Councilmember Kurt Knappen was absent this evening, so all votes will be based on the seven councilmembers in attendance. City Council had a short agenda among the highlights. The council approved agreements for school crossing attendance services for the upcoming academic year with all city management services and with USD 232 to provide school resource officers at Mill Valley High School and Monticello Trail Middle School for the next two academic years. Public Works Director Kevin Manning provided an update on the ongoing Midland renovation project that just completed its first phase from Shawnee Mission Parkway to Lawrence Road. The second and longest phase of the project will cover Midland from Lawrence to Aug Road is underway and will take place from now until mid-September weather permitting. Phase three will cover from Aug to just west of Elmridge with phase four covering that small final section of Midland. Council Committee saw the final fiscal year 2027 budget presentations For the police and fire department, the city's two largest departments by total staff and accounting for roughly 50% of the city's total operational budget. Both departments are requesting slight increases in budget of about $300,000 a piece included for the police department would be a new dispatcher. And city manager Paul Kramer also provided an update on the city's capital improvements program regarding both Shawneetown 1929 and Rail Creek Park. Staff shared key dates remaining in the budget process. During the July 13th meeting, the Council will decide on its intent regarding the revenue neutral rate. On July 27th, the Council will vote to adopt the Capital Improvement Program and receive the full proposed fiscal year 2027 budget from City Manager Paul Kramer. On Wednesday, August 12th, the City will host the Budget Open House at Shawnee Town Hall from 5.30 to 7.30 p.m. And finally, during the August 24th meeting, the Council will vote on the Revenue Neutral Rate Resolution and vote on accepting the 2027 budget. The Council will be back in session on Monday, July 13th. Meanwhile, city offices and the Civic Center will be closed on Friday, July 3rd in observance of Independence Day and America's 250th birthday.
