Item number two, public hearing and consideration of a request for a conditional use permit, CUP, to allow a personal swimming pool at the property addressed 34102 Lake Road, case number CUP02-26, applicant named Jeremiah Johnson.

Good afternoon, Planning Commission. As stated, this is a request for a swimming pool. in the rear yard where the residence is. So the applicant lives on the parcel. So they want to put in a pool at this property. This is located in the Twin Lakes area. The address is 34102 Lake Road. City code states that installing a personal swimming pool requires a CUP in the Twin Lakes zoning district. So that's why we're here today. There's similar zoning, Twin Lakes to the north, east and west. Across the road to the south is outside city limits and therefore has no zoning designation. Let's see. The purpose of requiring a conditional use permit for a pool in this zoning district is because it's the lakes area. We want to be very careful about when you build things in the floodway and things like that. Staff did check on the FEMA flood map and this property is not in the floodway or the floodplain. So there is no immediate concern regarding safety in that matter. So based on all of that and the information that the applicant has provided, staff is recommending approval of this request. Are there any questions for staff?

I do have a question on design of these and when they're in those particular areas. Do they have a... Because of some of the interactions between local property and also the lake, is there design considerations about what the pool needs to be made of to keep leaching from occurring back into the lake itself on these?

They do have to come in and get a permit from the city to actually, like, make the pool, and it is an in-ground pool. I don't know the city standards off the top of my head regarding that, but I'm sure that that's part of the requirements. Requirements, okay.

This property is east of 102. It's not even really. It's not even back over that direction, is it? No. It just happens to be in the, yeah, okay. Yep.

Thank you very much. Item number three, consideration of a revised final plat for ad cop edition phase one. Case number FPL01-26, applicant TJT Holding, LLC, care of Landy's Engineering.

Thank you. It was pointed out to me just before the meeting began that there is a couple of errors in the report. I must have fixed them on the agenda, but forgot to do it on the report. So that's, that's my bad. It's, as just stated, the applicant is TJT Holdings in care of Landy's Engineering. So The applicant has submitted a revision of the final plot of ad hoc addition phase one, which is located along North Harrison Street between 45th and I-40. Now, this property is mostly zoned commercial. However, the zoning districts are shaped in blocks, and the plot area is irregularly shaped, so there is a little bit of, what's the word, overlap. of TA, but a majority of the parcel is zoned C2. C2 zoning is also located to the north, south, and east with transitional agriculture to the west. And if you're reading along with the report, the second error that was just noted was the table, just under where the zoning is stated, the table itself is incorrect. So please disregard that. So a little bit of history on this plot. In June of 2024, this plot was approved by the City Commission. The developer postponed filing that plot with the county until the public improvements were mostly or completely finished. So when we were doing final inspections on the roads and utilities and things. It was noted that the driveway off of Harrison Street was not paved according to city standards, meaning that the city could not accept responsibility for it. So staff and the applicant and engineer had a discussion and the conclusion was to either change it from a public road to a private road or to demolish it and repave it to city standards. And the conclusion was that the designation would be changed from public to private. So that is why this is back before the Planning Commission is because we are changing what the city is accepting responsibility for. No other changes have been made to this plot. It's just the driveway, which I believe is named Babcock Street, is now private instead of public. So because of all that, and because staff has been working closely with the applicant regarding this, staff recommends approval. Are there any questions for staff?

Just for my information, what was the design parameter that dot did not fall within the city specifications? Radius and offset?

No, it was about the Oh gosh, I know. I know the numbers. I know it was supposed to be 10, but instead it was 8, but I can't remember if that was like thickness of the concrete or if it was like something else to do with how they actually like paved it, but I know that it was slightly off. So I don't remember what exactly that measurement was, but I know it was, you know, the difference of about 2 inches.

So it's more like a driveway then at this point.

Yeah, it's the driveway when you're coming from Harrison onto that Adcock Street.

Like a private drive where it would just be all the city maintains all of its right-of-ways and everything else.

Dear Chair and Commissioners, I have just two informational items that I would like to emphasize. First one is work audit is next week, which is July 8th. We're meeting 9 o'clock. at Jim Thorpe Academy at 1830 North Beard Avenue. I do believe we sent informational email. I would like again to invite you to come be part of this work audit. This is number, this will be number seven starting from the beginning of the year. There is really big benefits of coming and collecting data that again at the end of the year will form a report. that will benefit the CIP projects. Any questions? Yes, Steve.

The last time I did one, it kind of felt like I was just hanging out and I was wondering if there was like a form or something that I should have ahead of time or could have ahead of time to make me feel more... We do have forms.

Not everybody would like to walk and fill the forms, but we do have forms that if if you request one and we give it to you because we don't force it on people. Some people don't like to walk and write. This form can be submitted to us at a later time, but we would like to collect all the feedback possible. And in case something happened to the form, I mean you misplace it or it just, Pull away. We always can give you a copy and you can give us feedback.

We moved this block on it because of the summer heat, we moved them a little bit early, 9 o'clock. So it's not that unbearably hot. So I would like to see all of you there and bring your neighbors, your family, anybody. Couple times we have kids that walk with us. We've had one time mom with a stroller, which is extremely important to see how different people see the walkability and provide kind of different angle of input. That's very important. So we would appreciate that. And the second one is certified citizen planner training, which is given one time per year. This year starts July 31st, August 7th, August 14th, and August 28th. This is four Fridays from nine to four. Downtown Oklahoma City at OG&E building. because of the generous sponsorship of OG&E. They provide the facility. They provide the lunch. So it is very intense training, touching on a lot of important planning concepts and understanding. We have a lot of hands-on. with real exercises, I mean cases are drawn from real situations. So the intent is again to provide commissioners and citizens that are dealing with planning better understanding how to make informed decisions. So I encourage you, all of us, all of you, just look the link that I send you. If you need additional information, let me know. I'll send it your way. Registration is free for you because of the generous OG&E sponsorship. Again, it is first come, first serve. The venue that they provided us, it's not super large. I think it fits 20, 25 people. So strongly encourage you to walk into those days. And if you cannot make four days, at least sign up for what you can. But those that don't attend four days will not receive the certification which is given by American Planning Association Oklahoma chapter.

Do we get an increase in pay if we get the certification?

You may look into that.

Did I see where they were also providing parking?

They do provide parking this year because last year it was a little bit challenging because downtown Oklahoma City is really hard to find even though available paid parking. So this year they said they're going to provide the parking. They have a fence parking lot that wasn't available last year. This year they're graciously given to us opportunities to use it. So this is another barrier that they removed.

I know. I was waiting for everybody else to go. We cut the ribbon on the fitness court for Shawnee Public Schools last week, so that is open and available, so it's a cool... Is that the one, is that Jefferson that we walked at?

Yeah, so it's available to the public 14 and up and there's like an app you can download and it gives you workouts and all kinds of stuff. So it's pretty cool little piece of equipment that Blue Cross Blue Shield paid to have installed in our community. So I think that is exciting and then Pedalpalooza We've set a date. It will be at Boy Scout Park, I think, September. Is it the 19th, Travis?

And so if you can make it to that, that's a really fun event. Talking about cycling and bicycle safety and handing out helmets to kids and stuff like that. So it's a good event.
