The next item is police department promotional recognition. Police Chief Elazi will make the presentation. Good evening.

Good evening, Mayor Chaka, uh, Councilman Chen, and Councilman Woo. Thank you for having us tonight. It's a great pleasure uh to be here to be able to share with you and acknowledge our newest promotions within the organization. Uh three gentlemen will be uh brought up before you tonight and I'll share a little uh about them before they do come up. Uh the first one will be Sergeant Gilbert Magna. Ybert was raised in Alhhamra, California, attended St. Francis High School, went on to Cal State Fullerton and got his bachelor's degree in psychology. Then moved on to his master's degree and got his uh masters in organizational psychology. He then transitioned into the greatest profession I think we all know. Sorry, firefighters. He graduated from the sheriff's academy uh class 408 in November of 2015 and then started his career with the St. Gabriel Police Department. He served in many roles uh being a use and force instructor, honor guard, field training officer, bicycle response team, and helped create San Gabriel's first honor guard program as well as San Gabriel PD's first mental health evaluation team. Uh Gilbert served as a detective uh focusing on financial crimes from 2019 to 2024. His wife Myra is here and she'll be badging him.

Our next promotion will be Mike Mesopropian. Uh Mike was raised in San Gabriel. He attended Gabino High School and started his police journey in 2009 as a an explorer for the St. Gabriel Police Department and carried that title with him till 2014. Mike is currently attending Calp Pololly Pomona focusing on business administration. Um he became a police recruit and went to the academy in October of 2014. Graduated from the sheriff's academy class 404 in March of 2015. Mike serves as an honor guard, a field training officer, has been part of our bicycle response team, explore advisor, and part of the recruitment team. He's also served as a detective for our organization focusing on financial crimes and he did that from 2019 to 2024. pinning and badging uh Mike tonight is his partner Eric Sizo and his mother Aroxi Mesopian. Our

third promotion for the night is Tim Logan. Tim was raised in Alhambor, California, and attended Alhamra High School. He worked on his bachelor's degree and achieved it uh from Union Union University uh focusing on criminal justice management. Tim graduated from the Rio Hondo Police Academy class 193 on February 18th of 2010. Tim started his career in law enforcement with the San Marino Police Department and held that position from 2010 to January of 2014. He then went on to uh become part of the San Gabriel Police Department family in January of 2014. Uh Tim has served as a field training officer, been part of the bicycle response team, also served as a detective focusing on property crimes and later uh transferred and put on loan to LA Impact Task Force uh where he focused on narcotics, gangs, and vice. Uh Tim was promoted to sergeant in August on August 27th of 2022. And tonight we have the honor of Tim's lovely grandmother, Rose Miranda, who will be pinning him tonight.

Thank you, mayor. And if you don't mind, I'd like to call all three promotees up. Um, part of promotion or part of a promotion and obtaining a certain rank is always being ready for the unknown. So, I'm going to call each of them up to say a little words or a few words uh to you and to our community and uh I'll first start with Lieutenant Logan.

Mayor and council members, thank you for this opportunity. Really good seeing you guys. I'm very honored to be able to serve in this capacity. I would like to thank my 95-year-old Nana, Rose Miranda. If we can give her another round of applause, my mother, uh my stepfather, Jimmy, and all my family and friends and colleagues who are here to uh celebrate this special moment. So, thank you again. Thank you, Chief and Sergeant Mesopropian. Good evening, Chief Elazali, Mayor Manaka, members of the city council, uh, city manager Mark Lazerado, and community members, and so my family members and friends who are here, my partner, I'm truly honored and grateful for the opportunity to serve the St. Gable police department and this committee as a newly promoted police sergeant. I remain committed to prioritizing officers and the organizational development recognizing the outstanding work of our personnel strengthening our partnership with the community members. Uh I will continue to promote the culture and grounded professionalism integrity and responsibility ensuring we uphold the higher standards uh expected of our profession. I will continue to invest in providing mentorship to the next generation of our officers, fostering a collaborative team environment and ensuring we consistently delivered the high standard of professional service uh that the Sanger Police Department is known for and our community rightfully expects. I'm prepared to take this next step in my career and serve our city in this expanded leadership role. Um, like I said, I would like to uh thank my family, friends, my partner, everybody that's kind of helped me uh develop and

support me for uh this new position and uh be along go along with me uh throughout this u next journey and chapter. So, I thank you for your time and thank you.

