Um this is a proclamation rededicating the city of Shriport back to God in conjunction with the freedom 250 rededicate 250 national jubilee of prayer, praise and thanksgiving. Almighty God, sovereign over the nations and author of liberty, we bow before you on this 250th anniversary of the founding of these United States. With hearts full of gratitude, we thank you for the blessings you have bestowed upon this land. With reverence we acknowledge your providence that has give guided us through trials and triumphs. And with humility we confess the times we have strayed from your ways. Two and a half centuries ago our founding fathers in the heat of revolution in the hope of a new order declared that all men are created equal and endowed by their creator with unalienable rights. They look to you, O Lord, as a source of liberty and in doing so lay the cornerstone of a nation that would become a beacon of freedom to the world. You have poured out blessings upon this land, abundant natural resources, vast and varied landscapes and a people endowed with ingenuity and resilience. The constitution they framed, undergurtded by moral conviction and spiritual awareness, unleashed the greatest experiment in self-government the world has ever known. Whereas Shripport has a rich spiritual heritage of Jewish and Christian believers who have stood unified in faith, believing that God's kingdom will come and his will be done on the earth as it is in heaven. both Shripport and heaven declare Isaiah 2:24 that the mountain of the Lord's house shall be established in the top of the mountains, and shall be exalted above the hills, and all nations shall flow into it. And many people shall go up to the mountain of the Lord, to the house of the God of Jacob, and he will teach us his ways, and we will walk in his paths. We declare this over the seven mountains of cultural influence in our city which are the church body of Christ, family, government, education, business, economy, arts, entertainment, media, and our military first responders. We also declare Habach 214 that shreport Louisiana, the United States of America, and the entire earth shall be filled with the knowledge of the glory of the Lord as the waters cover the sea cover the sea. Now, since the National Day of Prayer is a public law established in the United States Congress in 1952, approved by a joint resolution signed by President Truman and amended by Congress and President Reagan with public law 10307 in 1988, affirming that it is essential for us as a nation to pray and directs the President of the United States to set aside and proclaim the first Thursday of May annually as a national day of prayer. Therefore, we also hereby declare it a right of our children in schools on May 7th, 2026 to voluntarily pray to God for their protection, their peace, their families, and their teachers to make the day full of rejoicing and gladness instead of fear and disillusionment. Yeah, Mike, thank you for coming. Excuse [clears throat] me. I see that you all are taking an aggressive uh uh method of trimming trees. would you tell us what's going on?

Certainly. And good afternoon, council members, Madame Chair, and thank you for inviting me uh to come and speak. Councilman Green, um you may remember that probably middle of last year, u I may have mentioned to you that we have had an additional $18 million uh to use for forestry work. Uh we took that very seriously and have have as Councilman Green said have a very aggressive uh trimming schedule uh trimming activities underway. Uh we are asking the public service commission to allow us to have that many funds again this year so that we can continue. Uh you'll see uh contract crews out um working six days a week um trimming lines uh everywhere. We're also using some helicopter trimming in some of our rural areas where we have a helicopter fly over with a large boom and a huge saw blade on the end of it and it looks treacherous. Uh but it gets the job done. Uh and it's a good way to quickly cut in rural areas. We believe it's paying off. Uh during the recent uh winter storm, winter storm fern, uh we had very few outages and those outages were able to be uh dealt with quickly. still have more work to do. Uh I know some of you had outages in your district Saturday morning uh following the the windstorm that came through uh late Friday night, early Saturday morning. Uh but we feel like we're making good progress and we're not going to slow down.

