Thank you very much. Any questions?

0:04 – 0:55Speaker 5

All right, we'll move on to citizens' comments. Any person with city-related business not on this agenda may speak to the commission. Time is limited to three minutes. In compliance with the Texas Open Meetings Act, the Planning and Zoning Commission may not deliberate on the comments. Personal attacks will not be allowed and personnel matters should be addressed to the city manager during normal business hours. Do we have anyone that would like to speak on an issue not on this agenda? Speak now, forever hold your peace. Okay. We'll move on to business, new business. The first item is consideration and possible action, request for approval of a corridor development zoning permit application for Big K construction.

0:56 – 1:27Speaker 6

Located at 4008 FM 646 North Santa Fe, Texas 77510 Legally described as abstract 47 page 5 lot 25 Langford subdivision So This property is already being ran under big K construction So they're just wanting to put a 34 by 45 accessory shop there so they could store their tools and shop vehicles and Is that behind it?

1:27Speaker 5

It's not to the side of it. It's behind it, right?

1:29Speaker 6

Right. So it's going to face, which street is that? In and a half? Six?

1:35Speaker 5

Sixth Street. Sixth Street. I thought there was. So they're on a corner.

1:40Speaker 3

They're going to have entrance off Sixth Street, but it will be on the sideline between the building and in and a half.

1:45Speaker 5

Okay. All right.

1:55Speaker 9

Any comments, questions, anyone here?

1:59Speaker 6

Yes, so they submitted for their permits and they're just waiting for this to initially start.

2:10Speaker 5

Any questions?

2:13Speaker 7

I make a motion to approve the corridor development zoning permit as written.

2:18Speaker 5

Do we have a motion? Do we have a second?

2:21Speaker 9

I'll second.

2:24Speaker 5

All under roll call.

2:25Speaker 6

Chairperson Davis? Yes. Vice Chairperson Wagner-McGee? Yes. Commissioner Willoughby? Yes. Commissioner Walford? Yes. And Commissioner Estep?

2:37 – 3:06Speaker 5

OK. Next item, consideration of possible action. Request for approval of a corridor development zoning climate application for top notch auto sales LLC located at 3701 FM 646 Road North, Santa Fe, Texas. seven seven five one zero legally described as Linda subdivision 2001 abstract one track one point zero no zero point three six four two acres

3:08 – 3:37Speaker 6

So this property was the originally Apollo signs. He's proposing to do a used car sales there. At the time of the submittal, I didn't have any information as far as how many vehicles were going to be on the lot, how many parking spots. He initially said that he would be able to bring that to the meeting. So at this time, I'm not able to recommend anything.

3:38Speaker 5

Is he here? Yes. The podium, please.

3:44Speaker 3

And if you'll just hit the button to make sure that it's green right there.

3:48 – 4:04Speaker 2

Okay. I apologize for my appearance. I just got off work, so excuse me. I've had a business plan and a site plan summary. I made

4:22Speaker 5

We can share.

4:22 – 4:35Speaker 4

I can share with her. She smells good.

4:35Speaker 3

Here, I'll take one as well. Thank you. I told you. I do that a lot.

4:43Speaker 4

It's easy to forget. Is there any requirement for any spaces?

4:52 – 6:59Speaker 2

Can you tell us kind of what you have planned for them? Basically, it's an existing office space that's there. It used to be the sign. The owner, Fred Zeller, he had a sign company there. Sometime prior, I think approximately 12 years ago, was Faith Auto Sales before then. And I asked him could he lease the space for a sales office. As far as a display area, the state only requires that I have a five-car display area. There's, of course, more room than that. If you look at the site plan, I know it's not the best drawing, but To the north of the property, I have it marked display area. There's enough room for one, two, three, approximately eight or nine vehicles in that area. But the majority of our marketing is via the internet, Facebook, Craigslist, Five Mile. So we don't need a lot of inventory at the lot. The area for customers, they pull onto the driveway. There's a 34-foot driveway that you enter the property, and customers would park directly in front of the building. We have employee parking in the rear of the building. There's a fenced area that's in the rear of the building, and I marked that. So there is no physical changes that we need to make to the property, but the zoning requirement says that if I'm changing use, then I have to. explain or put on a site plan so i tried to do that best of good so is it already done right just doing the use okay when you sell cars here

7:00Speaker 7

When you sell cars here, will the city receive the taxes, sales tax, or where are you registered out of?

