19RVP-00000-00115 Plantel Nurseries Development Plan Revision (Eastside Expansion)

Hearing on the request of Rich-Grow Nursery Products, Inc. to consider the following: a) Case No. 19RVP-00000-00115 for approval of a Revised Development Plan (Case No. 08DVP-00000-00007) to expand the permitted greenhouse nursery operations onto the easterly 77-acre portion of the lot, including approximately 1,596,480 square feet of additional structural development, in compliance with Sections 35.82.080 and 35.84.040 of the County Land Use and Development Code; and, b) Adopt the Mitigated Negative Declaration (Case No. 22NGD-00000-000010) and mitigation monitoring program contained in the Conditions of Approval pursuant to the State Guidelines for Implementation of the California Environmental Quality Act. As a result of this Project, significant but mitigable effects on the environment are anticipated in the following categories: Air Quality, Greenhouse Gas Emissions, Biological Resources, Cultural Resources, and Public Facilities. 20GPA-00000-00008 Recreation Master Plan Workshop

The County Planning Department and County Parks Division will conduct a workshop with the County Planning Commission regarding the upcoming Comprehensive Plan and Ordinance Amendments related to the Recreation Master Plan. The amendments include: - Updates to the Recreation Section and the Parks/Recreation Goals and Policies in the County's Comprehensive Plan (Land Use Element); - Updates to the allowable land uses in the County zoning ordinances to allow for additional recreational uses, including trails; - New development standards for recreational uses; and - A new voluntary incentive program, known as the Recreation Benefit Project Program, that is designed to encourage private landowners to contribute to the County’s public recreation system as a part of proposed private development projects in exchange for a range of incentives. The workshop will include a presentation from Planning and Parks staff, opportunity for public comments and questions, and questions from the planning commissioners. No action will be taken at this workshop. The County Planning Commission will conduct additional hearings to take action on the ordinance amendments following the workshop.
