It's a film that is basically a travel film between girls on these four women who end up coming to Shelter Island and we're going to play Shelter Island itself as a place in the film where these women go and have this kind of reunion where they can spend time together and, you know, renew the friendship, let's say. We are a very large project. I do not want to minimize this in any way. We make arrangements with all the big hotels on the island and some outside the island to welcome our team and our vehicle footprint. And we are here to speak with the two ferry operators to to know how we are going to climb and descend the island. There are a lot of things to do, but everything is set up correctly. The next topic today is the update of St Mary's Road. And we have Clark here with the presentation of the information that you have gathered.

My name is agent Sean Clark. I'm going to do the presentation of my investigation on the speed of the police service today. Start with a brief overview. I will review our data collection, our objective, our methodology, etc. and how we proceed. Then we will dive a little deeper into the Sanpuri region in particular, then move on to other roads of the island for comparison purposes. I will quickly address some speed limitation factors and the way they are traditionally defined, then a few possible measures that the advice could take if you decide to do it in the future. You know, we have a considerable amount of data. We've been doing this for a long time. We have data dating back to the year 2000. The objective of our survey on the speed of vehicles is to establish an objective and based understanding of data on the speed of vehicles and traffic patterns on the island, so that the police service and the municipal council can make clear decisions regarding the application of the law and public safety in general.
Let's collect some data.
Once again, as I mentioned, to establish these objective data on speed, we will identify the roads presenting potential speed problems. We will compare the real speeds practiced on these roads to the displayed limits. These data are our decisions in the application of the law. You know, our resources and our agencies are limited. They help us to orient our application windows. They were obviously the decision-making of the municipal councils in public safety in general, and established a reference base for future comparisons. As I have already mentioned, we have data dating back to the year 2000. Of course, the tubular roads were a little different, but they still allowed us to collect precise data. So we can go back in time and see if the volume has changed and if the traffic patterns have changed. It is therefore a tool and a useful measure to collect.
Then, what exactly do we measure?
We mentioned the volume of traffic, didn't we? We will measure the number of cars that run on the road. We connect the speeds, then something called the speed of the 85th percentile. I will come back to this later in the presentation, but basically this means that this is the speed at which 85 pounds of all vehicles run or below. So you exclude the 15% of the highest speeds. It is a main factor used to determine the actual speed limits. The majority of the responsible drivers mainly drive at this speed. It is generally a good starting point, but I will come back a little more in detail. What else do we measure? The respect for speed limits. The schedule of the day, for example, are generally the hours of the morning, afternoon, etc. There are obviously seasonal differences that are obvious to us, but we can also follow a large part of it. And just the effectiveness of the sign. You know, he can tell us, you know, if people start to accelerate, they can give them signs, and that will alert us to know if they slow down and respect or not. You know, if we insert the panel and that over time, it is more or less efficient because of its presence. So there are a few elements that we measure. So we examine these speed data. What are our sources? We use a company All Traffic Solutions. They have equipment and software that we use for a large part of the data related to speed. Below are the speed panels, which you have certainly seen on the island, and the speed trailer that the city police has. It is publishing messages as it frequently does, but it also has the ability to measure slope speeds. We are also examining the MB 104, so these are the accident reports. We are examining road accidents on these roads. We examine the data related to the contraventions. How many contraventions have been issued on the different roads? The complaints and local observations play an important role in the way we carry out this investigation and make our decisions regarding public safety according to these data. We also have resources at the state level and county level. They provide data on accidents and the volume. They are not as exhaustive as some of ours, but they are also available for comparison, which is very useful. A little graphic to remind everyone what they look like. We have this trailer on the left and a speed limit panel on the right. It is usually mounted just above the speed limit displayed and at the top you will see that there is a solar power supply. The data are therefore very precise, but they are obviously not perfectly complete. But being fed with solar energy, they are susceptible. You know, if we have a long period of cloudy days or snowstorms or something like that, these panels can lose their power and not detect all the cars that cross them. So, you know, with all the data we're examining, we have to keep in mind a certain level of ethical reflection. The precision of the data is therefore there, but they may not be 100% complete according to weather conditions, etc. Sometimes this limits our exact locations, we place them. We can't put them all in one tree and wait for them to work permanently. Very good, a quick graph. So we have where our speed limitation panels are currently located. In the middle, you can see two blue stars. These are the panels belonging to the city and managed by the police department. This is mainly what we use and what we move on the island. You will notice several other green stars around the island. They belong to other entities such as the Heights Property Owners Corporation. Darren Arbor and the Silverbeads Association also signed it. We have access to this data, which is extremely useful, but we are not owners of it. So these decisions on the place where they are placed, etc. In the end, there are organizations that have science. But we can examine the data. So, St. Mary's. So, let's dive first into the south here. If you look around, you have Gene Drive at the bottom of your screen. with an area of 35 miles per hour. So this period extended from August 25 last year to April 17 this year. So we have a total of 236 days of observation on this traffic chart in the direction of the south. And with that, you can see that there was a total of 155.
