So, commissioners, the proclamations today really serve as a first chapter in some of our region's efforts over the last year and a half. As you know, the commissioners are those who do the coming proclamations for our region's space plan, we are related to our polymaster site plan, and the site plan for our outdoor study. While each has their own purpose, they do share a common goal to help us better understand the basis of the boundaries of our community, identifying opportunities for future investment and improvement, strengthening the connection between people and places, and providing a roadmap for future decision-making. Over the past several months, PENG staffed the Temple Lincoln Foundation for this work through a countywide inventory of parts of recreation assets, GIS mapping, data collection at its core this information is not understanding what we already have before we decide what comes next before we find that point we need several yardies to make recommendations we need a picture of the recognition of openness these assets that's a term today um so you can see where the this is what the staff is doing right now you can see we're collecting in the community area um we're collecting uh Yes, all of the assigned amenities, including benches, sports facilities, playground equipment. One of the most exciting long-term outcomes of this state of question is the opportunity to build a county-wide recreation staff for Neeson County GIS. I'm actually able to see every farm, trail, playground, pavilion, ball field, and recreation entity across Neeson County in one place. Information that might otherwise be based on reports, spreadsheets, maps, more importantly gives us a way to see the bigger picture it helps us understand where adjustments have been made where gaps exist where opportunities are emerging and how are we ever used to the changing over time this has the contention of an invaluable resource for municipalities To support all of these planning efforts, we've also launched the Recreation Planning Hub, which is found at civilcountypa.gov. The hub serves as a prime force for these projects. It will be a symbol place where residents, municipal, mission, study committee members, and project partners can follow along for the beginning to the end. Visitors can learn about each project through new updates and family materials. There's a page where you can find things like some of our public engagement efforts. uh we have posted building study that was good for our parents and we also included the voices that have supported the anthro site connector first site we'll actually take a look at all of the letters that have been provided but over time we'll also reach our partner projects throughout the account on this One of our priorities throughout this process is public engagement, not simply asking for input and demonstrating . We want residents to see how their ideas . Through the recreation planning project, we will not only collect ideas and stories, but also share back what we are hearing and how that input has shaped recommendations and priorities. In fact, we've already started to do that at the county summit, to reach out to each other. While every conversation is set on four ideas, we strive to the top, caring for the places we already have, improving connection, community recommendation assets, protecting the landscape that defines local county, and creating opportunities for people together. That information can come to you through the collection of all of the public information. Ultimately, these planning efforts are more about parks, trails, and open spaces. They are not intended to be the quality of life of every landscape in our story. Trending connections in our community is one of the priorities we need. On behalf of all three sites, we look forward to working with counties, city organizations, state boards, and residents throughout the process. We will continue to be informed as the work progresses. So the only other thing I want to say is that the recreation center is a food organics and health practice. It provides a high I know the biggest news is the stuff on VHF that broke over last weekend. As of right now, the only thing we have, we do not have official confirmation of the project. But like I said, recently, my last friend said, I don't believe her. I don't believe the project's going. I just, my state is still . But I do believe the county's approach to it was the right approach. By being able to have open dialogue and conversations, not threatening them for a finger in their chest, I'm sorry, Governor's office is a very hard stat and they would not communicate with Governor's office. Governor's office would call the county for information. And I think by April, by us being able to inundate them with all the relevant information on the sewer, the water, the logistics of everything, because you can have some of the practical people say they can do whatever they want. But the engineers started to say, what do you mean when you say there's no water? What do you mean when you say there's no sewer? And my everything well, I think that was a long name. And, you know, as soon as we get on pressing to try to get a confirmation, now, have you said they're using their existing films, that's what the state of the day is that, you know, and they said they can pass this on to another government agency, which that they pass on something will create jobs there, or we sell, hopefully, it's sold in Greece, jobs up in that area of the county. So, and the tax revenue. That's, we're still, just as of last week, I believe, sent them an email once again saying, hey, we want our tax revenue. They don't care if it's sitting there or not sitting there, we want our tax revenue. So, if they sell it, it gets back to the taxables. If it's given to another government agency, we're still going to have to push for payment of the taxes. So, that's where it's happening now. When you get official confirmation, I know a county solicitor reach out to them about the taxes and also put in there about, you know, we need some confirmation. So that's what we're working on. And I'll be mad if I say this, but I was the only elected official in Washington that was soliciting direct conversation with the ATF. Senator Womack's office didn't force any of the federalists to talk. They, you know, sent letters to Kristi Noem But the only person that facilitated direct communication was a user. Good morning, Commissioners. Please refrain from any interruptions until after my three minutes, please. Today, I would like to offer suggestions regarding meeting procedures, transparency, and public participation. I would encourage the Commissioners to review the current meeting process and consider whether additional opportunities for discussion would benefit both the Board and the public. At many public meetings, when a motion is made and seconded, there is a period for discussion before the final vote is taken. The motion is made, a second is received, questions are asked, concerns are addressed, and then the vote is called. Here in Schuylkill County, motions often appear to move very quickly from a motion to a second directly to a roll call vote. While discussion may occur beforehand, there is not always the clear defined opportunity immediately for the vote for commissioner, department heads, solicitors, or the public to hear additional explanations regarding the items to be considered. A recent example is found on last week's work session agenda. Two items requesting an immediate approval, a supplemental budget appropriations resolution for $1.5 million on behalf of Scholar County Economic Development and another supplemental budget appropriations resolution for $156,000 on behalf of the Human Services Block Grant. As a member of the public reviewing the agenda, there was little information to understand exactly what those appropriations were for, why immediate approval was being requested, what funding source was involved, and what impact the resolutions would have on county finances. In fact, I had to inquire later during the meeting to better understand the purpose of the $1.5 million. The public did not have to investigate after the meeting to understand what's being voted on during a meeting. I would encourage the commissioners to consider establishing a standard policy asking discussion after a motion and a second has been made and before roll call vote. A brief explanation from staff or the department requesting the action to go along with towards improving transparency and public understanding. I would also encourage the commissioners to consider formally adopting the agenda at the beginning of each meeting, a motion, second discussion, and a vote on the agenda ITSELF WOULD PROVIDE AN OPPORTUNITY TO ADDRESS ANY ADDITIONS, CORRECTIONS, OR QUESTIONS BEFORE THE COUNTY'S BUSINESS PROCEEDS. MY CONCERN TODAY IS NOT WITH ANY SPECIFIC APPROPRIATION OR IDENTITY ITEM, RATHER WITH THE PROCESS. GOVERNMENT FUNCTIONS BEST WHEN THE PUBLIC CLEARLY UNDERSTANDS WHAT'S BEING PROPOSED, WHY IT'S BEING PROPOSED, AND WHAT EXPECTED VOTE IS CAST. Transparency cannot require residents to ask questions after the vote. The information can be presented before the vote whenever possible. Thank you for your time.