good evening, uh, May Chaka Council. Um, I too want to thank you guys very much. Chief, I think he said it, um, when I first came up, this truly is, u best profession in the world. Um, I've, uh, I started this career at the age of 40. I did a lot of things. I was the old man in the academy. uh made it through. But but like you said, this truly has been a a wonderful career. Um I look forward to to leading a lot of the new officers that are uh coming up. We've recently hired, it sounds, tons of officers. Um I look forward to, you know, trying to set an example for them. Um and serving the community. Um I grew up in the neighboring city of of Alhhamra. my sister who's also a police officer who uh still patrols there. I'm very proud of her. She's the one who uh kind of stirred me in this direction and uh um like I said, thank you very much for the opportunity and I look forward to uh many more years here serving citizens and the community. So, thank you. So, um, we're going to take a picture, uh, the three of us, but I was going to say a few words and then since there's only three of us today, I'll then pass it along to my colleagues since we have time. But anyway, first of all, thank you, Chief. Um, our congratulations to Lieutenant, and I call him Timothy Logan. We kind of have that uh relationship. And then Sergeant Gibbert Magna and then Sergeant Mike Mesopropian. Hopefully I got that right. Uh, tonight's ceremony reflects the leadership, dedication, and trust each of you has earned. Um, as you step into your new roles, you will continue to guide others and help shape the future of our police department. And yes, we

hire tons of police officer because we had tons of vacancies. So, I'm glad that we u we were able to do that. On behalf of the city council and our community, we are proud of you and grateful that you chose St. Gabriel um police department as your place of service and to your families. Thank you. Thank you. Thank you for your continued support. They couldn't do it without you. Um we we commend each one of you on your continued leadership and service. And I think um Sergeant Madana mentioned it that you are the leaders. you are helping the next generation hopefully develop that love for for service, public service and law enforcement and um just that um you know we we look forward to your continued presence and impact in our streets and throughout our community. So I just want to uh thank you as as the mayor um as a community member. Um two of you I think are from Alhhamra. That's my home turf also. Um, and I feel like all of you I've had interaction um all good uh interaction and then I'm just so proud to see you guys um all three of you kind of um be promoted and uh I look forward to your continued leadership and service. So, thank you so much. And so I'll pass it to our vice mayor.

Yes. Thank you, Madame Mayor. Um, I too want to uh congratulate uh Sergeant Magna, Sergeant Mesopropian, and Lieutenant Logan. You guys have been promoted, and I'm sure it's very uh uh welld deserved. Welld deserved. And um I am happy and proud that you guys serve as our city's uh police leadership. And as as in my profession, I tend to be a mentor also. So and I've always appreciated the importance of mentorship and being a good leader and teaching by example. And I'm sure you guys will do a great job with that. And um yeah, I'm I'm just really happy to see your promotions and happy to see how you're going to shape the next generation of uh police officers in our community and keeping us safe always. So, thank you,

Well, thank you, Mayor. Uh first of all, thank you very much, Chief Alazada, for your great leadership that uh I'm always so proud of that city of St. Gabri has such a wonderful u police department and I would like to congratulate uh uh Lieutenant uh Tim Len Logan uh and two of my friends as well um um Sergeant Galbert and Mike. I think we had a lot of conversations that uh about the police business how we can just make the uh the PD that serve our community that with are fully support. So this is so good to have our PD and uh you know council members to communicate with without any burden. Uh this is so important that we can witness the great day not only for your personal career but this is a great achievement for the entire uh law enforcement because that means that we are having the new bloods coming to serve our community and we are able to have such a wonderful model that will be demonstrate the spirit of the St. Gabriel that will be leading them to grow to serve and to protect our community better. And thank you very much again for your service and thank you so much for the family that your your members that is not only you're proud of them but we are proud of them too. Thank you very much.

