Thank you for announcing me. Looks like I'm alone speaking over on this side tonight maybe. Good evening, President Murray, board trustees, members of the cabinet, and South San Francisco community out there. My name is Sherry Giusti, as President Murray said. I hope everyone had a happy Independence Day. It is hard to believe that school will start up again in less than one month. For me, the anticipation of meeting my new class is like waiting for fireworks to begin. I truly expect to have a positive year, meet amazing young minds and fulfill my purpose. I've completed 33 years so far in SSFUSD and have never been disappointed. For this reason, I love that the district has a vision for the portrait of an educator. I would like to return to a statement made in my speech last week. Let us work together to ensure that our educators are not left scrambling for parody all the time, but are instead treated as the essential partners that we are. Comments were made later that evening that it was collaborated on by approximately 250 people. So that should be sufficient. But how many of those people were actually classroom teachers? I can assure you that very few were because the document was written when most teachers were in the classroom teaching at the time. Here is what I meant by parody. Is it so difficult an idea to share the document with all teachers before the vote? It is not just parody for SSF CTA that I seek, but parody for all the teachers that we represent, our members. For that to happen, we need SSF USD to move towards full disclosure and transparency on everything from safety badges, curriculum adoptions, classroom changes due to special education law compliance, district monetary matters that will affect employees, and changes in educator expectations like the portrait of an educator. This is just a small list and it is not too late for the portrait of an educator to be, I'm sorry, it is too late for the portrait of an educator to be shared like that. But the future will, of course, contain endless opportunities for us to inform teachers first, not last. I appreciate you listening and thank you. I hope you will enjoy the rest of your summer.

Yeah, I could do a brief report back from the city subcommittee meeting that President Murray and I attended, along with Mayor Adiego and Council Member Flor Nicholas. This was held yesterday at our district boardroom. And so we, some of the things that were discussed, Dr. Moore actually gave an update on our District's strategic plan, just to share some of the highlights of the previous school year and what we're focusing on for this coming school year. We also talked mutually about various school and city successes and partnerships that have been really successful between us and the city of South San Francisco. And we also had a brief discussion about potential BLF impacts. This will potentially impact the city's budget very negatively. I mean, it is now, but... It's projected to have a very serious impact, perhaps in the next three years or so. So there was definitely a call for everybody to advocate to fight to restore some of the field of funding that is currently not being paid out to the county of San Mateo. And we also spoke, just had a brief update from Chief Campbell regarding e-bikes and promoting e-bike safety with the youth and they're going to continue promoting education and safety, but there was certainly an ask to consider us to perhaps look into a policy regarding e-bikes. And then there was also an update regarding safe routes to schools program. So that one thing that was brought forward was the city engineer, Jeffrey Wong, Our bond director, Lori Sheldon, have been collaborating on a new toolkit to, I guess, to promote strategies that different school sites can use to help mitigate traffic and promote safety. So that's something that they're going to continue to work on. And I guess we're going to look into, you know, perhaps, you know, taking, you know, both promoting the toolkit and then taking a look at maybe implementing or trying out some strategies. So anything you want to add, President Bray?

I just, I don't know if I heard you say this, but Chief Campbell mentioned emoto bikes. And so if you have an electric bike that does not have pedals, it just has pegs, that's called an emoto. And they are illegal for children under the age of eight for 18 and under to have or under the age of 18 to have. So just if you're a parent, you're listening and you're thinking about buying an electric bike, please know that. Thank you. Okay, so moving on. Superintendent's report, Dr. Moore is here, is not here yet. So Dr. Garcia will share her report.