00 vehicles that ran only in the direction of the south.
And among these vehicles, about 85.8% drove at a speed limit of 35 miles per hour. To decompose these categories of speeds a little more, we have an average of about 657 vehicles per day heading south. We follow this again, 85% below 30 meters, 5 miles per hour. Then we increase by level of 5 miles per hour from there. So if you look at 40 miles per hour below, you see that about 80.4% of all vehicles drive in this window. So overall, a large majority of vehicles respect speed limits or approach it very closely. And then, if you follow them, you can see that when we start to take into account, you know what we would generally consider? You know, a person who makes an excess of speed or who is passive of coercive measures at 40 miles per hour or more, it's about, you know, 2.5% of these vehicles are excesses of speed. And again, you know, when you look at that, you see the critical thinking part, some of them, you know, real excess of speed or pressed, whatever. Some of them can also be emergency vehicles, police vehicles. The first responders, the firefighters, you know, who get on the ambulance. So this is one of the reasons why I like to do a much longer study over time. This way we can obtain the volume. So maybe those who left have less impact and we have a better idea. So this is one of the reports that the traffic solutions will show us. I just want to draw your attention to this graph. Now, the green line represents the speed limit and there is a red line that indicates the counters.
And what it really shows you is roughly what you imagine.
Early in the morning, between 6 and 8 o'clock, I would say, there is a peak of counters. Then later in the afternoon, around 4 p.m. So this really coincides with what you could have guessed this morning at 2 p.m. when people go to work and try to get home from work. So after this period, we took the sign, we turned it around to get traffic towards the north. So if you come towards the north since 114, you go Just in front of Jones Gas, this is where the panel is currently located. It is currently here. For the needs of the presentation, I stopped the data on August 7, although it is still being collected at the moment.

In the direction of the north. It's 113 days, we had 122, 871. Vehicles in the direction of the north. And among them, About 4.1 to 6.7% of them drove at 35 or less. An average slightly higher than that of a vehicle per day, about 1.0 km per hour. And... 4.1% with speed limits. And you have 8% more who drive between 35 and 40 km per hour. And these extreme contravenants, which run at more than 41 km per hour, represent a little more than 20%. So 98.7% of all vehicles traveling in the direction of the North during this period drove at less than 40 miles per hour. And if you look at the bottom, the average speed was 24 miles per hour in total. And the speed of the 85th percentile that I mentioned earlier is 32, 2.8. About 85% of all trucks drove at 32 mph.
Almost 33.
I put this slide here just for consistency. We had a technical problem with the system where the speed limit was reset to 25 mph. This did not affect the accuracy of the collected speeds, but only the way in which the countermeasures were compared. But in general, it is a very similar MPM circulation diagram to what I saw.
A little historical comparison, once we have reviewed the current data.
