It's Big Padre's birthday this Saturday at the Birding Center. He's turning 59, and this is like our end of the year summer bash. End of the summer bash, I mean. All alligators are born at the end of the summer.

I didn't know that.

Late August, early September. So that gives us a perfect opportunity to celebrate Big Padre and the great summer we had and invite everybody for one last hurrah before the kids go back to school and everything. And also kind of signals the change in seasons in a way.

How do they live to?

30 to 60 in the wild but in captivity where they don't have to compete anymore come up to 100 plus yeah yeah so hopefully live that long he's a baby midlife crisis that's right and so what events or is there anything specific that Yeah, we have like our alligator talks. We have cake for as long as it lasts for everybody that attends. We have some craft activities and games for kids that are all alligator themed and educational. Yeah, and then the beautiful boardwalk in the bay and gardens. You can tell the seasons are changing. We're starting to see the first migratory birds arrive. So that kind of gets us excited for what's to come.

I visited every one of the parks. and they are looking really really good i i made it my my mission a couple of days ago to make sure i hit all of them pickleball they're not quite finished yet but debbie's going to talk about that but but the butterfly park looks really good and there's some new primary there And the Plumeria are thriving there. They really like it there. I saw a bunch of kids in there playing those little musical instruments, and that was cool. And the libraries are staying stocked, although we're kind of having an issue with one of the tiny libraries. But I was watching a young mother and her little girl go through the books and look through the books, and I thought that was nice, and sitting on the bench there. So that was cool. And that is all. All right. Moving on to the next item, 4.3, update and discussion regarding city parks maintenance. And I think it's been kind of...

Yeah, we actually, I wanted to let you know that we have a new employee. His name is Oscar Hernandez is his last name. But he's great and Adrian has really been able to start on some projects that he's really been lagging behind on or wanting to get going on just because he's been by himself for so long. So we've got Oscar in place and so now we have a team of two. and so they're actually making some headway. The pickleball courts, as Laurie said, this was just taken just last week. They're still working there on the bathroom, and they'll put a fence along the north side, and then we've got some plants that are going to be done. Hopefully in the next month they're going to move along and we'll have some things to report on that, but it is looking good and it does get utilized. There's a lot of people that say, well, I went to Pickleball and there was nobody there. They are there at the crack of dawn and they're there in the afternoon, that hot time of the day when it's really super hot. You won't see anybody out there, but it is getting utilized. It's probably one of our most utilized parks at the moment. I went out there one day and there was probably upwards of 25, 30 people out there. And so I get out, if you ever wanna see him out there playing, it's early in the morning. So Butterfly Park, I think Laurie mentioned that she had donated some of the plumerias that we had in that one spot that we were trying to get some milkweed. I think Robert is gonna, when we get some cultivated some milkweed, we'll put some in the bottom. Or we're gonna find some other plants that maybe will be a good nectar source for our butterflies. Robert's kind of tasked with some to help me get some plants for the bottom there. They're just doing the regular maintenance of keeping those picnic tables painted and so I just wanted to show you they were working on that to get them spiffy. We had the groundbreaking at Pickleball at Water Tower Park or the Joe Buck and Mary Jo Camp Islands Legends Park. So we had a groundbreaking there last week or the week before. So they're going to get started on doing that. And Adrian and Oscar were out there. They made sure that everything was mowed and very well maintained since we had a good crowd out there. The normal stuff at John L. Tompkins, there's always fence posts down. And things like that. So that's some stuff. We are getting started. He's put in some of the light poles. And so we're going to get that lighting is in the building. And we're going to try to get those put together. And he's just been by himself. So now he's got a partner to help him get that done. But we're going to get those lights put up as soon as possible. Just the regular maintenance of trying to keep those plants at Turtle Park. Laurie mentioned the library box there. I went out last week, and it's got some rot, and it was very spongy, but we were able to put some of that wood putty, and he's done that, so he has it probably maybe today. He'll get that and put the books back in there, but it was getting really, we've got some rot, so we'll probably need to put a sealer another sealer coat on the inside of that box. So those boxes, if we replace those, we need to replace them with better boxes that are either the, you know.

Like Rubbermaid.

