Thank you very much, Chairman and Commissioners. It is a pleasure to have another opportunity to discuss in front of the board. As the Chairman said, today we are going to talk about Family Resource Centers. They are usually called FACs. As mentioned in the packet, the aim of the FRC is to ensure that children, youth, and families are able to access the necessary facilities to get education, to reduce system barriers, and to ensure that the services provided by the community-based labor organizations are also ensured. Our FRC started in 2021. Since there are no other FRCs in Minnesota, this was a temporary agreement. Now we see that other counties are also making changes to this. First of all, I would like to thank everyone who worked hard to prepare the packet and process the details. Also, I would like to thank everyone who participated in today's panel. I am Judge Vera. I am one of the judges of Scott County. I work in juvenile, child protection as well as criminal and family departments.
I am Nikki Hallberg, Children and Family Services. Tracy Kerber. I am the Social Work Case Manager of the Prevention Team. Fat Ali. I am the Interim Coordinator of the Family Resource Center. If you have read the packet, it is clear that the FRCs are the root of our anti-racism activities and are an example of the anti-racism culture that we are trying to grow in the county. The words prevention and anti-racism have been included in the articles of the panel. It seems that the word prevention is present in Samanthi's official post itself. Susan and Barb together with the board members have participated in the FRC's plan to form the FRC. I understand all that. It's all very useful. My question is to the other judge. Yes, you are related to me. I asked you a question. Thank you. Let me ask you a question with respect. If I assume that I am sitting in front of you in the court, I feel that we have lost the opportunity to prevent things from happening somewhere. I don't think it is the right time to start the protest movement in Kodathimuri. So, can you share with us how your job as a judge is being done in your constituency, and if there are any opportunities for the protest culture in your constituency?
Certainly, I was a civil representative who had done a lot of work in the first place. I came to Scott County and became a judge. I have been a judge for nine years, so I have a lot of experience in talking about this. The reason is that before I came on the bench, I was not in social service or public service. But what I see is that most of the people in front of me are in protest. Even if it is a marriage proposal, it is a similar protest to some people's criminal cases. They need help when it comes to criminal cases, child protection, and cases of people who are not yet of age. Did you talk to them because I have a family resource center? It is a unique system. What I like most about this is that it has not only county resources, but also private resources. St. Francis Hospital or FISH or other places. I don't remember all the names, but I have a lot of things in my mind. I like to say that this is the only place where you can fulfill your needs. This is a unique system. You don't have to go anywhere else for transportation, insurance, or food assistance. This is a place. I really like that this is being done in a transit center that everyone can go to. I have seen the results through it. People know about this. I often ask, did you inspect here? Then they say, yes. Because people have come to the point where there is a place for them to go to find the necessary supplies. Again, this is not just a criminal case, this is not just child protection. I know that I am working with everyone in the Children's Protection Department, but the fact is that people need a place for this in marriage-related cases. I am very happy that Scott County is bringing new methods to this. It is truly amazing that other counties and places are making us independent. I thought we came to the Star Tribune. No, it was in Pioneer Press. I took a bow. We are one of the first family resource centers in the country. This is really unique. I don't know if the commissioners know how good the child protection team in Scott County is. But I work with them all the time. I also work in other counties. I often go to other counties in the judicial district of seven counties. The people here are very good. They make this program a success and make it a success. So I think this is a great hope. I think I'm just making noise. Anyway. As Judge Frost said, I would like to answer your question that the families in the Children's Protection Corps are in protest.
To prevent the need for child protection, the Child Protection Team, which is a long-term care system that includes their safety methods, helps to avoid the costs or placements of the baby by increasing the attention within the family. The damage to the organs of the head is reduced by the decline in foster care and the need for baby placements. Even though this is starting from Kodadhi, we can see the difference in the number of placements, the number of people coming and going, as well as the fact that Karuthu is not as old as it used to be. I have a question related to what Judge Ibrakon said. When I saw on page 7 that there are more than one location for the Family Resource Center in Shakopee, I was surprised. Can you tell me a little bit about what they do in each center, or the special activities they do according to the community they establish, or what happens in other places? Of course, I can tell you about it. It is located in Merck's Transit, which is connected to our Shakopee Location Integrated Health Center. I think that's our main center. That's where we do a lot of activities. Food distribution is also done there. We have WIC, WIC, Portico and other programming and security classes. It operates in our Savage Location Library. Vick goes there every Thursday. Then he works in our Jordan location, Jordan area, Pudu Shelf and Bell Plain Library. Shady. My page number is a bit wrong. I'll write it down.