So compared to that, it will be the south direction that I indicated for the first time. Compared to 2018, we also had the south direction. This sign was almost exactly in the same place, except that it was just a little lower on the hill. It was on the south side of Genie Drive. But you can see there that in 2018, we observed that nearly 89% of vehicles were under 35 years old. In 2025, this figure was 83. Once again, this figure is different. When I made the point, I made the observation period correspond. You will notice that this goes from September 6 to December 31. Thus, these periods correspond exactly. And again, you look at the excess speeds of 36 to 40 miles per hour, around 10% in 2018. This slightly increased to reach almost 14%. Pay attention to the graphic check bar. You can look at this average speed over time and the speed of the 85th percentile. So a little higher in 2025, but overall, quite close. It is interesting to note that in 2018, we had 100 zero vehicles studied and in 2025, there were only 72. So for one reason or another, the overall volume has decreased. And that's about all we could go back to. We had four days of data on St. Mary's in 2000. I mentioned that it was in these pneumatic tubes. So these tubes collect data on travel in the direction of the north and the south. And so we had 5-500 vehicles studied. It's in both directions. In 2026, our speed limitation panels are in one direction. So it's to the north. We can reasonably say that it's about double. You know that we could have doubled. Interesting, if you start looking at global speeds in 2000, only 65.5% of people drove below 35, against 81.5% for these four days of June. Same thing by looking from 36 to 40, you have 25% of people against around 7%.
And many of these speeds are much higher. These are quite negligible percentages.
So overall, compared to these few specific days of June, people have slowed down considerably since 2000. Once again, it's a small sample. Take it as you like, but it's still a good global measure to take into account.
Let's move on.
We have examined all road accidents from 2006 to 2026, so about 20 years of road accidents. So I extracted everything that happened on a parking lot in your area that has nothing to do with the character of the road. We have extracted all the accidents related to the Serres, which are numerous on the island. This left us a total of 11 real accidents on this road. We had a driving accident in Ivresse in 2016 with three cyclists and cyclists. I would like to point out that the three cyclists were responsible for these accidents. One of them hit a stop sign and hit a vehicle or was hit by a vehicle and the other two made incorrect left turns in vehicles. Here is a little history of these accidents. Two NBA. One was a vehicle that slipped into a pole. The other was linked to the ice cube, slipped off the road and was carried missing. Then was sentenced to minor penalty from the NBA. This means that the damage was less than 1.002. We had four during this period. For the moment, for a thorough analysis, we also want to move on to other roads on the island. At 58 Grand Run Drive, right at the end of the first road, just before climbing the hill towards Little Ram, we received a complaint regarding a dog that was bitten and killed by a rolling vehicle at high speed. So we reacted. We called the auto service. They came and did good work. They cleared a large part of the vegetation. They released this large object that was there. You may notice that we have placed our speed limitation panel in this place and strengthened the control measures in the area.
It was therefore a bit of a precipice to move the panel in this area in order to obtain data.
Once again, it was July 21, 2025.
Until last April. We therefore had a solid location of 271 observations.
During this period, we had a little more than 100,000 to 300,000 vehicles examined, which is an average of about 380 vehicles per day. In total, about 60% of them drove at 35mph, or less than the speed limit displayed. Much higher once you reach these 3,540mph, exceeding 27%. You know, 9% of them drove between 41 and 45, then a decrease was produced from there. So the global average is 32 meters per hour and our speed at 85th percentile for this place was actually 38 meters per hour. A little higher than the speed limit displayed. This is the speed that people generally drive. So in total, 80,000 passengers of all vehicles drove below 40 meters per hour. Same thing, draw attention to this graph. Contrary to St Mary's, where it's quite typical in the morning, the influx is a little more constant throughout the day. There was this influx at the end. People were accelerating, whether workers, residents, whatever. But it's more of a graph, evenly distributed. For this particular place. So the road accidents, it's the same. J'ai retiré tous les parkings, vous savez, et les accidents de la route liés aux serres. Nous avons eu un total de 22 accidents sur ce premier tronçon de la chaussée. Quelques mineurs et deux scènes de crime pour un total de 22 accidents. The next one I'm going to examine more closely is a place on Bacon Road. It is currently there, once again, August 8th for this presentation. So if you come eastward from North Midway Road, it will be just before arriving at Fistfield.