Rubbermaid or that wood that's that recycled wood or teak or something. The boxes that we purchased, the elements here are just pretty rough on them. But just know that if anybody says we're getting that box fixed back up and we'll probably have books back in that by the end of the week. And I've got the other park on another item. So if anybody has any issues with the parks or anything, Public Works Cares is a great tool for you guys to utilize. It's pwcares at myspi.org. goes directly into the system. Adrian will get the information about the parks, and we'll try to get on to that. Like if there's a restroom, like Kathy sometimes will be in a park and let us know about. Or like when that picket was down at John L. Tompkins. If you see some stuff like that, just send it in, because sometimes it might happen in between the time I go out to the park and if y'all are out there. So it'll just help us keep things well-maintained. Do you have any questions for me on parks? Good job.

Then we move on to the updates, discussion, and possible actions to develop a park improvement plan for Liz Memorial Park. Debbie's going to update us on where we are with that. She got pictures for us the other day.

This is kind of where we started out with the bench and we had planted some of the plants that you guys had gone out there and planted some plants. Adrian was watering them. I think Robert's watering them as well. Kind of going out there and hand watering them every couple of days. So that's really what it looked like last week. We ordered the crushed granite. Kathy's really been diligent at keeping me going and getting this stuff underway. We made a PO, we got that delivered. Public Works sent somebody out to help us really grade that property and get it ready to put the cloth down, so we appreciate their pitching in to help us with the big machinery. Then this is what it looked like on Friday afternoon. And then Monday morning, bright and shiny. A little bit late, but bright and shiny and very hot. Robert, and this is Vince. He's a neighbor that saw us out there working, and he came across, and he was a workhorse for us. He really helped out quite a bit. And he's actually a pickleball player as well, so I've met him at the pickleball courts. Here we are, we put the bricks that Robert generously donated around the outside. We put the shade cloth down. Even I was out there working. I wanted everyone to see me with the rake. I was so dirty I had to go home. And Laurie was out there. I think Susan had come, but then she had to leave. Kathy, excuse me. And Kathy was instrumental in getting this happening, so we wanted to make sure she was documented there.

Got my dog's butt in there.

Absolutely, Kathy's been great. And there is our work in progress. So we've got the bridge that needs to be put out there, and we'll work on some other things. But Laurie, whatever you want to add. And Kathy?

Where are we at on that bridge?

It's ready. We just need to put it in. Like I said, Adrian really wanted to get some of those poles put up for the lights because he's been waiting for that. So we'll get him out there this week.

Okay. And then the outside, you don't think we ought to take the post that we were originally going to put on the outside? You don't want to put those, right?

What posts? They remind me of telephone posts that are quartered or even eight. They're about this high, sticking up out of the ground. Well, they actually look like the AI picture, if you'll look at the AI picture. But somebody said it looked too bulky. But I really think we ought to stick with that. They had said a rope. I don't want to put a rope out there. I guess I'm not.

It goes on the where the plants are then it goes a foot outside of the plants on the backside So that you've actually nobody will accidentally mow over the plants and you've got a fire bed, you know So it's you know, it's just like our pitcher It's like except we've got one extra space in the pictures, but it goes on the outside of the plants Oh anywhere about 12 inches at the most I would think wouldn't you Robert and And then it's a barrier, so nobody just kind of walks across the plants and stuff like that. And then it helps, I guess, hold in the moisture to that area if it can. So it's a little mini wall? Is that what we're talking about?

Well, I mean, you have a lot of roots from the mesquite and all the other plants that are there. And once you start digging those holes, you're going to disrupt all the roots that are there, plus all the crabs and everything else that already call that area home.

And that back area, like how the dog went down in there, I mean, the lot goes all the way back in there. So there's not really a definite line back there where we could stop, because it goes into the wetlands. And we probably would have to, it probably is only going to go back a certain amount because of messing with any of the wetlands. But I'll look into that and see. i i think what kathy wanted to do is just do something along the side so that we could be like this is where the park is right isn't that right is that right and i think it just looks better cosmetically you know you know to have a boundary on the deal right so we'll just have the side boundaries and then the back because the the trees they're gonna uh robert's gonna do some trimming of the trees back there when it's what did we say september-ish maybe hobby can help come out and and supervise some of that for the birds but Laurie was saying that there was a lot of birds out there the other morning.

It would be really nice to be able to see into that water area. Yeah.

