Recommendation: That the City Council approve.

Measure C Extension Local Transportation Program Funds

Recommendation: That the City Council approve Resolution No. 2026-77 certifying eligibility and claiming Measure C Extension Local Transportation Program Funds for Fiscal Year 2026-2027 and authorize the City Manager to sign and submit the Fiscal Year 2026-2027 claims.

Adopt a Resolution Authorizing the Grant of an Easement to Pacific Gas and Electric Company (PG&E) for APN 332-260-31ST

Recommendation: Staff recommends that the City Council adopt Resolution No 2026-78 authorizing the grant of an easement to Pacific Gas and Electric Company (PG&E) over a portion of City-owned property identified as Assessor's Parcel Number (APN) 332-260-31ST; authorize the City Manager and/or designee to execute the Easement Deed and related documents on behalf of the City; and authorize the City Clerk to take such actions as necessary to facilitate execution and recordation of the Easement Deed.

Participation in the Medi-Cal Intergovernmental Rate Range Program

Recommendation: That the City Council retroactively approves the Intergovernmental Agreement re: Transfer of Public Funds between the City of Sanger and the California Department of Health Care Services.

Public Hearing to Consider Annexation No.8 (Tract 6531, Serenade II) into Community Facilities District 2005-1

Recommendation: Staff recommends that the City Council: 1. Hold the public hearing; and 2. Adopt a Resolution No 2026-79 Authorizing the Annexation of Territory to Community Facilities District No. (CFD) 2005-1 (Annexation No. 8) and Authorizing the Levy of a Special Tax and Submitting the Levy of Tax to the Qualified Electors; and 3. Conduct a Special Election of the Qualified Electors of Annexation No. 8 of the City's CFD 2005-1 and Declare and Certify the Results Thereof; and 4. Adopt Resolution No 2026-80 Making Certain Findings, Certifying the Results of Election and Adding the Territory Identified as Annexation No. 8 to CFD 2005-1.

Public Hearing to Consider the Proposed Annexation of Property Within Tract 6531, into Sanger Landscaping and Lighting Maintenance District No. 2, Area 1, and to Establish a levy of Assessments for the Annexed Territory

Recommendation: That the City Council conduct a public hearing and adopt Resolution No. 2026-81, a Resolution Confirming and Ordering Annexation into Sanger Landscaping and Lighting Maintenance District No. 2, Area 1, and Establishing a Levy of Assessments for the Annexed Territory.

Approval of Final Map, Agreements and Covenants for Tract No. 6531

Recommendation: Staff recommends that the City Council adopt Resolution No. 2026-82, approving: 1. The Final Map for Tract No. 6531; 2. The Subdivision Agreement for Final Map of Tract No. 6531; 3. The Improvement and Credit/Reimbursement Agreement, Tract No. 6531; 4. Statement of Covenants Affecting Land Development Acknowledging Right to Farm Law for the Final Map of Tract No. 6531; 5. Covenant Regarding Land Development for the Final Map of Tract No 6531 “Sanger Landscape and Lighting District No. 2”; 6. Covenant Regarding Land Development for the Final Map of Tract No 6531 “Community Facilities District No. 2005-01”; and 7. Agreement for Common Use of Easements.

Purchase of a New Vehicle for the Fire Department

Recommendation: That the City Council: 1. Adopts Resolution No. 2026-83 authorizing a budget amendment in the amount of $75,000 for the purpose of purchasing a new vehicle from Sequoia Chevrolet and upfitting the necessary emergency equipment, and 2. Approve the purchase of the vehicle from Sequoia Chevrolet in the amount of $66,793 and authorize the City Manager to sign the sales documents on behalf of the City.