But when we go to page 7, can you tell us a little about the outreach, the monthly attendance and the relationship between the outreach and Tamil? Of course. If you look at page 7, this year in January, our outreach stopped in March and in April in Belle Plaine.
So there was a decrease in our numbers. Looking at page 7, this chart shows the number of cases. I think it happened because of what happened in the first community in January. About Operation Metro Surgeon, we received a response from community members that they were afraid to come to community places in the early days. So it affected our activities. It also affected the participation in programs for families to seek help. In addition, there were internal and internal changes in our staffing. That made it necessary for us to temporarily stop staff operations on the Bell Plane, and also stopped outreach to concentrate on how to open our facilities. Let's continue how to serve the people who come here. We were able to help with libraries. If anyone comes, they gave a pin to stop the community outreach, and we also gave virtual connection. But those prayers at Bell Plain and Outreach were due to the change in staff and arrangements at the beginning of the year. We asked Munnganan to open our doors to help families. Thank you. And... Ivan, can you go to page 4? In the last section, I think there is a article that discusses the art of Minnesota African American Family Preservation and Child Welfare Disproportionality. When this Act is implemented, I understand that it would be necessary for FRCs and the FRCS-Shishu Samrakshna Samyajanam to provide cultural services to the people who are excessively represented in the Children's Protection Act, and to fulfill the needs of the new development efforts. For those who do not know much about this Act and the features of the FRCs, can anyone please explain it briefly?
Yes, when I think about the implementation of this Act in 2027, I think that there are a few areas in this that are related to us. First, when we examine our data for Family Resource Centers, we see a great increase in our BIPOC, BIPOC, and BIPOC. We have grown our faith in our East African and Hispanic populations. According to the Minnesota African American Family Preservation Child Welfare Disproportionality Act, they are counted as the people who need the most sustainable efforts. Therefore, we believe that our resistance services can serve this community well and maintain trust in those services. In 2026, when Ramsey and Hennepin piloted this act, they talked about how important anti-terrorism services are this year. That is, Ramsey talked about this as a small part of it. As our services came to fruition, this became a place where families who were not included in the school security system first received help. In addition, we have seen a significant decrease in our student protection costs and case management in the third term. In terms of wealth, most counties are trying to increase the number of residents by implementing this act, but we are in a situation where we can either stop or reduce the number of residents. Therefore, I thank Ivan for moving to slide 8 and page 12. This Act is based on your description of what we expect from us. The data in the packet shows that we are on the right track. We are moving towards the most effective results expected from the counties of this Act. Is that what you see in this data? We are sure that we are in a good state. But we still have to make some changes. We have to do more things. We want to ensure that the services in our county are in order and that these services are available to families. But I think that even though it is a student protection organization, even though it is a resistance organization, it is in a good state for our county officials.
I think that we are really aware that the number of student protection cases in districts is decreasing. From the time I started, there used to be four judges for student protection. Now there are less than three, and our student protection cases can be handled. We can spend more time with our families. That is a big change. I participated in a national conference in Minneapolis. I think it was in March. There was a judge from Nevada. They say that every 15 minutes, a new family has to be established related to student protection. We get an hour to talk to a normal family. They can talk to workers and administrators. We can continue to discuss how things are going in Kodathi. That's why we have time. I think the number of cases is decreasing. This is possible because the protests are being carried out even before the children have to move out of the house. No matter how the situation is, it is enough to try to make it profitable. It would be good if another rescuer could look after the children while one rescuer is in a coma. That's why the number of cases is really decreasing. Nikki, can you talk about slide 12? I know that our income is low when compared to Hennepin or Ramsey. But when we look at the actual low, there is a lot of activity in reducing inequality. That is actually the purpose of this law.
Correct. Correct. Yes, I think we can see it in the use of our Family Resource Center. It can also be seen in our education and emergency operations. When it comes to the families in our district, it is about how the response operations can actually turn everyone into such a situation. So we will still have these challenging cases, right? In our student protection cases, the number of county attorneys has been reduced from two to one. That's why it's important to move things forward a little bit. We can see how families can be moved out of our system. Katie, do you have the permission to give us your opinion? Of course. That's not a problem, right? That is, this is not a question. I don't think this should be said in Skye County. But don't go without saying it.