You could hear them too. So just for clarification, the dirt that surrounds this ring, we're talking about going beyond the plants, right? So that's our plants around the outside. Beyond the plants, so to the right of the plants, left of the plants, and putting that barrier.

Okay. Okay. But I tend to agree with Robert. I don't know that we should put it along the back because to me, the beauty of that little park anyway is being able to see the birds and hear the birds. And he's going to cut back that mesquite tree. And I'm not saying that's going to block it. But to me, that's more natural looking. That's just my opinion on it.

and robert you said we could use the rest of the granite to fill in once we get the border up because uh that won't hurt that granite won't hurt the plants because of the color right we can extend that granite on the outside great perimeter there perfect so then i think that'll really pretty it up and we got to have a border to to do that with yeah and i would kind of like to ask again because susan you were talking about donated benches and things like that and and

I think we need a second bench, a bench this way and a bench that way, and they're not inexpensive, but I think it would be nice to have more like a seating area, and I would also I would add another row. I'm sorry. Sorry. So I was I'm suggesting a second bench. So at the same, you know, like that in there. But I also was suggesting and I look, Debbie and I were talking about this landscaping rocks that are almost end table size, kind of so that you had something to put your coffee on while you're reading your book or. that were landscaping and looked good and natural, but were functional as well.

They had a little bit of a flat top.

Yeah, a little bit of a flat top, and just kind of a functional, because... If you're going to read and you have your coffee with you, you're sitting on a bench, you've got your book, where are you going to put your coffee? On the dirt. So anyway, it's just little things like that that I kind of like, that idea. If anybody has any comments or discussion about that. And the other bench, the second bench.

Well, those rocks are very, very expensive, weren't they? They're like $500, $600 a piece. No, we saw two to four.

Yeah, two to $400.

We didn't see those. That was AI generated.

Well, I did. No, I looked them up as well.

And I mean, probably it will be as expensive to deliver the rock as it will be to purchase the rock. So yeah, you're probably right. And I mean, you'll need to go out and kind of search that out and see what you can find.

Something to consider is that if the city is working in any place that they have to remove something like a mesquite tree, and if they can trim the trunk so that those can be positioned down there. That would make it look a little bit natural. Hopefully it's a tree that the city's gonna have to address anyway.

Yeah, I'd like that. Yeah, I'd like that. I like tree trunks. You know, that way, and they're easier to move. You put a rock, you're stuck. You know, you've gotta have a forklift to pick it up. But a trunk, you can kind of roll.

The other thing that has been brought to my attention is that there are possibly one or a few palm trees that are going to be relocated from other places if we wanted any palm trees over there.

They get too soft, don't they?

Well, not for, we're talking about a palm tree, the whole tree. Oh, to plant. Yeah, yeah, to plant. I'm sorry.

This is, I just, when you were talking about the tree, I was like, somebody said, I didn't know if you guys would, I mean, I know Javi's not crazy about the palm tree, so.

I'm not either.

I was going to sound like a palmist, because if it's a Washingtonian, no thank you.

No, they'll drop too much debris and seeds.

yeah cockroach motels if it's the regular real tall palm it was just as someone just said that they had some that they were going to relocate and wanted to know if we wanted them and i said i would need to ask you guys because i felt like the answer was no so i kind of already had said no and i was right i sometimes am yeah but i think robert when y'all cut that mesquite why don't you

You know, he was saying that maybe the city...

He's just going to trim that mesquite.

So that mesquite, the pieces are going to be small. But I was thinking if the city ever ran into something, okay, this is a big tree that needs to be removed. Yeah.

Sometimes, actually, once upon a time, there was a large piece of driftwood that we were thinking about putting in a park, but it wasn't conducive at the time. But we weren't thinking about this particular park that's more natural. So if something like that comes available, I'll definitely div it for us.

Okay. And what do y'all think of a second bench?

I think we need to wait and see how much that is used before we put a second one in there.

I disagree. Because I think that a second bench is going to make it nicer and more welcoming and even.

And balanced.

But do you think a bench or do you think like a small picnic table type situation where people can go down there?

No. Well, that's an idea too.

I do think it needs a second seating area, a second seating space. Should we put it on the agenda for next month?