7:08 – 7:39Speaker 2

The sales tax, car dealerships work a little bit differently than regular tax. The taxes are collected at the time of sale. The county, Galveston County gets taxes. They calculate a tax factor, and those taxes are paid to the county as well as the state collects the taxes. And I'm sure there's a portion annually that goes to the school district and to the water department, et cetera, that come to the city of Santa Fe.

7:39 – 8:06Speaker 3

We don't get sales tax off of vehicles at the city, unfortunately. We wish we did. Would y'all use the access off of Lamar as well to, I guess, to put traffic coming in and out as well as from 646?

8:07 – 8:22Speaker 2

It can be used. I mean, we can go in that drive. I mean, the park and the trash guy uses it to come in and out. I mean, normally we come in right from 646. It's the easiest way.

8:35 – 8:49Speaker 6

Can you tell if he meets all the requirements since you just got it? I would need more times just so I know that the parking is what is required based on that building.

8:50Speaker 5

Is there any landscaping requirements that you know of that he would need to?

8:54Speaker 7

There would be landscaping, but I would have to look also on that.

9:00 – 9:16Speaker 7

So he doesn't have to wait for our next meeting. Is there a way for us to approve it contingent upon he meeting your parking requirements that you go through? Yes. Mark it off. Because he still has to go through city council as well. So we could at least keep this project moving for him

9:17 – 9:57Speaker 3

but that would give him time to finish what he needs because this one's pretty the building has looked like this my entire life the only issue is that where our next city council meeting won't be until the third thursday of august yeah august 20th so he wouldn't have i mean you would have a when is your when is our next meeting here per um august 4th august 4th yeah so i mean it would come to the fact before y'all before we are but it's just thursday and our agenda has already been put out yeah because we pushed this meeting that's correct yeah what's the parking requirement what are you thinking for commercial it's based on the size of the building to determine how many parking spaces are required

9:58Speaker 4

It's already commercial.

10:00Speaker 6

Correct. So depending on that building, I believe he put it was 1,000.

10:05Speaker 2

It's 1,000 square foot. It says, according to the zoning requirement, I need 14 overall spaces on the property. And they're at least way more than that.

10:17Speaker 3

I think from staff's perspective, I think that we should probably defer this to the next meeting. I mean, it's in a couple weeks.

10:23Speaker 7

I was just thinking we could get you on city council, but the agenda has already been set. So you have to wait anyways. Yeah. Okay. So if we could.

10:32Speaker 4

I was just thinking it's already been a business and commercial.

10:35Speaker 7

But he's changing the use of it.

10:37Speaker 4

Just because of the change. Okay.

10:39Speaker 7

And then that triggers another development. Okay.

10:47Speaker 5

So entertain a motion to postpone the item then?

10:52Speaker 7

I make a motion to postpone until he has a chance to submit the rest of his information. OK. Until next meeting.

11:03Speaker 5

Is there a second?

11:07Speaker 5

Motion and second. A roll call, please.

11:10Speaker 6

Chairperson Davis? Yes. Vice Chairperson Wagner-McGee? Yes. Commissioner Willoughby?

