Let's see, to recap, last week, sort of the process we were going through, we almost didn't have this in, yeah. The process we were going through was sometimes if an agency had multiple applications, y'all wanted to go ahead and talk about those all at once. And then other than that, going down the list, I was working in gold. Anything y'all definitely wanted to come back and talk about. But of course, you know, this meeting, you can talk for any of it that you want. And then we have about 12 that have not had discussion yet. I think I'm gonna, we had it, our list was in...

I'm happy to kind of go through where we ended up with the various organizations.

Our first action item is to hold a staff facilitated discussion among board members on the FY2026-2027 Human Services Grant Applications for the purpose of comparison, evaluation, and selection to create a recommendation to City Council on which applicant agencies should receive funding and how much funding should be granted to each selected agency and consider approval of the resulting recommendations. This was tabled at the June 10th, 2026 meeting. Do I hear a motion to remove this discussion from the table?

Can you speak up? Yeah, so basically on Centro's friends, I just felt like their reason I gave 5,000, I'm 516, but the reason I was at 5 is because their location seemed like really, really far away. And it seemed like it was getting further out than our ETJ is. Since we did Centro 1, oh, sorry.
Since we did Centro 1, do you all want to go ahead and do Centro 2 as well? Yeah. facility continuity and safety supports. Oh, yeah. So we gave them 15,000 for the first one, right? 16. Yeah, so this one. And Marcus 5000. question.

Does anyone remember what this looked like, like in their budget that they gave us for it, like how it was budgeted out?
So it was, sorry, the original ask was for to pay for the insurance deductible. And then they got that covered by a different funding source. And so then they were requesting the money for the staff security booth and a larger street visible bulletin board. And they had in their application, you know, what that was going to look like. And the staff security booth, they wanted that for more of their like bigger events to improve safety. Uhm, and for the bulletin board to reduce confusion and strengthen communication during my term. It's what their applications on. That was going to be the use for. Either one. Original. But now they want it for the who's going to be sound.
I'm honestly fine with anywhere we go on this. I have 5,000, but if y'all are looking to do less, that's fine with me, but it's up to y'all.

Yeah, I heard all that. I've actually heard that pretty clearly. And the only thing I can say is that I did zero because I felt like I needed to cut somewhere. And that was a good place to cut since I already thought we did. Number one project should get money. I can still hear you. The screen has blinked out a couple of times, but I can still hear you.

I cut there because of we're already given, I'd already thought that they would, I was hoping they would get the full amount of their first one. And so this gave me a place to cut.
That's kind of where I'm at with it. It is only $5,000. So, like, I don't know that we'll miss it, but we are also at. Like 120 K left or something like that. I think so.

The average is $2,750. That's, you know, the two zeros.
I almost want to leave it at zero and revisit it if we have money left. See where we are at the end after we've allocated and if we want to start moving, I'd rather leave this one at zero. That would be my vote.

I'll do that. Because looking at the historical, I mean, most everybody wasn't here when they first started planning for it. And that was one of the big questions for funding it. But that location wasn't within our ETJ and wasn't listening in to it. Where we're at now is... literally way out of the way, and I don't, I'm not sure how many in San Marcos, right? In San Marcos, I have the experience there. So.
I may have that report. I'll be able to take time to look at that.
So they moved to a different location?
Yeah. And I think it's like four months further from when we first funded. And back then I was, you know, part of the reason why my reason being support funding then was It seemed like an organization. There was a lot of San Marcos . But I don't know what happened with the application they ran. I used to drive by it very frequently. The other one I didn't even know was there.
Oh, yeah. I mean, looking at it, I think this is it on Google Maps. And it lists itself as Redwood.
Yeah, it's in Redwood. It's 100% Redwood. Whereas before, it was at the juncture of the and Redwood Road, I think it was.
I guess where I'm at, if they've already had their, like, insurance deductible paid, I understand, like, the security booth as, like, a necessity or, like, a security thing. The bulletin is something where I'm a little bit more, like, I feel like the money could be better spent elsewhere and for another agency. So I'd maybe be good with, like, $0 or $2,500 or something like that. But I think we can also revisit it at the end.
And also one last thing on that is when we look at their budget, for their . They have about $39,000 budget. They're like almost . It does say it's 50%. They don't have any . I don't think . We're funding is basically to renovate. I'm guessing since it's a new location, it had a lot of issues when we moved in. But again, where is there other ways?
I'm okay with keeping it at zero for now and coming back if we have something at the end.

And so we've got kind of a range.
And we know Madeline, you know, kind of looking at it opposite, like she wanted to find Programming, but not.

So the San Marcos Mental Health Clinic and the youth respite and peer support is both for the buildings. Yeah. To maintain the building where the youth stay at the youth respite and peer support and then maintain the building 200. It needs to be leveled.