There was no need for the institution to tell us that this was the right thing to do. Susanne, Barb, Leslie, and the board all responded to the institution saying that they would examine the data and see if there were any problems. This is what you have to do. When this happens, I think it is important to take it up and say it. Especially here, because many things are being made clear. On the other hand, in page 15, we can learn more about this. So, it clearly shows that this is a very effective method. If it is not the percentage of the population, then how is it possible to do this with a minimum measure? Okay, let's continue. What I came to say is that out-of-home placements are the lowest in our country compared to any other county. Then, this is really a change. We need to think about how our protest movements serve the whole community and how they turn people into progress. This will also reduce the number of out-of-home placements. I add to this that it is the culture of protest for the protection of children. Instead of going directly to the official placement through the Kodathi or Sannatha placement, we need to think actively. How to ensure the safety of the children at home and how to act together is important. It is important to reduce the need for placements that make the children self-sufficient. So, in order to stop the child from staying at home and to prevent out-of-home placements, the case management is taking action against this. If you look at page 10, there is a chart about the Parent Support Outreach Program. What is that program? Can you explain to those who do not know how FFRC is related to FFRC? Okay, I am handling the Parent Support Outreach Program. This is a small program. For those who are 10 years or younger, or for those who are expecting their first child, or for families with two or more disabilities or disabilities, you can join this. I think this is the relationship with FRC. I share information about the Family Resource Center with each family I work with. That is, let them know what they are doing there and what they are doing there. Then when I talk to them, when I ask them things, I understand that this special need has come up. Then when I look at the calendar, I say, you can come today, this person will be there to listen to what you say. Sometimes I bring them myself. Sometimes we see them from there. Then I introduce them to that place and help them get the help they need. Many families want social relationships. So we talk about the activities they can do there and that they can bring their children along. So this is part of my job. I tell all families in the Parent Support Outreach Program about the Family Resource Center. I have seen that this is a very good change for families. So, yes, we are able to provide a safe place for children to play when we bring Tracy clients or families to the Family Resource Center. We can continue to work with Tracy survivors on other services. Thus, we are fulfilling their basic needs. The rest can be transferred to Tracy. That is the relationship between the Family Resource Center and her program in Tamil. Thank you both. I appreciate it.
When I look at the details and details in the packet, I feel that the accurate picture of what is happening is being transferred. Two weeks ago, Wilder came here and paid their bail in R.O.I. I think that when we remember how we started in 2021, there is always a part of our society that is changing. So when new problems arise, we can continue to act as a society. I think there are some opportunities for us to provide more peer support to those who are struggling with the use of leisure. I think some of these things can continue to happen. And I think we are now in a situation where discussions about change are becoming more and more widespread. So I think there are some staffing opportunities that we can provide. Then, we definitely want to go back to adding some extra services that you may need for more outreach. Following that, I think I can talk about page 13, or J, J. So, this is the essence of the researches and researches that started with the abuse of children. This is clearly in a very good trend. So, this is a question equivalent to an ideal world. This is a continuation of the report given to the reporters, how they can be a part of the resistance movements. I think that our school districts and schools have been doing very well since the beginning of this resistance culture with a different view. But a continuation of the report is necessary for all the reporters. They should be able to connect families instead of bringing them to the system through a student protection report, even if that report is not accepted. They should be in the system at that time, but they should be in places where they can send families to avoid mandatory reports from the system. Can anyone of you say more about this? When you participated in some school district meetings for the first time, I think it was a part of your culture, right? We have been waiting for seven unspecified incidents. Instead of stopping it, we have been waiting until Perumattam has been called to the Student Protection Department. So how did you get involved in that? What are you doing to stop it? What I see in my job screenings are constant meetings with schools. Because it is the same people who call us to give reports to our staff and Dean of Students. This is a continuous relationship, not just the ability to call out in a friendly manner. The ability to speak openly about what the report is and what they are trying to do, or the ability to say that this may not protect the students, but we would like to help you with this through the education system, or through our resistance movements through St. David's, Cartel House or Treehouse, I think this is the time. It is important to be consistent in our decisions and reactions about how to be attentive in each report. It is a matter of respect and if it has to be valued, it is a matter. In