Good evening. So tonight's superintendent report is around our summer program experience. This summer, South San Francisco Unified School District offered a strong range of academic enrichment intervention, extended learning and specialized programs to support students across grade levels. Tonight's update provides a high-level overview of summer programming. A more robust and data-informed report, including confirmed enrollment, attendance, outcomes, photos, and site-level highlights, is scheduled for the August 20th board meeting. Summer programming included Big Lift Inspiring Summer, or BLIS, at Los Cerritos and Martin schools. BLIS supports early learning, enrichment, student confidence, and school readiness. Closing ceremonies were held at both schools on Thursday, July 9th, and they included class performances, classroom visits, and grab and go lunches. The district also operated extended school year or ESY to support eligible students receiving special education services. Mr. Jonathan Berg was instrumental in supporting staff, connecting families and helping caregivers access information and systems of support during the summer bridge between school years. At Bury-Bury Elementary and Alta Loma Middle School, the district partnered with the Silicon Valley Education Foundation to offer Elevate Math, a targeted math intervention program focused on building skills, competence and readiness for continued academic success. At Alta Loma, young audiences offered an award-winning program that blends science, technology, engineering, arts, and math, and literacy into hands-on learning experiences. The culminating experiences included a gallery walk held on July 7th and student performances on July 8th. The high school credit recovery was offered at El Camino High School to help students recover credits and stay on track towards graduation. And we want to extend a deep appreciation to Dr. Luca Terrapalli, Sharon Celillo, and Michael Gassaway for their leadership and coordination and a student-centered program design. And finally, E-L-O-P or expanded learning summer programs was offered at Burry elementary through the South San Francisco parks and recs. Right at school and CAM EDU programs, these programs were robust well attended and filled with joy, play and enrichment. The programs concluded in late June and each provider treated the campus with care, leaving Burry Burry in excellent condition. So we thank them. These programs would not have been possible without the support and leadership of our summer school site leaders, coordinators, administrators, and partners. So we want to especially recognize Jonathan Covacha, Julia McCarron, Tara Christian, Carly Humphrey, Shali Tapia, Miranda Han, Cynthia Espinor, David Byrd, Sharon Salillo, Dr. Luca Terrapalli, Michael Gassaway, Sabrina Yakub, and Jonathan Byrd. Tonight's update is both a celebration and a preview. The district looks forward to returning to the board meeting on August 20th with a fuller report on participation impact program highlights and lessons learned from across our summer programs. It's gonna be an action item, number B, or letter B, cabinet member reclassification from assistant superintendent of business services to associate superintendent of business services. The superintendent recommends the reclassification of TED-O from assistant superintendent of business services to associate superintendent of business services At step three, $283,119. Do I have a motion? So moved. Second. Okay, so I have a motion by Trustee Anthony, a second by Trustee Shea. Any questions or comments?

I'd like to pull this item because we have policy that... the board signed in 2021. And it says that the board may offer continuing contract of up to four years to any deputy associate or assistant superintendent holding a position requiring their supervision, administrative credential, any senior manager or the classified service. Prior to entering into any contract, the board and superintendent shall consider the financial impact of the contract on the district. The proposed contract shall be reviewed by the legal counsel to ensure that all legally required provisions are included in the contract and to address any potential adverse obligations to the district. Now, this is Board Policy 4312.1A. I had written to the superintendent that these were my concerns, and some of this should be covered in closed session. And the board should not even feel that they have to vote on this basically because we left that to the administration to carry out the hiring of these individuals. And therefore, it is it removes responsibility from the board because it's an administrative So under this policy, we need to remand this back to the closed session. And I have a lot of concerns and situations, specifically with the reclassification of business services. It's impacted with a lot of projects and responsibilities that I had a lot of, a few concerns and they were not, addressed when I spoke to the superintendent about it. I think that it would be appropriate for the board to hear everything about this classification. We don't know what the expectations are for someone like this. Apparently, Mr. O has been in the employee for 10 years and we hear that he may be retiring. I heard he's not retiring. I don't know, but these are all concerns that need to be addressed because they're employee conditions that should be kept within the closed session.

I think Dr. Moore answered your question by saying he's not entering into a new contract. He already has a contract with us. And the policy reads that he can be there after a certain number of years. He can move from assistant superintendent to associate superintendent.

Yes. But apparently I was told that he doesn't have a contract.

If I may, yeah, the assistant superintendents in our district are on a salary schedule. So that is why it was brought before the board to approve the revised salary schedule. And then because there is a proposal on the table to reclassify Mr. O based on the salary schedule from an assistant superintendent to an associate superintendent, that is the reason why we are bringing it forward for the board to discuss and deliberate this evening.

Right, I understand that. But apparently he didn't have a contract before. Now you want a contract or you don't want a contract. These things need to be decided in closed session so that it's clear to us what it is our responsibility as board members. Apparently he has been getting upgrades in his salary in the time he's been here. And I never knew. I just assumed. And since you, Dr. Moore, are his... a superior, I believe you were giving them, but this is something that we need to discuss in closed session.

Thank you, Trustee Richardson. So where you're correct is that there is a cabinet salary schedule. Just like when we bring in educators who are at the classroom level or directors, there is a salary schedule. We place them at a certain step on that salary schedule. And then they advance on the salary schedule the longer that they are here and or if raises are given, all of the salary schedules that the board approves are then updated. And so Mr. O is staying on the salary schedule that we currently have for cabinet level leaders. The only ask is that he move from the assistant superintendent row to the associate superintendent row.

But there are more questions. conditions that I believe the board needs to hear.

And this is according to the policy.

I'm just going by what the policy says. And it appears that this is something that goes, You can't have it both ways. Either you upgrade him with a contract, according to the policy, or you just leave him as is. And, you know, I could discuss this further. I don't think that this is something that needs to be done yet in open meeting. Thank you, Trustee Richardson. Just the approval of salary alone. This is an administrative decision, not a board decision at this level. Thank you.