Thank you. And and just for those who don't realize, you know, not every city has their own police department or fire, but I'll focus on police tonight. Um and so I've always been very proud. But I know all of us are very proud that we have our own police department with the San Gabriel Police Department badge. We have our own chief and we have, you know, amazing officers. So, there's a lot to celebrate and um it's it's just always exciting when good people stay with us and they continue on to build the next generation. So, anyway, with that, we'll take a picture if you want to join us, Chief. and the three new um officer well not officers but the three who are who got acknowledged tonight if you can please come up promote. Okay, next item. Autism Awareness and Acceptance Month. Next item, uh, sorry. So, crime prevention officer Stacy Gutierrez and officer SRC will present the Sano Police Department silent day out event after which Mayor Machako present the proclamation to Sergeant Gilbert Magna and Sergeant Paul Poe. Sorry, I'm trying.

Good evening, Mayor Machaka and members of San Gabriel City Council. On behalf of the San Gabriel Police Department, I'm pleased to share information regarding our upcoming community event, Silent Day Out. This special event is held in recognition of autism awareness month and is designed to promote inclusion, understanding, and meaningful community engagement. Silent Day Out will take place on Saturday, April 18th from 10:00 a.m. to 12:30 p.m. at Vincent Lugos Park. The the event will feature low noise sensory friendly activities along with police vehicle displays, fire, public works in a calm and approachable environment to ensure a comfortable experience for all attendees. No sirens or loud noise will be used. We will also be selling autism awareness patches as well as providing signups for our special alert program with assist for first responders first responders in better supporting individuals with special needs. This event is free and open to the public and we encourage you to help us share this information with the community. We look forward to your support and hope to see you there. Thank you for your time and your consideration. Okay. So, we will um we do have a proclamation and I'll just read part of it. Um whereas Autism Awareness and Acceptance Month emphasizes the need for public awareness of the challenges faced by children, teens, and adults on the autism spectrum and living to their full potential. And whereas we promote acceptance, celebrate the many ways autistic individuals add to the diversity and strength of our city and prioritize the inclusion of autistic individuals and their families. Whereas we share our deep appreciation of individuals, families, and others who are dedicated to uplifting the experiences of autistic people. Now therefore, I, Denise Manaka, mayor of the city of St. Gabriel on behalf of the city council do hereby proclaim April

2026 as autism awareness and acceptance month in the city of St. Gabriel and invite everyone to join us as we affirm our commitment to supporting and including individuals with autism in our schools, workplaces, and neighborhoods, continuing to build communities where everyone belongs. So, I just wanted to also thank you for um launching this program. It's our first year and so I just want to applaud that our police department and with your leadership recognize that there's a need and um I'm excited to to see how this motivates other cities and and just how this fulfills I think there's been a need for a long time and and I thank you for for taking that initiative. So we're going to take a photo now with the proclamation. My colleagues,

This is the time set aside for members of the public to address the city council on consent calendar items and on items of interest that are not on the agenda but are within the subject matter jurisdiction of the sable city council. Ain comment was received from Destiny Flores of the California Department of Insurance soliciting council support of proposed wildfire recovery legislation, Assembly Bill 1795, Senate Bill 876 and Assembly Bill 1680. And mayor, we also have um one public uh comment card submitted in person from Douglas Frasier.

I'm ready. Please begin.

My name is Douglas Frasier. I'm from Santa Clarita. Want to come and introduce myself. I've had an issue with the city on a parking citation that I'm trying to get resolved. My wife is Chinese. She likes to come this area and shop a lot and one excursion. We I got a parking ticket that was issued without proper it was a problem with the certificate, the number and the communications. So I tried to appeal it. I didn't get any word back. It took three appeals and three trips to San Gabriel.

So eventually the um police department understood and they dismissed it. I had a discussion with lieutenant and the chief and they referred me to Edward Marcus and he says that you don't make amends for mistakes in this city. I don't understand that. We pledge allegiance to the flag. Justice for all. Well, I'm needing some justice. Each council member I've emailed. I got Jorge's email finally and and included him in some of the emails. So, that's my issue. I filed a small claims. I got a court date May 19th. If you want to come to an agreement between now and then, then I'll cancel the court date. But I'm here to answer any questions or have a discussion if you want. Okay, thank you.

