Motion passes. Item four, public comment. Yes, sir. Yes, sir. I just wanted to take a moment and uh acknowledge the Windsor Stew Windsor Stew Straws Hatchets bass fishing team. Uh as Mr. Pritchard mentioned last month, the uh Illinois State bass fishing tournament was held on our very own Lake Shville and we took state champions. So proud of them. Thank you. Body, Mr. Chairman, may I add to that, please? It was uh a very good tournament. It uh there were 60 boats involved in this tournament. Um three people in each boat. One was coach, two students. Um from what the numbers that came in, uh the first day out of 60 boats, 58 brought in fish away. Um so that was very good. That says a lot about our lake. Um on the second day the numbers I don't know the exact numbers they were high also back to the first day of those 58 29 brought
in their limit which was five five of their best fish. Um I was told talking to some of the anglers out there that uh that was a lot better than the previous lake that they were at that they were lucky to have a third of the boats bringing fish away. says a lot about the core of engineers and what they're doing with with Lake Shelbyville and we've got a real asset out there to uh to cover. So look forward to the next four years. They're going to have a afteraction plan meeting to see what we can do better and uh so thank you as well comment. Yes, sir. Well, I haven't been out to farm, but Carol has. And I think there's a wonderful crop of corn. And I think that's a wonderful thing to happen. I think we were told that we couldn't farm that because it was unconstitutional, but it seems like we're doing okay. I do have a couple more comments about the county treasurer and the amount of money that doesn't grow interest. I believe it was the end of 2023, we had 14 million drawing 8/10 of a percent. At the end of January 2025, we had uh about 11,900,000 drawing 8/10 of 1%. I don't understand why we need why we don't have more money invested because uh when we start the year out like we started out 20 let's see it would be 2022. Well, this is let's see. Yeah, 2022 we had 7 million or let's see. Yeah, we had 17 million $128. Uh we ended the year with 17,957.
That well that's the lowest amount we ever had in the bank was 17,957. So you're taking in money all year and you spend money all year, but the variance is very little. So if we start out a year with $20 million and our budget is 7 million and we take in 7 million, at the end of the year, I'd say we have about the same. So since you take in a lot of revenue, there might be a time during the year where you've taken in less than you spent, but that will never amount to more than a million or $2 million. So I don't have any idea at all, but I would like for somebody to explain it to me why we don't go more in our money. Uh I I pay Carol I pay 17 or 18 million. I've got friends that pay 70 million and almost 100 million. I don't I think we don't mind uh working hard and giving that money to the county, but I don't know that that money should be used to draw 8/10 of a percent. Uh I don't think that's very good management money. Maybe she has that permission to. I don't know. Maybe she can make the choice. But if that's what she's making, I think we need some other choice. Uh, I would like to know if it's against the law to invest the money or what is the reasons we're not doing it. So, I looked at some of her other reports. She went about 23 months and out of those 23 months, our ending monthly balance and our beginning monthly balance was only correct two times. I mean, this goes on and on. I don't I don't understand exactly why we put up with some of this. Uh uh so she talks about all this corruption. Kirks talks about corrupt corruption in the county. Uh I don't see anyone's been
proven guilty of anything. I've never seen any criminal intent of anyone that works in the county. I've got involved with this and I've been in most of the county offices and my contention would be we all make mistakes and they do but I don't see anyone with any criminal intention. So I think it'd be better off maybe instead of accusing people have criminal intentions maybe maybe it's possible she should just do her job. I could say more but I'll stop with that. Did you really stop? You good? Pardon? You good? Pardon? I said, "Are you good? Are you done? You done, Jake? Are you done, Jake?" I don't think he has a Oh, I see an awful lot of mistakes and budgets. I can add the beginning of a month, add on the revenue, deduct the expenses. That's all $3.5 million. whatever ending balances at the end of a month for the beginning of the next month's $497,000. I don't think that's the way I don't think that's the way you should run an office. Not the way we're going to run honors. We're going to draw the best interest we can with the money we're not using. I don't know. I would think anyone would do that. So, I'm not accusing her or anyone of criminal intent, but I see some pretty sloppy bookkeeping that I wouldn't put up with if someone was working for me. Yeah, I have all kinds of things I could have done. You have 24 seconds to get out. Pardon me. So, you have 20 seconds to get out. 20 seconds. 