Minutes of Regular Council Meeting and Special Council Meeting held on July 16, 2026.

Recommendation: That the City Council approve.

Resolution Authorizing the City Manager to Execute the Joint Powers Agreement with the County of Fresno for Participation in the Urban County Program (CDBG, HOME, and ESG Entitlement Funding for Federal Grant Years 2027, 2028, and 2029).

Recommendation: That the City Council adopt Resolution 2026-66, authorizing the City Manager to execute a Joint Powers Agreement with the County of Fresno for participation in the Urban County Program for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) Entitlement Programs for Federal Grant Years 2027–2029.

Purchase of RC Mowers R-52

Recommendations: That council approve the purchase of one (1) RC Mowers R-52 remote-operated slope mower; and authorize the City Manager to sign the purchase documents on behalf of the City.

Purchase of Two Work Vehicles for Public Works Department

Recommendation: That City Council authorizes the City Purchasing Agent to purchase two (2) new work trucks for the Public Works Department not to exceed $130,000 for the total purchase.

Purchase of Unmanned Aerial Systems (Drones)

Recommendation: That the City Council review and approve the use of Measure S and successor Measure R funds for the proposed technology initiative, as approved by the Citizens Oversight Committee on July 7, 2026, and authorize a sole source purchase with Pacific General, Inc. for the acquisition of unmanned aircraft systems (drones). (Resolution 2026-67)

Contract Award - 2026 Street Sealing Project

Recommendation: That the City Council: 1. Award the contract for the project for the Base Bid only to Pavement Coatings Co., 2150 Bell Avenue, Suite 125, Sacramento, CA 95838, in the amount of $589,465.35, as lowest responsive and responsible bidder; and 2. Approve a construction contingency for change orders in the amount of $59,000 (10%) for this project; and 3. Authorize the City Manager to sign contract documents on behalf of the City.

Second Reading and Adoption of an Ordinance Repealing and Replacing Sections 2-156 through 2-160 of Division 4 (Planning Commission) of Article IV, Chapter 2 of the City Code.

Recommendation: That the council conduct the second reading, by title only, and adopt an Ordinance of the City Council of the City of Sanger repealing and replacing Sections 2-156 through 2-160 of Division 4 (Planning Commission) of Article IV, Chapter 2 of the City Code. (Ordinance 2026-04)

Second Reading and Adoption of Ordinance 2026-99, Adding Article VII to Chapter 58 of the Sanger Municipal Code Regarding Mobile Food Vendors, Open Air, and Sidewalk Vending Operations.

Recommendation: That the council conduct the second reading, by title only, and adopt Ordinance 2026-05, an Ordinance of the City Council of the City of Sanger adding Article VII to Chapter 58 of the Sanger Municipal Code to formally legalize, regulate, and promote the operation of mobile food vendors, alongside other open-air and sidewalk vending activities.

Fiscal Year 2024 Annual Audit Financial Report and Single Audit.

Recommendation: That the City Council receive and file the Annual Audit Financial Reports and Single Audit for Fiscal Year 2024 as prepared by CPA firm, Ryan P. Jolley, Certified Public Accountants.

Resolution Levying Annual Assessments for Sanger Landscaping and Lighting Maintenance District No. 1

Recommendation: That the City Council: 1. Conduct a public hearing regarding the annual assessment of the Sanger Landscaping and Lighting Maintenance District No. 1; 2. Approve the attached Resolution, Confirming Diagram and Assessment for the Annual Levy of Assessments for Sanger Landscaping and Lighting Maintenance District No. 1 for FY 2026-27; 3. Direct the City Clerk to record this resolution with the Fresno County Office of the Auditor-Controller. (Resolution 2026-69)

Recommendation: That the City Council: 1. Conduct a public hearing regarding the annual assessment of the Sanger Landscaping and Lighting Maintenance District No. 2; 2. Approve the attached Resolution, Confirming Diagram and Assessment for the Annual Levy of Assessments for Sanger Landscaping and Lighting Maintenance District No. 2 for FY 2026-27; 3. Direct the City Clerk to record this resolution with the Fresno County Office of the Auditor-Controller. (Resolution 2026-70)

Adoption of a Resolution Calling and Giving Notice of a General Municipal Election to be Held on November 3, 2026, for the Submission to the Qualified Voters of a Proposed Ordinance Amending Article V of Chapter 66 of the Sanger Municipal Code to Increase the Transient Occupancy Tax (TOT) from 4% to 12%, and Requesting Consolidation with the Statewide General Election

Recommendation: That the City Council adopt Resolution No. 2026-72, calling and giving notice of a General Municipal Election on November 3, 2026, for submitting a ballot measure to increase the Transient Occupancy Tax (TOT) rate to 12%, requesting consolidation with the statewide general election, and directing related election actions.

Introduction and First Reading of an Ordinance Amending and Restating Article V of Chapter 66 of the Sanger Municipal Code to Increase the Transient Occupancy Tax (TOT) Rate from 4% to 12%, Expressly Apply the Tax to Short-Term Rentals, and Implement Facilitator Reporting and Collection Requirements.

Recommendation: That the City Council introduce and give a first reading, by title only, and waive further reading thereof, to Ordinance No. 2026-06 amending and restating Article V of Chapter 66 of the Sanger Municipal Code to increase the Transient Occupancy Tax rate from 4% to 12%, subject to voter approval at the November 3, 2026 election.