11:17 – 12:40Speaker 5

Commissioner Wofford Commissioner a step no Belinda will review okay all the information and then we'll see you at our next meeting you said August 4th Yes put it on the agenda for action. All right, and in the meantime Okay, next item, public hearing, ZC20260673, requesting a conditional use permit to allow a 195-foot Skyway telecommunication tower located on a 100-foot track at the northwest corner of the property, located at 10920 4 1⁄2 Street, Santa Fe, Texas, 77510. legally described as abstract 118 J. Haggard's Urbe, Outlot 41, Altaluma Outlots. Okay, so this public hearing is being held today to give all interested persons the opportunity to express their views on the subject matter of this hearing. Anyone desiring to be part of today's public hearing should have signed in under the applicable item as you enter the chambers. Do we have anyone?

12:40Speaker 3

We didn't have anybody sign up.

12:42 – 13:09Speaker 5

Nobody signed up? um the rules allow each person three minutes to speak it is now 7 15 on just today july 14th 2026 and i hereby call the public hearing to order and i will now ask staff to summarize the item

13:11 – 13:48Speaker 6

So Skyway Telecommunications is proposing to put a 195 foot tall tower for T-Mobile to expand their service. They got a lease agreement from the property owner to lease the 100 by 100, and then I believe they're going to put an access road down to the back of that property. I looked it up on GCAD, and it seems to be more over 200 square foot. I mean, it's 200 foot away from any other homes. So I don't foresee any issue with it. But of course, it's up to you all.

13:54Speaker 5

CHRISTIE WOODARD- Anyone want to speak on this item that maybe didn't sign in?

13:58Speaker 1

I didn't sign in.

14:01Speaker 5

CHRISTIE WOODARD- That's OK. Mr. Jammer, come on up.

14:08 – 14:27Speaker 1

I want to say good evening to the Planning and Zoning Commission. I'm the property owner, and I don't see where it would be a problem with the tower coming up in that corner. So I'm here to ask any questions that you might have for me.

14:32Speaker 5

Do you know how long of a lease that they're asking for?

14:37Speaker 1

I think they asked in increments of 20, 25 years, I believe five years.

14:42Speaker 5

Five years or 25 years?

14:44Speaker 1

Yeah, five, five, five.

14:51Speaker 7

My only question was if it was far enough away from any structures. So as long as it is, I don't see a problem.

14:58Speaker 9

Are we sure it's 200 plus feet away?

15:03Speaker 6

Some of these properties that butted up to his are

15:07 – 15:27Speaker 9

almost at 200 feet away and that's just property to property not including the houses so if the thing collapses and fall down straight it's not going to get anything correct yeah that was my main concern i understand sir all right if it's closer they'll tear it down

15:33Speaker 1

If there are no other questions, I'll be seated. Thank you very kindly. Thank you, sir.

15:39Speaker 7

Was that the public hearing part? That's the public hearing. OK. Sorry. No, it's OK.

15:48Speaker 6

Good evening.

15:50Speaker 8

I am the applicant. My name is Holly Gaddy. I'm here on behalf of Skyway Towers, so I'm happy to answer any questions you guys may have.

15:58Speaker 7

Can you let us close the public hearing? Oh, of course.

16:01Speaker 8

I'm so sorry.

16:02Speaker 7

No, no, no. Stay here.

16:04Speaker 7

We get to ask you questions under the next part of it.

16:07 – 16:41Speaker 5

Oh, OK. OK. Well, it's 7-19. We'll close this portion of the public hearing. And then we'll move on to consideration of possible action. ZC 2 0 2 6 0 6 7 3 Requesting a conditional use permit to allow 195 foot skyway telecommunication tower Located on the 100 by 100 foot tract at the northwest corner of the property located at 1 0 9 2 0 4 and a half Street benefit, Texas 7 7 5 1 0 Okay, okay.

16:41 – 17:23Speaker 8

Sorry about that I did bring some documents that weren't included in the packet, if I can hand these out. Sure. These are RF propagation maps showing before and after the towers installed and tenants are installed right now. We can share. It's okay. We can share. And I also brought a photo simulation of two separate views from the surrounding neighborhoods. of how the tower will look, there's two here, so.

17:26Speaker 5

No, go ahead, I'll just.