20 seconds. Thanks for Thanks for Public body comment. We're going to move on to item four, which is discussion vote to approve the resolution opposing HP 2827 defending parental rights and education freedoms for recreation of the budget audit legislative committee. I have a motion on a motion and a second. Mr. Price on a second. Um anybody have any discussion or questions on on this? Can you just kind of summarize what this vote what we're voting? Obviously, it's opposing, but I mean I mean we're voting for it or voting. Go ahead. So, uh, recently in the Illinois State Legislature, House Bill 2827, um, was, uh, introduced, um, it was going, the bill itself was going to put some severe limitations on parental rights as far as homeschooling, uh, potentially, um, violating some constitutional rights, um, civil liberties, and I could go on. Um it was not a great bill for homeschoolers and from my interactions with superintendent um that I connect with it was not good for the public schools either. It was going to put a lot of uh unnecessary burdens on them. And so what this is is um this county board showing that it supports parental rights and stands with parents right to homeschool their children if they so choose. Um and um we took it to the uh budget audit legislative committee. There were a change or two um from input from Miss Woolery, States Attorney Woolery. And uh so I feel like the resolution we have is
good. Um it shows that the county supports parental rights and uh would send a message more or less to the state legislature that we want to leave those powers of children's education in the hands of the parents. Did I give you a good explanation? Yeah, I just was trying to decide like which direction we were voting. Yes. Any other questions or comments? I assume it's okay with the wording. So, I have six just a straight county unifi extension director for annual presentation about county or to the county about UFI extension. Good evening. I'm Jesse Stra. Yes, I had a name change. Sorry about that. Um I am the county director representing Kohl's Cumberland Douglas Maltry and Shelby County. And so this evening I'm here to share just a few updates on our programming in Shelby County and also then to request continued funding uh from the county board. Um we are grateful for the funding that we've received over the years. It's helped us provide a variety of different programs from youth development to SNAP and education programming, family life. Um, our 4 program I am extremely proud of as well as you should be. It is one of the
top 4 programs by enrollments in the state with over 400 members and that includes 130 traditional member um in traditional 4 clubs plus the 87 of cloverbud members which are 5 to seven year olds before they can join the traditional club. And that's based off of last year's data. Um we also have our SNAP education program where we bring where we reach families, schools and community partners um to pro provide healthy nutrition budgeting information to um individuals. And we have a partners and produce program that last year brought in for Shelton County over 22,000 lbs of fresh produce to the food pantries as well as um about 4,500 pounds of lean protein into the food pantries as well through our um hunters feeding Illinois previously known as the deer donation program. Um we had in SNAP education we had 718 participants in Shelby County in our last program here. And then we have family life which is programs and resources that help families throughout the whole age and stages of of life for emotional, social and economical um economic programs. We had 389 Shelby County residents in our programs with 16 sessions and some of the sessions focus on aging and resources for caregivers, relationships and um life skills. of managing life changes stress reduction. Um so today I stand here requesting um respectfully request that the board consider appropriating $82,166 which is a increase of 3.2% from last year and that will help with our programs and operational cost.
