um so based on the initial report that we had um clovers in the area um we worked with the dec and ruchi to um go with their first recommendation which was to be three quarters of a mile away from the fledgling nest And then yesterday we were able to have further conversation with the local monitor and we tried to drill down on where that 1500 feet slash 3 quarters of a mile comes from. And it is, in fact, an arbitrary. Distance, so we spoke with the local monitor, who is our resident expert from South holds and she actually advises the DC on. the nest. So she actually said that they usually do, they will reduce it down to a half a mile. So just in an effort to get everything approved with this time constraint, we were able to plot out and Gucci helped us with that newer just half mile designation from the nest. So Just last night we were able to end the slash this morning. We were able to put so we just with this addendum we added in a third location in the event that the nest is still there. Unfortunately, we've had such bad weather since they found the nest last week. So Jen Murray, who is the local monitor, is going there this afternoon herself to go see if the one Silver is still there. The baby is still there. So we will have an actual update from her own eyes this afternoon. And they are going to actually use it as a research opportunity and send volunteers out there the night with fireworks. So we're all going to kind of work together to keep it safe for the wildlife there and our viewers so that everyone can stay where they are and still enjoy a good field.

Yeah, so there's two circles here, the one to the right, for lack of a better is completely outside of that white circle that we're seeing the corner of there delineates the three quarters of a mile. They were okay with a little bit of intrusion on it, so they were okay with either spot in an effort to be completely compliant. We would be going with the one that's completely outside of that. And that spot, after just doing a lot of research and going out and then standing at all points on the beach was the most unobstructed view from. Sunset beach, the and all of Crescent beach.

Yeah, and this said this, the nearest, the circle that has the barge location, the white line, that's the 3 quarter mile mark. So we do have that in the resolution just in case the doesn't allow us to go. you know, less than three quarters of a mile.

So this is much closer to our traditional location and this satisfies what the local monitor believes is a safe distance and what they've generally done in the past when asked to reconsider is the half mile distance much closer and much closer to our beach, much closer to our viewers, and much closer to our traditional location. And so I have a call pending tomorrow morning with Jen Murray, who's our local monitor, the DEC, and they've asked that I add fish and wildlife to it. And she is the 1 again, she is the 1 that informs them and ideally we would just be asking for an addendum to our permit that changes the location that changes the designation from 1500 feet to half a mile.

So, because we won't know until after today's meeting, we don't have another meeting before the fireworks. We're going to amend our original resolution to include all 3 locations. Amber, just to chime in from an emergency management perspective and our normal team. So for us, we have a marine management plan for this and with our emergency service partners, and really we can move that plan regardless of location. So we're comfortable shifting our marine assets to any of the three locations working with this group. So the primary message to our community is that the viewing location is the same regardless of where the barge ends up because that's where we need our public and our community to go to view these fireworks. Actually, if it's in the one that I just most recently shared, the one that's within a half mile radius, that viewing location will be very good. So I don't see that being an issue at all. But from a public safety standpoint, we want everybody to go where they normally go. And we're going to make some adjustments on the barge location based on approvals from Fish and Wildlife and the DEC.

Next we have, oh, this is the past an easy 1, the top grant application. We have applied for a New York state place grant. which is a 80-20 match. So the project cost is projected to be $455,000 roughly. So we have applied for the New York Plays grant, which we should hear back in August, but there's another grant from the Environmental Protection Fund That's a 50 50 grant that we brought our grant writer brought to our attention. So I wanted to have her work on that and do a resolution on the 20th. That we can apply for that grant just as a backup so that we've got the 1st grant. If it's, you know, if we get it great, then we're only looking for 20% match. This could be if we can get this 1 on top of it, the 50% could be the 20% that we need.

Thank you. Well, basically, it's just an idea of showing your work up. This is an event. Historically, Sunset Beach used to host a soccer tournament where we were raising funds for the local youth soccer. And in a way, in that spirit, we just want to show the final on Saturday the 19th. The intention is for us to show it on a screen that would more or less be in the area where we currently have the beach volleyball net. And it's a non-ticketed event, a just monitored event where beat-scorers, fanatics of supporters, whoever it wants, are more than welcome to stop by. If it should turn out to be a rainy day, then we'll not do it. But it's just to give everyone the ability to follow the game if it has any interest.

Yes. Yes. Um. So, yeah, I've been in discussion with the water authority about. Who has the authority to. You know, deal with past due accounts for whatever reason as drafted. The water authority contains, you know, retains that ability. The way they typically do it with a managed district is that the district is the one or the town is the one that has that. You know, capability of dealing with past due accounts, turning off the water. So they're open to amending our agreement with. uh, our operating agreement with the water authority to, to give that ability back to the town. Um, and so, I mean, I've had a short discussion with them. Um, so I think, you know, if you give me the, uh, the, you know, confirmation, you want to move forward with it, then I'll, you know, we'll circulate it to the board and everything, but yeah.

