Thank you very much. Item number two. Public hearing and consideration of request for a conditional use permit to operate a short-term rental at the property addressed as 1309 North Broadway Street. Case number CUP01-26. Applicant Mark and Christina Hansen.

All right. Thank you for that introduction. As you very well already know, my name is Diane Hood. I'm the city planner. As stated, this is a request for a conditional use permit to operate a short-term rental at the property addressed as 1309 North Broadway Street. This property is currently zoned R1 with similar zoning surrounding it on all sides. Section 22-197 of the Unified Development Code states that a short-term rental is an allowed use but only with a conditional use permit. Further along in the code, section 22-199i outlines the process for obtaining, renewing, and if necessary, revoking a license to operate a short-term rental. Let's see. Staff has received no written objections for this request. So staff recommends that the request is approved. Are there any questions for staff?

You said revoking. Does that mean if they get out of line, you can revoke this?

Yeah. So that section of code specifically outlines, you know, these are the responsibilities of the property owner. And, you know, if there's a consistent pattern of it not being kept up well, then staff will review it and they can revoke the permit or choose not to renew it when the time comes, stuff like that.

And that's with any conditional use permit, right?

That's for the license to operate it itself. So the conditional use permit and the license are two separate things, but both need to be obtained.

All right. And I believe in your packet are the house rules from the applicant so that you can kind of have an idea of how they expect the place to be maintained by whoever their guests are. And they are also present if you have questions for them.

Yeah, we're Mark and Christina Hanson. Yeah, Christy works for Oklahoma Baptist University, and so we're going to be down here often as they travel in. We're originally from Minnesota, so a lot of property down here, mostly for her to stay when she comes, but then... other staff said hey we would maybe use it if if if you're not using it when you're down here so the goal is to make it available for other obu staff so we're not going to post it on any public you know airbnb or vrbo or anything like that we're just going to hold it for oklahoma staff that need it or yeah kind of backup housing if other staff need it so that's the goal right now So how long will they use it at a time? Anywhere from three days to 10 days at a time, something like that.

Really? I'm not familiar with what the where the program is where they would just come in for a short period of time.

Yeah, I can do my spiel about that. So OVU is starting four graduate health programs that are hybrid. So it's PT, OT, Speech Language, and Physician Associate. And so we have one big lab space at OVU and we rotate who's here using that and otherwise the students are learning from home.

And these are faculty or students?

They'll be faculty staying, yeah.

Students eventually, yeah. Okay. Not staying, but traveling in and out, yeah.

Except our topics. Not at the house, yeah.

Chair and commissioners, good afternoon. Peti Stechnov, Community Development Director. I have just two updates for you. I highly encourage you to come and participate in work audits next week. We changed the time and the location for the sake of not being able to update it on the website. It's due to our website administrator is out of office currently. But instead of the afternoon, we'll move it to 9 in the morning and it will be at Jefferson School, 405 West Deer Street. So the information on the website is incorrect, but I just explained why we cannot update it this week. It will be updated probably next week, but I give you a heads up.

What day is that? I'm sorry? What day is that?

It is June 10th. Okay. 9 o'clock, Jefferson School, 405 West Dill Street. Okay. Again, I hope to see you there and spread the word also. If you cannot come, just send somebody else. The other thing is, we're at the time of the year where American planning organizations start doing their annual training for four consecutive Fridays again for a citizen planner certification, which it's take place, started in July 31st, which is Friday. There are Fridays. August 7th, August 14th, and August 28th. So this is from 9 to 4, 4 full Fridays. The event is sponsored by our general sponsor of OG&E. So there will be no fee associated with participating in this training days. The bottom goal is to train non-professional planners, people who are taking decisions like planning commission, board of adjustment, city commissioners, or any other individual that is involved in planning. the life of their community, make decisions. So it is very robust curriculum, very going in depth, what we need to know for planning so we can make better suggestions and be more effective in the decision making process of our community. The registration is not open yet, but I am assuming maybe in a week it will be open. So because the facility where we're going to hold the training is not super large, I think it may hold up to 20, 25 people. I highly encourage you to register. Once I know the registration is open, I'll send you the link. So OG&E, again, provide the parking, provide the lunch. You just need to show that. So- Where is it? I'm sorry?

Yeah, do you mean to attend all four sessions?

It's not strictly required, but in order to receive the certification, participant needs to attend all four sessions, yes. So last year, we graduated 11 participants. They were all from different communities, and we had some folks from Choctaw. So I've been told the entire Planning Commission of Choctaw will sign up. So I don't know how quickly they'll be, but since I'm telling you this firsthand, I would like to see some of you over there.

We can beat Choctaw.

Item number four, Commissioner's comments. I tried to think of something and I couldn't. I mean, I don't have something.

I mean, I would agree. I would also recommend that if you haven't been on one of the walk-on-its, you should go.

Sir? But I think going on at least one i think it's a it provides a different perspective for how you see the community um i mean and you're looking at specific things not just walking even so it's kind of eye-opening um and they're providing these opportunities for us to be able to invite people that live in those areas and walk in those areas and so If you know people that live around Jefferson School or the high school even, invite them to try to attend as well. And then I was just going to mention, since we're talking about Jefferson, Shawnee Public Schools has this fancy new fitness facility that is open to the public right there on the pad where the hotel is. So if you feel like working out in the heat of the summer, there's a free facility for you to use. Oh, outside? Right there, yeah.

Well, how nice would that be?

Yeah. You probably haven't noticed it, but now you will. I will.

Just like I look for crosswalks now that don't lead to a sidewalk.

Well, walking over there right now is a little chaotic with all the kick-through work.

Petra, would you tell us again what is done with the data for the walk audits?

We're collecting the data. We'll wait for one full year, and the results will go into CIP planning for the next fiscal year, which will be 2027 fiscal year. Okay. So... July 1? July 1. Once we have more data that we can rely on, we can justify applying for grants, transportational grants. That's why we're doing that.