Again, my this same as it was. We're funding buildings instead of.
And I still give them quite a bit.
Okay, but they need those buildings to provide services and they can provide services if those buildings are falling apart. Like I remember one year they asked money and I don't remember if we gave them the money, but I do remember that they asked for it. to repave their parking lot because it was all inky and it was just not accessible.
I know for the pavilion, we didn't give money for that. Because up until the country, when MHD came into the picture, we always funded the services they provided. So this is where my conclusion has been the last two years is we've always funded the services and now suddenly the country mentioned me as the services.
I mean, honestly, I don't know what's confusing about it. I mean, I, the MHD for me, I can understand that they're outsourcing the services to them so that they can provide the services. And at this point, China's not able to provide the services, but they provide the buildings, right? And so I can see how it can be confusing, but I think it's been kind of clear.
The confusion was in the days we brought the services, health care and HB wasn't there in the first two years when I was here. Now suddenly it's split into two. Because we, as a board, we did not fund any. We were very wary of that money. Of funding for projects versus services, people and contractors. Thank you. So at some point they didn't cover this in their. The presentation they said it was always this way. At some point, the country may be to both services as they went out there. So I'm not I'm OK with providing them funding this time. But again, as a board, we should not be funding fixing properties and fixing things like that when the city council's priorities are the people's priorities, not the nonprofits themselves.
Was it, like, I know this is only tangentially related, but, like, wasn't Mission Able's task for money for buildings that they were going to repair on behalf of, like, people receiving their services? Like, it wasn't Mission Able's, like, headquarters that they were repairing.
Right.
And, like, you know, similar to this, it's not like they're making repairs to office space for themselves. They're making repairs to the spaces that they are leasing out to, leasing or allowing to use, whatever it is, to places like that. And I just... I honestly don't know what it would be like for any nonprofit or, like, mental health thing to try to, like, lease from, like, a typical commercial landlord or something like that. If, like, the space that shine provides either didn't exist, or, like, fell into too much just repair to where it couldn't be used. You know, so, like, I mean, I think it would be. A big financial burden if they had to outsource it to someone who is trying to turn a profit on, like, using them as, like, a tenant. Whereas. And again, I either wasn't in the application or I don't remember whether or not SHIB charges MHCD to use their spaces or anything like that, but I'm sure not as much as anyone else would charge for some of their space. So I'm okay with funding them in some regard because I think funding SHIB ultimately will also help the nonprofits that they're allowing to use those spaces as well.
And then I've already agreed to like funding that provided up. I'm talking out to the board is. Back in 2023, you had maybe one or two requests for billing meetings and stuff like that. And I can count five right now and it's getting more and more over the CDS and the missioning. I understand that they're doing it for competing with some markets, so 30,000 for them. So we have one. So that's not there again, fine, but. I'm against, you know, central is asking for. Shives that's like all the stuff on the place asking for the city services, the. Community services work.

Yeah, I just also think it's important to kind of think about just the changing landscape of the nonprofit world. and that there are mostly opportunities for grant funding that have to deal with direct programmatic things, supplies, and stuff like that. And so there's not a lot of opportunities for staff and for building and all the other stuff that you need to run your programs. And so I think that's part of what this funding is intended to do is to help support the organizations that are doing the services, right? And so at work, I work with a lot of nonprofits and we have to figure out like, What is it that we can fund so that you have some money freed up in your budget to fund this other thing that you can't get a direct grant from? So I think everyone's needs are different. I think it is increasingly difficult to get money. And yeah, I think this funding doesn't have Those, like, set stipulations, because it's meant to kind of do a wide scope of things. So to move us along, because we got a lot going, if we are, can we agree, are we agreeing on the average? Are we agreeing on the minimum requests for both of these? What was the consensus?
I mean, the total is close to 25, so do you want to do 1250 or 12500 for each? Or do you want to say 15,000? I mean, I'm looking at three of us going 20 and above, so I'm good with that.
But again, I'm not against the funding, I'm just... For mutual reference, we're seeing more and more of these funded investment buildings, and the CS market should not be funding buildings.
Well, that's still the hammer, but I'll say we kind of do need to get right over a plate sometimes with Alexis. So far, it hasn't crashed again since I did an IHDI. Okay. But I'm sharing my screen, and technically, Greg counted as big in the meeting unless he's showing. So he is probably showing on the meeting. Oh, okay. But we would like to see them if we can. Okay, but if they wanted to put that stipulation in the grant, they would have done it, right? And I very much agree with Alyssa that there are a lot of grant funding sources that are very restricted and organizations can only use them for certain things. And a lot of, meaning a lot of other things are left out like building repair, right? Or just general maintenance. And I believe that this is an opportunity for those organizations to come and request that money because the grant doesn't have those restrictions, right? And I do agree that there are more requests for building repair. And I think that's just because San Marcos is an old city, right? There's a lot of old buildings in this town that are falling apart because they're old. And so I I don't agree with you that we shouldn't be funding for the green runner because these buildings are the house to provide the services for the people of San Marcos, right? If there's no house, there's no services for the people of San Marcos.
We've been to a library.

A library. No, I haven't been there. They have a building with like five or six non-office there.