To do this, you have to catch all traffic heading east.
I would like to emphasize that the speed limit displayed is 25 miles per hour. However, further research on this subject has never been correctly codified in the City Code, which stipulates that this limit is 25. I would therefore recommend that we examine this a little more closely, just so that you can cross the finish line and not get interested in it. But it is displayed. We have not raised any contraventions for this demand for excess speed. During this period, we examined about 100 zero vehicles, or an average of nearly 900 vehicles per day. 75.5% of them were below the speed limit displayed at 25 miles per hour. 18% were slightly above, between 26 and 30, and then about 6% more between 31 and 35 miles per hour. The average speed at Bateman was 20.6 miles per hour and the 85th percentile was 27 miles per hour. This shows that people generally drive relatively slower on this route, but still above the 25 miles per hour displayed. Very good. Once again, the graph is quite consistent. But you can see a slight peak in the morning and afternoon. I can tell you that by looking at the real speed, some of the highest speeds that we recorded were recorded in the morning, just at the time of the school children's break. And I would say around 8.05, it's not really surprising. And again, most of these speeds were around 30 miles per hour, maybe 35. So you're still at more or less 10 miles per hour of the speed limit. Ram Island, you know, North Cork, to the right and all the way to New York Avenue, I would say that these were our biggest problems, with a lower percentage of vehicles driving at the speed limit. And these are all the most recent data. I think the oldest data date from 2023. All the rest date from around 2025 or this year. And this draws our attention to the speed of the 85th percentile. This simply shows you that a majority of 85 French motorists drive on these roads relatively close to the speed limits or less. by examining the contraventions issued over the last 20 years. Obviously, Avenues des Marches, it is not a big surprise if we look at the 85th percentile and the average speed limits. You know, there was a higher percentage of traffic on this road. Obviously, we have examined this and there is a more targeted application in these areas. North Cartwright, St. Mary's in the north of Manhattan. Let's take a look at the accents. First of all, it's difficult to differentiate the colors on the screen here. The first bar represents all the MBAs I presented earlier, and the smaller ones on the right are the ones specifically related to speed. So the two main locations are Ram Island Drive or Cartwright Road. Again, it's not really shocking for the big straight lines where people tend to go a little too fast and lose control, This is directly drawn from the codes and regulations of the state of New York in their chapter on transport. The speed limits should only be established when the technical study indicates that they are justified and reasonable. Irrealistic regulations are ineffective and must be avoided. Experience has clearly established that the speed limits displayed have little effect on the overall speed of traffic. However, realistic limits constitute a solid application base to sanction those who drive at excessive speeds. So, basically, what this means for the state of New York is that people generally drive according to the state of the road, not necessarily of the speed limit. You can lower the speed limit as much as you wish, but in general, most drivers follow the path of the road to a level where they feel safe. You know, if you set a speed limit lower than the practical limit, you risk seeing a disproportionate number of contradictions for excess speed, which could theoretically be delivered differently.
This is an essential factor that I have highlighted for this 85th percentile.