Thank you. Thank you, Councilman. [clears throat] If if I if I could, I'll like let you know about a couple of other projects that you're going to see some activity on. Uh besides our our tree trimming, uh we are u actively rebuilding and strengthening a lot of our transmission lines. We have a project that we're working closely with the city own right now uh that uh will rebuild a transmission line that goes from our Fern Avenue substation which is near Franks and Sports Spectrum. Currently, that line goes up Crestwell, then it cuts through uh Eden Gardens neighborhood and goes to the substation by AB Palmer Park. Uh we will be rerouting that line to go straight up 70th Street, straight down Line Avenue and much less disruption in the neighborhood. Uh once that line is constructed and in place, we'll remove the existing uh poles and line that run run through the neighborhood and in folks backyard there. So, I think that'll that will be a nice improvement. Uh, and then there'll be a few more uh projects that we'll be able to announce uh fairly soon, but a lot of activity going on and we expect a lot of activity over the next few years.

Mike, that ditch that runs part of I'm though part of it is in the parish and possibly part of it is in the city that's behind my church. Are y'all going to do any trimming back there? Do you know? Can you all evaluate that area or if you already have I know there's a lot of trees that are there and I think that you all have done quite a bit of cutting in that area and can you all evaluate that area as well as um Highland Park and Cherokee Park? Okay. Seems to be a couple of like when the wind blows. Okay. um then the power may go out in that area. So if you uh would do an evaluation of that area, give me an update. I really appreciate it.

Madam Chair, just want Mike, I appreciate you coming up because obviously this, [clears throat] you know, this is a big concern, you know, for a lot of our residents and so forth, but you did you did educate me a little bit and I'm kind of guilty of this myself and so I'm I'm going to do be a better steward, but um you did mention that um about planting trees and I want to I want residents and our constituents to hear that while you may think it's a great place to plant a tree, tree. You're never going to place a power line really over a tree. And unfortunately, when our our constituents want to enhance the beautifification of their neighborhood, they typically plant trees under a power line. And thus, in 10 years, you're back pruning their tree, which they think it's their tree, but unfortunately, it's a it's a necessity, you know, [clears throat] to to ensure that the power is flowing continually. So, I thought that was a great point and lesson well learned for me. Thank you, uh, Councilman. And, you know, we may see a plat of our, um, of our property when we're at closing. We'll probably never see it again, and we will easily forget that there are generally utility easements shown on that plat. And, uh, you know, as as Jim mentioned and our president has said numerous times, president of SWEPCO, we will never build a power line over a tree. So either somebody intentionally plants a tree, birds can do things that cause trees to to come up occasionally under power lines. Uh but we that tree was not there when we built the power line. Now you know some of our lines in the city are 60 70 years older. Uh so so things have happened over time and uh you get calls. I got calls when I

was in your seat. Why is half my tree cut and the other half is is uh still there? And that is, you know, certainly a situation where we've got to have clearances from the power lines. Uh the other options completely remove the tree. And I think with one of uh Councilman Talifer's constituents recently, we went back after doing some trimming and and completely removed the tree because it just looked better. Councilman Jackson.

U Mr. Mr. Corbin, I just wanted to public thank you and Mr. Jean with MPC um for what you did with that business in my district. Um a business lost power do due to a transfer issue um and was losing money by the day. Um but Mr. Corbin answered my phone call. Appreciate that stepping in and working with Mr. Jean to get um power restored to that business. I just want the public thank you today for that. Thanks, Councilwoman. Mr. Corin, I want I'm going want to tell you thank you for Saturday helping out because in five minutes the phone start ringing about the electricity. Thank you for turning the switch on. Turn Mike, would you explain to the public as to you all have your power line but also um cable vision have lines. How do they go about cutting their tree? Do they trim trees from their lines? because I have some people who call me about line, but it's not a swep line, it's a cable line. So, what do we do about that?

