Recommendation: That the City Council approve.

Job Descriptions for Police Commander and Kennel Technician and Assigning a Salary Band to the Kennel Technician Classification

Recommendation: That the City Council approve Resolution No. 2026-57 approving job descriptions for the Commander and Kennel Technician classifications and setting the salary band for the new Kennel Technician classification.

Approve the "Workplace Solutions Cooperative Acceptance Agreement" with Cintas Corporation No. 2 for uniform rental and facility services needs of the City of Sanger for a three (3) year term, with two one (1) year options to extend;

Authorize the City Manager to sign the agreement on behalf of the City

with approval as to form by the City Attorney.

Adoption of a Technology Disruption Policy as Required by Senate Bill 707 (SB 707)

Recommendation: Adopt Resolution No. 2026-58 approving the City of Sanger Technology Disruption Policy to establish procedures for responding to disruptions in telephonic or internet services that prevent members of the public from attending or observing City Council meetings remotely, as required by Senate Bill 707 (SB 707).

Sanger Master Fee Update Final Report

Recommendation: That the City Council approve Resolution No 2026-59 approving an update to the master fee schedule.

Ordinance Updating the Structure of the Planning Commission

Recommendation: Staff recommends that the City Council hold a public hearing and introduce, by title only, an Ordinance of the City Council of the City of Sanger repealing and replacing Sections 2-156 through 2-160 of Division 4 (Planning Commission) of Article IV, Chapter 2 of the City Code.

Ordinance Adding Article VII to Chapter 58 of the Sanger Municipal Code Regarding Mobile Food Vendors, Open Air, and Sidewalk Vending Operations

Recommendation: Staff recommends that the City Council hold a public hearing and introduce, by title only, an Ordinance of the City Council of the City of Sanger adding Article VII to Chapter 58 of the Sanger Municipal Code to formally legalize, regulate, and promote the operation of mobile food vendors, alongside other open-air and sidewalk vending activities.

Confirmation of Intent to Pursue Increase to Transient Occupancy Tax (TOT) and Submitting Ballot Measure to Voters for the November 3, 2026, General Election

Recommendation: Staff recommends that the City Council confirm intent to increase the City of Sanger Transient Occupancy Tax (TOT) and direct staff to prepare Ballot Measure documents (Resolution and Ordinance for increase to 12%) for City Council's review and approval at a future Council meeting in time for submittal to voters for the November 3, 2026, General Election.

Resolution No. 2026-61 Adopting a Boundary Map Showing the Territory Proposed for Annexation to CFD No. 2005-1

Resolution No. 2026-62 Declaring the City's Intention to Annex certain territory into City of Sanger Community Facilities District 2005-1 (public services) and Setting a Time and Date for a Public Hearing Thereon

(Annexation No. 7).

Initiating Proceedings Pursuant to the Landscaping and Lighting Act of 1972 for the Annexation of Property into Sanger Landscaping and Lighting Maintenance District No. 2, Area 1, to Review the Improvements and Assessments for Fiscal Year 2026-2027, and to Set a Public Hearing.

Recommendations: That the City Council approve Resolution No. 2026-63, a Resolution Initiating Proceedings Pursuant to the Landscaping and Lighting Act of 1972 for the Annexation of Property into Sanger Landscaping and Lighting Maintenance District No. 2, Area 1, to Review the Improvements and Assessments for Fiscal Year 2026-2027, and to Set a Public Hearing for a Future Date.