So when you set the minimum speed limit or you re-evaluate another one, this 86th percentile is generally a pretty good starting point. Okay, what is the speed of the majority of motorists on this route? And they start from there. So if you go to the next slide, this 85th percentile is really an essential factor to determine what is the appropriate speed for most motorists. Of course, you have to take into account other factors, don't you? You know, the turns on the road, are there curves, hills, areas of obscured visibility, the overall volume of the road, the speed of movement, which corresponds to the 85th percentage I mentioned. We will examine the data on accidents. Is there a higher proportion of serious accidents in this area? Are there pedestrians, more cyclists, on this road? And finally, the use of land. Is it a residential area? Is it a school area? Are there a lot of businesses? These are all other factors that you will take into account to determine to what extent you will distance yourself from this 85th percentile, whether it is more or less high or low, depending on these other factors. None of them is a panacea that tells you that you should do this, but these are obviously all important factors when you are trying to establish an effective strategy that will and effective. Which brings me to the last slide. A few possible measures that could be taken. On the side of the police, we obviously have law enforcement measures. We can strengthen the law enforcement measures in targeted areas, according to complaints, etc. Which we are already doing, but we are constantly evaluating and receiving complaints.
This can therefore change at the moment, according to the needs of the community.
Education informed residents and visitors about road safety. I know that in 2000, the RID chief provided me with old brochures that they had sent to community members and passengers of the ferry. We have already used methods that we have used in the past to better inform the public about speed limits and road safety in general. the modifications of the regulation if you can evaluate the speed limits and modify the regulation if you deem it necessary. Depending on your assessment, you can bring technical modifications to the sidewalk, consider signage panels, improvements of the sidewalk in other districts, install roundabouts or stop panels or something like that. Obviously, these technical changes tend to cost a little more, not necessarily panels, but it is certainly an option also when we talk about global public security. And the last option is to continue our data collection, as we have done. We can always increase it in certain areas. We can get more panels, spread them out. Data collection is still in progress for the police department. We will not answer all your questions.
So on St Mary's, because I've been there several times now, just to make sure I understand the situation well. We have panels of 35 meters above sea level and panels of 30 meters above sea level. The panels of 30 meters above sea level on each side of Ginny Drive. There is one that comes from the north and indicates 35 meters above sea level. So it's like 35 before the hill.
I was talking about the yellow signs.
Yellow signs, right? So we have the white signs with the 35 meters and then the yellow signs with the 30 meters. Just after the hill, especially coming from the north side. But from what I understand, the road is technically 35 meters high.
So the white speed limit is the legal speed limit displayed. All the yellow panels that you can see, like the ones you mentioned, or that you usually see in a turn or something like that, indicate a recommended safety speed, don't they?
Because I think that this creates a certain confusion among drivers, because I...
Suggest that when you take a turn in S, they will give you a yellow panel. It will indicate 114, which could correspond to 40, and will give you a yellow panel of 20. It suggests slowing down to 20.
So you can turn safely. It is essentially a sign that you are crossing the hill and that you have to slow down to 30 meters before breaking the intersection with Ginny Dreyfus. So I understand that slowing down is an intersection. And it happens in both directions, which I understand. But... I wonder if it would not be easier to do only one speed. And if 35-30 would be more careful considering the hills, the intersection in the middle, people leaving the A14, a... a... I like this idea. In particular, I was saying to myself, while you were reading the data, I said to myself, okay, so quickly, how many people per day drive more than 40 miles per hour? And it seems that towards the south, about 16 to 17 per day drive more than 40, and 9 to 10 towards the north. And they get out of the A114, so they're already going faster.
Put more time to slow down.
Just thinking about the speed, if it happens in Google Maps and Apple Maps and things like that, maybe it won't be the fastest route and it could dissuade some people who follow the GPS to stay on the 114 rather than crossing a residential area. Is it a city road?
Yes, it's a city road. I also want to say, obviously, people use it as a shortcut because they don't want to go downtown. So downtown is obviously a school area, the speed limit goes down completely, doesn't it? If you go from the front and reduce the speed limit to St. Mary's at 30, the other option, if you don't want to do it, could eventually, depending on the location, be to send Smith Street to North Manic.
Ah, for this little traffic that could try to cut. What was the speed difference, Sean?
I don't know. I didn't digest everything. North-South, in the direction of the North on the 114, in ... South Ferry, in fact in the direction of the North on St Mary's, rather than in the direction of the South.