17:34Speaker 1

I noticed that.

17:35Speaker 7

I just wanted a little bit better of an image.

17:37Speaker 6

So one has the tower and one doesn't.

17:38 – 18:34Speaker 8

Well, we reached out to several property owners in the area. We just so happened to get a deal going with Mr. Jammer. you're about as close to that power line easement in the back as you could get yeah well it does kind of help blend in yeah so we're sure that's not going to be over 195 feet we're sure at the top of the tower so we try to stay under that just to save money and a headache it's just that we've had some problems in the past

18:35 – 18:48Speaker 9

where, you know, they say, well, they're designed to collapse only, you know, down instead of out. But yet, you know, you see on the television all the time where they're falling down and they just, you know, go straight down.

18:49 – 19:03Speaker 8

Yeah, yeah. From what I've been told, and I'm not construction, but from what I've been told, that towers are generally designed to collapse in. But every once in a while you see where they go straight down. Yeah, those high winds.

19:05 – 19:18Speaker 8

One additional thing, it'll be a 195-foot tower with a four-foot lightning rod, so we are just under 200 feet. Okay. Yeah.

19:22Speaker 5

Any other questions? Entertain a motion?

19:29Speaker 9

I'll make a motion to approve it.

19:32Speaker 5

Second. I have a motion and second. Belinda, roll call, please. Chairperson Davis? Yes.

19:39Speaker 6

Vice Chairperson Wagner-McGee?

19:41Speaker 6

Commissioner Willoughby? Yes. Commissioner Walker? Yes. And Commissioner Estep? Yes.

19:48Speaker 7

OK. Thank you, guys. Thank you.

19:54Speaker 5

All right. Do we have any requests for future agenda items?

20:02 – 20:20Speaker 7

Can we get an update on the, what is that, the RFQ for the ordinance update manual? Yes, we can do that in the next meeting. Can we just keep that as like a running item on here so we don't forget about it? Absolutely. Because there's quite a few things that we need to address.

20:22 – 20:33Speaker 7

Like where are we at with it? It's already been approved, right? The RFQ has.

20:33 – 20:52Speaker 3

The RFQ has, but we have not selected the vendor yet. That will have to come back before y'all. But just staff, we have not had the time to. A couple changes have happened since then. But we'll put that on the August 4th meeting for you guys.

20:53Speaker 5

And then we'll bring back the other conditional use permit. Yes.

20:58Speaker 3

That will be on the August 4th. He didn't get his. He got his stuff in there, right?

21:04Speaker 6

He brought it. I have what he brought. But I'll contact him next. Well, not next week. I'll be in.

21:10Speaker 1

But when I get back.

21:16Speaker 6

When I get back, I'll reach out to him.

21:21Speaker 7

I can't remember what it is. It's okay.

21:23 – 21:42Speaker 3

If I remember, I'll email it to you. And something else that I don't think that we've done with Belinda is having our agenda setting meetings, and we'll have that started back. Y'all can blame me for that one. Unfortunately, my schedule doesn't allow, but we will for the next. With you two, we'll have our agenda setting meetings. So we'll have that back up and running.

21:42Speaker 7

Okay. That sounds good.

21:43Speaker 3

And that way, if there's anything we need to add to the agenda, we can redo that.

21:46 – 21:59Speaker 7

Okay. Sounds okay. All right. Any announcements? Motion to adjourn. I think we need to announce that this is their first meeting and they did. Thank you.

21:59 – 22:15Speaker 3

Thank you all for your service. I think it's awesome to get to be involved in the process and y'all get to see behind the curtain a little bit more, if you will. Not that we're not open and transparent about everything, but you get to have a driving seat in these decisions.

22:16Speaker 9

I appreciate the opportunity, and I'm looking forward to serving the city to live here my entire life.

22:25Speaker 7

All right. I make a motion to adjourn.

22:31Speaker 9

Second. All right. It is 725. All right.
