several years to uh and be railroad rightway I guess out so far from that slope. I think we're fortunate there that is a relatively straight tunnel approach. people, you have to get kind of close to it, but you can generally ease out in there and it's uh I don't I don't remember it being a high accident area as far as tunnels are concerned. It's never shown up on our any of our crash reports as being like a hot spot. I mean, I'm sure there's been a few wrecks there,

Okay. Uh of course, our crews base crews been doing some ditching work. A lot of cross drains are having to go around and reset trying to getting ready to pave pave over. So, they've been working on that. Uh paving crew been doing a lot of preparation for paving on that. They're still going around doing some roads. Not today, but uh been putting a lot of hot mix down. Uh so, uh we're hope to get started back here. Not tomorrow, Wednesday for sure, but we're sort of in the Chula Vista area. We've been doing 174 and Pale City area is what we've been working on, but u moving along pretty good. U I guess all actuality we're due to the dry weather we're further along what we are most years. So

okay uh number two we've got an agreement and a resolution with ALDOT and this is for uh ATRIP 2 project on US 231 from north of Eastville Road to just south of Johnson Drive. uh to construct additional turn lanes through there. Total agreement with the state is limited to uh ride $2 million is what they'll put in. Uh that's where we're going to have to come up with probably three to pale city is going to provide some funds for this. Also between us and them we're probably going to have to have around 700,000 to go with that yet. We'll get closer numbers as the uh as we develop the project the plans

to add for a little more direction information in that the turn lanes for Cusa Valley School. Yes. Yes. It's that area right in there. There's several intersections which tend to hurt the overall thing. The school is the biggest one but the other businesses belong through there and subdivisions also. Um, you know, it just sort of gets to be a mess there at certain times of the day. Appreciate the work y'all put in to qualify us for that eight truck money to $2 million granted in that application. That would be a very useful project right there. That traffic down there is just horrendous. Make it a little a little easier to navigate and I think from a safety point of view to be outstanding.

Uh 268,000 is what they think will develop plans and get us through bidding the project out. Basically GMC is formerly known as Goodwood Mills and Kwood uh engineering firm. Uh so entertain a motion to approve the agreement with GMC for the design and planning of that project. So move

Uh the next thing I had uh you know we had bid did some bids for the Wolf Creek cleanup project and we didn't get any timely bids uh for that at all. We went back to the contractors and Clay has been in contact with all of them that went to the pre-bid meeting and we'd asked for uh to have quotes to us by basically yesterday afternoon. Uh we only received one quote uh and it was uh way more than what we had uh planned for. Um but this one was from DRC emergency services. Uh it's for $2.2 million. U I I I can't recommend that. Uh we have the whole project was like 211,000 I believe.

U that's all of it. U sounds like this is an organization that does a lot of literally a very restrictive emergency cleanup um after an event. So, uh, this is more the biggest restriction that I saw in this one that might scare people scare people away is not being able to drive your excavator with a thumb off in the creek. Other than that, it really didn't seem to be big issue, but didn't scare a lot of people.

Dude, this one that we had is the company that actually was the prime on that project and

we'll put our best effort into it and uh uh worst case scenario is uh uh we'd have a flood that would flood the creek and push all the debris down and cause us problems at our bridge crossing for instance. But it's been one of the driest springs ever. So by the time that happens, the debris may be so rotted that it pushes through it. So but we'll if y'all will just continue to look at

the only other option we'd have which is going to put us behind. But we can go back and ask uh if they can change the agreement where we can do it for our own people. We had another Shaw Creek bed impact stream for a long way. I mean, we could reach out to another contractor or two is the only thing I know to do at this point.

I mean, well, I wouldn't want to be waiting down there with all them snakes. Snakey down in there. We don't have any poisonous snakes in St.

Okay. Uh the next thing we'll have is consider a quote to uh redo part of our old lab which guys out there call the sugar shack. We got a couple of quotes. The second quote is the one I would like to go with. It's basically pressure washing the roof, sealing the roof, painting the roof, and then uh cleaning the uh the exterior walls, and basically putting metal on the outside of that that would match as closely as possible to our office building. Basically, uh this uh quote for this was $11,750. Uh the only thing we didn't have was a couple of doors and Rody was thinks he can possibly a couple of doors. But uh uh if y'all are okay, I'd like to go ahead and proceed.

U this would be uh basically Clay going to the county engineer and moving him up to a paygrade 55. And then Blake Phillips be moving him up to assistant engineer. Move him to a paygrade 52. And then Richard Blake Galahar uh would be our primary project engineer and that would move him to a paygrade 38 which would all be effective as of basically June 1st. and Clay presented us a breakout the other day of the cost of how that would fit into the budget as it goes down. It's actually we're going to actually

So, there's one more opportunity for those candidates to come in and speak to the county commission and also the uh citizenry and and their their comments of course would be uh on file then with our records.