Right. If if you visualize a utility pole, um the lowest level of lines are usually communications lines, AT&T, Bell South, Fiber, uh Comcast is also in that area. Then there's there's a safety zone in between and electric lines are at the very top of the pole. When we go out and trim, we trim for our lines. Um, AT&T does some trimming. I don't know if Comcast does trimming. Um, I'm going to hope that there's nobody standing behind me from Comcast uh that will uh react when I say this. I believe there are probably miles of abandoned cable um you know from Comcast and other companies that are still hanging on poles um that are you know they've been abandoned, they're not used anymore. Uh it would be nice to get those cleaned up at some time. Um besides our forestry program, we are also aggressively replacing poles that have been identified as rotting in the ground. Uh so you may see in some instances where we've placed a new utility pole, move the electric wires to it, cut the top off the old pole, and there are communications lines there. There is a uh there's a procedure that utilities should follow uh where we notify the other utilities. We've changed this poll. You need to move your your assets off the pole. Uh there's some breakdown in that procedure and we actually have a meeting scheduled for next week with multiple utilities to talk about ways to improve that and get those get those what we refer to as stubbed poles uh removed much sooner.

Excuse me, Michael. It would seem that in the running of transmission lines, whether it be cable, whether it be phone, in other words, you're there. You're kind of you're kind of like the big dog in the house, I think. and that you because of who you are and what you provide, it seems to me that you have a lot of horsepower in I'm just supposing in getting these abandoned lines removed because in my neighborhood and even both in the Cedar Grove neighborhood and in the Broadmore neighborhood and so forth, I have multiple strands of wire just taped or strapped to a pole. Y

and there is no intention of using those. They just didn't want to cut them. They didn't want to dispose of them. And it looks it looks trashy. So, and it's your poll. I mean, I'm pretty sure it's I mean, it's got they got poll numbers, so it's your poll. So, it seems to me that you have ownership at that pole and and if I call the poll in and I have multiple um strands of wire just attached to your pole, then you have the authority to tell the cable company, AT&T, whomever it is to go out and remove that wire. Is that is that a safe assumption? Um, not quite. Okay.

But, um, they pay us rent to be on our pole. Oh. Uh, so if they abandon a line and there's still, you know, we have a a pole attachment agreement with them. Um, again, I think there's some work that all the utilities could do there. Um, when we notify other utilities that might be on our poll, [clears throat] uh, that we've replaced a pole. Um, you know, that's about as far as we can go. We can't tell them you have to come move it right now. you have to come do this because the the pole that we have stubbed or taken the top off of, you may notice we take our sweptco tag and fold it in half

because at that point we've abandoned that pole and the last person in the line would be AT&T who would move their assets to the new pole last and then pull the old pole out of the ground. So, if I may just to follow up that um would we have to do an ordinance or some kind of legislation to at least have those utility companies attach those wires higher up rather than at shoulder length. you know, in a neighborhood.

There's been discussion of ordinances by excuse me, past councils. Um, [clears throat] I know there's there have been some lines along Piermont uh between Creswell and Gilbert that I have reported multiple times to other utilities that you can walk down the sidewalk and reach them. Um, I I can't tell you why those haven't been repaired. Uh but I'm hopeful that with our upcoming meeting that we're going to have that we're driving uh to have with other utilities and conversation after that that we'll find better paths forward.

Well, we I I would appreciate, you know, hearing the results of that, you know, conversation because again, I'm familiar with the poll the the line that is so so far down you can just reach up and grab it. And uh I guess there's if there's no fine associated with compliance, then you know we're at that point. I had someone who called me because a 18-wheeler had snagged the line, pulled it down. Pole stayed up, but it pulled the line down. There was a number, a tag with a number on the line, and they called it multiple times. Nothing ever happened. So, they just went out with an axe and cut it. Now,

