SUBJECT: Receipt of Update on Emergency Repairs at Wastewater Treatment Plant Pursuant to Resolution No. 2026-36 and Request to Continue Declaration of Emergency

RECOMMENDATION: That the City Council adopt Resolution No. 2026-40, Continuing the Declaration of Emergency in connection with Emergency Repairs at the Domestic/Industrial Treatment Facilities under Resolution 2026-36.

SUBJECT: Renewal of Contract for Fire Dispatch Services with the County of Fresno EMS Communications Center

RECOMMENDATION: That the City Council approve the contract for continuing fire dispatch services with the County of Fresno EMS Communications Center and authorize the City Manager to sign the contract on behalf of the City.

PUBLIC HEARINGItem 1

Staff Recommends that City Council adopt Resolution 2026-46 to approve Annexation No. 2025-01 regarding annexing sufficient land and right-of-way currently within Fresno County to public improvements consisting of a traffic signal located at the Jensen and Indianola intersection and Associated Finding of Exemption Under Public Resources Code Section 21083.3 and California Environmental Quality Act (CEQA) Guidelines Section 15183.

Waive the full reading and introduce, by title only, an Ordinance of the City Council of the City of Sanger repealing and replacing Sections 2-156 through 2-160 of Division 4 (Planning Commission) of Article IV, Chapter 2 of the City Code. (Ordinance 2026-04)

Conduct the annual public hearing to review the proposed Draft Annual Operating Budget for FY 2026-2027 and evaluate the financial necessity to continue Utility User’s Tax; and

PUBLIC HEARINGItem 2

Adopt Resolution No. 2026-25 making a determination of the necessity of continuing the Utility User’s Tax in Fiscal Year 2026-2027.