Next on the agenda is. a potential memorandum of understanding for clear medical practice. And while it's a memorandum of understanding that needs to be negotiated, and that would happen in an executive session, we thought it would be a good idea to just let the public know that we haven't turned a blind eye to the fact that we still don't have a pharmacy on the island. And so there is a group that has been working on trying to, so Meg and Liz have been working on this.

So what this is about is, essentially, when the pharmacy shut down, I don't remember how long ago, because it feels like a millennial time ago, at this point. Yeah, that is, I think it's been working on it for so long, it feels like it's been forever. So when that first happened, a group of people got together to start to figure out and brainstorm some solutions. And when that group out together and we started looking into the costs, the complications, the permitting, everything else associated with starting a pharmacy. It also came to our attention that there are deficits in other aspects of our healthcare, like a shortage of doctors at the medical center and things like that. So we started to come up with the idea that we might be able to solve multiple problems At 1 time, and so we started working with. Someone who has 20 years of experience in health care administration and. They're looking to actually start a new practice that could help fill some of the gaps that we currently have something that would do more home care. That would work with Medicare and Medicaid, and it would really kind of cater more to the shelter island population. So, the idea is that we'd start by adding in more health care needs why we can build up to the pharmacy. The pharmacy itself is about a year long process of permitting and licensing and. takes a lot of money to get up and running, and in order to even start the process, you need a location and a pharmacist on staff already. So it's a big lift. So we're hoping that we can start by bringing some other medical services to the island and sort of back into a pharmacy. And so the MOU is really just a It's a non-binding with zero financial requirements. It's really just saying that we want to work in good faith with groups who want to bring additional services to the island. So that's kind of where it's, that's where it is now, because in order to actually go and file all the permitting applications for federal and state entities, we also kind of need some understanding that the communities want the medical services in their area. So this is sort of just the next step to actually beginning the process of getting licensed and starting a practice and being able to even Think about bringing services in, so there's still so many steps to go, but this is like, the 1st step in opening the door and saying, we're going to welcome the opportunity for additional services to the island. And hopefully we can build it into something that's more comprehensive. You know, at some point in the future, we're also going to try to work with a not for profit to kind of. like really build a stronger framework, but this is the first step is just seeing if we can get licensed and permitted. So that's where we're at now. And so the MOU is just saying that the town is a willing partner in welcoming new practices to the island to help fill the gaps that we currently have. And like I said, it's non-binding and it's not financially obligating us to anything. There's zero cost to the town, just, you know, people who are investing and putting money into trying to organize this and get it going want to know that we actually want them here. So that's really what this is about. But it's that next step in trying to move things forward.

And it's a lot. It's complicated. And I think like that, you know, I'm kind of just like circling back to where we started with this whole thing with the pharmacy is like one of the big financial challenges is basically it's almost impossible to make the At pharmacy cash flow right like the math just doesn't work, and so you have to kind of think of something that's a companion. service or business to kind of help offset that and so obviously with the pharmacy that we had they had like a retail operation, and you know the lunch counter and stuff like that that was offsetting it. So when we started to look at this, we were like, OK, well, we have to have something that's a companion. We thought through so many different things like, oh, would this potential pharmacy also do retail? What could we, you know, all these different things. And then we thought, oh, actually, maybe that companion, right, that companion business actually could solve other health care problems. and it just made more sense for them to be more related um than doing something that like i said was like potentially like a retail operation um so i think it could like couldn't solve multiple multiple things but like i think that's just like important to say i'm just like well how did we get to like this from a pharmacy but really we need just like the financial modeling like this is something that could potentially, like I said, cashflow that could support later on a pharmacy, but it's like a little chicken or egg. So best to start with this is kind of where we eventually landed because the initial, like, first of all, there's like the regulatory hurdles and just like the logistics, but they like the cash needed to just start from a full stop for a pharmacy is like, approximately three quarters of a million dollars. Yeah. So, yeah. And so, you know, like, you know, and the, this partner that we're, we're, you know, considering, you know, working with, obviously it was, you know, willing to like raise capital and get investors, but the threshold to just start, that was just like, we kept going through, it was just like too high, too high, too high. So it's like, okay, let's build some of the infrastructure. and then expand from there. And the regulatory process is just breathtaking, so.

can start a new practice faster than you can start a new pharmacy. So we're like, okay, if we can put this piece in place and sort of try to get it rolling, then we can build out the pharmacy as part of the overall vision. It's just going to take a little time and it's complicated. So we appreciate everyone's patience, but we are working on it and it's not something we've left dead in the water.