We'll put you on the spot. I know but you know can you give me a ballpark on the the increase of the lean protein as well as fresh produce over the past few years because I know the lean protein was significantly increased. Yes. So I'm not sure how to answer that. So you want to know through the years just just I mean the progression right still continues to grow and like percentages. I know the first year the waning protein was very low. Yes. I do not have that on the top of my head. I am happy to get that for you. But yes, it has increased considerably. Um, we changed our model this past year where instead of delivering to the food pantries, they were actually coming and picking it up from the processors which helped a lot. Um, but yeah, we increased because the word got out over the last three years and um, participation has also increased, but I can get the specifics on how much it has. to your dad's side, but I do know represents were with you that they were significantly increasing every year to help both. Then we'll move on to item seven, which is discussion of vote to approve the annual fiscal year 2026 agreement between Shelby County Board and the UFI extension office for continued financial support of $82,166. Uh this started when I took the time to read the dive team audit. I read that a roster of the dive team members was asked for but not provided. Uh the roster that is listed in the audit is actually a um a roster as it reads from several years ago I believe from a foyer request. I would just like to point out I think that um a unit of Shelby County government should be transparent and if an auditor is asking for a list or or a roster that roster should be provided. Um, I was provided with the roster that came from a foyer, which glad to get a roster, but it should not have taken a foyer to get it. So, anyway, I got a roster. So, I'll with your permission, Mr. Chairman, I'll move to item number 10. [Music] Yeah, same thing. I read through the dive team audit and it was on page seven I believe it was listed that there's no
recordkeeping or no means of recordkeeping for callouts. Um also I remember at a public body comment u I think it was a former board member just asked the question how often does the dive team get called out and there was no response. So I'm I am kind of curious. I I would like to know. I hope that from this day forward, the dive team can do like the audit says they should do and keep a record of call outs and rescues. And with your permission, Mr. Chairman, I'll move on to item 11. Item 11, discuss the vote to accept the forensic audit of the SH Academy presented by Ben. [Music] I think it speaks for itself. I would like to make a motion that we approve the audit of the dive team provided by Benford and Brown. That is a motion. Does anybody have any questions um that might have impressed that or watched the meeting? Um this I just had we got the attorney general's um opinion on the timekeeping electronic timekeeping. I read it and Ruth honestly it was legal ease that can you kind of go through and and advise us as to what that opinion was it affirming or denying or essentially the AG opinion says that uh the county board cannot set any policies that would interfere with conditions of employment as far as the internal operations of the offices. for the departments that have control of the internal operations. So essentially um this was drafted with that in mind. So for example, one of the things that uh states in the very beginning method of timekeeping either electronic or paper. So based on that opinion, I don't
believe that we can dictate which one it is. um we've worked with payroll to confirm what it is that they need from each department if they're doing electronic if they're doing paper. So uh in my opinion that AG opinion really limits the authority of the board to uh put those controls in place and this was written with that in mind. Okay. Thank you. I I just have uh two questions. Are we intending to vote on all three these omnibus or are we going to do them individually? I can separate them. I didn't know if there was a need to. The intent would be together. Okay. And then the second question is um policies similar to this have caused um anxiety with department heads, stakeholders, etc. And my only question is with certainty everybody that's a stakeholder everybody this is going to impact are we good are they those people on board the department heads the union or are we creating another potential nightmare so this was these the policies that would affect employees directly union employees specifically these items were discussed during negotiations which we'll cover in a little bit in addition to that um as far as the rest the we didn't actually have a time policy benefit. So we're actually creating um something that really wasn't here based on the findings of this. So if you read it talks about the methodology behind that. Um as far as a credit card policy is simply an update um to this and the big change would be is the the ownership of this account payable being through the clerk's office and and making sure that that that those
items are held accountable to the clerk's office where the items are actually paid for um payroll with the stakeholders as well. um department has and then you know with this being moved into the clerk's office clerk was actually good with the language for this as well. So in short yes good that's all I have. Thank you. Yes sir. The county currently has a credit card policy. Why do we need a new one? Because it's outdated and what's outdated about it? It it was just done I believe two years ago. What's outdated about it? We're just updating the policy. Why? We already have a credit card policy. And what did um the treasurer do wrong such that it's being taken away from and nothing against the county clerk that why is it being taken away from the treasurer and given to the county clerk? under why why is it being taken away from the treasure what did the treasur it's realigning it with pre-cast it's not I'm asking what did the treasur do wrong indicating that okay questions comments I see none. All those in favor of three policies say I opposed. I'm opposed. I thought we was going to talk about these individually. Didn't we just say we was going to talk about them individually? No. Okay.