All items listed under the consent calendar are considered routine and recommendations will be approved in one motion unless a member of the city council requests separate discussion. Motion passes by a vote of 30. Okay, next item. Uh, we have no public hearing. We have no continue business, no new business. Uh, next item is city manager report.

Thank you, madame mayor, members of the council. I have two updates for you tonight. Uh, one, an update and two, a an event. Um, our update is that I'm happy to report um that we do have a heater uh timeline. Not an exact timeline. I know you've had some um requests from the public related to our pool. Our pool is hugely popular and and we're trying to remodel it. We unfortunately had a heater that uh essentially disintegrated. We've worked with the manufacturer and it's uh new heater is being specifically built for us. Um and our uh customers have been very frustrated because we have not been able to give them timelines. We are told that by the end of this week it will be manufactured. It shouldn't take more than a couple of days to install. So I don't have an exact timeline but hopefully uh by next week we should have if not a working pool at least some more information on that. Uh we have been sharing that information with George Young who is the coach of the seagulls as well as our other customers. uh we haven't been able to give them the definitive timeline yet, but we'll keep working as fast as we possibly can to get that done. And we do realize the inconvenience that that causes folks. Uh second issue is another inconvenience, which is the rain um that's coming this weekend. We need it. We love it. But unfortunately, we're having a rain out for our uh the festivities at the farmers market that's scheduled for Saturday. I want to make it clear that the farmers market is still going forward. So, I would love for everybody in the public to come out and celebrate it and go to that first one. Um, all of our vendors will still be there and they'll still have um produce and uh craft goods, uh, food items, that kind of thing for us. U, but we just won't have the celebratory stuff. That will happen the following week on April the 18th on um that morning at about uh 8:45 we'll gather. Um, we'll have that ribbon cutting and uh festivities there and then you'll all get to rush over to the autism awareness silent day out. You'll

get to quietly rush to the autism awareness day out. And with that, I'm happy to um turn it back over to the mayor. Great. Thank you. Um, Vice Mayor Chan. Um, thank you, Madam Mayor. Um got a small report regarding uh the events I have attended uh since the last meeting. Um might be a little bit longer than average because we had the other the fifth magic magic fifth Tuesday. So it's been a little we have time.

We have time. I'll try not to bore the audience too much. Um, so on March 21st and 22nd, I attended St. Gabriel's annual Lunar Lantern Festival. It was a great success. And a special thank you to our city staff, the World Journal, and um and to Councilman Ding for for making this happen and the Taiwan uh Tourism Board. And so yeah, no, but no, they Councilman. Yeah, sorry. Sorry. I I messed up. I'm sorry. Councilman Woo. That is how we call the Bren washed.

Yeah. He he did go to much of the same stuff together.

Councilman Woo. My apologies. And um yeah, just uh thank you for making this happen. And just as a side note on that that weekend, it was a great great event and a great weekend overall, but uh also I had the honor and pleasure of introducing the Hian delegation to Mexican food for the first time in their lives and it was at our very own Luna's restaurant next door and they told me they they loved it. So that was fun. on uh March 24th, I attended I sat in on our local St. Gabriel County Water District uh board meeting. I I visit occasionally just to keep uh keep a breast of what's going on and in our local water district. And as uh some of you may may know, before I was elected to city council, I proudly served for nine years on as an elected waterboard director on the San Gabriel County Water District board. So, it's got a special place in my heart and I just got to make sure that they uh continue their great work and providing us with uh super clean, great quality water. Um, also on that day, uh, I attended St. Gabriel's state of the city address at the St. Gabriel Mission Playhouse. Again, thank you to city staff and madame mayor for putting together a great event and and a great event and presentation. On March 25th, I attended a multi-chamber networking mixer at the Dive Oyster Bar in Temple City. Um, as many of you may know, uh, our city doesn't have a chamber of commerce anymore, uh, for St. and Gabriel, but I still kind of keep tabs on and try to

support our neighbors and attend their events, the Temple City Chamber, Alhambra, and U Roseme. Yeah. Thank you. So, um, on the 27th, I attended the grand opening ribbon cutting for the brand new state-of-the-art Athens MURF. That stands for materials recovery facility in Irwwindale. It's a very yeah high-tech state-of-the-art kind of uh facility that that Athens has to uh you know efficiently uh route our trash to make the least amount of uh environmental impact. So it was very nice event. Um on the 28th I attended uh the annual Sierra Madre Wisteria Festival. Uh it's a nice historic event in their city that they have every year. So they, you know, again, got to support our neighbors. On uh April 4th, the I attended the annual uh St. Gabriel Kiwanas Extraordinary Pancake Breakfast and Egg Hunt. And again, thanks to well, thanks to St. Gabriel Kuwanis. And again, thank you to our wonderful city staff for putting putting on yet another fun, successful family community event. So, that concludes my report. Madame Mayor, I yield.