Just make a quick comment that when I first saw this I thought that sounded like a lot, but then I saw the scope of work and it felt better, but if Dr more or Mr and on want to speak more to the work that that and that's going to be doing that would be helpful.

Thank you trustee Anthony. If you refer to your board packet, there is also a detailed scope of work that the consultant and Gregory will be providing us over the course of this year. Additionally, a portion of the amount equivalent to $40,000 will be covered by the Bay and fund in line with our district wide priorities.

And I don't mind adding in also, you'll see, so we are in the middle of really revamping some of the systems that we have. And so in addition to what we'll be doing with the management evaluation systems, we're also going to be revamping principal and assistant principal evaluations, which I know you can see the board previously adopted the Danielson framework. We're going to be utilizing that. for teacher evaluations. And so Anna has been, Ms. Gregory has been great at providing some of the behind the scenes work to get things launched, to prepare some of the documents, to help with the facilitation of professional learning, and just making sure that it is all coherent and consistent from many of our systems. And these are just a few that she's going to continue to help with in all of the different work stream areas that you note in your board packet.

Questions or comments? Turn on. Will we be offering these students? And how many do we have? That's quite a lot of money for one year. I'd like to know a little more about it. I confess I missed reading this today for today's meeting. So does anybody know?

I can answer some of those questions. So what you have in the board packet is three different agencies that provide transportation services for our foster youth. And some of our students also have IAPs. So It ranges per contract. One is about 50,000, the other 75 and 160. And there are some notes as to how many students participate in each of those. But that varies from like four to six. And then in other cases, yeah, three to six.

Do you know they are coming to our school district or are they going outside the district to other places? This seems like a lot of money, $185,000.

Right, so this is typical. So we've had this in the past because we have to offer these services for our homeless and foster youth.

I've never seen it for homeless or foster youth. I know that we do it for the special needs and so forth.

And some of these students are both foster youth or homeless and have an IEP. So that's why you see some references to programs like Ever Driven.

Um, for the 4th of July picnic, the city had a parade from tennis drive to end Avenue and, uh, a parade of beautiful cars that were just gorgeous. They were like artworks. It was just amazing to be around, and the pride that the owners of these vehicles, they were vintage cars, and the city had a hot dog, picnic for the rest of the community. And there was music and dancing down the street outside of city hall. And we had such a great time. I heard that the city served 900 hot dogs. So some said there was about 3000 people there, but the city agencies were present. And it was a really a great, nice, moment for families. And it was promptly over a couple hours later, which was good enough. And then I walked home. That's my report for this week.

I'll go briefly. First of all, congratulations to new associate superintendent, Mr. Ted Oh, just very grateful for all the work you've done for the school district over the years and we'll continue to learn a lot when you give your reports. So yeah, thank you for all you do and for being open, transparent, honest when you're reporting on our finances and so forth. And I just want to report back. So I attended a fundraiser at Classic Bowl on July 10th. It was hosted by the South San Francisco Chamber of Commerce. It's I guess it's the first of their first annual bowling fundraiser. It's and I found out very late about it, but it was fantastic. a fundraiser benefiting their scholarship fund. So we go to attend, usually attend their banquet every year. And last year, like over 40 students from our school district received scholarships from the chamber donated by the community, small business owners and us, we also put personal funds towards a scholarship fund. But anyway, so this bowling fundraiser was a fundraiser for that scholarship fund and also like a casual gathering for the chamber members and small business owners and their family and friends. So, yeah, I was honored to, you know, just give a little brief mention about the school district and just to let people know, you know, the impact that they're having by supporting this fundraiser. So I just want to thank CEO Mary Prem for hosting that and inviting me.

Yes, thank you. So we went to I and I saw Mr. O and Dr. Garcia in the big lift celebration to see those little kids. They are graduate from the summer program. It was very inspiring and very fun to participate in that event.

Oh, my score, it was probably in the low 30s. We were rooting for you. I did have one strike, and then it all went downhill from there. Okay.

And yesterday I attended the Boys and Girls Club Summer Program Showcase, which is always fun to see the kids work. Kids are... all the different little programs that they've been doing over the summer. Mostly I wanted to congratulate Mr. O. Not only do you do the numbers for us, which I guess, some people are numbers people and that's really good. But I think that you do more than that. You're part of, you're like the heart of the district. I mean, of us, because you, you dedicate so much of yourself to our district and even the bond measure and going out, taking vacation days to campaign for the bond measure. And, and you're just like a hundred percent in. And so I'm always a hundred percent for you.