On item 13, which is discussion vote to surplus the 2021 Kawasaki KRF 1,000 side by side with 255 miles for the shift motion on this, please motion on a second. Mr. Richard, um the sheriff call me um I'm sure Mr. Gray has the update as well, but this was not something that they purchased. This item was received through a plea agreement agreement to send it up to the chair. So they don't need it and so with that any other questions or discussion on this seeing none all those in favor say I. I pass. Thank you. On to item 14. discussion of vote to approve the contract ask me effective 91 of 2024 through 11:30 uh 2027 motion focus please Mr. Y second um I'm just going to start off by thanking Mock and Mr. advances for for the company's um negotiations. Um both have brought some different backgrounds and experience that led us to take through that process um as well as Mory for for her uh and Miss towards the end who took us some interest in um employee situations here. So with that, I'll answer any questions that I can [Music] I would like to make a comment. I was very disappointed that Michael Tapenorf was not asked to be a part of the negotiations. Mr. Tapor, he was present at the negotiations. Yes,

I had to give an update from Senate earlier this week that they received uh most of the documentation from most departments. They had cooperation from most departments and um they're wrapping up the rest of their data gathering and they will be pushing through the rest of this month and focusing on July um to then turn this over to walking and then they will review again working on 2024. So, as it relates to 2023, they are pressing through um and they will be looking to
to turn that over um sometime in July to our national audit. Any other committee reports? All right. And moving on to 17. Um chair correspondence. Um I just the audit I will be meeting we um city of Shelville officials um maybe somebody and um the hospital CEO and the CEO tomorrow to discuss the ambulance service um situations and issues that we've had So, uh, they've all agreed to get together and figure out how we, you know, find a solution to make sure that we got staffing as well as services available. Um, and that's based on a lot of feedback and comments I've had and I know cities have as well. So, we will be meeting tomorrow to to have discussion to see um, what we can do community there. Um, I just want to point out two the flowers from Shelby County Community Services planners that were in the hallway as well as sitting here. Um, they were brought to us by SECS and I just want to make sure that they were showcased tonight to show the good work that their clients do um within our community um and the resources that we have here. So, yes, you know, I say that they're here as well as us in the hallway. Um and then also this bride from tourism was here and she put um tourism brochures um in front of her body for uh the 2025 season. Um she does make a very intentional effort of making sure that these are um in facilities not only in the state but also surrounding states to
make sure that um county is is promoted widely within the area. So, I appreciate that that effort. And also have a letter here from UCCCI um that talks about their their meetings throughout the year as well as a membership and reimbursement um for students as well as a uh reimbur um to refund the mileage and the median attendance uh for this year. Moving on to item 18, which is general appointments. Um, general appointments are as follows. Kuns to the Heric Fire Protection District trustee for a three-year term. The airport and Landon Fields Commission for a three-year term. Uh, being Steve Wimp and Paul Kennedy. Uh, the county health board is a three-year term. Uh, Dr. Rich Le, Greg Miller, Jim Loot, and Jess Lifer. Um there was one more name on there but she has asked for consideration to through so Michelle will not be on our list this evening and then also the tourism committee for a one-year term which is Cynthia Alra Greg Miller Maria Schaefer Annie Farah excuse me Favara and Mark Shanks. Fry that um Jake and I were coming back from Michigan and stopped at a rest area northern Illinois and I saw our um Lake Shelville guides there and the lady informed us that they give away multiples of those that they're always it's it's the one they give away the most. So, I thought that was that was great that they're using it. Thank you. Comment. Yes, ma'am. Um, I'd just like to also thank everyone for passing the resolution opposing the homeschooling bill. We really appreciate it. Um, just from the homeschooling community, but also just parents in general. Um, just appreciate the board's support of parental rights. So, thank you so much for all of your work. Thank you. Yes, sir. Is there a mechanism uh that we can use to get Erica in here to explain why the money is invested the way that it is like Jake was alluding to or cuz I've called and getting nowhere. So I was wondering if there is do we have any just to come in and explain to us at a meeting what's what the reasoning is if you know any I think that'll go over as well as my phone calls do but I say we do what we can to come up what were we 32000 short on uh on Social security. You mean just see if just that thin interest off of that would have covered that. Yeah. You know, I mean I I just like an explanation why. So I'll keep trying.