Thank you, Mayor. Uh well on on the on the afternoon of March 21st I attended the North American enshrinement ceremony of the relics of forgine founders master venerable master shingun hosted by Shilai temple. This ceremony was a part of the global initiative uh spanning five continents where the master relics were ceremonially uh distributed to temples worldwide. uh northern uh North American delegation traveled to Taiwan, received the relics and returned to the uh Los Angeles for the official enshment marking the history uh historic moment for the Buddhist uh community. The event brought together representative from dozen of temples and nearly 2,000 attendees uh reflecting both its spiritual significance and global reach. It also highlighted the important role faithbased organization placed in fostering unity, cultural exchange and community engagement. On 21st and 22nd of March, the city of St. Giver hosted its third lantern festival in Mission District. This year, we proudly display the beautiful lanterns gifted by Taiwan tourist administration again and a partner with a work general to bring the event to life. I would like to express my sincere appreciation to all the city staff who made this event possible. Especially thanks to RPIO and the city manager's office for organizing the press conference and to our public works teams uh for installing the street lanterns in advance, setting up displayed along Mission Drive and relocating the lanterns to Plaza Park for additional week so the community could continue to enjoy them. I'm confident that our lantern festival will continue to grow into a major significant uh signature event in Southern California. Uh and I just got a phone call from the Tarant administration this afternoon that all

18 uh new lanterns that I selected has been granted. So they will be shipped in May and will be arrived the end by the end of June. So we will have 18 more new lanterns. So on the event uh the evening on March 22nd, I attended the the outstanding youth award ceremony hosted by the Chinese consolidated beneavan association. 17 outstanding young individuals were recognized, selected by local organizations. This is an event that I attend every year alongside Congresswoman Judy Chu. Time truly flies. I was honored to be one of the outstanding youth recipients myself 19 years ago. So, uh, that concludes my Yeah, that concludes my report. Mayor, thank you.

We're doing the math. We're doing the math. How young a kid were you 20 years ago?

The circle of life. Okay. Well, I wanted to uh start with the state of the city. I want to thank everyone who who attended, my colleagues, city staff. Um, it was um I think it was well attended. uh people who did um you know stay for the the full uh state of the city really felt like they they learned so much about our community and um just a lot about you know what we were able to accomplish during this past year. So I have to give out special uh shout out to everybody but in particular our PIO department Flores and Jessica Zhao. Um it was um it was wonderful and um you know thank you for allowing me to be part of it. Um let's see I I too wanted to mention Athens but it's been mentioned already and of course the Kuanas Club our 81st pancake um breakfast and Easter egg hunt. It's a it's a it's a great tradition and um you know those who attended just uh you know enjoy themselves. the Lantern Festival, you know, between the press conference and the two-day event, it was just a another um wonderful um event that just shows our diversity and um how people from all ethnicities really have embraced um that festival. And then of course to have those lanterns even after the festival being displayed at Plaza Park. I was able to be there a couple nights and just to see especially the young children just enjoying it and just in awe and uh it's um it's just a wonderful um just wonderful to see our our families be comfortable being out in the in the evenings um and just having this nice community. It was just such a nice community space. The only thing I would love to see for next year is maybe um