It's insane, and no one's looking into it. Where would the federal government come up with all the lost money for us? You're saying you're fighting for it. They don't pay their bills.

Federal debt interest payments on our national debt now ranks third in terms of government federal expenditures, ranked only behind Social Security and Medicare. We now pay more interest payments than we have budgeted for our military. Over a trillion dollars a year, which is $7,300 per household. That's just the interest. Who is accountable? No one's keeping track of this. In September of the 40 trillion in United States debt, Donald Trump's five years, will be responsible for 12 trillion of that debt. 30%. 30% of our national debt. He is the reason.

He's been president for five out of our 250 years. That's 2% of our presidency. He's going to be responsible for over 30% of our national debt. This is the hottest country in the world. We're going bankrupt because of this bullshit.

His impromptu decision-making is lack of planning and due diligence or bankrupting America, just like it did with his casinos. Lack of revenue. Huge tax cuts, but very wealthy, helping the billions become trillionaires. They're the only parties to blame for this.

The only party to blame. It's spending. It's reckless spending.

No plan, Dan. Before giving away the Big Lots warehouse, we can put it to some use. We can use it for town hall debates to speak to the user who never provided or attended. A lot of important questions. And who knew what, when did they know? Why was the public excluded from any type of involvement or engagement throughout the secretive and corrupt process? I just want to thank Commissioner Hess for showing up and sending us off two Fridays ago on school sojourn. It's like top goal because we're talking about recreation stuff and I know there's a feeling of saying no to everything but recreation is something that we should be saying to Schuylkill River Trail and Schuylkill River Green Waste Association is also a really great organization and I hope to see one of you do this. It's beginner friendly and also our stretch of the river from Haven to Portland is everybody's favorite because it's really covered, it's beautiful, it's neat. You go from here to Schuylkill and how many people participate in it? So there's about 120 people on the river each day, and there were about 40 of us that did the whole thing. So I did the whole thing in my third year. It's really awesome, but there's not a lot of representation. I think the county needs to have Ms. Hofstadter and Mr. Dottie look into your policy against laws, the threat of removal or arrest for threatening your freedom of speech. expressing your First Amendment rights. Although we do appreciate interaction and dialogue by new there compared to previous ones, allow people to talk and express their thoughts. Retaliatory action against people who speak is often legal, such as removing from promised jobs and removal from meetings. Employees also appear to speak at these meetings due to retaliation. Boots, I recall not too long ago, you pulled some time cards from people that were speaking out against how you handle things, possibly accuse those employees who spoke out. I believe, if I'm not mistaken, the controller confirmed those time cards being pulled. And we all know how the county is with retaliatory action, how much it's cost taxpayers over the past couple years. Real quick, just some case laws so the attorneys don't have to waste a lot of time looking them up. Cohen versus California. U.S. Supreme Court overturned the conviction holding that government generally cannot prohibit speech merely because it contains offensive language. That would also include sign language, which I'm going to do that again. This case is often cited correctly for the proposition that profanity alone is protected speech. City of Houston versus Hill, court struck down a city ordinance that criminalized interrupting police officers or government. Distinction between criticism and actual disruption is well consensual in later cases. Terminelli v. Chicago, the court overturned a disorderly conduct conviction arising from controversial speech. It emphasized that speech may provoke, disrupt, unrest, or anger and still be protected. Cases are often cited for the principle a government cannot silence a speech merely because listeners are offended. Eisen v. Madison local school district, the 6th circuit struck down portions of a school board policy that prohibited abusive, personal, directed, or antagonistic comments during public participation. This is one of the strongest modern cases supporting broad public comment threats. One more. Acosta versus the City of Costa Mesa. For the direct removal of the speaker from city council meeting, I found constitutional concerns when officials expressed speech based on viewpoint. And just last one real quickly is the BL versus Maui area, which is very familiar to everybody here. That also spoke about First Amendment rights. So there are six case laws that I highly encourage the county to look into and not become a dictatorship. Thank you.

Just a shout out to the Ringtown Library. Last week I attended their 50th anniversary. At a time when libraries struggle and closing, I'd like to see a great celebration with a hoods.