So for the town board, we'll pick up looking at the MOU in executive section, but just wanted to let the public know what was going on. So any comments from the public? Okay, we are just flying through the agenda, which is good because we have a 1030 and 11 o'clock interviews today. Next on the agenda was just I wanted to give everybody an update on the comprehensive plan. I have known that the entire town board and have to finish synthesizing the comments into the draft that I'm working on. And this draft is getting well worn and I've got paper clips all over the place where there's edits that need to be made. So the plan is I should say the high water piece is to get all of that synthesized in the next couple of days and get it back to our InDesign subcontractor who will make these edits. I will then get this back out. I'm going to make a copy of what I took to her. to all of you and have it posted on the website. So it's like InDesign doesn't have a red line version. So this will be the red line version. So hopefully people can read my handwriting, but at least we'll post it on the website. So it's faster and easier for the next steps for people to review to say, okay, what changed in this draft? You can look at this and then see what was changed and look at the cleaned up version that we will get back. Um, just to make sure that the board before we move forward with this to setting a public hearing in the future, I'll put it on the agenda for work session. So we can go through and be like, wait, you change this or like, I like, why did why is this in here? Who whose idea was it to take out this wording or add this section? So we'll review it. I'll try and have like a. a hit list of things that I feel like may need discussion, but I'll also rely on all of you once you have the red line and the cleaned up version to tell me what you want to discuss in work session. And then, so that's like trying to get it so we can get this turned around in a clean draft by the end of July. I know Thomas, you were working on drafting an RFP for the secret review.

So hopefully we'll get that finished up maybe by the end of this week so that we can issue the RFP with a submission deadline of August 14th. Because I was hoping at the August 10th town board meeting, we will set the public hearing for reviewing comprehensive plan. For a September 21st, which is a normal Monday night meeting and then again October 10th, which is a Saturday in Columbus day weekend for another public hearing so that we can capture as many people in a couple of sessions. We'll see at that point, whether or not at the October 10th, if we've gotten everyone's comments, or if we need more time, but we'll make that determination. in October as to whether or not two public hearings is sufficient or if we need more. But we will, by the end of August, award the secret secret consultant, you know, pick them so that they will be present for the September 21st and October 10th public hearings because they need to be a participant or a listener, an observer in that so that they can capture everything. Then let's see if there's anything else. So that's kind of the rough timeline always subject to change because earlier in the year I thought we'd be. like having public hearings in the summer um but just getting getting everyone to read through the comments and like i like as you can see from my paper clips like those are all at least one comment per page so and it's lots of nits in that so and just making sure things cross reference correctly so it's just taken longer so but we have a plan and we don't have a timeline we can't adhere to a timeline so at least I've got, this is the current timeline, so hopefully it continues out in this fashion. I really would like to try and do that. So I've been prioritizing the comp plan and ignoring other things coming down the pike, unless it's like the fireworks has a piping plover problem, in which case I didn't work on the comp plan at all yesterday. So, yeah, I may actually, if you could cover CAC tonight, and maybe tomorrow is Taylor's Island. I got, I gotcha. Yeah. Just so that way, if I can take off. Yeah, tell me, you know, committee liaison stuff just so I can get this done.

The 1 thing I would mention about the public hearings is this room is the best room for having public hearings because if we move to the school, we can't make it a hybrid meeting. They have to upgrade their septic before they can continue and so it's a mandatory upgrade. We don't allow for a town grant. The Peconic Bay Regional Advisory Committee did not meet last month. We are meeting this month. I can't remember the exact date, but we're hoping to adopt the rules of operation so that we can start taking in questions from the area sometimes especially sometimes so exactly so i'll keep you posted on that um yeah and then we had one um one resident in one westmoreland area taught them asking about saltwater intrusion so they have been the building department's going to reach out to them to go over that so um

I just had Amber Ming and I went on a hardhat tour of the library last week. So exciting. So exciting. It looks like it's going to be ready to fall. I am so excited for the community. And I was just even thinking as you were talking about the comp plan, like in some future life or if they get it ready, the media room, I forget what they're calling it, is going to be the perfect space to have events like that. So the children's section is amazing. Anyway, it's just the other thing that I just wanted to say that I loved as we were touring it was Terry, the director, was talking about just like how multipurpose a lot of the spaces were and something that really stuck with me. And she said, well, you know, how we really thought of it is that it has to last another 60 years. So who knows what, you know, in 30 years they'll need this room for. And I was like, great. Like, that's exactly what we're looking for. So, anyway, just really excited for that. I can't wait to see the, the open date. The other thing is, is I just, the parade on the 4th of July was amazing and I just wanted to do really a public thank you to the whole committee. So, Linda Springer, PD, Fire Department, EMS, Highway, and then just Chamber of Commerce, the Legion, and just like all the individuals who put together like so fun with all those floats. I actually don't have a ton of meetings, but the one thing I did want to remind everybody is that we are still in a severe drought despite the rain. I know people feel like, oh, it rained, we're good, but we're not. It's still a high drawdown season, which means that the plants are demanding a lot of water. And there are more people on the island using water, which means that the level of the aquifer will continue to drop as people use it. And as we still continue to get less rainfall than average. So there are some areas of the island that are going to be far more susceptible to salt water intrusion like Westmoreland, for example. Very sensitive area. I would highly recommend not irrigating if you have a well that you're irrigating with. Montclair, Silver Beach, all the typical places that struggle with saltwater intrusion will be far more susceptible right now. That includes Big and Little Ram and places that are waterfront properties should all be very conscientious about watering and irrigating, especially if it's well-drawn irrigation. That's where you will cause a problem. So that's just my PSA for the day.