addition, the student protection officer talks to the reporter or other professionals in the life of the child about more issues or financial conditions. Instead of seeing it as a start-up for student protection, it is a revolutionary approach to help those in need. In addition, we have made changes in our approach to schools, some service providers, and mandated reporters. That is, if families come to us, we can help them. We have made the Mandated Supporter Challenge and Mandated Reporter Challenge happen. We can talk to them about how to support families without bringing them to us. I think the Family Resource Center is very important. Because it is a place where people can be told. If a child needs a jacket, the schools know that they don't have to wait until the winter and don't have to call this family. They will get a jacket from the Family Resource Center. They have a place to go. I think this is an important contribution to the development of the families they operate in. Another part of the question is that I think our family resource centers are a bit suspicious. Many family resource centres also have an opposition position. We were very concerned about how to involve our child protection team. When we started, we thought that if the children reach the child protection team, then there will be no support for the opposition. It went away, but that's not the case. So we can continue to work with the Children's Protection Department on the issues that families face. Even when they are at the lowest level of our constitution, how can we support them in an opposition way? I have a few things to say about what Nikki said about the things I saw in the school's school security cloud. There was a very dark period during Covid. Then we were conducting school security hearings through Zoom. People were not going to public places. People didn't have any connections with each other. They couldn't go to the Family Resource Center directly and talk to one another. They couldn't show the right way. I think we have lost a lot of families during COVID. We need a change. We need to be present directly. Even though I am a judge, I am an introverted person. Still, I need to have a relationship with people. Ron knows this. In criminal cases, we insist that people should come directly to the court. I will not say the sentence without people coming directly. That is an important thing. There is a big difference between saying that you will get help if you go to this place through a phone call and going directly to a place and talking face to face with people. I have seen it in the courts. Therefore, I have some things to add about the coordination from the state of emergency. The screening supervisor and prevention supervisor are usually our student protection indicators. It was a conscious effort to understand how to manage the relationship between resistance and services in a state of emergency. It will be possible to advance this attention even if it is outside or inside a person's system. In the 13th page, when these details are examined, we expect to see a decrease. The aim should always be prayer, but the most important thing is whether we are providing proper services to the right children and families. So, will we be able to ensure security and protection services outside the education system? If we can, this makes it clear that we are providing services to families who do not need child protection. Almost 60% of child protection cases in Minnesota are related to violence. Often it is the result of violence. So, can we fulfill that need outside the child protection system? Then, we can do more to fulfill the most urgent needs such as the help and support of children's child protection system and child care. Through many questions, I feel that this has been achieved again. However, I would like to ask everyone to tell them about the opportunities you look forward to in FFRC, FFRC, and FFRC. I will say that this is about the cultural barriers in FFRC. We have cultural pathways that speak in Somali, Spanish and other languages. It is very helpful to have someone like you who speaks your language with you. When families come or call, they can speak more openly than just talk to us. This allows them to talk more openly and seek other help that they do not know. For example, the food distribution of Maikasi is going on, and families come there for food. Many families come for food. When they reach there, they think, Oh, I can ask about a summer camp to bring in children for stay, preschool, health insurance, or summer. I would like to include Asian-American and Native American communities in the cultural heritage department. I would like to include Swahili, Cameroonian, and Vietnamese languages in this. I think this is a good opportunity for development, and I think it will help everyone who needs the family support system that we have developed. We also see people who are trying very hard. We also see people who are willing to take part in any kind of activity. So I think that's what's important. According to the judge's opinion about the community, it is a community center. Of course, this is very important. Then there is one thing to say about the number of people coming to the prayer.
My experience as a judge is that there will always be cases related to language and physical violence that have nothing to do with justice. We see such cases. There may be some people who feel that they are a good family when they look from the outside. They don't need violence. Isn't that right? But something bad is happening in that family. It is there that the children in the school can report it to the victims. This has nothing to do with the Family Resource Center. But I don't think these cases will ever reach Pooja. It should not be. Because if such things are happening, it should be ensured that the schools and teachers who are open to saying it to the children are united. That's why I don't think this will ever reach Pooja.