You got a motion and some action. I mean, there's not any funding for that. So I just want you guys to, we have been able to absorb the cost of this within the park maintenance budget. because we're getting towards the end of the cycle. We had about $895 for the rock. We also had the cloth, and I'm thinking there was, oh, the bridge. The bridge was around $600 or $700. So, I mean, we're... I don't have the money in my budget right now. We can fandangle some stuff around and try to figure that out, but I just want you to know, this whole project we've tried to kind of absorb within our budget, and so a bench isn't in the budget. So I just wanted to make that caveat for you guys.

When does the new budget start?

October.

And we can make requests for things? Like in this next month, I guess?

So maybe we table that till. We can discuss it next time.

Yeah, if you want to try to find, I mean, and you might could even try to find some funding source for it as well. Susan mentioned having a bench type donation type project where people that had somebody that passed away or wanted to donate a bench to the city and that kind of thing. The two that are at Butterfly Garden were donated by a family that their dad went to the to that garden and then the mother passed away and that was the second bench that's there the both that family um donated that so that's a possibility i'm not saying that we can't find it in the budget i'm just saying there's like you know kind of look at some of those options and see what you want to want to do um

So how do we deal with it then? Do we say we're going to table the idea of a bench, or can we say that we're going to get a bench and a table, we just have to look for funding?

Is there a room for a bench and a table?

Well, I don't know. I think it would be a bench or a table.

i do let's let's look at let's put it on the agenda for either september october i'm not going to be here in september's meeting but y'all can vote without it but i'll look at table options and see and then you can i'll send it to you lori so you can ai it since i'm not very good since i i am incapable of that and then we'll look at it with the bench there and with the table there and and then y'all can vote on it and at the next meeting for

and decide which one you like better and then we'll look for funding at that point so how does everybody feel about that but it's sort of tabling it we're just going to do more exploration on it and you don't have to take any action on it but you do have a discussion and possible action it is basically on the park development plan which is developing this park and the plan for it so if you wanted to but we can always just bring this back next time we'll keep it on that because this is kind of a park that's a work in progress

So that's what we're gonna do. So there's no action. We're just going to move it to the next month. And Kathy's gonna do some research.

So I can tell which I like better.

Yes, and look for that. And then on the mesquite, does the city ever cut mesquite that's big?

Not on the regular basis, but every once in a while there will be a project that, like these palm trees that are either in the right-of-way or somewhere, I don't know where they are. But things like that come up, but they're not scheduled, I guess is what I'm saying.

And my neighbor cut a mesquite last year. I could have gotten plenty of stuff. So kind of look around when you're doing the walking and stuff like that and see if you can't find a tree. And if somebody's fixing to cut it, ask them for the stumps.

And especially this time of the month because this is heavy trash starts on the 25th of the month, which is just next week. You know, that's when people do do their cuttings and things like that because they can have it put out for heavy trash. Might be something that you look at and ask your neighbors.

Well, I can honestly say that in the seven years of walking this beach on this island a lot and taking pictures, I have never seen a big mesquite that's been cut on the island.

So I don't know that that's – And I mentioned mesquite simply because it's really hard wood. Yes. But it could be an ebony. It could be anything that's really hard wood. But also if you venture into Los Fresnos or anywhere else and see somebody.

Yeah, so if you're out there in the world.

If you have friends who have deer leases, they might have access.

Yeah, cool. And I'm going to still look for a rock and figure out how to get one. I'm joking. Well, no, I'm not. I'm only half joking. So we don't have an action, so we don't need a vote. We're just going to move on to the next agenda item, which is 4.5, update and discussion regarding the Texas Parks and Wildlife Grant Project at the Joe Buck, Mary Jo Camp Islands Legends Park.

