All right, it's six o'clock. We will go ahead and call this special meeting of the Shirts Planning and Zoning Commission to order. Tonight we are joined by Commissioner Grady, who is filling in for us. We are gonna open up the hearing of the residents. Anybody? No? All right, moving on. The consent agenda, the minutes from July 1st. Any comments, questions, motions?
Mr. Chairman, I make a motion we accept the consent agenda as submitted.

Moving on on item 6A, PLZC 20260166, hold a public hearing and make a recommendation on a zone change request on approximately 0.26 acres of land from General Business District to Main Street Mixed Use, generally located approximately 50 feet southwest of the intersection of Main Street and Lindbergh Avenue, specifically known as Guadalupe County, property identification number 67454, City Shirts, Texas, Daisy.
Good evening, Commissioners, PLCC 2026-0166, a 0.26 acre zone change to MSMU, Daisy Marquez, Senior Planner. Here's the subject property up for discussion tonight. It's outlined in yellow, and it is west of the Melanie's property. Thank you. It's approximately 0.26 acres, and it is not platted. It's currently zoned General Business District and undeveloped. To the north, we have Main Street. To the south, we have the railroad owned by Union Pacific. And then again, to the east, we have Melanie's, which is already zoned MSMU. And to the west, we have GB, which is Automobile Repair and Service. We sent out 15 public notices. We have not received any responses, and we did pre-notice in the paper on July 15th a sign was placed on the property, and this is actually going to go to City Council August 5th. And then again, just showing you the dimensional requirements for general business district versus MSMU kind of, again, MSMU was intended for these main street properties to allow flexibility and just an overview of some of that flexibility that's allowed for them only a minimum two parking spaces or right away screening. And looking at our criteria for approval, the subject property is actually in the comprehensive land use plan as Main Street, again, residential, commercial, cultural, and it's also in the Main Street corridor area. Does the MSMU zone change implement the comprehensive land use plan? Any new development is required to meet the site design requirements and be compliant with the UDC. The applicant wishes to revitalize Main Street per their letter of intent. And with the TI summary provided by engineering, there's going to be no adverse impact to the city's transportation system with this. And then again, MSMU is intended for properties on main street. This property is located on main street in proximity to main street and within the main street comprehensive land use area. Again, we have city council just approved MSMU to the east of it. We already have commercial restaurant retail and personal services along main street and within this area. Our UDC requirements have been met for this proposed zone change and fire EMS and PD did not have any objections to this proposed zone change. Staff recommends approval of PLZC 20260166 due to the location of the subject property on Main Street. The compatibility with the proposed zoning district with our comprehensive land use plan as Main Street. And yeah, that's all I have for you.

Yes, because the MSMU zoning has less landscape screening requirements than GB, and if it had the GB zoning, it would require a 20-foot landscape buffer, a 50-foot building setback, and then the 5-foot landscape buffer is all around, so it squeezes the site, but MSMU allows more space.

The requested changes in relation to data centers, we're tentatively scheduling that for the August PNZ meeting. And signs, we ultimately want to do a potential joint session between PNZ and council, so that's coming in a couple of months. So you won't see signs just yet, but data centers should be in August.