I I don't think that that's probably the right thing to do. Certainly if you're not sure if it's an electric line or a fiber line and in this case thankfully it was a it was a fiber line but nobody ever came out and fixed it and I'm sure it's still laying in the ditch on 70th Street u because it was a line that nobody was utilizing anymore. Yeah. I mean we talk about litter being blight but you know these these wires that are abandoned you know and again strapped to these poles. I mean that is as a form of blight in my opinion in densely populated residential neighborhoods it can get unsightly quickly. I appreciate your effort. Thank you madam chair. Thank you. I do want to again extend our prayers and condolences to the Elkins to the Pew and the um Snow family. Uh just remember asking the city to keep them in our prayers. I also want to acknowledge um fashion designer icon Larry Cooper who passed um about two weeks ago. His funeral will be held May 23rd at the convention center. Um he was a well-known designer um in this area as well as across the [clears throat] United States designing for a number of celebrity artists such as um and football and basketball player Shaquille O'Neal um as well as the band the Whispers, Tina Marie, God Rest Her Soul, and a number of other artists. Um, and so that will probably be one again a large funeral in this area with a number of celebrities coming into the city. So I wanted to acknowledge that along with Davis Morris and the passing of his son who's a minister in our area and all other families want to offer our condolences for your loved ones that are lost.

Good evening everyone. [clears throat] My name is Kenny Gordon. I live at 630 Hendricks Place, Shreport, Louisiana 7106. First thing I want to do is I want to thank each and every one of you. I don't know who's directly responsible for cutting the trees down, but in my neighborhood it's looking very nice. I rode through the neighborhood, the trees are down. They they're being picked up and all this kind of good stuff. So, I want to thank each and every one of you for that. Pretty soon, my neighborhood is going to look just as nice as Spring Lake. So, if we keep it up. So, thank you very much for that. Secondly, I want to thank the young lady that came up and gave that eloquent speech. If we think like that, our city would be wonderful. But we don't. If we get to that point, it would be nice. The main thing I want to talk about or mention is item 44 where you're going to vote on whether the mayor has the opportunity to get with North. I think it's Northwest Louisiana Family Justice Center for Domestic Violence. I'm hoping that you vote for this because we definitely need it. We have a lot of uh domestic violence in the city. Well, throughout the country, but we need to do something about what's going on in our city. And I'm hoping that Northwest has branches that they can put out into the city to handle this problem that we have. So, I'm hoping that you all vote for that. Thank you.

And if you'll vote yes for the mayor to execute a cooperative endeavor agreement with the GUnit Film Television Louisiana LLC concerning the Epidemic Center 2, please vote yes on these three and it would be appreciated very much. Um, but I wanted to make sure when the dog park was announced that Mayor Glover uh announced a 99-year lease for the dog people to have Haml Park for a dollar for 99 years. So, these are things that happen when we're trying to um stimulate economic

development. So, this is one of our best opportunities to do that. And so, I stand in full support of that, but also for workforce development. I had a conversation with some of the local um film individuals here who work in that industry and they have some things that they want to bring to the table. I think a lot of this is a lot of misinformation because a lot of people are looking for GUnit to do everything and there are some things that we have to do here locally and I told them that they needed to come to the council and ask [clears throat] the mayor for certain things that they need to do to shoot locally, but at the end of the day they needed to be at work um moving forward. And um lastly, I want to thank um Councilwoman Taylor for recognizing uh my in-law Larry Cooper. Um Pam is my cousin, my uncle Felix Abraham's niece. And so this is we've we've had all kind of iconic people living in Shreport right up the road. Ken folk from your neck of the woods.

She said, "If there is no extension of the original 30-year lease agreement supported by members of the Streetport City Council, will such in invalidate the 30-year lease agreement with the city of Streetport and Millennium Studios?" Number two, having no access to the 30-year lease agreement, was there to be deliverables to be met, and if so, what was the timeline for those deliverables to be met? Number three, deliverables if any from the 30-year lease agreement not met timely. On what basis, if any, deliverables noted within the 99-year lease agreement? How will such be addressed? Number four, why the adding of the epicenter noted in resolution 39 now becoming a part of the amendment signified in ordinance 36. Number five, can resolution 39 be met as a standalone agreement? And number six, knowing these lease agreements can be renewed while the push for a 99-year lease agreement.