So, I'm a little surprised that the global average speed of the 85th percentile is a little slower in the direction of the North than in the direction of the South. Really? And it was still relatively close. So this 85th percentile for the direction of the south was 32,8 m3. So most vehicles drove at 31 miles per hour in the current state of affairs. And in the direction of the north, it was... Oh, it was 32, I forgot. It was 32 miles per hour. So it was a little faster.
direction of the north but once again we are talking about 31 to 33 miles per hour well it's good to know that most people respect the limitation if you could go back to slide 18 that I really liked a lot can you look at slide 18 because one of the things that it does and I noticed it here more than I don't think so. For me, by doing this presentation in 2000 and several times along the way, the municipal councils of the region, when you look at it, 65% of the people who work there, 35% less, against 81% or 0.5%. I think about what the municipal councils have been doing over time. We have added stop signs to the mini-golf roundabout. We have targeted the area to pass the message. We have done educational things. We have added signs. Display the signs. This is a really productive change that municipal councils and police services have accomplished over this period of 26 years. Do you see that? When you look at this slide, it's funny. Sean and I talked about this presentation before arriving. It didn't catch my eye before listening a little better. And so, we had a considerable impact on Centrode. I do not neglect in any case the concerns of the neighborhood. The other slide that seems interesting to me is the slide of the 85th percentile. When we look, and I tell you to go to the 29th slide, Nes. So, it could support Meg, because a lot of data could only support in normal conditions. People don't see the signs. They drive at 30 miles per hour on this road anyway. 85% of people ride at 30 miles per hour. And it's one of the orientation tools to set the speed limits. So if you look back, sorry, start, sorry, 28... Just to highlight some of Shang's slides. If you look at the two speeds on St. Mary's Road, we have 85% and 90% of people at the speed limit or below. If we really examine the data to guide us in the management of speed problems on roads, St. Mary's Road would be one of our best roads, wouldn't it? So when you examine traffic laws and other things like New York Avenue, our concern could be as much on New York Avenue as on New York Avenue. Did you see that we are making a lot of contraventions on New York Avenue? If you ask a police officer if he wants to go out and pay a contravention for excess speed, where can he go? Where can he go? St. Mary's Road is a good choice, isn't it? Because you have to stay there for a very long time, sometimes hours, for the speed to pass. On New York Avenue, you can probably do it in half an hour, isn't it Sean? So for us, when we try to control the speed, as you have seen in UTS New York Avenue, but I will tell you that when I drive to New York, according to my own observations, I think we also have an impact there, because people drive at 25 kmh now. It is true that the communication between us, the speed control agents, can be combined with the signaling and the information of the public. People slow down on New York Avenue, which is a really good sign for us. We therefore want people to slow down on Shelter Island. I think there are a lot of things to take into account in the data. I know that Sean, as you know, is addressing the entire municipal council, which I think deserves to be examined during this meeting. We also sent it to Julie Lang. I don't know if Julie is able to make the journalist digest a little, but I think it deserves a more in-depth examination. We kind of talked about some places to go, but I think there are places where we can go in some areas.
With the speed imitation panels, the little panels you display, the speed imitation flashlights, you said that you noticed if someone chose to slow down after seeing the panel. Is the general tendency with these panels is that people see the flashlights and then slow down when they look at the data? Generally, yes.
A good majority of them. It's different in every place, but in general, yes, people will see it, it will remind them and they will slow down. You would be surprised to see how some drivers are unconscious and say, I didn't see the flashing signs, you know, or you are late for work, or you are late for work, you are late for work. There will always be motorists on the road. Overall, I think the signs are effective when they are there. Encore une fois, nous les déplaçons. Nous devons collecter des données. I mean, I think there's a certain impact. I think some communities have done it themselves. I think you know, I've heard discussions from certain groups about talking to each other, about buying a panel from our point of view. We like data. So we ask people if they do the same thing as Silver Beach. They bought the same product as us. We can access the data on which we work with them.