Okay, I just wanted to give you guys an update because Kathy was asking me about it and so here's where we're at in that. Wrong, that slide didn't transfer. Here's our things that our key development is we're gonna level the existing playground, we're gonna replace the surfacing, we're gonna add a new playground structure, we're gonna resurface that basketball, add a bike rack, we have a bike rack, but we wanna add a nicer one or additional, and some new tables and benches. That's what's all included in our Texas Parks and Wildlife grant. So those are grant elements. So all of those things will have to be in our scope for the project. Here's our timeline. In March, they did an initial site visit. In July, the city council and Randy signed the grant agreement. We submitted that back to them. Right now, between August and October, they'll return the grant and they'll issue the actual grant agreement. And so once that is done, then we can kind of start working on the park. So until we get that grant issued, I'm doing some background information and things like that. So I've got a little bit of teasers for you, but it's not set in stone and we don't have any pricing on a lot of it, but I wanted you guys to know that I've been working with three different vendors to get us different ideas. So let's see, here's playing park structure. This is kind of some ideas that they have for some of the equipment that looks kind of rockety and the poured in place things. So like I said, none of this is set in stone. This is just a couple of the ideas that they've been kind of coming back with. This one actually has the biggest playground structure and some other features. So that's play and park structure. This is Parkscapes of Texas. They've got some neat fixtures with the AstroTurf and kind of that Mars bench, and they have some kind of neat little things. And a spaceman for pictures and things like that, so that's kind of a fun thing. Fun deal, hopscotch in the rocket, so extra play on the ground. And then Park Place Design was the first vendor that kind of helped us out to really look at the structure and came up with some stuff. So I just wanted to give you guys a little bit of a teaser on some of that stuff. But none of that stuff has been decided or anything. It's just I'm getting them to kind of work us up some prices and some things. that we can kind of tweak or kind of go with a, we'll need to go with one designer and go with all other things to have it be a turnkey type project.

I have a question. Are they considering different age appropriate structures? From the little bitty ones who would be intimidated by this beam?

Yeah. That's why there's several different, and the different things, that's why dealing with those three vendors, they're all approved vendors that are well versed in playground structures and do stuff for schools and across Texas and across the United States, really. I met most of these when I went to the parks convention. And they have, in fact, the newest one is doing some stuff over in Brownsville and over with SpaceX. So that he kind of, he was the one that really listened to. We really kind of wanted a rocket theme. We really wanted space type stuff. And he's the one that came up with that, the space guy where you get in there for pictures and it's kind of climber and some things like that.

What about like fish themed or like a coastal theme?

We could always do that, but I think this committee has already... We already kind of went with the space.

Yeah, we went with the space theme. Maybe even a year ago, we're really looking at improving it in terms of the space.

I think the committee has already moved forward with a space theme by vote. I could go back and find out exactly when we voted on that, but... That was the consensus of the committee. It was really before I even submitted it to Texas Parks, I think. We can look at other options, but I think the committee wanted to go the space route. But we could always look into different stuff at this point if y'all wanted to change that.

Yes, for quite some time. 3219 Gulf Boulevard, 110 East Capricorn, 117 East Capricorn. Our businesses are Fulcron and Origins. And the winners are, 122 East Kingfish is our house, and our business is Origins. Any discussion? Concerns?

So yeah, because they were still full yesterday when I went by. They still were.

I don't rush them to get it out because they're empty. So we'll just get it taken care of.

So please talk to them and tell them we don't need the donation until November 1st so they don't have to just hand you something right then. uh but we need to know basically that they're participating then we'll put their name on the flyer and we'll keep updating it so that those vendors or donation sponsors get listed every month on the newsletter or whatever we send out you know that helps them too and then these are going to be posted in windows i think yummies has it up on their front door Sisters has it up by their cash register. So the more people that can get it out, but we need to get it out to the city like you always send stuff out.

Because some people will have to order stuff if they want to participate. They think, okay, here's my chance. So we need to get it out now so they can have the time to do it and get decorated. Because sometimes it takes a while to get stuff down here.

Just like maybe Yummies is doing a gift certificate or something.

Yummies is doing a gift certificate. Sisters is doing a signed Christmas ornament with the family's name on it and the year and South Padre Island on the back side as well as gift certificates. Ship Shapes doing a basket. They put a shirt in there. They'll put a cup in there. They'll put a hat in there, stuff like that. we'll put it in with the two baskets we'll have two one really big basket for first and another basket for second and i'm thinking you know the cost in those baskets in uh the golf course contributed four rounds in golf so you know it's a big deal yeah so when you start adding it up you know we're almost to 500 already a basket so that's that's good but i think if we're going to you know make people want to participate it needs to be better i'd like to see the basket worth the first place a thousand the second place five or six hundred dollars

And any of that stuff, if you want to bring it, we could have it in my office, whatever you want to do.