Yeah. And it's a brand new building. They all moved in there. They just paid our lease on it. To say the place, it might be that it's a fallacy because again, I'm probably providing services. What I keep saying is we're funding, we're funding. Buildings more and more in a year, and that's taken away from the actual service of the actual people. For the human services for the human.
Okay. So if you want to, if you want to fund services. Then let's provide services to because they're the ones providing the service. Yeah, but we can't because they're asked is so big.
Yeah. I put 30,000 for them. For the services, I didn't put zero because we're providing service. And again, this is coming from. 434 years of experience with these 2 organizations. Where. I know for a fact that SHI used to be the one that brought in services and they never asked us for pavilions, except for the pavilion in 224, 223, and then the debate. And as of where we all said, no, we're not supposed to do that. And I'm not saying I'm advocating for providing $35,000 to one organization for building services. But I'm saying at some point we have to stop saying, if we have to put in bylaws, we should not be funding building repairs, building services, for all the non-fundments. Which is the same thing that happened with Central. With Central back then, we provided some money for, I think it was like an AC moon end and something else. And they keep coming back with more and more and more. So at some point as a board, we have to make sure that we're funding services to people, not repairs for non-profits. There's another organization I can remember when I was born that they used to be in a building that was like dilapidated and stuff. And they asked for $8,000 and we're saying, you know, they were providing $35,000. the services each mh so what's called information there's such a big organization that they gave us bigger leave it on you know we can't find 150 where we have 750 on cutter budget and i know for a fact again mhd never asked so many until like last year in this year so providing 30 000 you go back to their baseline
$40,000 is above everything we've been providing for the last six years.
Am I feeling specifically?
No, try it. Try it. We gave them $50,000 a year and $36,000 a year.
MHD, we gave women $60,000.
Again, on that,
disputing the 35,000 we're about to give them, but we're walking down a very silver slope, and we're seeing more and more of these, and our budget more likely is going to be coming soon.
This is just a recommendation also, so if the council feels the way that you feel, then you know, they'll say, we shouldn't be funding this. I don't know how deeply they look into all the applications, but... Well, until they don't, and then they make up whatever they want to make up whenever they want. So, you know... No, I mean, that's what they do whenever they don't like something we say. They just change it and move along. So... They're elected. They're city council. Right, so it's all a recommendation.
You know, like, I, I kind of agree with, like, if Council, if it is something that Council is a problem with, I do think it should go into bylaws because, I mean, they're explicit about things like only paying a certain amount of staff, like, funds and things like that. So, you know, I feel like if it is going to be, if the goal of this is to 100% of it be services directly, you know, it's money going directly to people having it, you know, that does need to be stated somewhere in there. And until then, I think we are, you know, At our liberty to recommend whatever we think is most.
So, just to bring up the human services agency definition, which is what. Is centered in, like, that's who we're funding or whatever is in the rules and regs and so that means you often change it. Not in this meeting, we have to post it for a future agenda. But just so you know, that's where it is.
Like, we're kind of that specific thing doesn't say providing. What does this help?
It's really talking about the agency as far as what it would fall in there.
We just have to make sure we're funding some organization that is definitionally a human services agency. Anything within that, we have freedom to decide what we're funding as long as it doesn't exceed the staff limitations we have and other things like that. Yeah, I don't see a problem. I don't see buildings as particularly any less, you know, necessary than the actual money to fund the program in general. You know, I think they should be evaluated just like any other program on our system. Sure, like, every dollar we spend should not be going to, like, building repairs. I agree with you there. And, like, it should be something that we're, like, cognizant of. But I don't have a problem generally with people applying for that, you know, for, like, them to fund that through us or anything. And I don't think they should be blocked.

We are a new body. Things can change. And things change. And I mean, you know, here we are. So again, are we going to sit at the average? Are we going to go with the minimum? Because we got a long way to go. It's okay with the average. The average, okay, 15, 833 and 9,500.

It says money will be used for rental facilities. Oh great.
$25,000 and $5,000 for seasonal hourly volunteers. For representation. But yes, they are the ones that have the optional program for for youth. And Let's see. I do know that they are a very small group, but I really liked how it's just like generations of families that
you know, these kids have gone through the program, and then they have kids, and their kids are participating in the program for volunteering, where they used to volunteer as kids, and I really like that. But I don't know how y'all feel about calling them.
I think I have already run out of money, if I cut that point myself.
I think it does look a little not as cost-effective looking at it right now than I guess when I was doing my application. I am still fine with funding it at the $22,000 if that's what you guys want to do, but also, you know, I think lower is also probably where y'all are thinking given the numbers.
I think budget was an issue, but then I also think it was kind of in that bucket of the nice to have versus need to have of the things that I funded. But it seems probably like already like some has been shaved off of my allocations. So I'm okay with funding it at whatever level we agreed to.

DDG would still have to be reviewed by staff because it or somebody else because it has to go super fast because then we have to post it for public comment. But HSAE could still roll and then maybe when we take it like on whatever it would be, I moved a little earlier.

So maybe when I take it to them, then they would still have the option of flipping among funding sources a little bit. The reason they are talking about doing that is CDBG has a lot of paperwork. Why not just fund, two agencies, and then everybody has less paperwork. Staff does, agencies do, and so forth.