some kind of um explanation because people were asking me what the lanterns, you know, were for, what did they represent. I know it's a lot of extra work, but something to think about. Um you know, I kind of made it up after a while, but anyway, you can kind of tell, you know, the crab and the sea and all stuff like that, but uh you know, I couldn't give them any more detail than that. So, um, so that was just a nice little perk there. Um, I just want to remind the community we do have a community budget priority survey that's taking place. Um it's um you can go online and provide um your input about um you know what you think matters and how you think our our money should be spent as we are um uh creating this new budget for the following year. Um all responses are anonymous so you can be as um you know honest as you as you want. Uh but the deadline is Friday, April 17th, but you can just go online and it's called the uh community budget priority survey. And then um I wanted to mention that I did have an opportunity to I I couldn't be at the grand opening, but I I did go um to visit our one of our new businesses. It's called a Grapevine Central Wine Shop, and the owners are are just wonderful. um Henry and Sheila. Uh their business is located at 427 Westless Tunis Drive in St. Gabriel and it's a neighborhood wine shop and they feature organic and biodnamic wines. Um and they really want to be part of our community and be at our event. So, I think you're going to see a lot of them. Um, but it was just again just a nice place um for uh just to see what they're doing, what they want to do, and I think they're just going to be wonderful business partners

and just wonderful neighbors just in general. So, please visit if you are interested in wine. And uh just a reminder that um uh we do have uh uh we are soliciting um applicants for commissions. Um that deadline is April 10th and so uh you can go online but we do have um opportunities um on the historical preservation and cultural resources design review uh commission planning and community services. So, if you're interested in serving, um there is no compensation, but you do get uh the love for public service and civic engagement. Um you know, please uh again go online or you can come to city hall and see how you can apply. And the farmers market was mentioned. Um I I just want to mention that the um we did uh uh contract with a separate operator. their name is um farm and craft I believe. And so they they are doing a really great job on just trying to promote um and just show the variety of choices that they're going to have. And so I am quite excited. You know, it it's going to rain the first day, but remember it's just a soft opening. So you can always go over to Blossom Market if it's too rainy for you. But uh I I'm excited for our community and the possibilities. So, um you know, just a little glitch, but you know, we'll be back the following week. Um we are going to have another concert um by the San Gabriel Valley Symphony. It's going to be on April 16th, uh 700 p.m. at the Mission Playhouse. And um they were able to get a sponsor for that concert. So, now it's free to the community. Um they even said that they will return people's you know they were selling tickets initially but um through the generosity

of a sponsor um it will be now free to our uh community. So again if if you're if you want to hear the some amazing symphony music um philarmonic um please uh consider it. It's on Thursday, April 16th. And um since uh Council Member Woo mentioned about the an award, I guess I'll I'll mention my award. Um I I wanted just to say I'm grateful and honored. I was presented with the outstanding female role model award from the Chinese Women's Business Association of California. And um along with myself u there was other awardees uh assembly member Mike Fong and community leader Florence Lynn also got separate recognition. Um so I was in good company and um I just want to just say thank you for for recognizing um according to the award uh it's uh it was given to me for bringing together uh Chinese American women entrepreneurs fostering meaningful business exchange and advancing collaboration and uh cultural understanding. So I was very very honored and proud to um to get that award. And then this is going to happen in May, so we have plenty of time to discuss, but please um mark your calendars. There's going to be a lot of um events to honor our veterans. Um we're going to have our annual um Memorial Day weekend ceremony. Um but we're also having a concert. The United States Air Force Band is providing a free concert on Monday, May 18th at the Mission Playhouse. and it's going to be all this wonderful patriotic music. Um, and everyone is invited. It's also going to celebrate the 250th anniversary of the signing of the Declaration of

Independence. And then, of course, we're going to have our uh Field of Heroes. If if you remember, it's a very moving tribute. There will be flags uh at Plaza Park, but um our St. Gabriel Veterans Coalition. They again are um asking for donations. If you want to sponsor a flag in memory of a veteran you love, they include their photo and it's proudly attached to one of the flags. And so it's a sponsorship opportunity. Uh it's their one of their big fundraisers. So um they too have a website. Uh and so it's the San Gabriel Veterans Memorial Coalition. So, if you're interested, I know I I have always have my um father-in-law and so I do that in his um in his um in for his service. Um he passed away, but you know, uh he served um in the Air Force uh during the Korean War. And with that, um that concludes my report. So, the next regularly scheduled city council meeting will be held on Tuesday, April 21st, 2026 at 6:30 p.m. The meeting is adjourned at 7:17 p.m., which I think is a record.