Yes, sir. Um, I did go in and talk to her and what she told me was that she wasn't She talked to the bankers here in town or the local bankers and stuff and if she pulled any money out that they would have to start limiting small business loans and loans to the local people because they do count on the money. Um, I said, "What about the uh two loan two accounts that Carol had told me about that are the lowest, I guess, that we get in on cuz the rest of them are pretty equal to the Illinois funds." And um she said that she just said she wasn't going to take that money and invest it. that she has the authority to do it and she was going to keep that money in there. And the money that she does have invested in the local banks that she would not touch that because the local bankers had told her that they would have to start limiting funds to the local people. So, I did go in and talk to her and that's what I got out of her. Yes, ma'am. Um, I'd like to comment on Brent's comment just now. Um, I do not believe that that is the case. That may have been the story that was told. Um, I believe that if I were a bank locally and I have a lot of taxpayers that locally use my bank, it's their tax dollars, this is their tax dollars to
work. It benefits everyone. Um, I would think the more return we have on our investment, the county level, the less taxes they pay, the less we have to pull from them and the more they have to spend at the bank. So, I would think if I were a conscientious person, I would probably do some more checking with um the banks and be sure that I'm reporting accurately um that situation because it's not about one person. We work as board members for our for our taxpayers. And we do the best that we can. It's not about what one person wants. So, I think that's important. We don't lose sight of that. We strive really hard to make the most that we can with our investments, our spending. Yes, ma'am. I'd like to echo what our chairman said last month. It's not just the rate of return. We also want to hold on to our principle. We don't want to lose our principle chasing after a unrealistic rate of return. I honestly I'm not educated on the Illinois fund. I don't know. I just uh I I have had friends who've bragged about investments and ended up losing their principal. So, thank you, Mr. Chairman. One other thing on on the Illinois fund thing, she did say I don't believe I was at that meeting that the Illinois fund lady was here. I could be wrong about that. I don't remember. But, um she did say that it was point blank asked Oh, Dante. said Don Paid asked point blank the lady that was presenting it from Illinois funds that asked if we could lose our money and she said she she said that I would bet my check my paycheck that you would lose your
money so you could like I said I don't remember that I don't remember if that was said or not but that was another thing it it's not really I there is some risk to us losing losing the money and that and that's what she was going out to. I'm not going to she said she wasn't going to put the taxpayers money at risk because that lady said she had bet her check that it that they wouldn't lose it. So that was I forgot about that that she didn't say that cuz I asked her I said you know what what would be the reason and she said well Dante point blank asked her if um we could lose our money all together and she said well we bet that our paycheck that we it wouldn't lose it so that's all I know so if We're not going to do a debate on this public comment and that stand but but we do a lot of time just saying so yeah. So just a couple comments that I have you know about about comments there on the Illinois funds. I would think that if the Illinois funds goes below NAB and they they lose principle that there's nothing safe. I mean at that point the government bonds are as about as anything. So even investing in the local FDIC local uh so-called insured bonds at the point that if those those investments that they're invested in which are about as ironclad as you can get if they go below net asset value
uh there's nothing safe no matter what kind of there's no real guarantee. So, um, it's just a, you know, as, as James said last month, and I and I echo, you know, this is kind of a no-brainer in in my world, um, that we are leaving5 or $600,000 a month here on the table that the taxpayers benefit. And just one other quick comment, you know, if we do want to leave this money locally in the bank because we believe that it benefits the community, if we do, there's better rates of return than 8/10 of a percent at any of the local banks currently that that money could be uh invested at a higher rate and still lent out to the community. Um so there are ways to um I think increase our rates of return comment. Sure. Did you com several people had two terms?