That's why our child protection team wants to spend the most time there, right? That is, if we reduce the number of such cases, if we reduce the number of our cases, we can spend more time with those families, right? Okay, I have another question. Nikki, you pointed out a little about this, about the idea of a community provider running a county service. When you look at all the things that this panel has said, it seems that things are regulated in the way we want them to be. Therefore, it would be an effortless move to give up this service and believe that it will provide a better community than it does for the county. When you move forward, what do you want us to do to ensure the success of the SCOT County residents and SCOT County residents? So Susan, Nikki, everyone in MESHA, everyone here, and 42 business units in the county can easily contact us. We can talk about how we can help the library, FRC, or our volunteer coordinator, FRC. If you do not have a good relationship with your loved ones, what can we do to help you maintain that culture with care and thought and to connect you with a community provider? So, that's one thing. What do you need to do with us as Scott County? And what do you need to do with us as residents to ensure that we get the necessary support from the community provider? And I think this is an important thing. We want to ensure that our resources for the Family Development Center are in line with any community or organization. Our community organizations, non-profit organizations, our community, our rescue teams, and our county services are the ones who have built our community centers. Therefore, I think it is important for a community provider to support a community from a county's point of view. Therefore, we would like to continue our work with a community organization. We really hope to work together through a change. What is the value of the community in our family business? What is the importance of our rescue team's advisory committee? Also, we would like to continue as a community provider through the Together With The Can steering committee. We are very proud to connect this with our student protection programs. We know that the community needs a voice in this matter and how to respond to it. We make sure that we are doing what the community needs. We do a lot of research on the benefits of child protection. We tell them how well the Kudumba Vibhava Centre is working. Do you see any other benefits of the Kudumba Vibhava Centre? We have also heard from other organizations. For example, we have worked with child support. We have heard from child support that they have had good opportunities at the Family Development Center. I think that we have seen good results from the fact that we have been able to get employment opportunities at the Family Development Center. I think we are the ones who are special. This is a very difficult thing to do, isn't it? But how do we make sure that we are reaching the families who feel that they have obtained what they need from the Family Resource Center? I think this year will be the first year that some survey details can be examined. I know that we drank about 50 cups of coffee with our community a few years ago. So how do we ask them if this is working or not? Let me add to what Nick said about the community. This was actually one of the things that the community was leading. So, Jake, I remember the advice you gave about the initial action. This action about how to serve children and families differently and how to reach them was based on community relations. This was based on community conversations. We heard how to find a place where all the services can be obtained from one place. The rescuers talked about the difficulties that occurred when there was no facility. How can I go from one service to another service to another service? Therefore, if we win in the transition to community service, the government needs to take a new and different step. This is an opportunity. Certainly, there may be some fears in this. But we have the opportunity to hear from the community. We have been doing this since 2017. It still needs to continue. When we moved to the other side, the voice of the community was more important. How are things going? What is needed for the community? How can we use our Parent Advisory Council as well as the Rakhshithakul who are well-known? How are things going? When we move to the new process of the FRC service, we will be able to promote their rights. Thank you, Suzanne. I think this has something to do with another thing I was thinking about. What kind of information do you want to see in the future to know whether this will have a positive effect on the development and transformation of the community in the future? On the one hand, if it is not about the survey details, I think that the return of this recent security will give us a small picture. We would like to continue such discussions with the community organization. We definitely want to continue to provide information about our child protection team. Is there a decrease in such cases? Is there a decrease in our out-of-home placements? How do we still serve family resource centers and people before helping families reach the end of our system? Then, what should we do next? I think we want to work with our community organizations. For example, are we seeing high unemployment rates? Are we seeing children showing well in school? Do we see a decrease in crime rates? What is the goal of the entire Family Resource Center? Anything else? Does my co-facilitator have any questions?
I have a complex question that I didn't have time to ask. I felt like listening to the presentation again. Let me use my own words. There is a rethinking of resistance going on there, isn't there? You mean that the spirit of resistance is great. You have made that clear. There are different inputs in our system. You have reached more generally to families with opportunities. The education given to independent reporters is another input. You indicate that the Family Resource Center has reached a special stage. If I categorize these three groups individually, which one is the most productive? Where do we see the most fruit? Which is the most productive place? For example, when the previous opposition approaches your family, they may not be participating in certain services or in these activities. I noticed a decrease in outreach. There was a decrease in the presence, but it is related to other things happening in the community. So, even in an experienced field, is a particular type of outreach most beneficial in any part of the process?
Is it successful or is it getting the most response from the person? The Retain-on-Investment sheet shows the initial stages, i.e. when you fulfill your needs or when you connect it with a service, it plays a big role.

But is it because it's not mandatory, or because there are no other features, that people are moving back and forth more? I am thinking about the services that can be provided to anyone in our community in Scott County jails. Therefore, we have tried to reach such important points. To reach However, what we see in the activities that take place when our school opens is that even if the children are not able to ensure the education provided by the school, it provides a place for the families to seek help. The importance of this is to provide information about where to go if the families need anything. Okay, thank you very much.
